Important Issues Arising in Enterprises’ Proper Implementation of Socialist Enterprise Responsibility Management System

Respected and beloved Supreme Leader Comrade Kim Jong Un said the following:
“[We] should properly implement the socialist enterprise responsibility management system [SERMS].” (Report on the Central Committee’s Work Review at the Seventh Workers Party of Korea Congress, book, p. 57)
The SERMS is an enterprise management method whereby enterprises perform the duties they have before the party and state by carrying out business activities creatively based on the socialist ownership of production means and with actual right of management. It is also an enterprise management method that enables the working people to fulfill their roles and responsibilities as masters of production and management.
Owing to the implementation of the SERMS, enterprises have come to have greater responsibilities and powers and take on heavier duties before the state and the people compared to the past.
The important issues arising in enterprises’ proper implementation of the SERMS are, first, normalizing, expanding, and developing production by properly formulating business strategies and conducting business activities on their own initiative and with creativity.
Above all else, it is important for enterprises to properly establish business strategies and execute them thoroughly.
Business strategies in socialist societies are the schemes of enterprises, the basic units of production and business activities, of forecasting and realizing the goals and direction of their development and the methods of their execution. These schemes are based on the enterprises scientifically analyzing, for their own units’ long-term development, the party’s lines and policies, which are presented at each stage, and the changing environment and enterprises’ actual conditions, while smoothly performing the mission and duties entrusted to them by the party and state.
Business strategies are important means of enabling enterprises to carry out business management far-sightedly. When enterprises formulate business strategies scientifically and with a sense of reality can they conduct business activities on their own initiative and with creativity with highly set goals and a clear direction for their development and with realistic and dynamic measures.
What is important in enterprises’ proper establishment of business strategies is, first, to thoroughly materialize in business strategies the party’s economic construction lines and policies presented at a given time.
The party’s economic construction lines and policies are the sole guiding principles for formulating business strategies. Reflected here are our party’s far-reaching plans and intentions to try to raise the levels of our country’s production capacity development and national income and supply an abundant and civilized life to the people at the highest level by successfully building an economically powerful state. Also reflected here are the direction, goals, and methods for their realization.
Enterprise management functionaries should deeply research the strategic plans for implementing our party’s economic policies and the party policy demands presented to their own sectors and enterprises, and thoroughly materialize them for formulating business strategies.
In particular, they should make sure that the five-year strategic goals for national economic development and the tasks for each sector presented by the respected and beloved Comrade Supreme Leader at the Seventh Congress of the Workers Party of Korea [WPK] are reflected in enterprises’ business strategies and are implemented thoroughly.
What is also important in enterprises’ proper establishment of business strategies is to set strategic goals highly, properly prioritize and find the main links for their accomplishment, and have [functionaries and workers] concentrate their energies there.
Strategic goals reflect the tasks that an enterprise must carry out through business activities during a strategy period, as well as their [tasks’] level. When strategic goals are formulated accurately can enterprises define the direction of their activities and conduct enterprise activities with a sense of purpose based on them [strategic goals].
Enterprises by all means must set their strategic goals at a high level. That is because when enterprises set their strategic goals at a high level can all members of an enterprise more scrupulously carry out production and business activities to perform the highly set goals and highly display their sense of responsibility and creativity. Enterprises must set up scientific, realistic, and dynamic strategies based on concrete analyses and calculations of the environment and conditions for enterprise management.
It is an important requirement of business strategy formulation to ensure that [enterprises] successfully attain their strategic goals by prioritizing and concentrating their efforts on the main aspects.
At the present time, enterprises should define as their main links those issues that hold decisive significance in performing the combative tasks presented at the Seventh Party Congress.
Enterprises may define as their main links the Juche-orientation of raw materials, fuel, and equipment, an important issue for enterprise development; active development of new products and the reduction of prime costs; and the automation, intellectualization, and robotization of production processes in line with the demands of the era of the knowledge economy.
What is also important in enterprises’ proper formulation of business strategies is to do economic calculations scientifically.
Scientific calculation is an important way to guarantee the scientific accuracy, viability, and profitability [silliso’ng; 실리성] of business strategies. Formulating business strategies calls for finding the most rational and profitable [sillijo’k; 실리적] plans among the plans that can look into the impacts of the various conditions and different factors from every facet. The rational and profitable plans that should be picked out for the formulation of business strategies are the plan of decisively increasing production by effectively using the economic potential that has already been made available in enterprises; the plan of converting labor-intensive and resource-intensive models into technology-intensive and knowledge-intensive models; and the plan of giving importance to long-term interests rather than immediate interests, and giving priority to national interests rather than the interests of sectors or enterprises.
These plans for enterprise development call for scientific analyses and judgments of the impacts and the economic effects of various factors, and these cannot be found correctly with the experiences or primitive methods of the past.
Enterprises should formulate business strategies capable of accelerating enterprises’ development by applying scientific calculation methods and modern means of information technology such as computers, doing economic calculations meticulously, and finding plans capable of accurately materializing the demands of objective economic laws and guaranteeing the greatest actual profits [silli; 실리].
Next, it is important to have enterprises normalize, expand, and develop production by carrying out enterprise activities on one’s own initiative and with creativity.
Enterprises must unconditionally perform the national tasks assigned to their own unit by exercising the right of management granted to them under the state’s unified guidance, fully mobilizing all types of reserves and possibilities, and positively arousing the working people’s creative powers in production and management.
Enterprises should correctly use the right of management granted to them by the state and implement various types of responsibility systems in workshops, work-teams, and sub-workteams in line with actual conditions. They should also ensure that all the working people positively care for and manage property owned by the state or owned cooperatively, such as machinery and equipment, land, and establishments, with the consciousness of being masters, and raise their utilization rates and productivity. Moreover, enterprises should make sure that all the working people are paid fairly, according to what they worked and earned, by carrying out evaluation and distribution methods vis-a-vis labor according to socialist principles. Enterprises should direct deep attention to the health and labor safety of the working people before production, and smoothly equip themselves with labor protection facilities and a material and cultural life. By doing so, they should ensure that all the working people consciously take part in labor with a deep interest in enterprises’ production and business activities.
The important issues arising in enterprises’ proper implementation of the SERMS are, second, sufficiently guaranteeing the administrative and legal environment and conditions so that enterprises can smoothly take advantage of the right of management granted to them.
The administrative and legal conditions that enable enterprises, on a state level, to smoothly take advantage of the right of management granted to them are created through the laws, regulations, decisions, orders, and bylaws of a state.
Above all, it is important for the law-enactment and central leading economic organs to draw up and present the legal provisions and regulations relating to enterprises’ utilization of the right of management, and to improve and perfect them continuously in line with the changing actual conditions.
The law-enactment and central leading economic organs must clearly define the responsibilities and powers of enterprises and regulate, in laws, regulations, and bylaws, the rules that must be kept in enterprises’ utilization of their right of management. They must also normally carry out the work of revising and supplementing in a timely manner the laws, regulations, and bylaws in accordance with the changing environment and conditions.
Next, it is important for the law-enactment and central leading economic organs to reinforce supervision and control so that enterprises properly execute the legal provisions, regulations, and bylaws enacted in relation to their utilization of the right of management.
The functionaries of the law-enactment and central leading economic organs should thoroughly carry out normal supervision and control work so that enterprises conduct business activities properly based on national laws, regulations, and bylaws and expand and develop enterprises in line with the demands of the party and state.
The important issues arising in enterprises’ proper implementation of the SERMS are, third, that enterprise management functionaries carry out enterprise management responsibly, with a high level of qualifications and competence.
Enterprise management functionaries are commanding members who take responsibility for enterprises before the party and state and manage and operate them.
For enterprises to normalize, expand, and develop production by carrying out enterprise activities on their own initiative and with creativity, enterprise management functionaries must organize and proceed with business activities with a high level of policy discernment and technical qualifications and stubborn execution abilities. One may say the success of an activity hinges on the qualifications and competence of enterprise management functionaries.
First, enterprise management functionaries need to possess a high level of qualifications and competence.
The qualifications and competence of enterprise management functionaries are evaluated according to the policy discernment, technical qualifications, and stubborn execution abilities they possess.
Policy discernment is the foremost qualification that must be possessed by enterprise management functionaries. No matter how high a level of science and technology one possesses or how great one’s ability to execute, functionaries who do not know our party policies cannot be said to be functionaries of high qualifications. Enterprise management functionaries should correctly understand the importance of thoroughly arming themselves with party lines and policies for enhancing their qualifications and direct great efforts toward studying party policies. Enterprise management functionaries, in particular, should deeply study, word by word, the ideas that the respected and beloved Comrade Supreme leader presented at the Seventh Party Congress and thoroughly materialize them.
Arming oneself with cutting-edge science and technology is one of the important qualifications that enterprise management functionaries must have.
In order to manage and operate enterprises today, the era of the knowledge economy, enterprise management functionaries need to firmly arm themselves with cutting-edge science and technology. When enterprise management functionaries arm themselves with cutting-edge scientific and technological knowledge, proficiently handle modern means of information technology as well, and organize and command enterprise activities, great successes can be attained in enterprises’ production and business activities.
Furthermore, enterprise management functionaries should carry out enterprise management responsibly.
Enterprise management functionaries should break away from rigid ways of thinking and carry out enterprise management innovatively.
Enterprise management functionaries should newly conceptualize work, boldly map out a plan of operations, and unfold it in a revolutionary manner while managing enterprises and looking out to a rapidly developing world with advanced units.
With extensive knowledge about advanced enterprise operation methods, enterprise management functionaries should possess scientific methodologies that can materialize it [extensive knowledge] proactively and creatively in enterprise activities.
Enterprise management functionaries should launch an intensive drive among themselves to raise the level of enterprise management and operation, thereby making sure that everyone possesses abundant business knowledge and cutting-edge science and technology and also the execution ability with which to take advantage of it.
The qualifications and competence of enterprise management functionaries are guaranteed by their stubborn ability to execute. Enterprise management functionaries should seize the initiative in organizing and commanding enterprise activities and, with bold pluck and a stubborn ability to execute, display the work ethos of forging ahead with work to the end once it has been organized.
Enterprise management functionaries should positively contribute to building in this land an economically powerful state where the people’s supreme happiness blossoms by implementing the SERMS properly, improving enterprise management, and achieving greater successes in production and business activities.

사회주의기업책임관리제는 기업체들이 생산수단에 대한 사회주의적소유에 기초하여 실제적인 경영권을 가지고 기업활동을 창발적으로 하여 당과 국가앞에 지닌 임무를 수행하며 근로자들이 생산과 관리에서 주인으로서의 책임과 역할을 다하게 하는 기업관리방법이다.
사회주의기업책임관리제가 실시됨으로 하여 기업체들은 이전보다 큰 책임과 권한을 가지며 국가와 인민앞에 무거운 임무를 지니게 되였다.
기업체들이 사회주의기업책임관리제를 바로 실시하는데서 나서는 중요한 문제는 첫째로, 경영전략을 바로세우고 경영활동을 주동적으로, 창발적으로 하여 생산을 정상화하고 확대발전시켜나가는것이다.
무엇보다먼저 기업체들이 경영전략을 바로세우고 철저히 집행하는것이 중요하다.
사회주의사회에서 경영전략은 생산과 경영활동의 기본단위인 기업체들이 당과 국가가 맡겨준 기업체의 사명과 임무를 원만히 수행하면서 자기 단위의 전망적인 발전을 위하여 매 시기 제시되는 당의 로선과 정책, 변화되는 환경과 기업체의 실정을 과학적으로 분석한데 기초하여 자기 발전의 목표와 방향, 그 수행방도를 예견하고 실현해나가는 기업체의 책략이다.
경영전략은 기업체들이 경영관리를 전망성있게 해나갈수 있게 하는 중요한 수단이다. 기업체들이 경영전략을 과학적으로 현실성있게 세워야 자기 발전의 높은 목표와 뚜렷한 방향, 현실적이며 동원적인 대책을 가지고 경영활동을 주동적으로, 창발적으로 진행해나갈수 있다.
기업체들이 경영전략을 바로세우는데서 중요한것은 우선 해당 시기에 제시되는 당의 경제건설로선과 정책을 경영전략에 철저히 구현하는것이다.
당의 경제건설로선과 정책은 경영전략작성의 유일한 지도적지침이다. 여기에는 경제강국을 성과적으로 건설하여 우리 나라의 생산력발전수준과 국민소득수준을 높이고 인민들에게 유족하고 문명한 생활을 최상의 수준으로 보장해주려는 우리 당의 원대한 구상과 의도가 반영되여있으며 그 실현을 위한 방향과 목표, 방도가 과학적으로 밝혀져있다.
기업관리일군들은 우리 당의 경제정책을 관철하기 위한 전략적방침들, 자기 부문, 자기 기업체에 제시된 당정책적요구를 깊이 연구하고 그것을 경영전략수립에 철저히 구현하여야 한다.
특히 경애하는 최고령도자동지께서 조선로동당 제7차대회에서 제시하신 국가경제발전 5개년전략목표와 부문별과업들을 기업체의 경영전략에 반영하여 철저히 관철되도록 하여야 한다.
기업체들이 경영전략을 바로세우는데서 중요한것은 또한 전략목표를 높이 세우고 그 달성을 위한 선후차와 중심고리를 바로 찾아 거기에 력량을 집중하도록 하는것이다.
전략목표는 전략기간 기업체가 기업활동을 통하여 해결하여야 할 과업과 그 수준을 반영한다. 전략목표가 정확히 수립되여야 그에 기초하여 기업활동방향을 규정하고 목적지향성있게 기업활동을 진행해나갈수 있다.
기업체는 전략목표를 반드시 높이 세워야 한다. 그것은 기업체가 전략목표를 높이 세워야 기업체의 모든 성원들이 높이 세운 목표를 수행하기 위하여 생산과 경영활동을 더욱 짜고들고 책임성과 창발성을 높이 발휘할수 있기때문이다. 기업체는 기업관리의 환경과 조건을 구체적으로 분석타산한데 기초하여 과학적이고 현실적이며 동원적인 전략을 세워야 한다.
선후차를 가르고 중심고리에 력량을 집중하여 전략목표를 성과적으로 달성하도록 하는것은 경영전략수립의 중요한 요구이다.
현시기 기업체들은 당 제7차대회가 제시한 전투적과업을 수행하는데서 결정적의의를 가지는 문제를 중심고리로 정하여야 한다.
기업체들에서는 기업발전에서 중요한 문제인 원료와 연료, 설비의 주체화를 실현하는것, 새 제품을 적극 개발하고 원가를 저하하는것, 지식경제시대의 요구에 맞게 생산공정을 자동화, 지능화, 무인화하는것 등을 중심고리로 정할수 있다.
기업체들이 경영전략을 바로세우는데서 중요한것은 또한 경제적타산을 과학적으로 하는것이다.
과학적타산은 경영전략의 과학성과 현실성, 실리성을 보장하는 중요한 방법이다. 경영전략작성에서는 여러가지 조건과 각이한 요인들의 작용을 이모저모로 따져보고 있을수 있는 방안들가운데서 가장 합리적이며 실리적인 방안을 찾아낼것을 요구한다. 기업체들에서 이미 마련된 경제적잠재력을 효과적으로 리용하여 생산을 결정적으로 늘이는 방안, 로력집약형, 자원집약형으로부터 기술집약형, 지식집약형으로 전환하는 방안, 당면한 리익보다 전망적리익을 중시하며 부문 또는 기업소적인 리익보다 국가적인 리익을 선차시하는 방안들이 경영전략작성에서 취해야 할 합리적이며 실리적인 방안이다.
기업발전을 위한 이러한 방안들은 여러가지 요인들의 작용과 그 경제적효과를 과학적으로 분석판단할것을 요구하며 이것은 지난날의 경험이나 수공업적인 방법으로는 옳게 찾아낼수 없다.
기업체들에서는 콤퓨터를 비롯한 현대적인 정보기술수단과 과학적인 타산방법을 적용하여 경제적타산을 빈틈없이 함으로써 객관적경제법칙의 요구를 정확히 구현하고 가장 큰 실리를 보장할수 있는 방안을 찾아내여 기업의 발전을 다그쳐나갈수 있는 경영전략을 세워야 한다.
다음으로 기업체들이 기업활동을 주동적으로, 창발적으로 하여 생산을 정상화하고 확대발전시켜나가도록 하는것이 중요하다.
기업체들은 국가의 통일적인 지도밑에 자기에게 부여된 경영권을 행사하여 온갖 예비와 가능성을 남김없이 동원하고 생산과 관리에서 근로자들의 창조력을 적극 발동시켜 자기 단위에 맡겨진 국가과제를 무조건 수행하여야 한다.
기업체들은 국가로부터 부여받은 경영권을 옳게 리용하면서 직장과 작업반, 분조안에서 여러가지 담당제를 실정에 맞게 실시하고 모든 근로자들이 주인된 자각을 가지고 기계설비와 토지, 시설물을 비롯한 국가적, 협동적소유의 재산을 적극 애호관리하도록 하며 그 리용률과 생산성을 높여나가야 한다. 이와 함께 기업체들은 로동에 대한 평가와 분배방법을 사회주의원칙대로 하여 근로자들이 누구나 다 일한것만큼, 번것만큼 보수를 공정하게 받도록 하여야 한다. 기업체들은 생산에 앞서 근로자들의 건강과 로동안전에 깊은 관심을 돌리고 근로자들을 위한 로동보호시설, 물질문화생활조건들을 원만히 갖추어주어야 한다. 그리하여 모든 근로자들이 기업체의 생산과 경영활동에 깊은 관심을 가지고 로동에 자각적으로 참가하도록 하여야 한다.
기업체들이 사회주의기업책임관리제를 바로 실시하는데서 나서는 중요한 문제는 둘째로, 기업체들이 부여된 경영권을 원활하게 활용할수 있도록 행정적, 법률적환경과 조건을 충분히 보장해주는것이다.
국가적으로 기업체들이 부여된 경영권을 원활하게 활용할수 있도록 하는 행정적, 법률적조건은 국가의 법과 규정, 결정과 지시, 세칙 등에 의하여 마련된다.
무엇보다먼저 법제정기관들과 중앙경제지도기관들이 기업체들의 경영권활용과 관련한 법규범과 규정들을 작성하여 제시하며 변화되는 현실적조건에 맞게 부단히 개선완성하는것이 중요하다.
법제정기관들과 중앙경제지도기관들은 기업체들의 책임과 권한을 명백히 규정해주고 기업체들이 경영권을 활용하는데서 지켜야 할 준칙들은 법과 규정, 세칙으로 규제해주어야 하며 변화되는 환경과 조건에 맞게 법과 규정, 세칙들을 제때에 수정보충하는 사업을 정상적으로 진행하여야 한다.
다음으로 법집행기관들과 중앙경제지도기관들이 기업체들이 경영권활용과 관련하여 제정된 법규범과 규정, 세칙들을 바로 집행해나가도록 감독통제를 강화하는것이 중요하다.
법집행기관들과 중앙경제지도기관 일군들은 기업체들이 국가의 법과 규정, 세칙들에 의거하여 경영활동을 바로하여 기업을 당과 국가의 요구에 맞게 확대발전시켜나가도록 정상적인 감독통제사업을 철저히 하여야 한다.
기업체들이 사회주의기업책임관리제를 바로 실시하는데서 나서는 중요한 문제는 셋째로, 기업관리일군들이 높은 자질과 능력을 가지고 기업관리를 책임적으로 진행하는것이다.
기업관리일군들은 당과 국가앞에 기업체를 책임지고 관리운영하는 지휘성원이다.
기업체들이 기업활동을 주동적으로, 창발적으로 하여 생산을 정상화하고 확대발전시켜나가기 위하여서는 기업관리일군들이 높은 정책적안목과 실무적자질, 완강한 실천력을 가지고 경영활동을 조직진행하여야 한다. 기업관리일군들의 자질과 능력에 따라 활동에서의 성과가 좌우된다고 말할수 있다.
우선 기업관리일군들이 높은 자질과 능력을 소유하여야 한다.
기업관리일군들의 자질과 능력은 그들이 지닌 정책적안목과 실무적자질, 완강한 실천력에 의하여 평가된다.
정책적안목은 기업관리일군들이 지녀야 할 첫째가는 자질이다. 아무리 높은 과학기술을 소유하고 실천능력이 있다고 하더라도 우리 당정책을 모르는 일군은 자질이 높은 일군이라고 말할수 없다. 기업관리일군들은 자신의 자질을 높이는데서 당의 로선과 정책으로 철저히 무장하는것이 가지는 중요성을 옳게 인식하고 당정책학습에 큰 힘을 넣어야 한다. 특히 기업관리일군들은 경애하는 최고령도자동지께서 당 제7차대회에서 제시하신 사상을 자자구구 깊이 학습하고 사업에 철저히 구현하여야 한다.
첨단과학기술로 무장하는것은 기업관리일군들이 가져야 할 중요한 자질중의 하나이다.
지식경제시대인 오늘 기업을 관리운영하자면 기업관리일군들이 첨단과학기술로 튼튼히 무장하여야 한다. 기업관리일군들이 최신과학기술지식으로 무장하고 현대적인 정보기술수단들도 능숙하게 다루면서 기업활동을 조직지휘하여야 기업체들의 생산과 경영활동에서는 커다란 성과들이 이룩될수 있다.
또한 기업관리일군들은 기업관리를 책임적으로 하여야 한다.
기업관리일군들은 경직된 사고방식에서 벗어나 기업관리를 혁신적으로 하여야 한다.
기업관리일군들은 기업을 관리하면서 앞선 단위와 빨리 발전하는 세계를 내다보면서 사업을 새롭게 착상하고 대담하게 작전하며 혁명적으로 전개해나가야 한다.
기업관리일군들은 선진적인 기업운영방법들에 대하여 해박한 지식을 가지고 그것을 기업활동에 능동적으로, 창발적으로 구현할수 있는 과학적인 방법론을 소유하여야 한다.
기업관리일군들속에서 기업관리운영수준을 높이기 위한 된바람을 일으켜 누구나 다 풍부한 경영지식과 첨단과학기술을 소유하고 그것을 활용할수 있는 실천능력을 갖추도록 하여야 한다.
기업관리일군들의 자질과 능력은 완강한 실천능력에 의하여 담보된다. 기업관리일군들은 기업활동에 대한 조직과 지휘에서 주도권을 틀어쥐고 담대한 배짱과 완강한 실천능력을 가지고 한번 조직한 사업은 끝장을 볼 때까지 밀고나가는 사업기풍을 발휘하여야 한다.
기업관리일군들은 사회주의기업책임관리제를 바로 실시하여 기업관리를 개선하고 생산과 경영활동에서 보다 큰 성과를 이룩함으로써 이 땅우에 인민의 만복이 꽃펴나는 경제강국을 일떠세우는데 적극 이바지하여야 할것이다.
