Joseph Jarnecki is a Research Fellow in RUSI’s Cyber and Tech Research group. His research focuses on cyber security policy issues, emerging technology and international tech diplomacy. He leads projects on cloud sovereignty, competition and cyber security legislation reform, and China’s cyber security policy. Joseph has recently published papers on the UK National Cyber Action Plan, European Cloud Adoption for Defence and national security, and mobile cybercrime.
His previous work has explored topics such as the UK–Japan cyber partnership, crisis response mechanisms established following Russia’s invasion of Ukraine, and transnational cybercrime networks. From 2024 to 2025, he was a European Cybersecurity Fellow at Virtual Routes. He has a MA from the Department of War Studies at King’s College London.
