Great Leader Comrade Kim Il Sung’s Immortal Achievement of Elucidating Original Ideas on the Solution of the Agricultural Problem

This year marks the 50th anniversary of the great leader Comrade Kim Il Sung’s announcement of Theses on Socialist Rural Question. Marking this day, our people cannot suppress their feelings of boundless gratitude to the great leader for illuminating the most scientific way to solve the socialist rural question and are overflowing with resolve to clearly prove the legitimacy and vitality of the Socialist Rural Theses under the leadership of the respected and beloved marshal [Kim Jong Un].

The agricultural problem, along with the peasant problem, is one of the important components of the rural question that needs to be solved in socialist construction. In socialist construction, only when the agricultural problem is properly solved can the people’s food problem and eating problem be solved smoothly by developing agricultural productivity to a high degree, adopting scientific farming methods, and developing agricultural production rapidly.

The agricultural problem arising in socialist construction, like other problems arising in the realization of the cause of independence of the popular masses, can be solved successfully only if it is based on the right ideology presented by an outstanding leader.

The great leader Comrade Kim Jong Il pointed out as follows:

“Agricultural production developed rapidly in our country by vigorously promoting the rural technical revolution presented by the great leader [suryo’ngnim; Kim Il Sung], whose basic content was irrigation, electrification, mechanization, and chemicalization, and by thoroughly implementing the Juche-based farming method.” (Selected Works of Kim Jong Il, Enlarged Edition, Volume 21, p. 454)

The great leader Comrade Kim Il Sung’s immortal achievement of elucidating original ideas on solving the agricultural problem is, first, that he illuminated scientific ideas about the rural technical revolution on a full scale.

The rural technical revolution is an important revolutionary task for equipping rural economies with modern machines and technologies, widely accepting the achievements of agricultural science, developing agricultural productivity to a high degree, improving the living standards of peasants, and liberating them from hard labor. Only by carrying out the rural technical revolution can [we] do away with the technical backwardness in rural villages inherited from the old society, industrialize and modernize agriculture, rapidly increase agricultural production, and completely liberate peasants from difficult and hard labor.

Based on his scientific analysis of and insight into the technical backwardness of rural villages inherited from the old society and the lawful requirements for agricultural development, the great leader elucidated on a full scale the essence and content of the rural technical revolution as well as its implementation method.

In essence, the rural technical revolution is to modernize rural economies, develop agricultural productivity, and liberate peasants from difficult and hard labor.

Agriculture has historically lagged behind industry in technology.

The strategic goal of the rural technical revolution is to eliminate the technical backwardness in rural villages and industrialize and modernize agriculture.

The great leader illuminated on a full scale the basic contents of the rural technical revolution and its implementation method by scientifically defining the essence and strategic goals of the rural technical revolution.

The basic contents of the rural technical revolution are irrigation, mechanization, electrification, and chemicalization.

The great leader Comrade Kim Il Sung scientifically illuminated the tasks of the rural revolution and its implementation method. As a result, the most correct path was opened for overcoming the technical backwardness in rural villages, bringing agriculture in step with industry, developing agricultural production to a high degree, turning socialist rural villages into strong food and raw material production bases, liberating peasants from difficult and hard labor, and eliminating the gap between industrial labor and agricultural labor.

The great leader Comrade Kim Il Sung’s immortal achievement of elucidating original ideas on solving the agricultural problem is, second, that he created the Juche-based farming method.

Improving farming methods is one of the fundamental problems for achieving high performance in agricultural production. Hence, in the long history of agricultural development, humans have continuously improved farming methods. The conventional farming methods applied over a long historical period were outdated, however, and thus the reality in which the socialist system was established and socialist rural construction climbed to a new stage required new farming methods. In particular, in the 1970s, our country [achieved] the agricultural development of rising to a high scientific foundation of agricultural production by brilliantly carrying out the historic task of socialist industrialization. There was also an agricultural crisis and food crisis on a global scale due to the impact of cold fronts. As such, coming up with a new scientific farming method that could always generate a high and secure harvest arose as an urgent problem for the agricultural sector.

Fathoming this urgent demand, the great leader came up with a completely new and original farming method—the Juche-based farming method—based on the successes attained by modern agricultural science, the historical experience of our country’s agriculture, and the abundant experience he accrued while personally giving on-the-spot guidance in the agricultural sector.

Systematized holistically in the Juche-based farming method created by the great leader are its essence, content, and basic requirements.

The revolutionary essence of the Juche-based farming method elucidated by the great leader is that it is a scientific farming method whereby farming is carried out in a scientific and technological way according to the climate and natural features of our country and the biological characteristics of crops, and that it is an intensive farming method that intensifies agricultural production to a high degree based on modern science and technology.

The Juche-based farming method enables [us] to farm in a scientific and technological way by actively adopting scientific and technological farming methods suitable for our country’s climate and natural features, the research achievements of modern biology suitable for the biological requirements of crops, as well as modern material and technical means.

The high-degree intensification of agricultural production is the most advanced farming method for rapidly increasing agricultural production with the same land. The Juche-based farming method enables the per-unit yield to be increased by actively adopting modern science and technology and advanced farming methods and by using the land most rationally.

The basic farming principles that must be observed in farming work stipulated by the Juche-based farming method are the principles of the right crop on the right soil and the right crop at the right time, and tending plants per cluster.

The right crop on the right soil is the principle of planting crops and varieties suitable for the land and climate conditions; the right crop at the right time is the principle of planting and cultivating grain in the right season. Only when [we] observe the principles of the right crop on the right soil and the right crop at the right time can [we] plant and cultivate crops and varieties suitable for the land and climate conditions at the right time across all zones and produce high yields per unit area.

Tending plants per cluster guarantees the exact number of crop clusters per p’yo’ng [1 p’yo’ng equals 3.3 square meters] and allows for full crop yields per cluster by assiduously cultivating every cluster scientifically and technologically. When [we] tend plants per cluster can [we] most effectively utilize the land, assiduously cultivate every cluster scientifically and technologically, and increase the yield per unit area by way of generating full crop yields per cluster.

The scientific farming methods elucidated by the Juche-based farming method include breeding and seed selection; soil fertility improvement and tending of the land; arrangement of varieties per crop; growing of strong seedlings and seedling transplantation; a scientific fertilization system; scientific water management; weeding; and harvesting and grain threshing. These individual farming methods are scientific methods that build favorable growth conditions and natural environments for crops across all farming processes and allow for high and secure yields, and they link all farming processes into one system.

The basic requirements of the Juche-based farming method elucidated by the great leader are to farm scientifically and technologically, intensify agricultural production to a high degree, and industrialize and modernize agriculture.

As the great leader scientifically clarified the essence, content, and basic requirements of the Juche-based farming method in this way, ideas on farming methods came together into a complete system and content for the first time in history.

The great leader Comrade Kim Il Sung’s creation of the Juche-based farming method is a historic event that brought a new revolutionary turnabout in agricultural development: It put an end to scientifically and technologically backward farming methods of the past; resolved farming issues centered on the peasants, the masters of farming; and elucidated ideas on scientific and intensive farming methods for increasing the yield per unit by farming according to natural and biological laws.

The great leader Comrade Kim Il Sung’s immortal achievement of elucidating original ideas on solving the agricultural problem is, third, that he established a Juche-based agricultural guidance system.

Setting up a proper agricultural guidance system for agricultural enterprises, which are owned cooperatively under socialism, and enhancing their functions and roles arise as very important issues for advancing agriculture.

Since the completion of socialist remolding of production relationships in urban and rural areas under the wise leadership of the great leader, the size of agricultural cooperatives in the rural areas of our country has increased, and their material and technical foundations have been strengthened without precedent, converting agricultural production into one technical process.

In order to develop rural economies in accordance with the new environment prevailing in our country’s rural areas and the mature demands of rural economic development, [we] had to fundamentally innovate the existing guidance system.

This problem was raised not only in our country but also in many countries around the world that were building socialism at the time, but it was not solved, and as such, almost all socialist countries were unable to develop agricultural production rapidly. Taking advantage of this, the imperialists calumniated and slandered that [socialist countries] did not know how to run rural economies and blabbered that capitalism was better than socialism for agricultural development. Modern revisionists maneuvered to revive private economies in rural villages, saying that private farming was superior to socialist cooperative economies.

Gaining a deep insight into the demand of the times to solve the problem of new guidance and management for socialist rural economies, the great leader Comrade Kim Il Sung established a new agricultural guidance system, the Juche-based agricultural guidance system.

The Juche-based agricultural guidance system is a system in which the Ministry of Agriculture, which is the national agricultural guidance organ, provincial rural economic committees, and county cooperative farm management committees provide professional guidance to rural economies.

The Ministry of Agriculture, a sectoral national economic organ under the cabinet, is the central agricultural guidance organ in charge of the country’s agriculture before the party and the state. Being such, it solves long-term issues concerning the country’s agricultural technology development and agricultural development, commands all rural economies across the country through provincial rural economic committees, and gives guidance so that agricultural production and rural construction proceed in accordance with the party’s intentions.

Provincial rural economic committees are professional agricultural guidance organs in provinces that take overall responsibility for and guide agricultural production and rural construction in provinces. And they enable county cooperative farm management committees to smoothly provide corporate [kio’pcho’k; 기업적] guidance and the state’s material and technical assistance to cooperative farms by guiding and helping the work of the management committees, all the while taking responsibility for guiding agricultural production in the provinces.

County cooperative farm management committees, which form the basis of the Juche-based agricultural guidance system, are professional agricultural guidance organs that seize in a unified manner all the agricultural technicians and state-run enterprises, which serve the rural economy in the counties and organize and guide agricultural production on the ground. The rural economic guidance function was separated out from county people’s committees, and county cooperative farm management committees were established so that guidance to cooperative farms could be given not in an administrative way but in a corporate way. Putting forward strengthening corporate guidance on cooperative farms as their basic mission, county cooperative farm management committees provide technical guidance on agricultural production, directly take hold of cooperative farms’ business activities and plan and systemize them, and smoothly provide the state’s material and technical assistance to cooperative farms.

In this way, the Juche-based agricultural guidance system is a professional agricultural guidance system that guides the rural economy in a corporate way. With the establishment of the Juche-based agricultural guidance system, the system of guiding the rural economy in an administrative way has been converted to a system of providing guidance in a corporate way. Moreover, one has been able to provide the state’s material assistance to cooperative farms more effectively and push ahead with the rural technical revolution more vigorously.

Indeed, the great leader Comrade Kim Il Sung’s establishment of the Juche-based agricultural guidance system is the first time in history that a new idea was created on a socialist state agricultural guidance system. As such, it is an infinitely valuable immortal achievement in the development of socialist economic management theories.

The original ideas the great leader Comrade Kim Il Sung elucidated on solving the agricultural problem were further developed and enriched by the great leader Comrade Kim Jong Il, and their vitality is being displayed more highly under the wise leadership of the respected and beloved Comrade Kim Jong Un.

The original ideas the great leader Comrade Kim Il Sung elucidated on the agricultural problem on the basis of his extraordinary ideological and theoretical wisdom, and practical experience will shine brilliantly as an invincible ideological and theoretical weapon and a militant banner that advance the final victory of the cause of the Juche revolution by making a leap forward in agricultural production.

위대한 수령 김일성동지께서 농업문제해결에 관한 독창적사상을 밝히신 불멸의 업적

올해는 위대한 수령 김일성동지께서 사회주의농촌문제에 관한 테제를 발표하신 50돐이 되는 뜻깊은 해이다. 이날을 맞으며 우리 인민은 사회주의농촌문제해결의 가장 과학적인 방도를 밝혀주신 위대한 수령님에 대한 다함없는 감사의 정을 금치 못하고있으며 경애하는 원수님의 령도따라 사회주의농촌테제의 정당성과 생활력을 뚜렷이 실증할 결의에 넘쳐있다.

농업문제는 농민문제와 함께 사회주의건설에서 해결하여야 할 농촌문제의 중요구성부분의 하나이다. 사회주의건설에서는 농업문제를 옳게 해결하여야 농업생산력을 고도로 발전시키고 과학적영농방법을 받아들여 농업생산을 빨리 발전시켜 인민들의 식량문제, 먹는 문제를 원만히 해결할수 있다.

사회주의건설에서 나서는 농업문제는 인민대중의 자주위업실현에서 나서는 다른 문제들과 마찬가지로 탁월한 수령이 제시하는 옳바른 사상에 기초할 때에만 성과적으로 풀어나갈수 있다.

위대한 령도자 김정일동지께서는 다음과 같이 지적하시였다.

위대한 수령 김일성동지께서 농업문제해결에 관한 독창적인 사상을 밝히신 불멸의 업적은 첫째로, 농촌기술혁명에 대한 과학적인 사상을 전면적으로 밝혀주신것이다.

농촌기술혁명은 농촌경리를 현대적기계와 기술로 장비하고 농업과학의 성과를 널리 받아들여 농업생산력을 고도로 발전시키며 농민들의 생활을 향상시키고 그들을 고된 로동에서 해방하기 위한 중요한 혁명과업이다. 농촌기술혁명을 수행하여야 낡은 사회로부터 물려받은 농촌의 기술적락후성을 없애고 농업을 공업화, 현대화하여 농업생산을 빨리 늘일수 있으며 농민들을 어렵고 힘든 로동에서 완전히 해방할수 있다.

위대한 수령님께서는 낡은 사회에서 물려받은 농촌의 기술적락후성과 농업발전의 합법칙적요구를 과학적으로 분석통찰하신데 기초하시여 농촌기술혁명의 본질과 내용, 그 수행방도를 전면적으로 밝혀주시였다.

농촌기술혁명은 본질에 있어서 농촌경리를 현대화하여 농업생산력을 발전시키고 농민들을 어렵고 힘든 로동에서 해방하는것이다.

농업은 력사적으로 공업에 비하여 기술적으로 뒤떨어져있다.

농촌기술혁명의 전략적목표는 농촌의 기술적락후성을 없애고 농업을 공업화, 현대화하는것이다.

위대한 수령님께서는 농촌기술혁명의 본질과 전략적목표를 과학적으로 규정한데 기초하여 농촌기술혁명의 기본내용과 그 수행방도를 전면적으로 밝혀주시였다.

농촌기술혁명의 기본내용은 수리화, 기계화, 전기화, 화학화이다.

위대한 수령 김일성동지께서 농촌기술혁명의 과업과 그 수행방도를 과학적으로 밝혀주심으로써 농촌의 기술적락후성을 극복하고 농업을 공업에 따라세워 농업생산을 고도로 발전시켜 사회주의농촌을 튼튼한 식량, 원료생산기지로 전변시키며 농민들을 어렵고 힘든 로동에서 해방하고 공업로동과 농업로동의 차이를 없앨수 있는 가장 옳바른 길이 열려지게 되였다.

위대한 수령 김일성동지께서 농업문제해결에 관한 독창적인 사상을 밝히신 불멸의 업적은 둘째로, 주체농법을 창시하신것이다.

농법을 개선하는것은 농업생산에서 높은 성과를 이룩하기 위한 근본문제의 하나이다. 그러므로 인간은 농업의 오랜 발전사와 더불어 농법을 부단히 개선하여왔다. 그러나 오랜 력사적기간에 걸쳐 적용되여온 종래의 농법은 뒤떨어진것이였으며 따라서 사회주의제도가 수립되고 사회주의농촌건설이 새로운 단계에 올라선 현실은 새로운 농법을 요구하였다. 특히 1970년대에 이르러 사회주의공업화의 력사적과업이 빛나게 실현되여 농업생산이 높은 과학적토대에 올라선 우리 나라 농업발전과 한랭전선의 영향으로 세계적으로 농업위기, 식량위기를 겪게 됨에 따라 농업분야에서는 언제나 높고 안전한 수확을 낼수 있는 새로운 과학적영농방법을 해결하는것이 절박한 문제로 나서게 되였다.

위대한 수령님께서는 이 절박한 요구를 헤아리시고 현대농업과학이 달성한 성과, 우리 나라 농업의 력 사적경험과 몸소 농업부문을 현지지도하시면서 쌓으신 풍부한 경험에 기초하시여 완전히 새롭고 독창적인 영농방법, 주체농법을 창시하시였다.

위대한 수령님께서 창시하신 주체농법에는 그 본질과 내용, 기본요구들이 전일적으로 체계화되여있다.

위대한 수령님께서 밝혀주신 주체농법의 혁명적본질은 우리 나라의 기후풍토와 농작물의 생물학적특성에 맞게 농사를 과학기술적으로 짓는 과학농법이며 현대과학기술에 기초하여 농업생산을 고도로 집약화하는 집약농법이라는데 있다.

주체농법은 우리 나라의 기후풍토조건에 맞는 과학기술적영농방법들과 농작물의 생물학적요구에 맞는 현대생물학의 연구성과와 현대적인 물질기술적수단들을 적극 받아들여 농사를 과학기술적으로 짓게 한다.

농업생산의 고도의 집약화는 같은 토지를 가지고도 농업생산을 빨리 늘이는 가장 선진적인 영농방법이다. 주체농법은 현대과학과 기술, 선진적인 영농방법을 적극 받아들이고 토지를 가장 합리적으로 리용하여 단위당 수확고를 늘이게 한다.

주체농법이 밝힌 영농사업에서 지켜야 할 기본영농원칙은 적지적작, 적기적작의 원칙과 포기농사이다.

적지적작은 땅과 기후조건에 알맞는 작물과 품종을 심는 원칙이며 적기적작은 제철에 곡식을 심고 가꾸는 원칙이다. 적지적작, 적기적작의 원칙을 지켜야 모든 지대에서 제때에 땅과 기후조건에 알맞는 작물과 품종을 심고 가꾸어 단위면적당 높은 수확을 낼수 있다.

포기농사는 작물의 평당포기수를 정확히 보장하며 매 포기를 과학기술적으로 알뜰히 가꾸어 포기마다 옹근 소출을 내게 하는것이다. 포기농사를 하여야 토지를 가장 효과적으로 리용하며 매 포기를 과학기술적으로 알뜰히 가꾸어 포기마다 옹근소출을 내는 방법으로 단위면적당수확고를 높일수 있다.

주체농법이 밝힌 과학적영농방법에는 육종 및 채종, 지력높이기와 땅다루기, 작물별품종배치, 튼튼한 모기르기와 모옮겨심기, 과학적시비체계, 과학적물관리, 김매기, 가을걷이와 낟알털기 등이 포함된다. 이러한 개별적인 영농방법들은 모든 영농공정들에서 농작물의 성장발육과 자연환경을 유리하게 만들어 높고 안전한 수확을 내게 하는 과학적인 방도들이며 그것은 모든 영농공정을 하나의 체계로 련결시킨다.

위대한 수령님께서 밝혀주신 주체농법의 기본요구는 농사를 과학기술적으로 지으며 농업생산을 고도로 집약화하고 농업을 공업화, 현대화하는것이다.

위대한 수령님께서 이와 같이 주체농법의 본질과 내용, 기본요구를 과학적으로 밝혀주심으로써 농법에 관한 사상이 력사상 처음으로 완성된 체계와 내용을 갖추게 되였다.

위대한 수령 김일성동지께서 주체농법을 창시하신것은 과학기술적으로 뒤떨어진 종래의 낡은 농법에 종지부를 찍고 농사의 주인인 농민들을 중심으로 하여 농사문제를 풀어나가며 자연법칙과 생물학적법칙의 요구에 맞게 농사를 지어 단위당수확고를 높이는 과학적이며 집약적인 농법에 관한 사상을 밝힌것으로 하여 농법발전에서 새로운 혁명적전환을 이룩하게 한 력사적사변으로 된다.

위대한 수령 김일성동지께서 농업문제해결에 관한 독창적인 사상을 밝히신 불멸의 업적은 셋째로, 주체적인 농업지도체계를 확립하신것이다.

사회주의하에서 협동적소유로 된 농업기업소들에 대한 농업지도체계를 바로세우고 그 기능과 역할을 높이는것은 농업을 발전시키는데서 매우 중요한 문제로 나선다.

위대한 수령님의 현명한 령도밑에 도시와 농촌에서 생산관계의 사회주의적개조가 완성된 이후 우리 나라 농촌에서는 농업협동조합들의 규모가 커지고 그 물질기술적토대가 전례없이 강화되여 농업생산은 하나의 기술공정으로 전환되였다.

우리 나라 농촌에 조성된 새로운 환경과 농촌경리발전의 성숙된 요구에 맞게 농촌경리를 발전시키자면 종래의 지도체계를 근본적으로 혁신하여야 하였다.

이 문제는 비단 우리 나라에서뿐만아니라 이 시기 사회주의를 건설하던 세계 여러 나라들에서도 제기되였지만 해결을 보지 못하여 거의 모든 사회주의나라들에서 농업생산을 빨리 발전시키지 못하고있었다. 이것을 기화로 제국주의자들은 농촌경리를 운영할줄 모른다고 비방중상하면서 농업발전에서는 자본주의가 사회주의보다 낫다고 떠벌이였으며 현대수정주의자들은 개인농민경리가 사회주의협동경리보다 우월하다고 하면서 농촌에서 개인경리를 되살리려고 책동하였다.

사회주의농촌경리에 대한 새로운 지도관리문제를 해결할데 대한 시대적요구를 깊이 통찰하신 위대한 수령 김일성동지께서는 새로운 농업지도체계, 주체적인 농업지도체계를 확립하시였다.

주체적인 농업지도체계는 국가농업지도기관인 농업성과 도농촌경리위원회, 군협동농장경영위원회가 농촌경리를 전문적으로 지도하는 체계이다.

내각의 부문별국가경제기관인 농업성은 나라의 농업을 당과 국가앞에 책임진 중앙농업지도기관으로서 나라의 농업기술발전문제, 농업발전의 전망적문제를 풀어나가며 도농촌경리위원회를 통하여 전국의 농촌경리를 전반적으로 장악하고 농업생산과 농촌건설이 당의 의도에 맞게 진행되도록 지도한다.

도안의 농업생산과 농촌건설을 전반적으로 책임지고 지도하는 도의 전문적인 농업지도기관인 도농촌경리위원회는 도안의 농업생산을 책임지고 지도하면서도 군협동농장경영위원회의 사업을 지도하고 도와주어 경영위원회가 협동농장들에 대한 기업적지도와 국가의 물질기술적방조를 원만히 실현하도록 한다.

주체의 농업지도체계에서 기본을 이루는 군협동농장경영위원회는 군안의 모든 농업기술자들과 농촌경리에 복무하는 국영기업소들을 통일적으로 틀어쥐고 현지에서 농업생산을 조직하고 지도하는 전문적인 농업지도기관이다. 군인민위원회에서 농촌경리에 대한 지도기능을 분리하여 군협동농장경영위원회를 내온것은 협동농장들에 대한 지도를 행정적방법으로가 아니라 기업적방법으로 하기 위해서였다. 군협동농장경영위원회는 협동농장들에 대한 기업적지도를 강화하는것을 기본임무로 내세우고 농업생산을 기술적으로 지도하며 협동농장들의 경영활동을 직접 틀어쥐고 계획화, 조직화하며 협동농장들에 대한 국가의 물질기술적방조를 원만히 실현한다.

주체적인 농업지도체계는 이와 같이 농촌경리를 기업적방법으로 지도하는 전문적인 농업지도체계이다. 주체적인 농업지도체계가 창설됨으로써 농촌경리를 행정적방법으로 지도하던 체계로부터 기업적방법으로 지도하는 체계로 전환되게 되였으며 협동농장들에 대한 국가의 물질적방조를 더욱 효과적으로 실현하고 농촌기술혁명을 힘있게 밀고나갈수 있게 되였다.

참으로 위대한 수령 김일성동지께서 주체적인 농업지도체계를 확립하신것은 력사상 처음으로 사회주의국가농업지도체계에 관한 새로운 사상을 창시하신것으로서 사회주의경제관리리론발전에서 한없이 귀중한 불멸의 업적으로 된다.

위대한 수령 김일성동지께서 밝히신 농업문제해결에 관한 독창적인 사상은 위대한 령도자 김정일동지에 의하여 더욱 발전풍부화되였으며 경애하는 김정은동지의 현명한 령도로 그 생활력이 높이 발양되고있다.
