Today, our army and people have risen up as one in a struggle to fulfill the cause of building a powerful socialist state [sahoejuu’i kangso’ng kukka; 사회주의강성국가] under the respected and beloved Comrade Kim Jong Un’s leadership and are creating miracles and innovations across all battlefronts of powerful state construction that awe the world.

One of the important issues arising in today’s struggle to fulfill the cause of building a powerful socialist state is to establish economic management methods of our style in line with the demands of reality’s development.

The respected and beloved Comrade Kim Jong Un said the following:

“In order to successfully fulfill the cause of powerful socialist state construction, [we] should establish economic management methods of our style that are in line with the demands of reality’s development.”

The establishment of economic management methods of our style is the key aspect for vigorously accelerating the struggle to build an economically powerful state and improve the people’s living standards and arises as an important issue in the struggle to smash the anti-Republic crushing maneuvers by the US imperialists and their follower forces and advance the final victory.

Economic management is one of the important factors lending impetus to economic development.

The issue of how the economy is guided and managed carries particularly important significance in a socialist society, which advances in a planned manner under the state’s guidance and where the means of production are public-owned.

Socialist economic management can solidify and develop socialist economic systems and vigorously promote economic construction when it is improved and perfected continuously in line with the intensifying revolution and construction.

A basic requirement arising in establishing economic management methods of our style at the present time is, above all, to firmly maintain socialist principles in economic work. Socialist principles are the lifeline of socialist economic management.

If [we] cannot adhere to socialist principles in economic guidance and management, [we] can neither bring out the superiority of the socialist economy nor advance the whole economy in a planned and balanced manner. Thoroughly defending socialist principles in economic work — this is the way to further develop the country’s economy and adhere to and glorify socialism of our style.

Maintaining socialist principles in economic work means protecting and adhering to the socialist ownership of the means of production and thoroughly materializing collectivist principles.

Socialist ownership of the means of production is the foundation of a socialist economy, and a socialist economy advances through collective labor. As historical facts show, if one violates socialist ownership or deviates from collectivist principles in the course of guiding and managing the economy, it will undermine the characteristics, superiority, and vitality of the socialist economic system and have negative consequences for the entire society. All the methods applied to socialist economic management, therefore, should be collectivist methods that are thoroughly based on socialist ownership.

We should guarantee producers’ interests to the maximum while protecting and adhering to socialist ownership in economic guidance and management and putting forward the interests of the state and the entire society first. Moreover, the entire process of production and management should be one that fosters the collectivist spirit in functionaries and the working people and highly displays the masses’ mental strength and creative powers so as to ensure that they all fulfill their responsibilities and roles as masters.

The next basic requirement arising in establishing economic management methods of our style at the present time is to guarantee actual profits [silli; 실리] as much as possible by carrying out guidance and management of the economy in line with objective economic laws and scientific principles.

In order to gain as much actual profit from economic work as possible, [we] need to carry out production and management in line with the demands of objective economic laws and modern science and technology.

Objective economic laws operate in a socialist society, and the process by which their requirements are fulfilled is indeed the process of economic construction and economic development. If one thinks that one can do anything as one pleases in a socialist society, regardless of objective economic laws, it is appalling subjectivism and an expression of scientific ignorance. When [we] effectively utilize economic laws, like the law of planned and balanced development of the people’s economy, the law of distribution according to labor, and the law of value, and economic levers associated with them in economic guidance and management, production, and business activities can [we] guarantee normal economic development and actual economic profits.

Economic management methods of our style should be scientific and rational: they should be thoroughly based on objective economic laws and should correctly utilize various economic levers.

Furthermore, economic management methods of our style should be innovative management methods that marry science and technology with production and business management and develop the economy based on the strength of science and technology.

The interlocking of science and technology and production and their unified advancement are the main features of economic development in the current era. Rapid economic growth and development today are achieved through a process of developing science and technology and widely introducing them to production in a timely manner, and a process of positively materializing scientific and technological guidance over production. Actual economic profits cannot be obtained apart from the development and utilization of science and technology and the scientization and modernization of production and management.

We should direct our foremost efforts in economic guidance and enterprise management toward the development of science and technology and scientize all the processes of and factors in production and enterprise management. [We] should make sure that all enterprises positively push ahead with the research and development of new technologies and switch over to and advance as enterprises where science and technology and production are integrated, and as technology-intensive enterprises.

All the functionaries and working people should vigorously promote today’s general onward march for building an economically powerful state by knowing well the basic requirements of establishing economic management methods of our style and thoroughly materializing them.

우리 식 경제관리방법을 확립하는데서 나서는 기본요구

오늘 우리 군대와 인민은 경애하는 김정은동지의 령도따라 사회주의강성국가건설위업을 실현하기 위한 투쟁에 한사람같이 떨쳐나 강성국가건설의 모든 전구들에서 세인을 경탄시키는 기적과 혁신을 일으키고있다.

사회주의강성국가건설위업을 실현하기 위한 오늘의 투쟁에서 중요한 문제의 하나는 현실발전의 요구에 맞게 우리 식 경제관리방법을 확립하는것이다.

경애하는 김정은동지께서는 다음과 같이 말씀하시였다.

《사회주의강성국가건설위업을 성과적으로 실현하기 위하여서는 현실발전의 요구에 맞는 우리 식 경제관리방법을 확립하여야 합니다.》

우리 식 경제관리방법을 확립하는것은 경제강국건설과 인민생활향상을 위한 투쟁을 힘있게 다그치기 위한 관건적고리이며 미제와 그 추종세력들의 반공화국압살책동을 짓부시고 최후승리를 앞당겨나가기 위한 투쟁에서 중요한 문제로 나서고있다.

경제관리는 경제발전을 추동하는 중요한 요인의 하나이다.

생산수단이 사회적소유로 되여있고 경제가 국가의 지도밑에 계획적으로 발전해나가는 사회주의사회에서는 경제를 어떻게 지도하고 관리하는가 하는 문제가 특별히 중요한 의의를 가진다.

사회주의경제관리는 혁명과 건설이 심화되는데 맞게 끊임없이 개선완성되여야 사회주의경제제도를 공고발전시키고 경제건설을 힘있게 추동할수 있다.

현시기 우리 식 경제관리방법을 확립해나가는데서 나서는 기본요구는 무엇보다도 경제사업에서 사회주의원칙을 확고히 견지하는것이다. 사회주의원칙은 사회주의경제관리의 생명선이다.

경제지도와 관리에서 사회주의원칙을 고수하지 못하면 사회주의경제의 우월성을 발양시킬수도 없고 경제전반을 계획적으로, 균형적으로 발전시킬수도 없다. 경제사업에서 사회주의원칙을 철저히 지키는것, 이것이 나라의 경제를 더욱 발전시키는 길이며 우리 식 사회주의를 고수하고 빛내여나가는 길이다.

경제사업에서 사회주의원칙을 견지한다는것은 생산수단에 대한 사회주의적소유를 옹호고수하고 집단주의원칙을 철저히 구현한다는것이다.

생산수단에 대한 사회주의적소유는 사회주의경제의 기초이며 사회주의경제는 집단적로동에 의하여 발전한다. 력사적사실이 보여주는바와 같이 경제를 지도관리해나가는 과정에 사회주의적소유를 침해하거나 집단주의원칙에서 탈선하면 사회주의경제제도의 성격과 우월성, 그 생활력을 약화시키게 되며 사회전반에 부정적후과를 미치게 된다. 그러므로 사회주의경제관리에서 적용되는 모든 방법은 철저히 사회주의적소유에 기초한 집단주의적방법으로 되여야 한다.

우리는 경제지도와 관리에서 사회주의적소유를 옹호고수하고 국가적, 전사회적리익을 선차적으로 내세우면서 생산자들의 리익을 최대로 보장하여야 한다. 그리고 생산과 관리의 전과정이 일군들과 근로자들에게 집단주의정신을 키워주고 대중의 정신력과 창조력을 높이 발양시켜 그들모두가 주인으로서의 책임과 역할을 다해나가도록 하는것으로 되여야 한다.

현시기 우리 식 경제관리방법을 확립해나가는데서 나서는 기본요구는 다음으로 경제에 대한 지도와 관리를 객관적경제법칙과 과학적리치에 맞게 하여 최대한의 실리를 보장하는것이다.

경제사업에서 최대한의 실리를 얻자면 생산과 관리를 객관적인 경제법칙과 현대과학기술의 요구에 맞게 하여야 한다.

사회주의경제에는 객관적인 경제법칙이 작용하며 그 요구가 관철되는 과정이 곧 경제건설, 경제발전과정이다. 마치 사회주의사회에서는 객관적경제법칙에 관계없이 무엇이나 자기 마음대로 할수 있는것처럼 생각한다면 그것은 혹심한 주관주의이며 과학에 대한 무지의 표현으로 된다. 경제지도와 관리, 생산과 경영활동에서 인민경제의 계획적, 균형적발전법칙과 로동에 의한 분배법칙, 가치법칙과 같은 경제법칙들과 그와 관련한 경제적공간들을 효과적으로 리용하여야 경제의 정상적인 발전도 경제적실리도 보장할수 있다.

우리 식 경제관리방법은 객관적경제법칙들에 철저히 의거하고 여러가지 경제적공간들을 옳게 리용하는 과학적이며 합리적인것으로 되여야 한다.

우리 식 경제관리방법은 또한 과학기술과 생산, 경영관리를 결합하고 과학기술의 힘으로 경제를 발전시켜나가는 혁신적인 관리방법으로 되여야 한다.

과학기술과 생산의 밀착, 통일적발전은 현시대 경제발전의 주되는 특징이다. 오늘날 경제의 급속한 장성과 발전은 과학기술을 발전시키고 그것을 생산에 제때에 널리 받아들이는 과정, 생산에 대한 과학기술적지도를 적극 실현하는 과정을 통하여 이루어진다. 과학기술의 발전과 활용, 생산과 관리의 과학화, 현대화를 떠나서는 경제적실리를 얻을수 없다.

우리는 경제지도와 기업관리에서 과학기술의 발전에 선차적인 힘을 넣고 생산과 기업관리의 모든 공정과 요소들을 과학화하여야 한다. 모든 기업체들이 새 기술의 연구개발을 적극 추진하며 과학기술과 생산이 일체화된 기업, 기술집약형기업으로 전환하고 발전하도록 하여야 한다.

모든 일군들과 근로자들은 우리 식 경제관리방법을 확립하는데서 나서는 기본요구를 잘 알고 그것을 철저히 구현하여 경제강국건설을 위한 오늘의 총진군을 힘있게 추동해나가야 할것이다.
