Commercial Banks’ Sources of Funds in Socialist Societies and Their Characteristics

Today, our people are vigorously waging a struggle for the creation of the mallima speed [mallima: a horse that runs 10,000 ri a day], holding high the programmatic tasks presented in the respected and beloved supreme leader Comrade Kim Jong Un’s historic policy speech and at the Fourth Plenary Meeting of the Seventh Party Central Committee [CC].

In order to fully display the potential of a self-supporting socialist economy, we must resolve the country’s financial issues in a way that is in line with economic principles and laws and holds realistic significance.

One of the important issues here is to have a proper understanding of commercial banks’ sources of funds. 

Respected and beloved supreme leader Comrade Kim Jong Un said the following:

“[Banks] need to meet the demand for funds in their given regions with their own sources of funds by utilizing deposits and loans, payment methods, and interest rate levers in a diverse manner; strike a balance between revenue and expenditure; and enable currency to circulate smoothly, revolving around banks.”

For socialist commercial banks to perform their functions and roles smoothly, they need to be backed up by a certain level of sources of funds.

Commercial banks’ sources of funds are one’s own funds, or funds that are mobilized  through credit methods and can be used as one’s own funds for a certain period of time.

There are state budget funds in commercial banks for supplying funds to organs and enterprises; there are also accounts of organs and enterprises.

While these funds serve as commercial bank funds, however, they are not sources of funds for [performing] functions inherent to commercial banks, in other words financing work. 

Funds held for financing are funds used for concentrating various forms of monetary funds, such as idle monetary funds, in commercial banks by taking advantage of economic levers such as one’s own funds, currency circulation, and credit, and using them through credit methods. In that vein, commercial banks’ sources of funds may be said to be funds mobilized primarily through credit methods.

Accurately distinguishing between commercial banks’ funds and commercial banks’ sources of funds is very important for defining the sources of commercial bank loans. 

That is because accurately distinguishing between commercial banks’ funds and commercial banks’ sources of funds is an issue of clarifying the boundary between funds that are functioning or exist in the form of payment reserve funds to function as means of payment and purchase, and idle monetary funds temporarily divorced from reproduction. Hence, when we accurately define commercial banks’ sources of funds can commercial banks correctly define the sources of loans and carry out financing work well.

The sources of commercial banks’ funds are either idle monetary funds that commercial banks mobilize from residents, organs, and enterprises through credit methods for financing, or their own funds raised in the process of their financial business activities. In this vein, not all funds in commercial banks are commercial banks’ sources of funds: those funds mobilized through credit methods or commercial banks’ own funds raised during financing processes serve as sources of funds for commercial banks.

Commercial banks’ sources of funds consist of their own funds, revenue from savings mobilized from residents, revenue from deposits mobilized from organs and enterprises, and financial organs’ loans.

Not only are commercial banks’ sources of funds different from the funds in the hands of organs, enterprises, and residents; they also have a series of characteristics that distinguish them from bank funds. 

Among the important characteristics of commercial banks’ sources of funds is, above all, that they are idle monetary funds of a temporary character.

Idle monetary funds of a temporary character refer to not funds that are functional in reproduction processes in reality but funds that are temporarily idle outside reproduction.

Temporarily idle funds are in the hands of residents and also in the hands of organs and enterprises.

Temporarily idle funds in the hands of residents, organs, and enterprises are idle monetary funds but are not sources of funds for commercial banks. That is because such funds are not idle monetary funds mobilized for commercial banks but are idle monetary funds in the hands of residents, organs, and enterprises.

Temporarily idle monetary funds existing among residents, organs, and enterprises are not sources of funds for commercial banks, but these funds pose the possibility of being mobilized and used as sources of funds for commercial banks in the future, because they are not being utilized for productive or consumptive objectives.

The next important trait of commercial banks’ sources of funds is that these funds are usually of a returned character.

That commercial banks’ sources of funds are funds of a returned character means these are funds that must be returned to the owners of the funds once a certain period has passed.

Commercial banks’ sources of funds must be returned without fail once a certain period has passed, though the period of their use may be different depending on the characteristics of their composition. 

The reason that commercial banks’ sources of funds are usually funds of a returned character is, first, that they are made up of idle monetary funds owned by various [entities]. 

Not only residents’ funds but also organs’ and enterprises’ funds included in commercial banks’ sources of funds must be returned to the owners as per their demand when the time is up. 

Although state organs and enterprises keep their funds in commercial banks due to their relative independence in business, organs and enterprises have the right to manage and use funds in their accounts. 

Moreover, commercial banks’ sources of funds are usually funds of a returned character because they are idle monetary funds of a temporary character mobilized through credit methods.

Idle monetary funds mobilized from residents, organs, and enterprises are absolutely not spare funds but are temporarily unemployed idle monetary funds.

Every monetary fund movement in a socialist society dovetails with goods or commodities. Due to factors such as the characteristics of monetary fund uses, the irregularity of materials and commodities supply, and others, some funds of residents, organs, and enterprises are not used for their consumptive or productive expenses — they remain in the hands of residents, organs, and enterprises. Hence, such funds must be returned at anytime to residents, organs, and enterprises when they ask for them.

The next important characteristic of commercial banks’ sources of funds is that they usually exist in the form of cash.

The reason that commercial banks’ sources of funds usually exist in the form of cash is, first, the idle monetary funds mobilized from residents make up a large portion of the composition of commercial banks’ sources of funds.

The funds mobilized from residents are idle monetary funds in the form of cash. This is because residents’ monetary income and realization take place in cash. 

Not only are the funds mobilized from residents in the form of cash; they make up an overwhelming part of commercial banks’ sources of funds. Furthermore, the fact that commercial banks’ sources of funds usually exist in the form of cash is related to enterprises’ generation of large cash revenues.

In connection with the fact that enterprises carry out some transactions of goods by way of cash payments for the normalization of production at the present time, enterprises make more cash revenues compared to before. Enterprises deposit all cash made outside their performance of the people’s economic plan in cash accounts in commercial banks; and they not only use it as funds to purchase goods, they save them in savings deposits and use them.

Savings deposits tend to be long term. For that reason, they are an important condition enabling cash-form idle monetary funds to make up the sources of funds in commercial banks.

We should vigorously wage a struggle to bring about a great upsurge in socialist construction by rationally operating commercial banks with a correct understanding of commercial banks’ sources of funds in a socialist society and their characteristics.

오늘 우리 인민은 경애하는 최고령도자 김정은동지의 력사적인 시정연설과 당중앙위원회 제7기 제4차전원회의에서 제시된 강령적과업을 높이 받들고 만리마속도창조를 위한 투쟁을 힘있게 벌려나가고있다.

사회주의자립경제의 잠재력을 남김없이 발양시키기 위하여서는 나라의 금융문제를 경제원리와 법칙에 맞으면서도 현실적의의가 있게 해결하여야 한다.

여기서 중요한 문제의 하나가 상업은행의 자금원천에 대한 옳바른 리해를 가지는것이다.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

《예금과 대부, 결제방법과 리자률공간을 다양하게 활용하여 자체의 자금원천으로 해당 지역의 자금수요를 보장하고 수지균형을 맞추며 화페가 은행을 중심으로 원활하게 류통되도록 하여야 합니다.》상업은행들은 봉사성과 신용을 높이고 업무거래의 편리성과 신속정확성을 보장하여 금융활동을 보다 적극적으로 벌려나갈수 있는 기틀을 마련하여야 합니다. 예금과 대부, 결제방법과 리자률공간을 다양하게 활용하여 자체의 자금원천으로 해당 지역의 자금수요를 보장하고 수지균형을 맞추며 화페가 은행을 중심으로 원활하게 류통되도록 하여야 합니다. 

사회주의상업은행이 자기의 기능과 역할을 원만히 수행하기 위하여서는 일정한 자금원천이 안받침되여있어야 한다. 

상업은행자금원천은 자체자금이거나 신용적방법으로 동원하여 일정한 기간 자기자금처럼 리용할수 있는 자금이다.

상업은행에는 기관, 기업소들에 자금공급을 하기 위하여 가지고있는 국가예산자금도 있으며 기관, 기업소들의 돈자리자금도 있다. 

그러나 이러한 자금은 상업은행자금으로는 되지만 상업은행의 고유한 기능 즉 자금융통사업을 위한 자금원천은 아니다.

자금융통을 위하여 가지고있는 자금은 자체자금과 화페류통, 신용과 같은 경제적공간을 리용하여 유휴화페자금을 비롯한 여러가지 형태의 화페자금을 상업은행에 집중시키고 신용적방법으로 리용하는 자금이다. 이로부터 상업은행의 자금원천은 주로 신용적방법으로 동원한 자금이라고 말할수 있다. 

상업은행자금과 상업은행자금원천을 정확히 구분하는것은 상업은행의 대부원천을 규정하는데서 매우 중요하다.

그것은 상업은행자금과 상업은행자금원천을 정확히 구분하는것이 기능하고있거나 지불 및 구매수단으로서의 기능을 수행하기 위하여 지불준비금형태로 존재하는 자금과 재생산에서 일시적으로 유리되여 놀고있는 유휴화페자금과의 계선을 명백히 하는 문제이기때문이다. 그러므로 상업은행자금원천을 정확히 규정하여야 상업은행이 대부원천을 옳바로 규정하고 자금융통사업을 잘할수 있다.

상업은행자금원천은 상업은행이 자금융통을 위하여 신용적방법으로 주민들과 기관, 기업소들에서 동원한 유휴화페자금이거나 상업은행의 금융업무활동과정에 조성한 자체자금이다. 이로부터 상업은행에 있는 모든 자금이 상업은행의 자금원천으로 되는것이 아니라 신용적방법으로 동원한 자금이거나 자금융통과정을 통하여 상업은행에 조성되는 자체자금이 상업은행의 자금원천으로 된다.

상업은행의 자금원천에는 자체자금과 주민들로부터 동원한 저금수입, 기관, 기업소들로부터 동원한 예금수입, 금융기관 차입금 등이 있다. 

상업은행자금원천은 기관, 기업소들과 주민들의 수중에 있는 자금과 다를뿐아니라 은행자금과도 다른 일련의 특징을 가진다.

상업은행자금원천의 중요한 특징은 무엇보다도 그것이 일시적성격의 유휴화페자금이라는것이다.

일시적성격의 유휴화페자금이라고 할 때 그것은 재생산과정에서 현실적으로 기능하고있는 자금인것이 아니라 재생산밖에서 일시적으로 놀고있는 자금을 말한다.

일시적으로 놀고있는 자금은 주민들의 수중에도 있고 기관, 기업소들의 수중에도 있다.

주민들과 기관, 기업소들의 수중에 있는 일시적으로 놀고있는 자금은 그것이 유휴화페자금이지만 상업은행의 자금원천은 아니다. 그것은 이러한 자금이 상업은행에 동원된 유휴화페자금이 아니라 주민들과 기관, 기업소들의 수중에 있는 유휴화페자금이기때문이다. 

주민들과 기관, 기업소에 존재하는 일시적유휴화페자금은 상업은행의 자금원천이 아니지만 생산적 또는 소비적목적에 리용되지 않고있기때문에 앞으로 동원하여 상업은행의 자 금원천으로 리용할수 있는 가능성이 있는 자금이다. 

상업은행자금원천의 중요한 특징은 다음으로 그것이 주로 반환적성격의 자금이라는것이다.

상업은행의 자금원천이 반환적성격의 자금이라는것은 일정한 기간이 되면 자금소유자에게 돌려주어야 할 자금이라는것을 말한다.

상업은행자금원천은 구성상특성에 따라 그 리용기간이 다를수도 있지만 일정한 기간이 지나면 반드시 돌려주어야 한다.

상업은행자금원천이 주로 반환적성격의 자금으로 되는것은 우선 그것이 여러 소유의 유휴화페자금으로 이루어졌기때문이다.

상업은행의 자금원천에 포함되는 주민들의 자금은 물론 기관, 기업소들의 자금도 기간이 되면 소유자의 요구에 따라 돌려주어야 한다.

국가기관, 기업소는 경영상 상대적독자성을 가지므로 그의 자금이 비록 상업은행에 있지만 기관, 기업소는 돈자리자금의 관리권, 리용권을 가진다.

상업은행자금원천이 주로 반환적성격의 자금으로 되는것은 또한 그것이 일시적성격의 유휴화페자금을 신용적방법으로 동원한 자금이기때문이다.

주민들과 기관, 기업소들에서 동원한 유휴화페자금은 절대적으로 남는 자금이 아니라 일시적으로 놀고있는 유휴화페자금이다.

사회주의사회에서 모든 화페자금의 운동은 물자 또는 상품과 맞물려 진행된다. 그러나 주민들과 기관, 기업소들에서는 화페자금리용의 특성, 물자 및 상품공급에서 불규칙성 등의 요인에 의하여 일부 자금은 그들의 소비적 또는 생산적지출에 쓰이지 않고 주민들과 기관, 기업소들의 수중에 남아있게 된다. 그러므로 이러한 자금은 주민들과 기관, 기업소들이 요구하면 언제든지 반환해주어야 한다. 

상업은행자금원천의 중요한 특징은 다음으로 그것이 주로 현금의 형태로 존재한다는것이다. 

상업은행자금원천이 주로 현금형태로 존재하게 되는것은 우선 상업은행의 자금원천구성에서 주민들로부터 동원한 유휴화페자금이 큰 비중을 차지하기때문이다.

주민들로부터 동원한 자금은 현금형태의 유휴화페자금이다. 그것은 주민들의 화페소득과 실현이 현금으로 이루어지기때문이다. 

주민들로부터 동원한 자금은 현금형태의 자금일뿐아니라 상업은행의 자금원천에서 압도적비중을 차지한다. 상업은행자금원천이 주로 현금형태로 존재하게 되는것은 또한 기업체들에서 현금수입이 많이 이루어지는것과도 관련된다. 

현시기 기업체들이 생산정상화를 위한 일부 물자거래를 현금지불의 방법으로 진행하는것과 관련하여 기업체들에서는 이전에 비하여 현금수입이 많아진다. 기업체들에서는 인민경제계획수행밖에 이루어진 모든 현금을 상업은행의 현금돈자리에 입금시키고 물자구입자금으로 리용할뿐아니라 저축성예금으로 저축하고 리용하고있다.

저축성예금은 장기적인 성격을 띠기때문에 상업은행의 자금원천에서 현금형태의 유휴화페자금이 은행자금원천으로 되게 하는 중요한 조건으로 된다. 

우리는 사회주의사회에서 상업은행의 자금원천과 그 특징에 대한 리해를 바로가지고 상업은행을 합리적으로 운영해나감으로써 사회주의건설에서 일대 앙양을 일으켜나가기 위한 투쟁을 힘있게 벌려나가야 할것이다
