Relationship Between the Law of Accumulation-Consumption Balance and the Accumulation Law

The law of balance between accumulation and consumption and the accumulation law are both laws that regulate the relationship between accumulation and consumption. As such, a correct understanding of these laws needs to start with a theoretical analysis of accumulation and consumption.

Great leader Comrade Kim Il Sung instructed as follows: “In our system, accumulation and consumption alike serve the interests of all the people. It may be said that accumulation is for future consumption.” (Complete Works of Kim Il Sung, Volume 22,  101.)

Accumulation takes the form of using national income for creating the material capital for defending the popular masses’ independence and for their future happiness. Consumption takes the form of using national income to satisfy the people’s immediate material and cultural demand. In other words, it refers to the last link of reproduction that utilizes social products for meeting people’s demand.

In a socialist society, accumulation and consumption are related, and the economic laws that regulate this connection consist of the law of balance between accumulation and consumption and the accumulation law.

The law of balance between accumulation and consumption and the accumulation law share commonalities.

What the law of balance between accumulation and consumption and the accumulation law have in common is, first of all, that these two laws both regulate the correlation between accumulation and consumption. The law of balance between accumulation and consumption regulates the issue of correctly ensuring a balance between accumulation and consumption, while the accumulation law regulates a correlation where accumulation and consumption serve as the mutual premise in a socialist society.

The accumulation law regulates a relationship where accumulation and consumption serve as the mutual premise. In a socialist society, accumulation and consumption are the mutual premise, thereby accelerating each other’s growth alike. It is in reflection of this connection between accumulation and consumption that the accumulation law operates.

Next, what the law of balance between accumulation and consumption and the accumulation law share in common is that these two laws are concerned with the issue of how to use national income.

Accumulation and consumption take the form of utilizing national income. The issues of accumulation and consumption are issues pertaining to how national income is used for the realization of people’s livelihood requirements. The use of national income regulates the share of accumulation and the share of consumption, and the issues of the growth of accumulation and consumption and correct regulation of the quantitative adaptability between them arise.

The issue of regulating the quantitative adaptability between the growth of accumulation and the growth of consumption and the issue of regulating the inevitable connection between the growth of accumulation and the consequent growth of consumption both are issues whose source is national income and are connected to its use. Like this, the law of balance between accumulation and consumption and the accumulation law share commonalities in that they are related to the issue of using national income.

Yet, the law of balance between accumulation and consumption and the accumulation law have their differences.

The difference between the law of balance between accumulation and consumption and the accumulation law is, first of all, at what stage of national income these laws regulate the connection between accumulation and consumption. The law of balance between accumulation and consumption regulates the accumulation-consumption connection at a stage where the share of accumulation and the share of consumption in national income are determined.

When national income is generated in a socialist society, the state first plans it as accumulation and consumption and uses it accordingly. Dividing the generated national income into the accumulation portion and the consumption portion occurs at the allocation stage, and it is allocation that regulates the form of national income’s use. The relationship between the share of accumulation and the share of consumption, which results from allocation, is a very important issue relating to the correlation between the country’s economic foundation and the people’s present livelihood, and the correlation between the people’s long-term interests and immediate interests. It is in this vein that the issue of correctly ensuring a balance between accumulation and consumption arises in a socialist society, and the law of balance between accumulation and consumption operates by regulating the resolution of this issue.

The balance between accumulation and consumption is an issue that arises at a stage where national income is generated, and the portion of accumulation and the portion of consumption are allotted, and the law of balance between accumulation and consumption operates accordingly.

The accumulation law is a law that regulates the connection between accumulation and consumption at a stage where accumulation and consumption are materialized. Once the portion of accumulation and the portion of consumption in national income are allotted, they are realized. The realization of accumulation brings about expanded production and, as a result, increases consumption. Moreover, the realization of consumption compensates for used up labor, and the more consumption grows, the more it promotes people’s revolutionary enthusiasm and brings about production growth.

This connection between accumulation and consumption in a socialist society accelerates mutual growth, and it is by regulating this that the socialist accumulation law operates.

The process of realizing accumulation and consumption takes place under the condition where the share of accumulation and the share of consumption have been generated. As such, the law of balance between accumulation and consumption and the accumulation law are economic laws that arise in different stages of national income.

Next, the difference between the law of balance between accumulation and consumption and the accumulation law lies in the essential substance of these two laws.

If the law of balance between accumulation and consumption elucidates the lawfulness of dividing national income into accumulation and consumption, the accumulation law illuminates the lawfulness of transforming accumulation into consumption.

Accumulation and consumption both have national income as their source. National income is the basic source of accumulation and consumption.

In national income, if the share of accumulation increases, consumption decreases; if the portion of consumption increases, accumulation decreases. The size of accumulation and consumption form a relationship of constraining each other within a given national income. This means that accumulation alone cannot be one-sidedly increased, nor can consumption alone be unilaterally increased, and that accumulation and consumption must be increased within a certain balance.

The essential requirement of the law of balance between accumulation and consumption is to grant primary significance to accumulation and rapidly increase it first while increasing consumption simultaneously. When one increases accumulation first can one create a lot of material wealth and systematically increase consumption, and does the share of accumulation also be realized.

Conditions have been created in socialist societies to accelerate economic development and systematically improve the people’s living standards by thoroughly implementing the requirements of the law of balance between accumulation and consumption. This is because, in a socialist society, the balance between accumulation and consumption is established and maintained in a planned manner every time through the state’s role as the economic organizer, in line with the party’s policy demands.

Like this, the law of balance between accumulation and consumption is an economic law that operates objectively, reflecting the lawful demands, actual conditions, and the possibilities of economic life. Accordingly, the law of balance between accumulation and consumption is a law that illuminates the lawfulness of national income’s accumulation and its transformation into consumption.

Next, the accumulation law elucidates the lawfulness of the transformation of accumulation into consumption. This means the accumulation law illuminates how accumulation is transformed into what consumption.

The accumulation law regulates what impact accumulation has on people’s material and work life. The goods produced in the process of expanded reproduction as a result of accumulation serve as the sources of people’s material and consumer life; the means of labor created by realizing accumulation are used as means for people’s work life. The substance of the accumulation law’s regulation is how products serve people’s material life, and how means of labor impact people’s work life.

As can be seen, the law of balance between accumulation and consumption and the accumulation law both are reproduction laws that regulate the correlation between accumulation and consumption, but they have their differences in that they each regulate different essential points.

It is important to scientifically analyze this correlation between the law of balance between accumulation and consumption and the accumulation law and use them correctly.


축적과 소비의 균형의 법칙과 축적법칙의 관계

축적과 소비의 균형의 법칙과 축적법칙은 다같이 축적과 소비의 관계를 규제하는 법칙들인것만큼 이러한 법칙들에 대한 옳바른 리해는 축적과 소비에 대한 리론적분석으로부터 출발하여야 한다.

위대한 수령 김일성동지께서는 다음과 같이 교시하시였다.

《우리 제도하에서는 축적이나 소비나 다같이 전체 인민의 리익에 복무하는것입니다. 축적은 앞날의 소비를 위한것이라고 말할수 있습니다.》(《김일성전집》 제22권, 101페지)

축적이란 인민대중의 자주성을 옹호하고 그들의 장래행복을 위한 물질적밑천을 마련하는데 국민소득을 리용하는 형태이다. 소비란 인민들의 당면한 물질문화적수요를 충족시키기 위하여 국민소득을 리용하는 형태이다. 다시말하여 사람들의 수요를 충족시키는데 사회생산물을 쓰는 재생산의 마지막고리를 말한다.

사회주의사회에서 축적과 소비는 련관되여있으며 이 련관을 규제하는 경제법칙에는 축적과 소비의 균형의 법칙과 축적법칙이 있다.

축적과 소비의 균형의 법칙과 축적법칙은 공통성을 가지고있다.

축적과 소비의 균형의 법칙과 축적법칙의 공통성은 무엇보다먼저 두 법칙이 다같이 축적과 소비의 련관관계를 규제한다는데 있다. 축적과 소비의 균형의 법칙은 축적과 소비의 균형을 옳게 보장하기 위한 문제를 규제하고있으며 축적법칙은 사회주의사회에서 축적과 소비가 호상전제로 되는 련관관계를 규제하고있다.

축적법칙은 축적과 소비가 호상전제로 되는 관계를 규제한다. 사회주의사회에서 축적과 소비는 호상전제로 되여 서로의 장성을 다같이 촉진시킨다. 축적과 소비의 이러한 련관을 반영하여 축적법칙이 작용한다.

축적과 소비의 균형의 법칙과 축적법칙의 공통성은 다음으로 두 법칙이 국민소득을 어떻게 리용하는가 하는 문제와 관련되여있다는데 있다.

축적과 소비는 국민소득을 리용하는 형태이다. 축적과 소비문제는 사람들의 생활적요구를 실현하기 위하여 국민소득을 어떤 형태로 리용하는가 하는 문제이다. 국민소득을 리용하는것으로 하여 축적의 몫과 소비의 몫이 규제되며 축적과 소비의 장성, 그것들사이의 량적적응성을 옳게 규제하는 문제가 제기되게 되는것이다.

축적장성과 소비장성사이의 량적인 적응성을 규제하는 문제나 축적의 장성과 그에 따르는 소비장성사이의 필연적련관을 규제하는 문제는 다 같이 국민소득을 원천으로 하여 그 리용과 관련된 문제들이다. 이와 같이 축적과 소비의 균형의 법칙과 축적법칙은 국민소득을 리용하는 문제와 관련되여있는것으로 하여 공통성을 가진다.

그러나 축적과 소비의 균형의 법칙과 축적법칙은 서로 다른 차이점을 가지고있다.

축적과 소비의 균형의 법칙과 축적법칙의 차이점은 무엇보다먼저 국민소득의 어느 단계에서 축적과 소비의 련관을 규제하는 법칙인가 하는데 있다. 축적과 소비의 균형의 법칙은 국민소득가운데서 축적의 몫과 소비의 몫이 조성되는 단계에서 축적과 소비의 련관을 규제하는 법칙이다.

사회주의사회에서 국민소득이 창조되면 먼저 국가가 그것을 축적과 소비로 계획화하고 그에 따라 리용한다. 창조된 국민소득을 축적몫과 소비몫으로 나누는것은 분배의 계기에서 이루어지는것으로서 그것은 국민소득의 리용형태를 규제하는 분배로 된다. 분배의 결과 이루어진 축적의 몫과 소비의 몫사이의 관계는 나라의 경제토대와 당면한 인민생활과의 호상관계,인민들의 전망적인 리익과 당면한 리익과의 호상관계문제와 관련되여있는 매우 중요한 문제이다. 이로부터 사회주의사회에서 축적과 소비의 균형을 옳게 보장하는 문제가 제기되며 이 문제의 해결을 규제하여 축적과 소비의 균형의 법칙이 작용하는것이다.

축적과 소비의 균형은 바로 국민소득이 창조되여 축적의 몫과 소비의 몫이 조성되는 단계에서 제기되는 문제이며 이에 따라 작용하는것이 축적과 소비의 균형의 법칙이다.

축적법칙은 축적과 소비가 실현되는 단계에서 축적과 소비의 련관을 규제하는 법칙이다. 국민소득가운데서 축적몫과 소비몫이 조성된 다음에는 그것이 실현된다. 축적의 실현은 생산확대를 가져오며 결과 소비를 장성시킨다. 또한 소비의 실현은 소모된 로동력을 보상하며 소비가 장성하면 할수록 사람들의 혁명적열의를 추동하여 생산장성을 가져오게 된다.

사회주의사회에서 축적과 소비사이의 이러한 련관은 서로의 장성을 촉진시키게 되며 이것을 규제하여 사회주의적축적법칙이 작용하는것이다.

축적과 소비의 실현과정은 축적의 몫과 소비의 몫이 조성된 조건에서 이루어지는것만큼 축적과 소비의 균형의 법칙과 축적법칙은 국민소득의 서로 다른 단계에서 제기되는 경제법칙이다.

축적과 소비의 균형의 법칙과 축적법칙의 차이점은 다음으로 두 법칙의 본질적인 내용에 있다.

축적과 소비의 균형의 법칙이 국민소득의 축적과 소비에로의 분할의 합법칙성을 밝혀준다면 축적법칙은 축적의 소비에로의 전화의 합법칙성을 밝혀준다.

축적과 소비는 다같이 국민소득을 원천으로 하고있다. 국민소득은 축적과 소비의 기본원천이다.

국민소득에서 축적의 몫을 늘이면 소비가 적어지고 소비의 몫을 늘이면 축적이 적어진다. 축적과 소비의 크기는 주어진 국민소득안에서 서로 제약하는 관계에 있다. 이것은 축적만을 일면적으로 늘이거나 소비만을 일방적으로 늘일수 없다는것, 축적과 소비는 일정한 균형속에서 장성시켜야 한다는것을 말하여준다.

축적과 소비의 균형의 법칙의 본질적요구는 축적에 선차적의의를 부여하고 우선적으로 빨리 늘이면서 소비를 동시에 늘이는것이다. 축적을 우선적으로 늘여야 많은 물질적부를 창조하여 소비를 체계적으로 늘일수 있고 축적의 몫도 실현된다.

사회주의사회에서는 축적과 소비의 균형의 법칙의 요구를 철저히 관철하여 경제발전을 다그치고 인민생활을 체계적으로 높일수 있는 조건이 마련되여있다. 그것은 사회주의사회에서 축적과 소비간의 균형이 매 시기 당정책적요구에 맞게 국가의 경제조직자적역할을 통하여 계획적으로 설정유지되여나가기때문이다.

이처럼 축적과 소비의 균형의 법칙은 경제생활의 합법칙적요구와 현실적인 조건, 가능성을 다 반영하여 객관적으로 작용하는 경제법칙이다. 따라서 축적과 소비의 균형의 법칙은 국민소득의 축적과 소비에로의 전화의 합법칙성을 밝혀주는 법칙이다.

다음으로 축적법칙은 축적의 소비에로의 전화의 합법칙성을 밝혀준다. 이것은 축적법칙이 축적이 어떤 소비에로 어떻게 전화되는가 하는것을 밝혀준다는것을 의미한다.

축적법칙은 축적이 사람들의 물질생활과 로동생활에 어떤 작용을 미치는가 하는것을 규제한다. 축적의 결과 확대재생산과정에 생산된 생산물은 사람들의 물질생활, 소비생활의 원천으로 되며 축적이 실현되여 조성된 로동수단은 사람들의 로동생활을 위한 수단으로 리용된다. 생산물이 사람들의 물질생활에 어떻게 복무하며 로동수단이 사람들의 로동생활에 어떻게 작용하는가 하는것이 축적법칙의 규제내용이다.

이상에서 본것처럼 축적과 소비의 균형의 법칙이나 축적법칙은 다같이 축적과 소비의 호상관계를 규제하는 재생산법칙이지만 서로 다른 본질적인 내용을 규제하고있는것으로 하여 차이점을 가지고있다.

축적과 소비의 균형의 법칙과 축적법칙의 이러한 련관관계를 과학적으로 분석하고 그것을 옳바로 리용해나가는것이 중요하다.
