Characteristics of the Socialist Enterprise Responsibility Management System [SERMS], Which Has the Working People Fulfill Their Responsibilities and Roles

The socialist enterprise responsibility management system [SERMS] is an enterprise management method that has plants, enterprises, and cooperative organizations perform the duties they have before the party and state by carrying out enterprise activities creatively with actual management rights, based on socialist ownership of the means of production, and has the working people fulfill their responsibilities and roles in production and management as masters.

Accurately clarifying the characteristics of the SERMS, which has the working people fulfill their responsibilities and roles in production and management, carries important significance for establishing enterprise management methods of our style that are in line with the demands of reality’s development, bringing out a high degree of their superiority and vitality, and thus accelerating the construction of an economically powerful state and decisively improving the people’s living standards.

The respected and beloved Comrade Kim Jong Un said the following:

“The state’s leading economic organs, such as the cabinet, should actively push forward the work of establishing economic management methods of our style that are in line with actual demands so that all economic organs and enterprises conduct enterprise activities on their own initiative and with creativity.”

First, the SERMS is a planned enterprise management method that has the working people fulfill their responsibilities and roles by having enterprises conduct production and business activities under the state’s unified guidance.

In a socialist society, which is founded on public ownership of the means of production, all enterprises form one undivided organism and each unit carries out production and business activities not in isolation but in relationships of cooperation and assistance. As a result, the unified guidance of the state, which must organize and command each enterprise’s production and business activities in line with the demands of reality’s development, is indispensable, and herein indeed lies one of the essential characteristics of the SERMS as a planned enterprise management method.

The state’s unified guidance under the SERMS first organically combines all enterprises’ production and consumption connections across the entire society and thus enables the working people to fulfill their responsibilities and roles.

The issue of raising the working people’s responsibilities and roles in enterprise management is made up of organic dovetailing of those enterprises that are closely linked productively and consumptively across the entire society. Only under the condition where production and consumption ties are closely joined together among production units can [we] raise the working people’s responsibilities and roles in production and management not just between each production unit and enterprise but across the entire society.

The state’s planned guidance and management under the SERMS enables the working people to raise their responsibilities and roles in production and management at enterprise levels or across the entire society. It does so by converting all production units into one undivided organism that is organically combined on the basis of the same objectives and interests, and having all production units move according to the state’s monolithic command, amid mutually close production and consumption ties.

Furthermore, the state’s unified guidance under the SERMS enables the working people to fulfill their responsibilities and roles by way of the state gaining control of and distributing all the resources of the country in a unified manner, bringing together into one the economic interests of enterprises and the working people, and based on that, having them [the economic interests] materialized according to the state’s unified command.

The issue of raising the working people’s responsibilities and roles in enterprise management is swayed by the level of guaranteeing the production conditions necessary for it [raising the working people’s responsibilities and roles], as well as by how the working people’s economic interests are materialized in production and management on enterprise levels and across the entire society.

The state’s unified guidance enables the working people to fulfill their responsibilities and roles in production and management by enabling the state to gain control of and distribute the country’s production resources in a unified manner, thus enabling enterprises to utilize production conditions to the maximum and having the working people’s economic interests smoothly materialized according to the state’s unified command.

Moreover, the state’s unified guidance under the SERMS enables the working people to fulfill their responsibilities and roles by making the working people’s purposiveness in economic activities inevitable. The issue of raising the working people’s responsibilities and roles in enterprise management is also defined by their purposiveness in economic activities. The state’s unified guidance under the SERMS makes sure that the working people’s economic activities are carried out across the entire society or at enterprise levels in a direction that has already been set in line with common demands and interests; by guaranteeing the unity and purposiveness of the working people’s economic activities, it also enables them to fulfill their responsibilities and roles.

Second, the SERMS is an innovative and realistic enterprise management method that has the working people fulfill their responsibilities and roles by having enterprises conduct enterprise activities on their own initiative and with creativity, with actual management rights.

Another one of the essential characteristics of the SERMS is that it is an innovative and realistic enterprise management method that enables enterprises to carry out enterprise activities on their own initiative and with creativity, with actual management rights. In particular, under the actual condition where economic sanctions and blockade maneuvers by the US imperialists and their follower forces are becoming more vicious than ever, and foreign economic transactions are being carried out vis-a-vis capitalist markets, all enterprises are called upon to carry out enterprise management on their own initiative and with creativity on firm revolutionary principles and socialist principles [more] than at any other time.

Granting actual management rights to enterprises is an innovative and realistic enterprise management method that correctly brings together the interests of the state, enterprises, and the working people and thus has enterprises and the working people fulfill their responsibilities and roles in production and business activities.

In socialist enterprise management, how to bring together the interests of the state, the interests of enterprises, and the interests of individuals using what method arises as an important issue for having the working people fulfill their responsibilities and roles in line with the actual conditions and environment.

First, the SERMS enables enterprises to correctly exercise the actual management rights granted to them by the state, on the principle of guaranteeing the state’s interests first in line with the actual conditions and environment, so that the working people can fulfill their roles and responsibilities across the entire society. The SERMS makes sure that, under the state’s unified guidance, all enterprises exercise the powers granted to them, fully mobilize all types of reserves and possibilities, actively enlist the working people’s creative powers in production and management, and unconditionally perform the national assignments entrusted to their unit.

Moreover, the SERMS makes sure enterprises strengthen their economic foundations and also guarantee their interests by correctly exercising the actual management rights granted to them by the state and carrying out business activities on their own initiative and with creativity. Unlike relationships among workshops and work-teams in a single enterprise, relationships among enterprises under the SERMS are made up of relationships among independent business units and relationships forged among independent business units by means of equivalent exchanges through contract orders.

This calls on enterprises to gain the greatest actual economic profits [kyo’ngjejo’k silli; 경제적 실리] with the least expenditures by carrying out business activities on their own initiative and with creativity.

The SERMS makes sure that enterprises tide over with their own strength the bottlenecks and difficulties encountered and excellently perform the duties they have before the state and the people by demonstrating a high degree of creativity in production and business activities. It also ensures that enterprises normalize production, strengthen their economic foundations, and reap maximum actual economic profits by resolving on their own the necessary raw and other materials and equipment. In doing so, the SERMS ensures that enterprises’ interests are guaranteed.

The SERMS also makes sure to smoothly guarantee individual working people’s interests within the interests of the state and enterprises by correctly exercising the actual management rights granted by the state and continuously increasing enterprises’ overall production and decisively increasing total revenues.

Enterprises’ exercise of actual management rights correctly join the interests of the state and enterprises and the interests of individual working people in the course of developing enterprises’ overall production, decisively increasing their total revenues, and rationally distributing and utilizing them.

When enterprises increase their total revenues by conducting business activities on their own initiative and with creativity, their share of payment to the state increases by that much, and enterprise income also increases. Consequently, they can [use that] to pay the working people’s basic labor remuneration as well as additional labor remuneration according to the quantity and quality of the labor expended toward production in line with their own situation. They can also use it to expand production, advance technology, and improve employees’ material and cultural living conditions.

All the leading economic functionaries should know well the characteristics of the SERMS, which has the working people fulfill their responsibilities and roles, and carry out business activities on their own initiative and with creativity.

근로자들의 책임과 역할을 다하게 하는 사회주의기업책임관리제의 특성

사회주의기업책임관리제는 공장, 기업소, 협동단체들이 생산수단에 대한 사회주의적소유에 기초하여 실제적인 경영권을 가지고 기업활동을 창발적으로 하여 당과 국가앞에 지닌 임무를 수행하며 근로자들이 생산과 관리에서 주인으로서의 책임과 역할을 다하게 하는 기업관리방법이다.

생산과 관리에서 근로자들의 책임과 역할을 다하게 하는 사회주의기업책임관리제의 특성을 정확히 밝히는것은 현실발전의 요구에 맞는 우리 식의 기업관리방법을 확립하고 그 우월성과 생활력을 높이 발양시켜 경제강국건설을 다그치고 인민생활을 결정적으로 높이는데서 중요한 의의를 가진다.

경애하는 김정은동지께서는 다음과 같이 말씀하시였다.

《내각을 비롯한 국가경제지도기관들에서 현실적요구에 맞는 우리 식 경제관리방법을 확립하기 위한 사업을 적극적으로 내밀어 모든 경제기관, 기업체들이 기업활동을 주동적으로, 창발적으로 해나가도록 하여야 합니다.》

사회주의기업책임관리제는 첫째로, 기업체들이 국가의 통일적지도밑에 생산과 경영활동을 진행하여 근로자들의 책임과 역할을 다하게 하는 계획적인 기업관리방법이다.

생산수단에 대한 사회적소유에 기초하고있는 사회주의사회에서는 모든 기업체들이 하나의 전일적인 유기체를 이루고 매개 단위가 고립적으로가 아니라 협조와 방조의 관계속에서 생산과 경영활동을 진행하게 된다. 이로부터 매개 기업체들의 생산과 경영활동을 현실발전의 요구에 맞게 조직지휘하여야 할 국가의 통일적지도는 필수적인것으로 되며 바로 여기에 계획적인 기업관리방법으로서의 사회주의기업책임관리제의 본질적특성의 하나가 있다.

사회주의기업책임관리제에서 국가의 통일적지도는 우선 전사회적범위에서 모든 기업체들의 생산소비적련계를 유기적으로 결합시켜 근로자들의 책임과 역할을 다할수 있게 한다.

기업관리에서 근로자들의 책임과 역할을 높이는 문제는 전사회적범위에서 생산소비적으로 밀접히 련관된 기업체들사이의 유기적인 맞물림에 의하여 이루어진다. 생산단위들사이의 생산소비적련계가 밀접히 결합되는 조건에서만 매 생산단위, 기업체들사이에서뿐아니라 전사회적범위에서의 생산과 관리에서도 근로자들의 책임과 역할을 높일수 있다.

사회주의기업책임관리제에서 국가의 계획적지도관리는 모든 생산단위들을 같은 목적과 리해관계에 기초하여 유기적으로 결합된 하나의 전일적인 유기체로 전환시키고 모든 생산단위들이 서로 밀접한 생산소비적련계를 가지고 국가의 유일적인 지휘에 따라 움직이게 함으로써 기업체적범위에서나 전사회적범위에서의 생산과 관리에서 근로자들의 책임과 역할을 높일수 있게 한다.

사회주의기업책임관리제에서 국가의 통일적지도는 또한 국가가 나라의 모든 자원을 통일적으로 장악하고 분배하며 기업체와 근로자들의 경제적리해관계를 하나로 일치시킨데 기초하여 그것이 국가의 통일적지휘에 따라 실현되게 함으로써 근로자들의 책임과 역할을 다할수 있게 한다.

기업관리에서 근로자들의 책임과 역할을 높이는 문제는 그에 필요한 생산조건의 보장성정도와 함께 기업체적범위와 전사회적범위에서의 생산과 관리에서 근로자들의 경제적리해관계를 어떻게 실현시키는가에 따라서도 좌우된다.

국가의 통일적지도는 국가가 나라의 생산자원을 통일적으로 장악하고 분배하여 기업체로 하여금 생산조건을 최대한 리용할수 있게 하며 근로자들의 경제적리해관계를 국가의 통일적지휘에 따라 원만히 실현되게 함으로써 생산과 관리에서 근로자들의 책임과 역할을 다할수 있게 한다.

사회주의기업책임관리제에서 국가의 통일적지도는 또한 근로자들의 경제활동의 목적의식성을 필연적인것으로 되게 하여 그들의 책임과 역할을 다할수 있게 한다. 기업관리에서 근로자들의 책임과 역할을 높이는 문제는 그들의 경제활동의 목적의식성에 의해서도 규정된다. 사회주의기업책임관리제에서 국가의 통일적지도는 전사회적범위에서나 기업체적범위에서 근로자들의 경제활동을 공동의 요구와 리익에 맞게 미리 설정된 방향에 따라 진행되도록 하며 근로자들의 경제활동의 통일성과 목적의식성을 보장함으로써 그들의 책임과 역할을 다할수 있게 한다.

사회주의기업책임관리제는 둘째로, 기업체들이 실제적인 경영권을 가지고 기업활동을 주동적으로, 창발적으로 하여 근로자들의 책임과 역할을 다하게 하는 혁신적이며 현실적인 기업관리방법이다.

사회주의기업책임관리제의 본질적특성의 다른 하나는 기업체들이 실제적인 경영권을 가지고 기업활동을 주동적으로, 창발적으로 진행할수 있게 하는 혁신적이며 현실적인 기업관리방법이라는데 있다. 특히 미제와 그 추종세력들의 경제제재와 봉쇄책동이 그 어느때보다 악랄해지고 자본주의시장을 대상으로 하여 대외경제거래가 진행되고있는 현실적조건에서 모든 기업체들이 확고한 혁명적원칙, 사회주의원칙에서 그 어느때보다도 주동적으로, 창발적으로 기업관리를 해나갈것을 요구하고있다.

기업체들에 실제적인 경영권을 부여하는것은 국가와 기업체, 근로자들의 리익을 옳게 결합시켜 생산과 경영활동에서 기업체들과 근로자들의 책임과 역할을 다하게 하는 혁신적이며 현실적인 기업관리방법으로 된다.

사회주의기업관리에서 국가의 리익과 기업체의 리익, 개인의 리익을 어떤 방법으로 어떻게 결합시키는가 하는것은 현실적조건과 환경에 맞게 근로자들의 책임과 역할을 다하도록 하는데서 중요한 문제로 나선다.

사회주의기업책임관리제는 우선 기업체들이 현실적조건과 환경에 맞게 국가의 리익을 선차적으로 보장하는 원칙에서 국가로부터 부여받은 실제적인 경영권을 옳게 행사하여 전사회적범위에서 근로자들의 책임과 역할을 다할수 있게 한다. 사회주의기업책임관리제는 모든 기업체들이 국가의 통일적인 지도밑에 자기에게 부여된 권한을 행사하여 온갖 예비와 가능성을 남김없이 동원하고 생산과 관리에서 근로자들의 창조력을 적극 발동시켜 자기 단위에 맡겨진 국가적과제를 무조건 수행하도록 한다.

사회주의기업책임관리제는 또한 기업체들이 국가로부터 부여받은 실제적인 경영권을 옳게 행사하여 경영활동을 주동적으로, 창발적으로 진행함으로써 기업체의 경제적토대를 강화하고 기업체의 리익도 보장하도록 한다. 사회주의기업책임관리제에서 기업체들사이의 관계는 한 기업체안에서의 직장, 작업반들사이의 관계와는 달리 독자적인 경영단위들사이의 관계, 주문계약을 통한 등가교환의 방법으로 맺어지는 독자적인 경영단위들사이의 관계로 되여있다.

이것은 기업체들로 하여금 경영활동을 주동적으로, 창발적으로 진행하여 가장 적은 지출로 가장 큰 경제적실리를 얻을것을 요구한다.

사회주의기업책임관리제는 기업체들로 하여금 생산과 경영활동에서 높은 창발성을 발휘하여 부닥치는 애로와 난관을 자체의 힘으로 뚫고 국가와 인민앞에 지닌 임무를 훌륭히 수행하며 필요한 원료, 자재, 설비들을 자체로 해결하여 기업체의 생산정상화와 경제적토대를 강화하고 최대한의 경제적실리를 얻도록 함으로써 기업체의 리익도 보장하도록 한다.

사회주의기업책임관리제는 또한 국가로부터 부여받은 실제적인 경영권을 옳게 행사하여 기업체의 전반적생산을 끊임없이 장성시키고 총수입을 결정적으로 늘임으로써 국가와 기업체의 리익속에서 개별적근로자들의 리익도 원만히 보장되도록 한다.

기업체들의 실제적인 경영권행사는 기업체의 전반적생산을 발전시켜 총수입을 결정적으로 늘이고 그것을 합리적으로 분배리용하는 과정에 국가와 기업체의 리익, 개별적근로자들의 리익을 옳게 결합시킨다.

기업체들에서 경영활동을 주동적으로, 창발적으로 진행하여 총수입을 늘이게 되면 국가납부몫도 그만큼 많아지게 되고 기업체소득도 늘어나 그것을 자체의 실정에 맞게 생산에 지출된 로동의 량과 질에 따라 근로자들의 기본로동보수와 함께 추가적인 로동보수도 지불하고 생산확대와 기술발전, 종업원들의 물질문화생활조건을 개선하는데 리용할수 있게 된다.

모든 경제지도일군들은 근로자들의 책임과 역할을 다하게 하는 사회주의기업책임관리제의 특성을 잘 알고 경영활동을 주동적으로, 창발적으로 진행해나가야 할것이다.
