Correctly Clarifying the Status of the National Defense Industry Is an Important Issue That Has Strategic Significance for the Construction of a Socialist Economy

Great Leader Comrade Kim Jong Il instructed as follows:
“We must never try to demolish our self-supporting economic foundations and special economic structure, which are based on our own heavy industry and where the munitions industry takes an important place. Scientifically clarifying the position that the national defense industry occupies in the construction of a socialist economy is an important issue that holds strategic significance for the country’s economic development.
The issue of the national defense industry’s position in the construction of a socialist economy needs to be correctly explained because, first, only when this issue is clarified can the basic direction of socialist economic construction be set correctly.
In order to conduct socialist economic construction without bias, the basic direction of economic construction should be set correctly.
Setting the basic direction of socialist economic construction means determining the core that should be seized consistently throughout or at a certain stage of the economic construction; prioritizing between the leading sectors and economic sectors; and setting the goals that must be met.
In setting the basic direction of socialist economic construction today, correctly clarifying the issue of the positions and roles that the basic sectors of the economy—the national defense, heavy, and light industries and agriculture—occupy and play in economic construction arises as a priority issue. Here, the issue of the positions and roles taken and played by the heavy industry, light industry, and agricultural sectors in economic construction does not arise as a particular point of contention due to the characteristics and missions of those said sectors.
The national defense, heavy, and light industries and agriculture are basic economic sectors, none of which should be neglected; but considering the requirements of the times today, newly clarifying the position of the national defense industry arises as a particularly important issue. This has to do with the fact that the significance the development of the national defense industry holds in strengthening national defense capabilities for safeguarding the country’s sovereignty and peace and in developing the entire economy is unusually great, unlike the individual economic sectors like the heavy and light industries and agriculture.
According to existing notions, the effects of munitions production on civilian production have been regarded as being limited effects on the overall economic development and as delaying economic development. This was based on the grounds that munitions products cannot be inducted into the reproduction cycle again and that investment in munitions production is unproductive investment.
If we were to subscribe to past views on the position and role of the national defense industry in economic construction, we cannot meet the demands made of the economic construction sector in this day and age and thus, we cannot set the basic direction of socialist economic construction that is in line with the demands of the current era. Arising from this is the need to newly clarify the issue of the national defense industry’s position in socialist economic construction.
Correct clarification of the issue of the national defense industry’s position in socialist economic construction also is needed because only when this issue is correctly clarified can the national defense industry’s relationship with the heavy and light industries and agriculture be defined correctly.
The national defense industry is an industrial sector that produces munitions required to strengthen the country’s national defense capabilities—in short, all the materials necessary for maintaining the military and conducting combat, such as weapons, ammunition, and military uniforms.
The heavy industry sector is a sector that primarily produces the means of production. As such, only when the heavy industry is advanced can the national defense and light industries and agriculture also be developed, and can the material and economic foundations for socialist economic foundations be firmly solidified.
The light industry and agriculture are sectors that resolve the issues of consumer goods and food necessary for the people’s livelihood. As such, these sectors are indispensable for systematically improving the people’s living standards.
As can be seen, the national defense, heavy, and light industries and agriculture all equally have key significance in the construction of national defense and socialist economy as well as in the improvement of the people’s living standards, and not one sector can be neglected.
The problem is how to define the correlation among the important sectors of the people’s economy that hold key significance in the construction of national defense and socialist economy and in the improvement of the people’s living standards. In other words, it is addressing the questions of which among the national defense, heavy, and light industries and agriculture to attach importance to and put in the first place, and which sectors to subject to it, and of how to rationally strike a balance among these sectors. These questions cannot be answered without scientific clarification of the position occupied by the national defense industry in socialist economic construction.
If we were to turn away from the demands of the era and made light of the position of the national defense industry, the leading sectors of economic construction would be defined differently. Then we would not be able to defend the gains of the revolution against the enemies’ violation, and irrevocably grave consequences will be generated in socialist economic construction and the people’s livelihood.
For this reason, the great general [Kim Jong Il] sagaciously saw through the strategic significance of correctly clarifying the issue of the national defense industry’s position in the socialist economic construction field and for the first time in history provided the most perfect explanation about this issue.
The great general clarified that our national defense industry is the pillar of the self-supporting national economy, the lifeline of socialist economic construction, and the forefront of the great upsurge.
The great general presented the idea of placing importance on the national defense industry and giving priority to it over all other economic sectors based on the new scientific clarification of the position taken by the national defense industry in socialist economic construction. As a result, the issue of how to set the basic direction of today’s socialist economic construction has at last become perfectly clarified, and a firm guide has been provided that enables us to develop the country’s economy in the most stable and continuous manner.

사회주의경제건설에서 국방공업이 차지하는 지위를 과학적으로 해명하는것은 나라의 경제발전에서 전략적의의를 가지는 중요한 문제이다.
사회주의경제건설에서 국방공업의 지위문제를 옳게 해명해야 하는것은 우선 이 문제가 해명되여야 사회주의경제건설의 기본방향을 옳게 설정할수 있기때문이다.
사회주의경제건설을 편향없이 진행해나가자면 경제건설의 기본방향을 옳게 설정하여야 한다.
사회주의경제건설의 기본방향을 설정한다는것은 경제건설의 전기간 혹은 일정한 단계에서 일관하게 틀어쥐고나가야 할 중심, 주도적부문과 경제부문들사이의 선후차관계, 도달하여야 할 목표를 정한다는것을 의미한다.
오늘 사회주의경제건설의 기본방향을 설정하는데서는 경제의 기본부문들인 국방공업과 중공업, 경공업과 농업이 경제건설에서 차지하는 지위와 역할문제를 옳바로 해명하는것이 선차적인 문제로 제기된다. 여기에서 중공업과 경공업, 농업부문이 경제건설에서 차지하는 지위와 역할문제는 해당 부문의 특성과 사명으로부터 특별한 론점으로 제기되지는 않는다.
국방공업과 중공업, 경공업과 농업은 어느 한 분야도 소홀히 해서는 안될 경제의 기본부문들이지만 오늘의 시대적요구에 비추어볼 때 국방공업의 지위를 새롭게 해명하는것은 특별히 중요한 문제로 제기된다. 그것은 국방공업의 발전이 중공업과 경공업, 농업과 같은 개별적경제부문과는 달리 나라의 자주권과 평화를 수호하기 위한 국방력강화와 전반적경제발전에서 가지는 의의가 비상히 큰것과 관련된다.
기성의 관념에 의하면 군수생산이 민수생산에 미치는 작용을 전반적경제발전에 대한 제한적인 작용으로, 경제발전을 지연시키는것으로만 간주되여왔다. 이것은 군수생산물이 재생산환절에 다시 인입되지 못하고 군수생산에 대한 투자가 비생산적인 투자라는 근거로부터 출발한것이다.
경제건설에서 국방공업이 차지하는 위치와 역할에 대한 종래의 견해를 따른다면 오늘의 시대가 경제건설분야에 제기하는 요구를 실현할수 없으며 따라서 현시대의 요구에 맞는 사회주의경제건설의 기본방향을 설정할수 없게 된다. 이로부터 사회주의경제건설에서 국방공업의 지위문제를 새롭게 해명해야 할 필요성이 제기되게 된다.
사회주의경제건설에서 국방공업의 지위문제를 옳게 해명해야 하는것은 또한 이 문제를 명확히 해명하여야 국방공업과 중공업, 경공업, 농업의 호상관계를 바로 설정할수 있기때문이다.
국방공업은 나라의 국방력을 강화하는데 요구되는 군수품 다시말하여 무기, 탄약, 군복을 비롯하여 군대를 유지하며 전투를 진행하는데 필요한 모든 물자들을 생산하는 공업부문이다.
방공업과 경공업, 농업도 발전시킬수 있으며 사회주의강국건설의 물질경제적토대를 튼튼히 다질.
중공업부문은 생산수단을 주로 생산하는 부문으로서 중공업을 발전시켜야 국수 있다.
경공업과 농업은 인민생활에 필요한 소비재와 식량문제를 해결하는 부문들로서 인민생활을 체계적으로 향상시키는데서 없어서는 안될 부문들이다.
이처럼 국방공업과 중공업, 경공업과 농업은 국방건설과 사회주의경제건설, 인민생활향상에서 다같이 중요한 의의를 가지며 어느 하나도 소홀히 할수 없는 부문들이다.
문제는 국방건설과 사회주의경제건설, 인민생활향상에서 중요한 의의를 가지는 인민경제 중요부문들의 호상관계를 어떻게 설정하겠는가 하는것이다. 다시말하여 국방공업과 중공업, 경공업, 농업가운데서 어느 부문을 중시하고 첫자리에 놓으며 어느 부문을 그에 복종시키겠는가 그리고 이 부문들사이의 균형을 어떻게 합리적으로 맞추어나가겠는가 하는 문제를 해결하는것이다. 이 문제는 국방공업이 사회주의경제건설에서 차지하는 지위에 대한 과학적해명이 없이는 해결될수 없다.
만일 시대의 요구를 외면하고 국 방공업의 지위를 소홀히 한다면 경제건설에서 주도적부문이 달리 설정될것이며 그렇게 되면 원쑤들의 침해로부터 혁명의 전취물을 지켜낼수 없게 되고 사회주의경제건설과 인민생활에서는 돌이킬수 없는 엄중한 후과를 초래하게 될것이다.
때문에 위대한 장군님께서는 사회주의경제건설분야에서 국방공업의 지위문제에 대한 옳바른 해명이 가지는 전략적의의를 명철하게 꿰뚫어보시고 력사상 처음으로 이 문제에 대한 가장 완벽한 해명을 주시였다.
위대한 장군님께서는 우리의 국방공업은 자립적민족경제의 기둥이며 사회주의강국건설의 생명선, 대고조의 최전선이라고 밝혀주시였다.
위대한 장군님께서 사회주의경제건설에서 국방공업이 차지하는 위치에 대한 새로운 과학적해명에 기초하여 국방공업을 중시하고 경제의 그 어느 부문보다도 앞세울데 대한 사상을 제시하심으로써 오늘 사회주의경제건설의 기본방향을 어디에 두어야 하겠는가 하는 문제가 비로소 완벽한 해명을 보게 되였으며 나라의 경제를 가장 안정하고 지속적으로 발전시켜나갈수 있는 확고한 지침이 마련되게 되였다.
