Defending, adhering to, and brilliantly inheriting and developing the socialist economic management theory of Juche is one of the important historic tasks that has come up for completing the cause of socialism and achieving the ultimate victory of the cause of the Juche revolution.

The respected and beloved supreme leader Comrade Kim Jong Un said the following:

“Through his energetic ideological and theoretical activities, the general ceaselessly deepened, developed, and enriched the leader’s [suryo’ngnimu’i; 수령님의] revolutionary ideas in line with the demands of the era and the development of the revolution. In so doing, he enabled Kimilsungism to shine further as an immortal revolutionary idea with great vitality and eternal life.”

Regarding it as an unwavering creed to thoroughly defend, adhere to, and glorify the socialist economic management theory of Juche created by the great leader Comrade Kim Il Sung, great leader Comrade Kim Jong Il resolved, thoroughly based on the great leader’s ideas and theories, the theoretical and practical issues that arose in economic management as socialist construction progressed.

The great leader Comrade Kim Jong Il deepened and developed the socialist economic management theory of Juche on a full scale, in line with the new demands of the revolution’s development where modeling the entire society on Kimilsungism rose to the forefront.

During the historic period of our revolution, when modeling the entire society on Kimilsungism was surfacing to the forefront, our party presented the Juche-orientation, modernization, and scientization of the people’s economy as the strategic line of socialist economic construction. Accordingly, countless new theoretical and practical issues were also raised about the guidance and management of the socialist economy that awaited resolution.

The great leader Comrade Kim Jong Il always went into the seething reality of socialist economic construction. With his peerless prescience, scientific perspicacity, and profound thinking and research, he offered scientific solutions to issues that were newly raised in the economic management field in accordance with the progress of socialist economic construction, and with his unique ideas and theories, he ceaselessly developed and enriched the socialist economic theory of Juche.

The great leader Comrade Kim Jong Il issued countless classical works, offering complete solutions to all the issues that arose in the guidance and management of the socialist economy, such as party and state guidance of the economy, management by region and people’s economic sector, enterprise management, management by reproduction instrument and production factor, and the successive management of the economy.

Deeply seeing through the importance of party and state guidance of the socialist economy, the great leader Comrade Kim Jong Il provided lucid answers to the issues arising in the party and state guidance of the socialist economy.

The socialist economy can be managed and operated successfully only under the party’s leadership. Only under the party’s leadership can [we] adhere to a working class position on economic management and advance the economy in line with the demands and interests of the popular masses.

When [we] strengthen party guidance of economic work can [we] solidify and develop the socialist economic system and bring out its superiority to the full. Moreover, when [we] realize party guidance can [we] resolve all the issues arising in economic management in line with the popular masses’ will and demands and bring out the popular masses’ creative wisdom and capabilities to the full.

Managing and operating the economy under the state’s unified guidance in a planned manner is a lawful requirement for socialist economic development. In a socialist society, the country’s economic potential can be mobilized to the maximum and the economy can be advanced rapidly in line with the popular masses’ independent demands and interests only under the state’s unified guidance.

The state’s centralistic and unified guidance of the economy is the basic work of state economic organs, which realize the party’s monolithic leadership in the economic field.

The great general guaranteed the party’s monolithic leadership and the state’s centralistic and planned guidance in economic management, in line with the intrinsic demands of the socialist system. He also made sure that all the issues arising in production and business activities were resolved under party committees’ collective guidance and based on the mass line, from collectivist principles. By doing so, he enabled the popular masses’ independent demands to be realized most accurately.

Great Leader Comrade Kim Jong Il offered complete solutions to issues arising in the management of the people’s economy by region and sector, and in enterprise management.

The great general, who stipulated that provinces, cities, and counties were the masters of local economies and regional economy in our country, expounded on how provinces should directly manage those plants and enterprises that hold significance provincially while arousing cities and counties so that provinces can build up their overall economy well under the cabinet’s guidance. He also expounded on how cities and counties should guide and manage, under provinces’ guidance, those plants and enterprises that fall directly under cities and counties.

Proper management by people’s economic sector is an important question of whether [we] can smoothly guarantee the development of each economic sector or not.

When various sectors across the people’s economy properly establish management systems by sector in line with their distinguishing characteristics and work according to the right functions can they excellently realize the state’s centralistic guidance of the economy.

Discerning the importance of the issue of guidance and management by people’s economic sector, the great general established, in a well-organized manner, a system for smoothly realizing the guidance and management of production sectors like the industries, agriculture, and construction; the material-supplying, production transportation, and communications sectors, which serve production; and commodity circulation sectors like commerce and foreign trade. He also offered perfect answers to issues arising in defining economic guidance and management functions according to the characteristics of each production sector. Furthermore, he clarified in detail issues arising in guidance and management per aspect [issue], such as planning, fiscal matters and finance, labor administration, and so forth.

Socialist enterprise management is the work of planning, organizing, and guiding business activities in plants and enterprises for smoothly performing the national production tasks assigned to them. As such, it makes up an important part of overall socialist economic management.

The great general provided complete clarification on issues arising in establishing enterprise management forms and methods and enterprise management systems in line with the missions and duties of socialist enterprise management, and in carrying out enterprise management, such as plan formulation, production organization, technological development, supply of materials, labor administration, financial activities, and supply service, in a revolutionary and scientific way, in line with the characteristics of a socialist society.

Aside from this, the great leader Comrade Kim Jong Il also offered concrete and complete clarification on issues arising in the management of reproduction instruments like production, distribution, exchange, and consumption and production factors like labor, equipment, materials, and monetary funds, and in the successive management of the economy, such as forecasting, mapping out a plan of operations for, planning, and commanding and controlling economic activities.

Thanks to the great leader Comrade Kim Jong Il fully expounding on ideas and theories spanning all sectors and all fields of socialist economic management, the Juche theory on socialist economic management has been deepened and advanced further.

The immortal achievements built up by the great general in the development of the Juche socialist economic management theory are being inherited, deepened, and advanced today by the respected and beloved supreme leader Comrade Kim Jong Un.

Resolving all issues arising in the revolution and construction according to the general’s ideas and will and in the general’s style is the respected and beloved marshal’s firm faith and resolve. The respected and beloved supreme leader Comrade Kim Jong Un defined the work of establishing economic management methods of our style as the work of materializing, inheriting, and advancing the principles and methods of economic management clarified by the great leaders [suryo’ngnimdu’l; 수령님들] in line with today’s actual demands. He then clarified on a full scale, based on the great Juche idea, the basic requirements and direction arising in the establishment of economic management methods of our style, as well as the key contents of and ways for economic management methods of our style.

Thanks to this, the Juche socialist economic theory has been developed and enriched further in line with the demands of reality’s development, and a turnabout phase has opened in the construction of an economically powerful socialist state.
