Immortal Achievements Made by Great Leader Comrade Kim Il Sung in the Construction of a Juche-Oriented National Defense Industry

Great Leader Comrade Kim Il Sung laid an eternal foundation for the self-supporting national defense industry by founding, strengthening, and developing a Juche-oriented national defense industry. This is one of the greatest accomplishments that he built up in carrying out the causes of the fatherland, the people, and socialism; and our self-supporting and modern national defense industry is the noblest revolutionary legacy that the fatherly leader [o’bo’i suryo’ngnim; 어버이수령님] handed down to us.

Great Leader Comrade Kim Jong Il instructed as follows: “The great leader’s [suryo’ngnimu’i; 수령님의] establishment of a self-supporting and modern national defense industry is the most valuable achievement of all his revolutionary achievements.” (Selected Works of Kim Jong Il, Enlarged Edition, Volume 21, 8.)

Throughout the entire period of leading the revolution and construction, great leader Comrade Kim Il Sung always put forward military affairs as the foremost national affair of all national affairs, and the national defense industry as the lifeline of the sovereign and independent state; and he poured all his heart into building our own mighty national defense industry.

What is important among the immortal accomplishments attained by the great leader Comrade Kim Il Sung in the construction of a Juche-oriented national defense industry is, first, that he presented an idea about building a self-defensive national defense industry and fully illuminated ways of realizing them.

The attainment of self-defense in national defense is a fundamental principle in the construction of a sovereign and independent state. Under the condition where imperialism remains, those countries that do not have self-defensive armed forces with which they can defend the country against the enemies within and without cannot, in effect, be said to be perfectly sovereign and independent states.

Self-defense in national defense is the military guarantee for the country’s political independence and economic self-sustenance. Only when we observe the principle of self-defense in national defense can we repel imperialist aggression and interference, adhere to the country’s political independence and economic self-sustenance, and safeguard the gains of the revolution and the safety of the people. Observing the principle of self-defense in national defense means safeguarding one’s country with one’s strength.

One of the important things in observing the principle of self-defense in national defense is to build one’s own national defense industry. Self-defensive national defense industry is the material guarantee for self-defensive armed forces. In particular, under the condition where the imperialists are viciously maneuvering toward subordinating other countries economically and militarily by using weapons as bait, independent countries’ establishment of their own national defense industry holds very important significance.

Starting from the subjective and objective requirements of founding a self-defensive national defense industry, the great leader elucidated in detail a line of Juche-oriented national defense industry establishment and ways to materialize it. [The line] was about producing and ensuring powerful military equipment of our style, suited to the actual conditions of our country; resolving [the issue of] raw and other materials needed for munitions production by relying on our resources; raising national technology talents in the national defense industry sector on a large scale; and placing the munitions industry on the foundations of the latest science and technology and equipping it with modern technologies.

The great leader resolutely beat back the maneuvers of great-power chauvinists and anti-party, anti-revolution factionalists and presented a unique self-supporting national economic construction line and a basic line of socialist economic construction, elucidating a brilliant way forward for building a self-supporting and modern national defense industry that can advance on its own feet.

Thanks to the great leader’s presentation of a Juche-oriented national defense industry establishment line, our national defense industry has been able to advance only along a line of self-sustenance, without the slightest deviation. Precisely here lies one immortal achievement by the great leader, who created the brilliant tradition of building a national defense industry of Juche.

The next important among the immortal achievements attained by the great leader Comrade Kim Il Sung in the construction of a Juche-oriented national defense industry is that he laid a material and technical foundation for a self-defensive national defense industry by wisely leading a struggle to establish a Juche-oriented national defense industry.

The great leader said that we should found and develop an arms industry for producing the weapons necessary for building our own armed forces to cope with the grave prevailing situation in our country after liberation; and, as [the country] first produced small arms in line with the reality at the time and as that gradually laid a foundation for the arms industry, he led [the country] in the direction of producing modern heavy weapons and all types of military equipment.

As such, our country built its first arms factory in Juche 37 (1948) and started making submachine guns first. Setting up an arms-specializing factory and making not rifles but submachine guns in our country’s situation, where there was no groundwork done whatsoever, was very difficult. We had no technicians capable of guiding a weapons manufacturing process or skilled workers who could manufacture parts, not to mention a blueprint for a submachine gun.

To add to this, the anti-party, anti-revolution factionalists obstructed the founding of our own arms industry, saying we could not make weapons requiring a high level of precision with our technology, and, thus, we needed to receive help from other countries. Upholding the lofty will of the great leader, who said we must make weapons on our own no matter what, the working class and technicians of our arms industry sector surmounted on their own the bottlenecks and difficulties coming their way and succeeded in making excellent submachine guns with our technology, strength, and materials.

In the immediate wake of liberation, on October 2, Juche 34 (1945), the great leader toured the spot for the Pyongyang arms manufacturing works in P’yo’ngch’o’n-ri, Pyongyang and presented tasks for establishing and developing our own arms industry. He led this wisely and, upon receiving the report that our working class had made its first submachine gun on its own, he came out to a shooting range with the anti-Japanese heroine Comrade Kim Cho’ng-suk, even test-fired it, and highly praised our working class’s success.

The arms industry, established in the first stage of the construction of a new fatherland under the great leader’s wise leadership by continuing the revolutionary tradition of self-reliance of the anti-Japanese revolution struggle days, was the mother of our Juche-oriented national defense industry, which guaranteed our self-defensive national defense capabilities after liberation. Although our national defense industry founded right after liberation was young and its history short, it contributed greatly to attaining victory in the fatherland’s liberation war.

Along an untrodden path immediately after liberation, when we had no party, state, or a regular army yet, our leader put forward military affairs as the foremost national affair of all national affairs and, looking out to the future of the country’s national defense industry, imprinted historic traces in the P’yo’ngch’o’n field. Because he was who he was, he braved through the powder smoke even in the days of war flames and visited Kunja-ri multiple times, creating the framework for the self-defensive national defense industry.

Being convinced of a victorious tomorrow amid gunfire, the great leader paved an eternal foundation for our self-supporting and modern national defense industry. Right after the armistice, too, he highly displayed the revolutionary spirit of self-reliance for the fundamental interests of our revolution and our people, actively pushing forward with a struggle to develop our own national defense industry in the direction of further expanding the munitions factories built during the war though they were as yet weak, equipping them with modern technologies, and building new munitions factories.

As the destroyed economy was restored and the groundwork for socialist industrialization was laid, the great leader on May 28, Juche 50 (1961), summoned a conference of party enthusiasts in the national arms industry sector to advance the country’s national defense industry by one notch higher. In a speech entitled “To Further Develop the Arms Industry,” he illuminated the importance of advancing the arms industry. He then presented tasks for developing the arms industry, such as raising production by two or three times or more during a short period of time and improving quality; making even more arms of new types and increasing the utilization rate of production space; establishing strict discipline and order; increasing the responsibility of producers; and strengthening ideological education work among workers in all arms factories.

The great leader set forth the line of simultaneously carrying on economic construction and national defense construction [byungjin] for the first time in history, reorganized the economic structure, and set up a series of important measures for further strengthening national defense capabilities at the Fifth Plenary Meeting of the Fourth Party Central Committee in December Juche 51 (1962).

National defense construction advanced at a high pace, based on the line of simultaneously carrying on economic construction and national defense construction. Consequently, our national defense industry developed into a self-defensive national defense industry capable of defending the country against the imperialists’ aggression and ensuring the people’s independent and creative life.

The material and technical foundations of our national defense industry became solid when we reached the period of socialist industrialization. And [since then], by accelerating the modernization of the national defense industry, the great leader led [the national defense industry] to further improve the quality of weapons and combat and technical equipment and produce modern weapons.

The great leader ceaselessly continued on along a path of on-the-spot guidance of the national defense industry even in the last days of his life, solidifying our national defense industry into a powerful national defense industry capable of smashing in a single blow any formidable enemy on the face of this earth.

Thanks to the Juche-oriented national defense industry founded by the great leader, we have been able to achieve a brilliant victory in a fierce anti-imperialist showdown spanning more than half a century and highly display the nation’s dignity and socialist Korea’s spirit, and we are advancing vigorously, convinced of the victory of the cause of socialism.

It is precisely here where the immortal achievement attained by the great leader in the construction of a Juche-oriented national defense industry holds tremendous historic significance.

The brilliant tradition of building a Juche-oriented national defense industry, created by the great leader, was further inherited and developed by the great general. Today, it is emitting radiant rays as the eternal cornerstone of modern-day national defense industry construction, thanks to the respected and beloved Comrade Supreme Leader.

Truly, the creation of the brilliant tradition of Juche national defense industry construction is one of the most valuable accomplishments among the great leader’s revolutionary achievements.

We should thoroughly defend and adhere to and forever glorify as the eternal treasure of our revolution the immortal revolutionary achievements the great leader accumulated in the construction of a Juche-oriented national defense industry. We also should consolidate in every way our national defense capabilities by holding high in the future, too, the party’s idea of attaching importance to military affairs, and by further developing our Juche-oriented national defense industry, a noble legacy left by the fatherly leader.

주체적인 국방공업을 창설하시고 강화발전시켜 자립적국방공업의 만년토대를 마련하여주신것은 위대한 수령 김일성동지께서 조국과 인민, 사회주의위업수행에 쌓아올리신 가장 위대한 업적중의 하나이며 우리의 자립적이며 현대적인 국방공업은 어버이수령님께서 우리에게 물려주신 가장 고귀한 혁명유산이다.

위대한 령도자 김정일동지께서는 다음과 같이 교시하시였다.

《자립적이고 현대적인 국방공업을 창설하신것은 위대한 수령님의 혁명업적중에서도 가장 귀중한 업적입니다.》(《김정일선집》 증보판 제21권 8페지)

위대한 수령 김일성동지께서는 혁명과 건설을 령도하시는 전기간 언제나 군사를 국사중의 제일국사로, 국방공업을 자주독립국가의 생명선으로 내세우시고 자체의 위력한 국방공업을 건설하기 위하여 온갖 심혈을 다 바치시였다.

위대한 수령 김일성동지께서 주체적인 국방공업건설에서 이룩하신 불멸의 업적가운데서 중요한것은 우선 자위적국방공업을 건설할데 대한 사상을 제시하시고 그 실현방도들을 전면적으로 밝혀주신것이다.

국방에서 자위를 실현하는것은 자주독립국가건설의 근본원칙이다. 제국주의가 남아있는 조건에서 내외의 원쑤들로부터 자기 나라를 지킬수 있는 자위적무장력을 가지지 못한 나라는 사실상 완전한 자주독립국가라고 말할수 없다.

국방에서 자위는 나라의 정치적독립과 경제적자립의 군사적담보이다. 국방에서 자위의 원칙을 관철하여야 제국주의의 침략과 간섭을 물리치고 나라의 정치적독립과 경제적자립을 고수할수 있으며 혁명의 전취물과 인민의 안전을 보위할수 있다. 국방에서 자위의 원칙을 관철한다는것은 자기의 힘으로 자기 나라를 보위한다는것을 의미한다.

국방에서 자위의 원칙을 관철하는데서 중요한것의 하나는 자체의 국방공업을 건설하는것이다. 자위적국방공업은 자위적무장력의 물질적담보이다. 특히 제국주의자들이 무기를 미끼로 다른 나라들을 경제군사적으로 예속시키려고 악랄하게 책동하고있는 조건에서 독립국가들이 자체의 국방공업을 창설하는것은 매우 중요한 의의를 가진다.

위대한 수령님께서는 자위적국방공업창설의 주객관적요구로부터 출발하시여 우리 나라의 실정에 맞는 우리 식의 위력한 군사장비들을 생산보장하며 군수생산에 필요한 원료와 자재를 우리의 자원에 의거하여 해결하며 국방공업부문의 민족기술인재들을 대대적으로 키우며 군수공업을 최신과학기술의 토대우에 올려세우고 현대적기술로 장비할데 대한 주체적인 국방공업창설로선과 그 실현방도들을 구체적으로 밝혀주시였다.

위대한 수령님께서는 대국주의자들과 반당반혁명종파분자들의 책동을 단호히 물리치시고 독창적인 자립적민족경제건설로선과 사회주의경제건설의 기본로선을 제시하시여 제발로 걸어나가는 자립적이며 현대적인 국방공업건설의 휘황한 앞길을 밝혀주시였다.

위대한 수령님께서 주체적인 국방공업창설로선을 제시하여주심으로써 우리의 국방공업은 한치의 편차도 없이 오직 자립의 길을 따라 전진해나갈수 있게 되였으며 바로 여기에 주체의 국방공업건설의 빛나는 전통을 마련하신 위대한 수령님의 불멸의 업적의 하나가 있다.

위대한 수령 김일성동지께서 주체적인 국방공업건설에서 이룩하신 불멸의 업적가운데서 중요한것은 다음으로 주체적인 국방공업창설을 위한 투쟁을 현명하게 령도하시여 자위적인 국방공업의 물질기술적토대를 마련하신것이다.

위대한 수령님께서는 해방후에 우리 나라에 조성된 엄중한 정세에 대처하여 자체의 무력건설에 필요한 무기를 생산하기 위한 병기공업을 창설하고 발전시켜야 한다고 하시면서 당시의 실정에서 저격무기를 먼저 생산하면서 점차 병기공업의 토대가 축성됨에 따라 현대적인 중무기와 각종 군사장비를 생산하는 방향으로 나가도록 이끌어주시였다.

그리하여 우리 나라에서는 주체37(1948)년에 첫 병기공장이 건설되 여 기관단총부터 만들기 시작하였다. 아무런 기초도 없는 우리 나라의 실정에서 전문병기공장을 꾸리고 보총도 아닌 기관단총을 만든다는것은 매우 어려운 일이였다. 우리에게는 기관단총의 도면은 물론 무기제조공정을 지도할만 한 기술자도, 부속품을 가공할만 한 기능공도 없었다.

그런데다가 반당반혁명종파분자들은 고도의 정밀도를 요구하는 무기를 우리의 기술로써는 만들수 없으니 다른 나라의 방조를 받아야 한다고 하면서 자체의 병기공업창설을 방해하였다. 우리의 병기공업부문의 로동계급과 기술자들은 어떤 일이 있어도 우리자체의 힘으로 무기를 만들어야 한다고 하신 위대한 수령님의 높은 뜻을 받들고 부닥치는 애로와 난관을 자체의 힘으로 뚫고나가면서 우리의 기술, 우리의 힘, 우리의 자재로 훌륭한 기관단총을 만들어냈다.

위대한 수령님께서는 해방직후인 주체34(1945)년 10월 2일 평양시 평천리에 있는 평양병기제조소자리를 돌아보시면서 자체의 병기공업을 창설하고 발전시킬데 대한 과업을 제시하시고 현명하게 이끌어오시였으며 우리 로동계급이 자체의 힘으로 첫 기관단총을 만들었다고는 보고를 받으시고는 항일의 녀성영웅 김정숙동지와 함께 사격장에 나오시여 시험사격도 해주시면서 우리 로동계급의 성과를 높이 치하해주시였다.

위대한 수령님의 현명한 령도밑에 항일혁명투쟁시기의 자력갱생의 혁명전통을 이어 새 조국건설의 첫 시기에 창설된 병기공업은 해방후 자위적국방력을 담보하는 우리의 주체적인 국방공업의 모체였다. 해방직후에 창설된 우리의 국방공업은 비록 청소하고 력사는 짧았지만 조국해방전쟁의 승리를 이룩하는데 커다란 기여를 하였다.

아직은 당도 없고 국가도 정규무력도 없던 해방직후의 초행길에서 군사를 국사중의 제일국사로 내세우시고 나라의 국방공업의 장래를 내다보시며 평천벌에 력사의 자욱을 찍으신 우리 수령님이시였기에 전화의 나날에도 포연을 헤치시며 군자리를 여러차례 찾으시여 자위적국방공업의 기틀을 마련해주시였다.

포화속에서 승리할 래일을 확신하시며 자립적이며 현대적인 우리의 국방공업의 만년토대를 닦아오신 위대한 수령님께서는 정전직후에도 우리 혁명과 우리 인민의 근본리익을 위하여 자력갱생의 혁명정신을 높이 발휘하여 아직은 빈약하지만 전쟁시기에 마련된 군수공장들을 더욱 확대하고 현대적기술로 장비하는 한편 새로운 군수공장들을 건설하는 방향에서 자체의 국방공업을 발전시키기 위한 투쟁을 적극 추진시켜나가시였다.

위대한 수령님께서는 파괴된 경제가 복구되고 사회주의공업화의 기초가 쌓아짐에 따라 우리 나라의 국방공업을 한계단 더 높이 발전시키기 위하여 주체50(1961)년 5월 28일 전국병기공업부문 당열성자회의를 소집하시고 《병기공업을 더욱 발전시키기 위하여》라는 연설에서 병기공업을 발전시키는것이 가지는 중요성을 밝히신 다음 모든 병기공장들에서 짧은 기간에 생산을 2~3배 또는 그이상으로 끌어올리고 질을 높이며 새로운 품종의 병기들을 더 많이 만들고 생산면적의 리용률을 높이며 엄격한 규률과 질서를 세우고 생산자들의 책임성을 높이며 로동자들속에서 사상교양사업을 강화하는 등 병기공업을 발전시키는데서 나서는 과업을 제시하시였다.

위대한 수령님께서는 주체51(1962)년 12월 당중앙위원회 제4기 제5차전원회의에서 력사상 처음으로 경제건설과 국방건설을 병진시킬데 대한 로선을 내놓으시고 경제구조를 개편하는 한편 국방력을 더욱 강화하기 위한 일련의 중요한 대책을 세워주시였다.

경제건설과 국방건설을 병진시킬데 대한 로선에 기초하여 국방건설이 높은 속도로 진척됨으로써 우리의 국방공업은 제국주의자들의 침략으로부터 나라를 보위하고 인민들에게 자주적이며 창조적인 생활을 보장해줄수 있는 자위적국방공업으로 발전되게 되였다.

위대한 수령님께서는 사회주의공업화시기에 이르러 우리의 국방공업의 물질기술적토대가 튼튼해짐에 따라 국방공업의 현대화를 다그쳐 무기, 전투기술기재의 질을 더욱 높이고 현대적무기들을 생산하도록 이끌어주시였다.

위대한 수령님께서는 생의 마지막시기에도 국방공업부문에 대한 현지지도의 길을 끊임없이 이어가시면서 우리의 국방공업을 지구상의 그 어떤 대적도 단매에 때려부실수 있는 강위력한 국방공업으로 다져놓으시였다.

위대한 수령님께서 마련하여주신 강력한 주체적인 국방공업이 있었기에 우리는 반세기이상에 걸치는 치렬한 반제대결전에서 빛나는 승리를 이룩하고 민족의 존엄과 사회주의조선의 기상을 높이 떨칠수 있었으며 사회주의위업의 승리를 확신하며 힘차게 전진해나가고있는것이다.

바로 여기에 위대한 수령님께서 주체적인 국방공업건설에서 이룩하신 불멸의 업적이 가지는 거대한 력사적의의가 있는것이다.

위대한 수령님께서 마련해주신 주체의 국방공업건설의 빛나는 전통은 위대한 장군님에 의하여 더욱 계승발전되였고 오늘은 경애하는 최고령도자동지에 의하여 현시대 국방공업건설의 만년초석으로 찬란한 빛을 뿌리고있다.

참으로 주체의 국방공업건설의 빛나는 전통을 마련해주신것은 위대한 수령님의 혁명업적중에서도 가장 귀중한 업적의 하나로 된다.

우리는 주체적인 국방공업건설에 쌓아올리신 위대한 수령님의 불멸의 혁명업적을 우리 혁명의 만년재보로 철저히 옹호고수하고 길이 빛내이며 앞으로도 당의 군사중시사상을 높이 받들고 어버이수령님께서 물려주신 고귀한 유산인 우리의 주체적인 국방공업을 더욱 발전시켜나감으로써 우리의 국방력을 백방으로 다져나가야 할것이다.
