The respected and beloved supreme leader Comrade Kim Jong Un said the following:

“Only when we firmly seize the line of building a self-supporting national economy and highly display the revolutionary spirit of self-reliance will we dash along the road of surprising progress and ascent with the strength that is unfathomable and unimaginable to others.”

In his historic policy speech, “On Socialist Construction and the Republic Government’s Domestic and Foreign Policy at the Present Stage,” the respected and beloved supreme leader Comrade Kim Jong Un defined concentrating all the country’s efforts in economic construction and firmly solidifying the material and technical foundations of socialism as the central task arising before our Republic at the present stage of the struggle for the construction of a powerful socialist state.

In order for the Republic government to successfully perform this grave and sacred task arising before it at the present time, it must firmly seize the line of building a self-supporting national economy and highly display the revolutionary spirit of self-reliance.

Firmly seizing the line of building a self-supporting national economy and highly displaying the revolutionary spirit of self-reliance is a firm guarantee for making a leap in the socialist economic construction because the self-supporting national economic construction line and self-reliance are mighty weapons for bringing about miracles and innovation that surprise the world by setting off all of the infinite potential we have.

Our socialist economic construction today is being carried out amid the hostile forces’ vicious economic sanctions and blockade.

The hostile forces, who do not want us to become strong and wealthy, are antagonizing our country and are treating us in an unfriendly manner. While exerting pressure on us politically and militarily and threatening us, they are frantically holding on to economic sanctions.

The hostile forces are maneuvering tenaciously in an attempt to obliterate our sovereignty, right of existence, and the right to development by viciously perpetrating economic sanctions and blockades across all sectors of the economy, to include trade, science and technology, finance, investment, real estate, insurance, transport, post and telecommunications, and comings and goings between residents. To make futile the hostile forces’ economic sanctions and blockade, which are becoming vicious by the day, and accelerate the speed of advance of socialism of our style, we should achieve with our own strength a brilliant victory that others cannot even conceive of doing.

We have the self-supporting development capabilities and foundation with which to smash the hostile forces’ economic sanctions and blockade maneuvers and rejuvenate the country’s economy and make a leap to a world-class advanced level in the shortest period of time. Those are none other than the self-supporting economic foundation solidified over dozens of years, as well as the creative power of the heroic people, who have acquired a skilled scientific and technological capacity and self-reliance as their inveterate habits, and whose blood is boiling with patriotic zeal.

The respected and beloved Comrade Supreme Leader has said with great pride that the self-supporting economic foundation solidified over dozens of years, as well as the creative power of the heroic people, who have acquired a skilled scientific and technological capacity and self-reliance as their inveterate habits, and whose blood is boiling with patriotic zeal, are our valuable strategic resources.

We should create miraculous myths that once again surprise the world by letting loose all of this gigantic and inexhaustible potential, and we should leap higher, ahead of others. To do so, we must invariably hold high and advance under the banners of the self-supporting national economic construction line and self-reliance as we have in the past.

The self-supporting national economic construction line and self-reliance indeed are the one and only weapons for wiping out the hostile forces’ gusts of sanctions wind with a hot wind of self-sustenance and self-effort. Only when we hold high the banner of self-reliance and firmly cement the might of the self-supporting economy will we develop further and become stronger, and will we also successfully attain the goal of building a powerful socialist state.

At the Fourth Plenary Meeting of the Seventh Workers Party of Korea [WPK] Central Committee [CC], the respected and beloved supreme leader Comrade Kim Jong Un emphasized that self-reliance and the self-supporting national economy are the basis of the existence of socialism of our style; the source of power for advance and development; and an eternal lifeline deciding the life or death of our revolution.

Holding up high the revolutionary slogan, “Let Us Open Up a New Path of Advance for the Socialist Construction With the Banner of Self-Reliance Held Up High!” all the sectors and units of the people’s economy should carry out uninterrupted innovations, an uninterrupted advance, and a series of offensives with the revolutionary spirit and struggle ethos of self-reliance, the treasured sword of independent development and prosperity, and create a great turning point for socialist construction that makes a leap by its own efforts.

Self-reliance is an indomitable spirit of overcoming barriers that faces head-on and breaks through any hardships encountered in the course of socialist economic construction; it is also a courageous attack spirit that marches on in the teeth of any trials. As such, it is a constant method of struggle for socialist economic construction.

At the Fourth Plenary Meeting of the historic Seventh Party CC, the respected and beloved Comrade Supreme Leader reaffirmed as the party’s steadfast political line the construction of a powerful socialist state with the banner of self-reliance held high.

All the functionaries and working people should fully display the revolutionary spirit of self-reliance in the socialist economic construction, bearing deep in their hearts the respected and beloved Comrade Supreme Leader’s saying.

What arises as a matter of priority today in accelerating the socialist construction with the banner of self-reliance held up high is to strengthen the country’s self-supporting economic foundation in every way.

All the sectors and units of the people’s economy should firmly seize the self-supporting national economic construction line and bolster the self-supporting nature and the Juche character in every way. They should provide a firm guarantee that enables the country’s economy to be transitioned to a new stage of growth by actively realizing modernization and informatization and firmly converting our economy to a knowledge-based economy.

In order to fully display the potential of the socialist self-supporting economy, they should organize and mobilize in a unified manner all of the country’s personnel and material resources and possibilities and devise all-round measures for preserving the new elements and sources of power for economic development.

They should organize and proceed with economic work and step up the economization struggle from the position of strengthening the state’s unified guidance on economic work, guaranteeing actual profits [silli], and enhancing efficiency.

Talents and science and technology are the basic sources of power for self-supporting economic development.

[We] should ensure that the ethos of placing importance on talents and science and technology becomes an unshakeable national manner and custom; look for talents on a broad scale, put the right people in the right places, and have them spearhead production and technological development; and continuously increase national investment in the field of science and technology.

[We] should rejuvenate the whole economy by properly selecting important science and technology research projects and objects that are strategic, core, profitable, and hold great economic significance and by concentrating efforts and funds [in them]. [We] should also ensure that science and technology decisively contribute to advancing cutting-edge technology industries.

All the functionaries and working people should conquer as soon as possible the magnificent goal of building an economically powerful state by firmly seizing the self-supporting national economic construction line, highly displaying the revolutionary spirit of self-reliance, and continuously making a leap and creating innovations in socialist economic construction.

사회주의자립경제의 잠재력을 남김없이 발양시키기 위하여 나라의 모든 인적, 물적자원과 가능성을 통일적으로 조직동원하고 경제발전의 새로운 요소와 동력을 살리기 위한 전면적인 대책을 강구하여야 한다.

경제사업에 대한 국가의 통일적지도를 강화하고 실리를 보장하며 효률을 높이는 립장에서 경제사업을 조직진행하고 절약투쟁을 강화하여야 한다.

자립경제발전의 기본동력은 인재와 과학기술이다.

인재중시, 과학기술중시기풍이 확고한 국풍으로 되게 하며 인재를 널리 찾아 적재적소에 등용하고 생산과 기술발전을 주도해나가도록 하여야 하며 과학기술부문에 대한 국가적투자를 끊임없이 늘여야 한다.

전략적이고 핵심적이며 실리있고 경제적의의가 큰 중요과학기술연구과제와 대상들을 바로 정하고 력량과 자금을 집중함으로써 경제전반을 활성화하고 첨단기술산업을 발전시키는데서 과학기술이 결정적인 기여를 하도록 하여야 한다.
