Today, our party and people are opening up a great heyday of the fatherland’s prosperity with the military-first banner held up high. The heroic mettle and palpitating form of Kim Il Sung Korea, which is doggedly advancing along a path of building a wealthy and powerful fatherland without vacillating despite all types of hardships of history, are powerful displays of the legitimacy and might of our party’s military-first politics and line of placing importance on the national defense industry.

The national defense industry is the source of military-first Korea’s mightiness and a reliable guarantee for the improvement of the people’s living standards.

Great Leader Comrade Kim Jong Il pointed out as follows:

“Under the condition where the imperialists’ aggressive maneuvers continue and are becoming severer by the day, strengthening the country’s military capabilities and further developing the national defense industry arise as the primary strategic task for the revolution and construction.”

That the national defense industry is the source of military-first Korea’s mightiness and a reliable guarantee for the improvement of the people’s living standards means it is the basis for materially guaranteeing our fatherland’s mighty national power and is the key link for improving the people’s living standards.

A material foundation enabling the country’s national power to be strengthened in every way, the national defense industry, above all, is the source of military-first Korea’s mightiness.

The position of a powerful state is ensured by national power, and the number one national power among national power is military power. The work of strengthening military capabilities is a matter of great consequence for safeguarding and realizing the state’s supreme interests and is the lifeline determining the revolution’s victory and the country and nation’s fate.

Our anti-imperialist, anti-US struggle is waged across all fronts of politics, military, the economy, and ideology and culture, but even here, the basic front that determines the fate of the country and nation is the anti-imperialist military front. The confrontation with the imperialist forces of aggression is, in essence, confrontation of power, and only power works on the imperialists. Without one’s own powerful self-defensive military capabilities, one cannot win by fighting imperialism, nor can one protect the party and state or defend the safety of the people.

In the military-first era, military affairs come first, the national defense industry comes second, and the development of the national defense industry arises as a vital issue. The national defense industry forms the material foundation for strengthening military capabilities. The national defense industry is a key part of carrying out the cause of the military-first revolution; it also directly produces and supplies military supplies, including the weapons and combat technical equipment necessary for strengthening and developing the People’s Army, the core forces of the fatherland’s defense, into an invincible powerful army.

The basis of strengthening military capabilities is to further modernize the People’s Army’s arms and equipment on the basis of strengthening its political and ideological superiority. The modernization of an army’s arms and equipment based on cutting-edge science and technology is the trend of modern warfare’s development, and it arises as an even more important issue under the condition where [we] are in direct confrontation with the US imperialists, who are clamoring about their military and technological superiority.

When we advance our national defense industry into a powerful national defense industry can we continuously improve and perfect the People’s Army’s arms and equipment based on state-of-the-art science and technology in line with our country’s conditions and the demands of modern warfare.

The national defense industry plays a decisive part not only in modernizing the entire army but also in enabling the militarization of all the people at a high level and the turning of the entire country into a fortress. In order to win in modern warfare, which does not distinguish between the front and rear and consumes massive military supplies beyond comparison, all the people must seize guns, achieve grand army-people unity, and fortify the entire country.

The national defense industry enables the country’s defense capabilities to be strengthened in every way. It does this by smoothly producing and supplying, quantitatively and qualitatively, the various types of weapons and combat technical equipment necessary for arming all the people in line with the demands of modern warfare. It also does so by providing in a timely manner the material and technical means for changing the entire country into an impregnable fortress and establishing an all-people and nationwide defense system where the revolutionary army is the core.

The national defense industry is meaningful not just for directly producing and supplying the military supplies necessary for strengthening the country’s defense capabilities — it also plays an important part in preparing the popular masses into strong men of ideology and faith possessing strong mental strength.

A powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] is a powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] of Juche rising up on the basis of our people’s infinite ideological strength and their great mental strength. A powerful state [kangso’ngdaeguk; 강성대국] is a country with strong national power and here, the most important factor is the political and ideological strength and the mental strength of the popular masses.

Even modern military and technological means and enormous economic potential need to be combined with the popular masses’ powerful mental strength. Only then can they become a treasured sword of sure victory reliably guaranteeing the country and nation’s sovereignty and dignity, and capital for prosperity bringing into bloom the happiness of all generations to come.

The popular masses’ powerful mental strength is indeed the top treasure of the nation that cannot be compared to anything, and it is the most powerful weapon that is mightier than an atomic bomb.

The dignity and might of a country and nation are guaranteed by the national defense industry. Building a mighty national defense industry capable of firmly guaranteeing, militarily and technologically, the fatherland’s security and the revolution’s victorious advance, no matter what formidable foe [we] face or what severe situation [we] are in — this allows the people to keenly feel to the bottom of their hearts the greatness of our leader [suryo’ng; 수령] and our party, cherish greatly the mental strength of single-hearted unity, and more firmly possess a high level of national pride.

The 10 million soldiers and people’s peerless mental strength being displayed in powerful state [kangso’ngdaeguk; 강성대국] construction today cannot be thought of apart from the might of the Juche-oriented national defense industry, which has been built under the great military-first banner. The national defense industry is indeed the source of military-first Korea’s mightiness by guaranteeing the reliable protection of the country, nation, and socialism’s fate with invincible military capabilities.

Next, the national defense industry is a reliable guarantee for the development of the country’s economy and the improvement of the people’s living standards. It is the socialist economy’s important mission in the military-first era to provide a well-off and civilized life to the people, who are the masters of the state and society, while guaranteeing first the material and economic conditions for strengthening national defense capabilities.

We are carrying out Songun [military-first] in order to defend the country’s sovereignty and socialism and to militarily guarantee powerful state [kangso’nggukka; 강성국가] construction. In the end, it is to provide a stable and happy life to the people by highly displaying the superiority of socialism.

If a capitalist economy is subordinated to capitalists’ pursuit of profits and amassing of fortune, the fundamental objective of a socialist economy is to promote the people’s well-being. In our country, where the national defense industry takes an important place in the economic structure, [we] cannot think about the issues of the development of the overall economy and the improvement of the people’s living standards independently of the national defense industry’s development.

Rapid advancements in the national defense industry accelerate the development of the people’s economy’s leading sectors, such as the metal, electric power, and coal industries and railway transport, and ceaselessly improve and perfect even heavy industry’s sectoral structure in close connection with the national defense industry.

The national defense industry also has an important impact on qualitatively and structurally improving the production of people’s consumer goods in the light industry sector.

The development of the national defense industry directly contributes to the improvement of the people’s living standards by increasing the demand for light industry goods and agricultural products and thereby lending impetus to their development, and by having the waste and idle materials from its own sector [the national defense industry] be mobilized and utilized effectively.

Even in rapidly developing state-of-the-art science and technology and swiftly introducing their successes, the national defense industry plays the role of a pioneer in a battle of breaking through the cutting edge, and an engine spearheading the entire economy. Actively accepting the successes of state-of-the-art science and technology in line with the demands of the era of the information industry and equipping the country’s entire economy in a modern way are key issues determining the success of building an economically powerful state.

State-of-the-art science and technology advance very quickly and scientific research results are introduced in a timely manner in the national defense industry sector. Accordingly, it is quicker than other sectors beyond comparison in terms of the speed of cutting-edge technological development and the speed of technical equipment’s innovation.

Introducing state-of-the-art science and technology to the national defense industry first and progressively transferring the successes to various sectors of the people’s economy like light industry has become an important trend in scientific and technological development at the present time.

Due to its own technical and economic characteristic of continuously introducing cutting-edge science and technology and modern technical means at a fast rate, the national defense industry provides a firm guarantee for the improvement of the people’s living standards by accelerating technological development and modernization in civilian production sectors like light industry.

Due to the great general’s wise leadership, our national defense industry, the source of military-first Korea’s mightiness and a reliable guarantee for the improvement of the people’s living standards, is displaying might as a powerful national defense industry capable of firmly guaranteeing the fatherland’s security and the revolution’s victorious advance militarily and technologically no matter what formidable enemy [we] face or what severe situation [we] are in, and as a national defense industry that vigorously promotes the country’s overall economic development as a powerful pillar of national economic power in the military-first era.

국방공업은 선군조선의 강대성의 원천이며 인민생활향상의 믿음직한 담보

오늘 우리 당과 인민은 선군의 기치높이 조국번영의 일대 전성기를 열어나가고있다. 력사의 온갖 풍파속에서도 끄떡하지 않고 부강조국건설의 길을 따라 억세게 전진해나가고있는 김일성조선의 영웅적기상과 약동하는 모습은 우리 당의 선군정치, 국방공업중시로선의 정당성과 위력에 대한 힘있는 과시로 된다.

국방공업은 선군조선의 강대성의 원천이며 인민생활향상의 믿음직한 담보이다.

위대한 령도자 김정일동지께서는 다음과 같이 지적하시였다.

《제국주의자들의 침략책동이 계속되고 날로 더욱 우심하여지는 조건에서 나라의 군사력을 강화하며 국방공업을 더욱 발전시키는것은 혁명과 건설에서 제1차적인 전략적과업으로 나섭니다.》

국방공업이 선군조선의 강대성의 원천이며 인민생활향상의 믿음직한 담보라는것은 그것이 우리 조국의 막강한 국력을 물질적으로 담보하는 기초이며 인민생활향상을 위한 관건적고리라는것을 의미한다.

국방공업은 무엇보다도 나라의 국력을 백방으로 강화할수 있게 하는 물질적기초로서 선군조선의 강대성의 원천으로 된다.

강국의 지위는 국력에 의하여 담보되며 국력에서 제일국력은 군력이다. 군력을 강화하는 사업은 국가의 최고리익을 수호하고 실현하는 중대사이고 혁명의 승패와 나라와 민족의 흥망을 좌우하는 생명선이다.

우리의 반제반미투쟁은 정치와 군사, 경제와 사상문화의 모든 전선에서 벌어지지만 여기에서도 나라와 민족의 운명을 좌우하는 기본전선은 반제군사전선이다. 제국주의침략세력과의 대결은 본질에 있어서 힘의 대결이며 제국주의자들에게는 힘만이 통할수 있다. 자체의 강력한 자위적군사력이 없이는 제국주의와 싸워 이길수 없으며 당과 국가도 보위할수 없고 인민의 안전도 지킬수 없다.

선군시대에는 군사가 첫째이고 국방공업이 선차이며 국방공업을 발전시키는것은 사활적인 문제로 나선다. 국방공업은 군력강화의 물질적기초이다. 국방공업은 선군혁명위업수행의 관건적부문이며 조국보위의 핵심력량인 인민군대를 무적필승의 강군으로 강화발전시키는데 필요한 무기와 전투기술기재를 비롯한 군수품을 직접 생산보장한다.

군력강화에서 기본은 인민군대의 정치사상적우월성을 강화하는 기초우에서 그 무장장비를 더욱 현대화하는것이다. 군대의 무장장비를 최첨단과학기술에 의거하여 현대화하는것은 현대전의 발전추세이며 군사기술적우세를 떠드는 미제와 직접 대결하고있는 조건에서 더욱 중요한 문제로 나선다.

우리의 국방공업을 위력한 국방공업으로 발전시켜야 우리 나라의 실정과 현대전의 요구에 맞게 인민군대의 무장장비를 최신과학기술에 기초하여 끊임없이 개선완성해나갈수 있다.

국방공업은 전군현대화뿐아니라 전민무장화를 높은 수준에서 실현하며 온 나라를 금성철벽의 요새로 만들수 있게 하는데서 결정적작용을 한다. 전선과 후방이 따로 없고 비할바없이 방대한 군수물자를 소비하는 현대전에서 승리하자면 전체 인민이 총을 잡고 군민대단결을 이룩하며 온 나라를 요새화하여야 한다.

국방공업은 현대전의 요구에 맞게 전민을 무장시키는데 필요한 여러가지 무기와 전투기술기재를 질량적으로 원만히 생산보장하며 온 나라를 난공불락의 요새로 전변시키기 위한 물질기술적수단들을 제때에 마련하여줌으로써 혁명군대를 핵심으로 하는 전인민적, 전국가적방위체계를 확립하여 나라의 방위력을 백방으로 강화해나갈수 있게 한다.

국방공업은 나라의 방위력강화에 필요한 군수품을 직접 생산보장하는데만 의의가 있는것이 아니라 인민대중을 강한 정신력을 지닌 사상과 신념의 강자로 준비시키는데서도 중요한 작용을 한다.

사회주의강성대국은 우리 인민의 무한대한 사상의 힘, 위대한 정신력에 의하여 일떠서는 주체의 사회주의강성대국이다. 강성대국은 국력이 강한 나라이며 여기에서 가장 중요한 요인은 인민대중의 정치사상적힘, 정신력이다.

현대적인 군사기술수단과 방대한 경제적잠재력도 인민대중의 강한 정신력과 결합되여야 나라와 민족의 자주권과 존엄을 믿음직하게 담보해주는 필승의 보검으로 후손만대의 행복을 꽃피워주는 번영의 밑천으로 될수 있다.

인민대중의 강한 정신력이야말로 그 어디에도 비길수 없는 민족의 제일재보이며 원자 탄보다 더 위력한 최강의 무기이다.

국방공업에 의하여 나라와 민족의 존엄과 위력이 담보된다. 그 어떤 대적과 맞서도 그 어떤 준엄한 정세속에서도 조국의 안전과 혁명의 승리적전진을 군사기술적으로 튼튼히 담보할수 있는 위력한 국방공업을 마련하는것은 인민들에게 우리 수령, 우리 당의 위대성을 페부로 절감하고 일심단결의 정신력을 깊이 간직하게 하며 높은 민족적자존심을 더욱 굳게 지니게 한다.

오늘 강성대국건설에서 발휘되고있는 천만군민의 무비의 정신력은 위대한 선군의 기치밑에 마련해놓은 주체적인 국방공업의 위력과 떼여놓고 생각할수 없다. 국방공업이야말로 무적필승의 군력으로 나라와 민족, 사회주의운명의 믿음직한 수호를 담보해주는것으로 하여 선군조선의 강대성의 원천으로 된다.

국방공업은 다음으로 나라의 경제발전과 인민생활향상을 위한 믿음직한 담보이다. 국방력강화의 물질경제적조건을 우선적으로 보장하면서 국가와 사회의 주인으로 된 인민들에게 유족하고 문명한 생활을 마련하여주는것은 선군시대 사회주의경제의 중요한 사명이다.

우리가 선군을 하는것은 나라의 자주권과 사회주의를 지키고 강성국가건설을 군사적으로 담보하기 위한것이며 결국은 사회주의의 우월성을 높이 발양시켜 인민들에게 안정되고 행복한 생활을 마련해주기 위해서이다.

자본주의경제가 자본가들의 리윤추구와 치부에 복종된다면 사회주의경제는 인민들의 복리증진을 근본목적으로 한다. 국방공업이 경제구조에서 중요한 자리를 차지하는 우리 나라에서 전반적경제발전과 인민생활향상문제는 국방공업발전과 떼여놓고 생각할수 없다.

국방공업의 급속한 발전에 의하여 금속공업, 전력공업, 석탄공업, 철도운수와 같은 인민경제의 선행부문의 발전이 다그쳐지고 국방공업과의 밀접한 련관속에서 중공업의 부문구조도 끊임없이 개선완비되게 된다.

국방공업은 경공업부문에서 인민소비품생산을 질적으로, 구조적으로 개선하는데도 중요한 영향을 준다.

국방공업의 발전은 경공업제품과 농업생산물에 대한 수요를 늘여 그 발전을 추동하는것과 함께 자기 부문에서 나오는 페설물과 유휴자재들을 효과적으로 동원리용하게 함으로써 인민생활향상에 직접 이바지한다.

국방공업은 최신과학기술을 빨리 발전시키고 그 성과를 신속히 도입하도록 하는데서도 최첨단돌파전의 선구자, 경제전반을 이끌고나가는 기관차의 역할을 수행한다. 정보산업시대의 요구에 맞게 최신과학기술의 성과를 적극 받아들여 나라의 전반적경제를 현대적으로 장비하는것은 경제강국건설의 성과를 좌우하는 관건적문제이다.

국방공업부문에서는 최신과학기술이 매우 빨리 발전하고 과학연구성과들이 제때에 도입되므로 첨단기술의 발전속도와 기술장비의 갱신속도에서 다른 부문보다 비할바없이 빠르다.

국방공업에 최신과학기술이 먼저 도입되고 그 성과를 경공업을 비롯한 인민경제 여러 부문들에 점차 이전하는것은 현시기 과학기술발전의 중요한 추세로 되고있다.

국방공업은 첨단과학기술과 현대적기술수단이 끊임없이 빠른 속도로 도입되는 자체의 기술경제적특성으로 하여 경공업을 비롯한 민수생산부문들에서 기술발전과 현대화를 다그쳐 인민생활향상의 확고한 담보를 마련한다.
