The justness of our party’s economic policy of giving a boost to the leading sectors and the basic industrial sectors of the people’s economy at the present time is, above all, that it is a scientific economic policy that most accurately reflects the demands of the times and the revolution, and the demands of the objective economic laws.

Our party’s economic policy of giving a boost to the leading sectors and the basic industrial sectors of the people’s economy is, first, a scientific economic policy that accurately reflects the demand of the era and the revolution to advance light industry and agriculture simultaneously while developing the national defense industry first in today’s socialist economic construction.

Great leader Comrade Kim Jong Il pointed out the following:

“Our party’s economic construction line in the military-first era, in short, is an economic construction line whose basis is the foremost development of the national defense industry, and this line is a scientific line that most accurately reflects the demands of the era and the revolution.”

Our party’s economic construction line of the military-first era on advancing light industry and agriculture simultaneously while developing the national defense industry first is the military-first era’s mightiest and the most superior socialist economic construction line. It enables [us] to further advance light industry and agriculture and improve the people’s living standards in an epoch-making manner while firmly defending our socialist system by strengthening the country’s military capabilities in every way in response to the imperialists’ anti-Republic crushing maneuvers today.

[We] cannot vigorously accelerate the overall socialist economic construction without strengthening the country’s military capabilities and developing the national defense industry today, when the aggressive maneuvers of the imperialists and reactionaries are reaching the extreme.

In that vein, military affairs are first and the national defense industry is second in our revolution at the present time, and advancing light industry and agriculture while developing the national defense industry first is a demand of the era and the revolution and a strategic task that [we] must firmly take hold of and advance in the revolution and construction.

At the present time, our party’s economic policy of giving a boost to the leading sectors and basic industrial sectors of the people’s economy is a scientific economic policy that accurately reflects the demand of the era and the revolution to advance light industry and agriculture simultaneously while developing the national defense industry first in socialist economic construction. This has to do with the fact that these sectors play the most important role in bringing the development of light industry and agriculture in step while developing the national defense industry first.

By producing and supplying iron and steel and nonferrous metal materials, the most basic physical elements for advancing the national defense and machine industries, the leading sectors and basic industrial sectors of the people’s economy vigorously promote the foremost development of the national defense industry and advance the machine industry, thereby enabling a material and technical foundation to be built for the development of light industry and agriculture.

In addition, they produce and supply coal, which is used as basic fuel in our country’s industrial production and is a basic physical element for the development of the chemical industry. In so doing, they guarantee the foremost development of the national defense industry and the simultaneous development of light industry and agriculture by increasing the production of high-temperature heat, which is necessary for the national defense industry’s production and technical processes, and basic chemical materials and chemical fertilizer, which are necessary for the development of light industry and agriculture. It is also the leading sectors and basic industrial sectors of the people’s economy that produce and supply electric power, the basic source of power of modern industries, to all areas, economic sectors, and units of the country, and guarantee production-consumption connections between regions, economic fields, and units through transport.

Giving a boost to the leading sectors and basic industrial sectors of the people’s economy enables [us] to mobilize and utilize to the maximum the production potential that already exists in the metal, electric power, coal, and railway transport sectors. In recent years, our country has built a solid foundation for rejuvenating production across various sectors of the people’s economy, including the national defense, metal, electric power, coal, railway transport, machine, chemical, and light industries and agriculture, despite the imperialists’ growing vicious economic blockade maneuvers.

The metal industry sector has vigorously promoted the modernization of production and technical processes. A great turnabout has been brought about in the construction of small-, medium-, and large-scale hydroelectric power plants. The foundation for coal production has been consolidated more firmly. The degree of self-supporting nature is defined by the multifacetedness and all-roundedness of a said country’s economic structure, the technological preparedness of economic sectors, the self-sufficiency of raw materials, fuel, and sources of power, and the proportion of national technical personnel among the technical personnel that are making contributions to a said country’s economic development.

Today, our country’s economy has developed into a mighty national economy with a strong self-supporting foundation.

It has developed into an economy with a multifaceted and all-rounded economic structure equipped with production sectors capable of meeting on their own the country and people’s various demands, and all the social production circulation processes, ranging from the production of raw materials to the processing of finished products. The modernization of production has been realized in plants and enterprises with important significance nationally, owing to the wide introduction of modern technologies in production units, and this is being expanded to all economic sectors and units across the country.

Those raw material, fuel, and power bases that have adjusted to the multifaceted and all-rounded production structure have been built sufficiently, and the country’s economy is being managed and operated entirely by our national technical cadres. These serve as valuable assets for us to give a boost to the leading sectors and basic industrial sectors of the people’s economy in a short period of time.

Furthermore, our party’s economic policy of giving a boost to the leading sectors and the basic industrial sectors of the people’s economy reflects the aspirations and demands of our people, who are trying to make a leap forward and advance higher toward the construction of a powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국].

Our people are wise and sagacious people and are people with strong national pride.

Today, our people’s wisdom, sagacity, and strong national pride are being manifested in the form of great revolutionary enthusiasm to build a powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] in this land in the near future at all costs under the leadership of the party.

At the present time, the urgent issue in our people’s struggle to build a powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] is to build our country into an economically powerful state with powerful economic capabilities.

Our country has already confidently stepped up to the position of a politically and ideologically powerful state and a militarily powerful state under the wise leadership of the great party.

Hence, the issue that needs to be resolved in our people’s struggle to build a powerful state [kangso’ngdaeguk; 강성대국] at the present time is to place the country’s productivity development level to a position of an economically powerful state.

In order to decisively raise the level of the country’s productivity development, [we] must first give a boost to the leading sectors and basic industrial sectors of the people’s economy, which are in charge of the leading processes of social production and are the basic sectors of all industrial development, such as the machine industry.

In this vein, the leading sectors and the basic industrial sectors of the people’s economy are the outpost line and lifeline of the construction of an economically powerful state, and when [we] give a boost to these sectors rapidly can [we] build an economically powerful state and open up the gate to a powerful state [kangso’ngdaeguk; 강성대국] as soon as possible.

현시기 인민경제 선행부문, 기초공업부문을 추켜세울데 대한 우리 당의 경제정책은 현시대와 혁명의 요구, 우리 나라의 현실적조건, 우리 인민의 지향과 요구를 정확히 반영한 과학적이며 혁명적인 경제정책으로 된다.

현시기 인민경제 선행부문, 기초공업부문을 추켜세울데 대한 우리 당 경제정책의 정당성은 무엇보다먼저 그것이 시대와 혁명의 요구, 객관적경제법칙의 요구를 가장 정확히 반영한 과학적인 경제정책이라는데 있다.

또한 우리 나라의 공업생산에서 기본연료로 쓰이면서도 화학공업발전의 기초적인 물질적요소인 석탄을 생산보장함으로써 국방공업의 생산기술공정에 필요한 높은 온도의 열과 경공업, 농업의 발전에 필요한 기초화학자재와 화학비료생산을 늘여 국방공업의 우선적발전과 경공업, 농업의 동시적발전을 보장한다. 그리고 나라의 전반적지역과 경제부문, 단위들에 현대산업의 기본동력인 전력을 생산보장하고 수송을 통하여 지역간, 경제부문, 단위호상간 생산소비적련계를 보장하는것도 인민경제 선행부문, 기초공업부문이다.

일반적으로 확대재생산은 사회적생산이 종전보다 큰 규모에서 반복갱신되는것으로서 그것이 원만히 실현되 자면 사회생산물생산에서 소비재생산에 비하여 생산수단생산의 비중을 늘여야 하며 생산수단가운데서도 소비재생산을 위한 생산수단에 비하여 생산수단생산을 위한 생산수단의 비중을 더 늘여야 한다.

최근 년간 우리 나라에서는 가증되는 제국주의자들의 악랄한 경제봉쇄책동속에서도 국방공업과 금속, 전력, 석탄, 철도운수, 기계, 화학, 경공업과 농업 등 인민경제 여러 부문들에서 생산활성화를 위한 튼튼한 토대가 마련되였다.

금속공업부문에서 생산기술공정의 현대화가 힘있게 추진되고 대규모 및 중소규모수력발전소건설에서 일대 전환이 일어났으며 석탄생산을 위한 토대가 보다 튼튼히 다져졌다. 또한 철도운수부문의 물질기술적토대가 더욱 튼튼히 다져져 나라의 경제력이 한층 강화되였다.

인민생활향상에서 중요한 의의를 가지는 경공업공장들의 현대화가 힘있게 추진되고 중요화학공업기업소들의 생산공정들의 개건사업에서 혁신이 일어나 인민들의 생활필수품생산에서 전환이 일어나게 되였다.

전국적으로 수십만정보의 토지가 정리되고 대규모의 자연흐름식물길공사가 완공되여 인민들의 먹는 문제를 풀수 있는 밝은 전망이 열리였다.

이처럼 우리 나라에서는 최근 년간 중요경제부문들의 물질기술적토대가 튼튼히 다져졌으나 전반적경제의 활성화에서는 일련의 난관들이 극복되지 못하고있다.
