Further Strengthening the Might of the Socialist Self-Supporting Economy Is an Important Task for Bringing About a Revolutionary Upsurge on the Socialist Economic Construction Front

Arising before our party and people, who have become more sophisticated and tougher in their struggle to glorify the new era of the Juche revolution, is an important struggle task to open up definite prospects for a step forward in the socialist construction by expanding and strengthening the country’s self-supporting development capabilities. In order to successfully perform this important struggle task, [we] must hold high the combative slogan that the respected and beloved supreme leader Comrade Kim Jong Un presented—“Let Us Open Up a New Path of Advance for the Socialist Construction With the Banner of Self-Reliance Held Up High!”—and bring about a revolutionary upsurge across all fronts of the socialist construction.

One of the important tasks arising in bringing about a revolutionary upsurge across all fronts of the socialist construction is to further bolster the might of the socialist self-supporting economy on the socialist economic construction front.

The respected and beloved supreme leader Comrade Kim Jong Un said the following:

“We should further strengthen the might of the socialist self-supporting economy.”

The reason that further strengthening the might of the socialist self-supporting economy arises as an important task for effecting a revolutionary upsurge on the socialist economic construction front is, first and foremost, that it enables [us] to thoroughly implement the strategic line of socialist economic construction presented by our party.

At the Fourth Plenary Meeting of the Seventh Workers Party of Korea [WPK] Central Committee [CC], the respected and beloved Comrade Supreme Leader said the foremost issue arising in accelerating the socialist construction with the banner of self-reliance held up high was to provide a firm guarantee enabling the country’s economy to be transitioned to a new phase of growth by expanding and reinforcing the foundation of the self-supporting economy.

Self-reliance and the self-supporting national economy are the basis of the existence of socialism of our style; the source of power for advance and development; and an eternal lifeline deciding the life or death of our revolution.

A self-supporting economy is an economy that advances on its own two feet—in short, an economy whose self-supporting nature and Juche nature are firmly guaranteed and hence, an economy that develops on the basis of its country’s resources and its people’s strength and serves its people.

Throughout the entire period of the socialist construction, the great leader [suryo’ngnim] and the great general worked heart and soul and took all their pains to build a self-supporting economy that advances on its own two feet only, without having our economy tied down to anyone. Thanks to the wise leadership of the great leader [suryo’ngnim] and the great general, the self-supporting development abilities and foundations with which we can rejuvenate the country’s economy and make a leap to a world-class, advanced level in the shortest period of time have been solidly created for us today. The heroic people have acquired as their inveterate habits a self-supporting economic foundation, which they have solidified for dozens of years; a skilled scientific and technological capacity; and self-reliance. Their blood is boiling with patriotic zeal. Their valuable strategic resources, such as creative strength, have converted our economy into an economy that attains phenomenal successes, surprising the world along the entire course of building a powerful socialist state, not budging an inch despite any challenges or obstruction maneuvers by the imperialists and hostile forces. They have also converted our economy into an economy whose foundation for the development of a self-supporting economy is firm.

Our people in the past were able to achieve great successes across all the sectors of the people’s economy, such as electrical power, coal, metal, chemistry, agriculture, and light industry, by holding high the party’s strategic line of concentrating all efforts in socialist economic construction. This is entirely because the respected and beloved Comrade Supreme Leader has wisely led the strategic resources of the socialist self-supporting economy, which were created by the great leader [suryo’ngnim] and the great general, to display their superiority to the full through his forced march of on-the-spot guidance.

We should further glorify the immortal accomplishments built up by the great leader [suryo’ngnim] and the great general in the construction of a socialist self-supporting economy. We should further strengthen the might of the self-supporting economy that has already been built during the construction of a powerful socialist state under the respected and beloved Comrade Supreme Leader’s wise leadership and fully display its vitality.

The reason that further strengthening the might of the socialist self-supporting economy arises as an important task for effecting a revolutionary upsurge on the socialist economic construction front is, next, that it enables the five-year strategic goal of national economic development to be carried out successfully.

The immediate task arising in effecting a revolutionary upsurge on the socialist economic construction front is to successfully implement the five-year strategic goal of national economic development.

The five-year strategic goal of national economic development is to pave the foundation for continuously advancing the country’s economy by rejuvenating the overall people’s economy and ensuring a balance among economic sectors. While resolving energy issues during the implementation of the five-year strategy, [we] must place the leading sectors of the people’s economy and the basic industrial sectors on the normal track and decisively improve the people’s living standards by increasing agricultural and light industry production.

In the past, we successively attained multiple successes worthy of close attention in a vigorous struggle for the implementation of the five-year strategic goal of national economic development with the might of a self-supporting economy based on our own strength, technology, and resources, despite the hardships that were piling up. Meaningful and valuable progress has been made in a struggle to strengthen still more the foundation of the self-supporting economy and implement the Juche-orientation line of the people’s economy by fully displaying the might of the self-supporting economy despite the imperialists’ and hostile forces’ increasing economic sanctions. Electric power production abilities grew significantly in the thermoelectric power plants of the electric power industry sector. The coal industry sector increased coal output by defending the lifeline of the self-supporting economy and waging a do-or-die production struggle. The plants and enterprises of the metal and chemical industry sectors, the twin pillars of economic construction, vigorously pushed ahead with the work of strengthening self-supporting foundations by expanding Juche iron production achievements and energizing Juche textile and Juche fertilizer production. The machine industry sector has produced, with our technology and resources, modern 80-hp [horsepower] tractors and automobiles, underground electric trains of our style, and rotating machines such as streetcars and trolley buses, and these are going about plants, enterprises, cooperative farms, and our streets. As a result of struggling assiduously for increased crop output, the agricultural sector has produced countless high-yield farms and farmers despite inclement weather conditions. All these achievements are brilliant fruits of a sturdy self-supporting economic foundation.

Today’s struggle for the implementation of the five-year strategic goal of national economic development is a worthwhile struggle that sets off to the utmost our state’s powerful development potential, which it has created with its own strength.

We must cross the finish line of victory without fail by perfectly carrying out the five-year strategic goal of national economic development according to the timetable set by the party while further cementing all the successes attained through the self-supporting economic foundation and further strengthening their might.

The reason that further strengthening the might of the socialist self-supporting economy arises as an important task for effecting a revolutionary upsurge on the socialist economic construction front is, next, that it has us bring about a greater upsurge in the construction of an economically powerful state in line with the demands of the prevailing situation.

We have achieved great advances while pioneering the way forward with our own hands, believing in our strength despite the imperialists’ and the hostile forces’ harsh economic blockade and sanctions. The imperialists and hostile forces, who do not want us to be well-off or become great and powerful, have maneuvered desperately in an attempt to block our advance, all the while continuously stepping up the degree of their concentrated stifling offensive and sanctions blockade. However, our economy, which is based on a self-supporting economy [as received], has rendered all of that futile and walked along a single path of leap only, without stopping.

Incessant obstacles and challenges are getting in the way of our process of advance today, and hardships and difficulties still prevail before our way forward as we build a powerful socialist state. The imperialists are shoving forward demands that run counter to our state’s fundamental interests as conditions for the so-called lifting of sanctions, and the hostile forces’ sanctions continue doggedly. Under these conditions, we face shortages of not a small number of things as we build a powerful socialist state.

As has been the case in the past, the prevailing situation urgently calls on us to seize as the treasured sword self-reliance, which has served as the banner of struggle and the driving force of leap, rather than wishing for any outside assistance or somebody’s help, and to fully display the might and vitality of the self-supporting economy.

We must boldly beat back all kinds of challenges and barriers getting in the way of our path forward, which is headed toward the construction of a powerful socialist state, and achieve greater successes in the construction of an economically powerful state with the will for self-reliance and indefatigability. We must do so by using talents and science and technology as the basic sources of power for the development of the self-supporting economy, in line with the brilliant blueprint elucidated by our respected and beloved Comrade Supreme Leader.

Today, we have the strength, foundation, and a struggle plan and method of creation of our style with which we can pioneer a brighter future of socialism by our own efforts.

We must thoroughly implement the programmatic tasks presented by the respected and beloved Comrade Supreme Leader during the Fourth Plenary Meeting of the Seventh Party CC and during his policy speech at the First Session of the 14th Supreme People’s Assembly [SPA]. In so doing, we must believe in only our strength, boldly beat back ceaseless obstacles and challenges, and open up a new path of advance for the socialist construction on the basis of a self-supporting economy, with the banner of self-reliance held up high.

사회주의건설의 전 전선에서 혁명적앙양을 일으켜나가는데서 나서는 중요한 과업의 하나는 사회주의경제건설전선에서 사회주의자립경제의 위력을 더욱 강화하는것이다.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

사회주의자립경제의 위력을 더욱 강화하는것이 사회주의경제건설전선에서 혁명적앙양을 일으키기 위한 중요한 과업으로 제기되는것은 무엇보다먼저 그것이 우리 당이 제시한 사회주의경제건설의 전략적로선을 철저히 관철할수 있게 하기때문이다.

경애하는 최고령도자동지께서는 조선로동당 중앙위원회 제7기 제4차전원회의에서 자력갱생의 기치높이 사회주의건설을 다그쳐나가는데서 선차적으로 나서는 문제는 자립경제의 토대를 확대보강하여 나라의 경제를 새로운 장성단계에로 이행시킬수 있는 확고한 담보를 마련하는것이라고 말씀하시였다.

자력갱생과 자립적민족경제는 우리 식 사회주의의 존립의 기초, 전진과 발전의 동력이고 우리 혁명의 존망을 좌우하는 영원한 생명선이다.

위대한 수령님과 위대한 장군님께서는 사회주의건설의 전기간 우리의 경제를 그 누구에게도 얽매이지 않고 오직 제발로 걸어나가는 자립경제로 건설하기 위하여 온갖 심혈과 로고를 다 바쳐오시였다. 위대한 수령님과 위대한 장군님의 현명한 령도가 있어 오늘 우리에게는 최단기간내에 나라의 경제를 활성화하고 세계선진수준에로 도약할수 있는 자립적발전능력과 기반이 튼튼히 마련되게 되였다.

수십년간 다져온 자립경제토대와 능력있는 과학기술력량, 자력갱생을 체질화하고 애국의 열의로 피끓는 영웅적인민의 창조적힘과 같은 귀중한 전략적자원들은 우리의 경제를 제국주의자들과 적대세력들의 그 어떤 도전과 방해책동에도 끄떡없이 사회주의강국건설의 전로정에서 세인을 놀래우는 경이적인 성과들을 이룩해나가는 경제로, 자립적인 경제발전토대가 확고한 경제로 전변시켰다.

국가경제발전 5개년전략목표는 인민경제전반을 활성화하고 경제부문사이 균형을 보장하여 나라의 경제를 지속적으로 발전시킬수 있는 토대를 마련하는것이다. 5개년전략수행기간에 에네르기문제를 해결하면서 인민경제 선행부문, 기초공업부문을 정상궤도에 올려세우고 농업과 경공업생산을 늘여 인민생활을 결정적으로 향상시켜야 한다.

우리는 지난 기간 겹쌓이는 난관속에서도 자체의 힘과 기술, 자원에 의거한 자립경제의 위력으로 국가경제발전 5개년전략목표수행을 위한 벅찬 투쟁속에서 괄목할만 한 성과들을 다발적으로, 련발적으로 이룩하였다. 제국주의자들과 적대세력들의 가증되는 경제제재속에서도 자립경제의 위력을 남김없이 발휘하여 자립경제의 토대를 일층 강화하고 인민경제의 주체화로선을 관철하기 위한 투쟁에서 의미있고 소중한 전진이 이룩되였다.

전력공업부문의 화력발전소들에서 전력생산능력이 훨씬 늘어나고 석탄공업부문에서 자립경제의 생명선을 지켜 결사적인 생산투쟁을 벌려 석탄생산을 늘이였다. 경제건설의 쌍기둥인 금속공업과 화학공업부문의 공장, 기업소들에서 주체철생산성과들이 확대되고 주체섬유, 주체비료생산이 활성화되여 자립적토대를 강화하기 위한 사업이 힘있게 추진되였다.

기계공업부문에서 현대적인 80hp뜨락또르와 자동차, 우리 식의 지하전동차, 궤도전차, 무궤도전차를 비롯한 륜전기계들이 우리의 기술과 자원으로 생산되여 공장, 기업소, 협동농장들과 우리의 거리를 누비고있으며 농업부문에서 알곡증산을 위하여 이악하게 투쟁한 결과 불리한 일기조건에서도 다수확농장, 다수확농민들이 수많이 배출되였다. 이 모든 성과들은 튼튼한 자립경제토대가 있음으로 하여 이룩된 빛나는 결실이다.

국가경제발전 5개년전략목표수행을 위한 오늘의 투쟁은 자력으로 마련한 우리 국가의 막강한 발전잠재력을 최대로 폭발시켜나가는 보람찬 투쟁이다.

우리는 자립경제토대에 의하여 이룩된 모든 성과들을 더욱 공고히 하면서 그 위력을 더욱 강화하여 국가경제발전 5개년전략목표를 당이 정한 시간표대로 드팀없이 수행하여 승리의 결승선에 어김없이 들어서야 한다.

사회주의자립경제의 위력을 더욱 강화하는것이 사회주의경제건설전선에서 혁명적앙양을 일으키기 위한 중요한 과업으로 제기되는것은 다음으로 그것이 조성된 정세의 요구에 맞게 경제강국건설에서 보다 큰 앙양을 일으켜나가게 하기때문이다.

우리는 제국주의자들과 적대세력들의 가혹한 경제봉쇄와 제재속에서도 자기 힘을 믿고 자기 손으로 앞길을 개척하면서 비약적인 발전을 이룩하였다. 우리가 잘살고 강대해지는것을 바라지 않는 제국주의자들과 적대세력들은 집중적인 압살공세와 제재봉쇄의 도수를 끊임없이 높이면서 우리의 전진을 가로막아보려고 발악적으로 책동하였으나 자립경제에 토대한 우리의 경제는 그 모든것을 물거품으로 만들어버리면서 비약의 한길만을 멈춤없이 걸어왔다.

오늘 우리의 전진과정에는 부단한 장애와 도전이 막아나서고있으며 사회주의강국을 건설해나가는 우리 앞길에는 의연히 시련과 난관이 조성되고있다. 제국주의자들은 우리 국가의 근본리익에 배치되는 요구를 그 무슨 제재해제의 조건으로 내들고있으며 적대세력들의 제재는 끈질기게 계속되고있다. 이런 조건에서 사회주의강국을 건설하는 우리앞에는 부족되는것이 한두가지가 아니다.

조성된 정세는 우리로 하여금 지난날과 마찬가지로 그 어떤 외부적인 지원이나 그 누구의 도움을 바라지 말고 투쟁의 기치, 비약의 원동력으로 되여온 자력갱생을 번영의 보검으로 틀어쥐고 자립경제의 위력과 그 생활력을 남김없이 발휘할것을 절실하게 요구하고있다.
