Giving a Boost to the People’s Economy’s Leading Sectors and Basic Industrial Sectors Is an Urgent Requirement for Socialist Economic Construction

Today’s reality, where conditions have been created to take a leap forward more highly and more rapidly thanks to the might of great Songun [military-first], calls for the entire party and country and all the people to rise up and vigorously wage a general offensive action for the construction of an economically powerful state.

This year’s [New Year’s] joint editorial points out that [we] must direct decisive efforts toward boosting the people’s economy’s leading sectors and basic industrial sectors, the lifeline of socialist economic construction.

Giving a boost to the people’s economy’s leading sectors and basic industrial sectors is an urgent requirement for the construction of an economically powerful socialist state.

Great Leader Comrade Kim Jong Il pointed out as follows: “Boosting and giving priority to the people’s economy’s leading sectors and basic industrial sectors arises as the most urgent requirement for economic construction in our country at the present time.”

Giving a boost to the people’s economy’s leading sectors and basic industrial sectors is an urgent requirement for the construction of an economically powerful socialist state because, above all, it has to do with the position and role that these sectors occupy in the advancement of the people’s economy.

In a socialist economy, where all the sectors of the people’s economy are organically connected, there are important sectors that can have a great impact on the development of the entire people’s economy. Socialist economic construction is greatly swayed by what position these sectors are put forward in, and how they are advanced.

The electric power, coal, and metal industries and railway transport, which supply the raw materials, power, basic materials, and transport necessary for production and construction, are the leading sectors of the people’s economy and sectors that are in charge of the first process of production; and as basic industrial sectors that make up the basic foundation of the economy, they hold pivotal significance in the overall people’s economic development.

Electricity, the basic source of power for modern industries, is in the most basic and core position of, and plays an important role in, the country’s overall economic development. Only when [we] give priority to electric power production can [we] operate plants and enterprises and increase production, and can [we] advance all fields of the people’s economy in an energetic manner. Only when the electric power issue is resolved first can coal be produced, as well as iron, machines, fertilizer, and rice, and will the railway transport issue be resolved and all problems be solved, and can plants and enterprises be operated properly and the country’s entire economy step up onto a normal track.

Coal is the basic source of fuel and power in our country, and it is an important raw material for the industries. Only when there is coal, food for the industries, can the electric power issue be resolved smoothly, and can fuel and raw materials be supplied smoothly to plants and enterprises, rejuvenating their production.

The metal industry is the root of the construction of an economically powerful state. [We] cannot make weapons and combat technical equipment without iron and steel, nor can [we] produce machines and equipment or carry out basic construction demanded of various sectors across the people’s economy. The development of the metal industry serves as an important criterion for evaluating the level of the country’s industrialization as well as the potential of munitions production. Only when the metal industry sector produces more iron and steel and second-stage metal-processing goods of diverse varieties and standards in line with the demands of the people’s economy can [we] vigorously accelerate the development of the overall people’s economy, including the national defense industry.

Railways are the country’s arteries and the pilot of the people’s economy. Only when [we] direct efforts toward railway transport can [we] satisfactorily meet the demand for transport, which is increasing by the day across all sectors of the people’s economy, and can plants and enterprises normalize production.

Due to the important role played by the electric power, coal, and metal industries and railway transport in the development of the overall people’s economy, decisively giving a boost to these sectors arises as an urgent requirement for accelerating the construction of an economically powerful state by smoothly [forming] productive ties among economic sectors and energetically pushing overall production and construction forward.

Next, giving a boost to the people’s economy’s leading sectors and basic industrial sectors arises as an urgent requirement for the construction of an economically powerful socialist state. This has to do with the reality of the economic development of our country, where a general offensive action for the construction of an economically powerful state is being waged vigorously.

Under the party’s leadership, firm prospects for further increasing agricultural production have opened, and the scientific and technological foundations of production are growing stronger by the day, with various sectors of the people’s economy vigorously pushing forward with technical modernization. Monumental creations have been built throughout the entire country, production bases for the improvement of the people’s living standards have been built up excellently, and production capacities have increased significantly.

All of these successes being achieved in economic construction are fruits borne by the great general’s brilliant wisdom and outstanding military-first revolutionary leadership, and they are valuable assets for the construction of an economically powerful state.

Whether [we] can or cannot achieve remarkable progress in the construction of an economically powerful state based on the successes that have already been attained depends on how [we] give a boost to the people’s economy’s leading sectors and basic industrial sectors.

Strong economic capabilities that can materially guarantee powerful military capabilities and the people’s abundant and civilized everyday life cannot be thought of independently of the development of the people’s economy’s leading sectors and basic industrial sectors. What is growing even more today, where a general offensive action is being waged for the construction of an economically powerful state, is demand for fuel, power, iron and steel, and transport. Smoothly satisfying, in a timely manner, the people’s economy’s growing demand for fuel, power, raw materials, iron and steel, and transport by giving priority to the development of the electric power, coal, and metal industries and railway transport arises as an important issue deciding the success or failure of the construction of an economically powerful state.

The knottiest [issues] in normalizing production in plants and enterprises and highly displaying the might of the self-supporting economy now are fuel, power, raw materials, iron and steel, and transport. Only when electric power, coal, metal, and railway, which are in charge of the first processes of social production, are made to take the lead in the country’s overall economic development, can fuel, power, raw materials, and iron and steel, which are required by all sectors across the people’s economy, be supplied smoothly.

Like this, giving a boost to the people’s economy’s leading sectors and basic industrial sectors arises as the most urgent issue for remarkably strengthening the country’s economic foundations and improving the people’s living standards in an epoch-making manner, in line with the requirements of powerful state [kangso’ngdaeguk; 강성대국] construction.

In socialist economic construction, our party has consistently adhered to the principle of giving priority to the leading sectors and concentrating its efforts there.

The basic line of socialist economic construction of developing heavy industry first while advancing light industry and agriculture simultaneously has brought about a miracle of completing the massive task of socialist industrialization in only a matter of 14 years. The military-first era’s economic construction line of developing the national defense industry first enabled our country to display its might as a militarily powerful state possessing powerful national defense capabilities.

We should bring about a fundamental turnabout in socialist economic construction by boosting and giving priority to the people’s economy’s leading sectors and basic industrial sectors, which has arisen as the most urgent requirement for the construction of an economically powerful state at the present time, and by successfully implementing the party’s economic construction line of the military-first era. We should also highly display on a full scale, across all sectors of politics, military affairs, and the economy, the invincible might of the socialist fatherland and military-first Korea of Juche by vigorously accelerating the construction of an economically powerful state and improving the people’s living standards in an epoch-making manner.

Of course, giving a boost to the people’s economy’s leading sectors and basic industrial sectors is easier said than done in a situation where the country’s economic conditions remain very difficult, and the US imperialists’ economic pressure and blockade maneuvers continue. Even so, if [we] were to keep idling away and buy time without setting up revolutionary measures to resolve this issue, [we] would not be able to build an economically powerful state, bring a turnabout in the people’s living standards, or, furthermore, defend our socialism.

Giving priority to the people’s economy’s leading sectors and basic industrial sectors is our party’s consistent policy and one of the basic requirements of the military-first era’s economic construction line presented by the party.

We must decisively give a boost to the people’s economy’s leading sectors and basic industrial sectors no matter what happens.

Under our party’s military-first leadership, we have achieved the great change of building our country and our fatherland into a politically and ideologically powerful state and a militarily powerful state in a severe situation unprecedented in history—and it makes no sense that we cannot bring a revolutionary turnabout in the leading sectors and basic industrial sectors, the key links in the construction of an economically powerful state.

During the postwar period, our people started with bare hands in ruins, where everything was destroyed, and restored the country’s economy and turned our country into an independent socialist industrial state in a short period of time under the great leader’s [suryo’ngnim; 수령님] wise leadership. Now is not a postwar rehabilitation and construction period, and it is also different from the period of the grand march of Chollima.

Today, we have firmly secured the political and military guarantee for victoriously advancing and completing the cause of socialism and the cause of the Juche revolution, and we are vigorously accelerating the onward march of the military-first revolution toward the high peak of an economically powerful state.

We have a powerful self-supporting economic foundation and valuable material and economic assets that we have created in the past decade through a hard-fought battle.

Very high are the revolutionary enthusiasm and patriotic devotion of our army and people, who have risen up in the construction of a wealthy and powerful fatherland in response to the party’s call, and boundless are the creative strength and wisdom of the army-people masses.

There are no difficulties that we cannot overcome, nor a fortress we cannot conquer, along a solemn path of the onward march for powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] construction at an agitated time when we are opening up a great heyday of military-first Korea under the great party’s leadership.

When the flames of innovation burn up fiercely in the electric power, coal, and metal industries and the railway transport sector, the key knots of the country’s economic construction will be undone; all the sectors, including the national defense industry, light industry, and agriculture, will come to new life; and the construction of an economically powerful state will be advanced even further.

All of our functionaries and working people must channel decisive efforts toward giving a boost to the electric power, coal, and metal industries and railway transport, the lifeline of socialist economic construction, and create miracles and innovation in today’s general offensive action for the final victory of powerful state [kangso’ngdaeguk; 강성대국] construction.

인민경제선행부문, 기초공업부문을 추켜세우는것은 사회주의경제건설의 절박한 요구

위대한 선군의 위력에 의하여 더 높이, 더 빨리 비약할수 있는 조건이 마련된 오늘의 현실은 전당, 전국, 전민이 떨쳐나 경제강국건설을 위한 총공격전을 힘있게 벌릴것을 요구하고있다.

올해 공동사설에는 사회주의경제건설의 생명선인 인민경제선행부문, 기초공업부문을 추켜세우는데 결정적인 힘을 넣어야 한다고 지적되여있다.

인민경제선행부문, 기초공업부문을 추켜세우는것은 사회주의경제강국건설의 절박한 요구이다.

위대한 령도자 김정일동지께서는 다음과 같이 지적하시였다.

《인민경제의 선행부문, 기초공업부문을 추켜세우고 앞세우는것은 현시기 우리 나라 경제건설에서 가장 절박한 요구로 나서고있습니다.》

인민경제선행부문, 기초공업부문을 추켜세우는것이 사회주의경제강국건설의 절박한 요구로 되는것은 무엇보다도 이 부문들이 인민경제발전에서 차지하는 위치와 역할과 관련된다.

인민경제의 모든 부문들이 서로 유기적으로 련관되여있는 사회주의경제에서는 인민경제전반의 발전에 큰 영향을 줄수 있는 중요한 부문들이 있다. 이 부문들을 어떤 위치에 내세우고 발전시키는가에 따라 사회주의경제건설이 크게 좌우되게 된다.

전력공업, 석탄공업, 금속공업과 철도운수는 생산과 건설에 필수적인 원료와 동력, 기본자재와 수송을 보장하는 인민경제의 선행부문, 생산의 첫 공정을 담당한 부문이며 경제의 기본토대를 이루는 기초공업부문으로서 전반적인민경제발전에서 관건적의의를 가진다.

현대산업의 기본동력인 전기는 나라의 전반적경제발전에서 가장 기초적이며 핵심적인 위치에 있으며 중요한 역할을 한다. 전력생산을 앞세워야 공장, 기업소들을 돌려 생산을 늘일수 있고 인민경제 모든 부문을 활력있게 발전시킬수 있다. 전력문제부터 풀어야 석탄도 나오고 철과 기계도 나오며 비료와 쌀도 나오고 철도수송문제도 풀리며 모든 문제가 다 풀려 공장, 기업소들이 제대로 돌아가고 나라의 전반적경제가 정상적인 궤도에 올라설수 있다.

석탄은 우리 나라에서 연료, 동력의 기본원천이며 공업의 중요한 원자재이다. 공업의 식량인 석탄이 있어야 전력문제를 더욱 원만히 해결할수 있고 공장, 기업소들에 연료와 원료를 원만히 대주어 그 생산을 활성화할수 있다.

금속공업은 경제강국건설의 밑뿌리이다. 철강재가 없이는 무기와 전투기술기재들을 만들수 없으며 인민경제 여러 부문에 요구되는 기계설비생산도 기본건설도 할수 없다. 금속공업의 발전은 나라의 공업화수준과 군수생산의 잠재력을 평가하는 중요한 척도로 된다. 금속공업부문에서 인민경제의 수요에 맞는 여러가지 품종과 규격의 철강재와 2차금속가공제품을 더 많이 생산하여야 국방공업을 비롯한 인민경제전반의 발전을 힘있게 다그쳐나갈수 있다.

철도는 나라의 동맥이며 인민경제의 선행관이다. 철도운수에 힘을 넣어야 인민경제 모든 부문에서 날로 늘어나는 수송수요를 원만히 충족시킬수 있으며 공장, 기업소들에서 생산을 정상화할수 있다.

전반적인민경제발전에서 전력, 석탄, 금속공업과 철도운수가 노는 중요한 역할로 하여 이 부문들을 결정적으로 추켜세우는것은 경제부문들사이에 생산적련계를 순조롭게 하고 전반적인 생산과 건설을 활기있게 내밀어 경제강국건설을 다그치기 위한 절박한 요구로 나서는것이다.

인민경제선행부문, 기초공업부문을 추켜세우는것이 사회주의경제강국건설의 절박한 요구로 되는것은 다음으로 경제강국건설을 위한 총공격전이 힘있게 벌어지고있는 우리 나라 경제발전의 현실과 관련된다.

당의 령도밑에 농업생산을 더욱 늘일수 있는 확고한 전망이 열리고 인민경제 여러 부문에서 기술개건이 힘있게 추진되여 생산의 과학기술적토대가 날로 강화되고있다. 온 나라 도처에 기념비적창조물들이 일떠섰으며 인민생활향상을 위한 생산기지들이 훌륭히 꾸려지고 생산능력이 크게 늘어났다.

경제건설에서 이룩되고있는 이 모든 성과들은 위대한 장군님의 빛나는 예지와 탁월한 선군혁명령도가 안아온 결실로서 경제강국건설의 귀중한 밑천으로 된다.

이미 달성한 성과에 토대하여 경제강국건설에서 획기적인 전진을 이룩하는가 못하는가 하는것은 인민경제선행부문, 기초공업부문을 어떻게 추켜세우는 가 하는데 달려있다.

강한 군력과 인민들의 유족하고 문명한 생활을 물질적으로 담보할수 있는 튼튼한 경제력은 인민경제선행부문, 기초공업부문의 발전을 떠나서는 생각할수 없다. 경제강국건설을 위한 총공격전이 힘있게 벌어지고있는 오늘 더욱더 늘어나는것이 연료, 동력, 철강재와 수송에 대한 수요이다. 전력공업, 석탄공업, 금속공업, 철도운수의 발전을 앞세워 인민경제의 늘어나는 연료와 동력, 원료, 철강재와 수송에 대한 수요를 제때에 원만히 충족시키는것은 경제강국건설의 성패를 좌우하는 중요한 문제로 나서고있다.

지금 공장, 기업소들의 생산을 정상화하고 자립경제의 위력을 높이 발양시키는데서 제일 걸린것이 연료, 동력과 원료, 철강재이며 수송이다. 나라의 전반적경제발전에서 사회적생산의 선행공정을 맡은 전력, 석탄, 금속, 철도운수가 앞장서나가도록 하여야 인민경제 모든 부문에서 요구되는 연료, 동력과 원료, 철강재를 원만히 보장해줄수 있다.

이처럼 인민경제선행부문, 기초공업부문을 추켜세우는것은 강성대국건설의 요구에 맞게 나라의 경제토대를 비상히 강화하고 인민들의 생활을 획기적으로 향상시키기 위한 가장 절박한 문제로 제기되는것이다.

우리 당은 사회주의경제건설에서 선행부문을 앞세우고 거기에 힘을 집중하는 원칙을 일관하게 견지하여왔다.

중공업을 우선적으로 발전시키면서 경공업과 농업을 동시에 발전시킬데 대한 사회주의경제건설의 기본로선은 사회주의공업화의 방대한 과업을 불과 14년만에 완성하는 기적을 안아왔고 국방공업을 우선적으로 발전시킬데 대한 선군시대 경제건설로선은 우리 나라를 강력한 국방력을 가진 군사강국으로 위력떨치게 하였다.

우리는 현시기 경제강국건설의 가장 절박한 요구로 나서고있는 인민경제선행부문, 기초공업부문을 추켜세우고 앞세워나가 당의 선군시대 경제건설로선을 성과적으로 관철하여 사회주의경제건설에서 근본적인 전환을 가져와야 하며 경제강국건설을 힘있게 다그치고 인민생활을 획기적으로 높여 주체의 사회주의조국, 선군조선의 필승불패의 위력을 정치와 군사, 경제의 모든 분야에서 전면적으로 높이 떨쳐야 한다.

물론 우리 나라 경제형편이 매우 어렵고 미제의 경제적압력과 봉쇄책동이 계속되고있는 속에서 인민경제선행부문, 기초공업부문을 추켜세우는것은 말처럼 쉬운 일이 아니다. 그렇다고 해서 이 문제를 해결하기 위한 혁명적인 대책을 세우지 않고 계속 어물어물 지내면서 시간을 끈다면 경제강국도 건설할수 없고 인민생활에서도 전환을 일으킬수 없으며 나아가서 우리의 사회주의도 지켜내지 못하게 된다.

인민경제선행부문, 기초공업부문을 앞세우는것은 우리 당의 일관한 방침이며 당이 제시한 선군시대 경제건설로선의 기본요구의 하나이다.

우리는 어떤 일이 있어도 인민경제의 선행부문, 기초공업부문을 결정적으로 추켜세워야 한다.

우리 당의 선군령도밑에 력사에 류례없는 엄혹한 정세속에서 내 나라, 내 조국을 정치사상강국, 군사강국으로 일떠세우는 위대한 변혁을 이룩한 우리가 경제강국건설의 관건적고리로 되는 선행부문, 기초공업부문에서 혁명적전환을 일으키지 못한다는것은 말도 되지 않는다.

위대한 수령님의 현명한 령도밑에 우리 인민은 전후시기 모든것이 파괴된 페허우에서 맨손으로 시작하여 나라의 경제를 복구하고 짧은 기간에 우리 나라를 자주적인 사회주의공업국가로 전변시켰다. 지금은 전후복구건설시기도 아니며 천리마대진군시기와도 다르다.

오늘 우리는 사회주의위업, 주체혁명위업을 승리적으로 전진시키고 완성할수 있는 정치군사적담보를 확고히 마련해놓았으며 경제강국의 높은 령마루를 향하여 선군혁명총진군을 힘있게 다그쳐나가고있다.

우리에게는 위력한 자립적경제토대가 있으며 최근 10년동안 악전고투하여 마련한 귀중한 물질경제적밑천이 있다.

당의 부름따라 부강조국건설에 떨쳐나선 우리 군대와 인민의 혁명적열의와 애국적헌신성은 대단히 높으며 군민대중의 창조적힘과 지혜는 무궁무진하다.

위대한 당의 령도밑에 선군조선의 일대 전성기를 열어나가는 격동적인 시기에 사회주의강성대국건설의 장엄한 진군길에서 우리가 극복하지 못할 난관이 없고 점령하지 못할 요새란 있을수 없다.

전력, 석탄, 금속공업과 철도운수부문에서 혁신의 불길이 세차게 타오르면 나라의 경제건설에서 관건적고리가 풀려 국방공업과 경공업과 농업을 비롯한 모든 부문이 새로운 활기를 띠게 될것이며 경제강국건설은 더욱더 앞당기게 될것이다.

우리의 모든 일군들과 근로자들은 사회주의경제건설의 생명선인 전력, 석탄, 금속공업, 철도운수를 추켜세우는데 결정적인 힘을 넣어 강성대국건설의 최후승리를 위한 오늘의 총공격전에서 기적과 혁신을 일으켜야 한다.
