Important Issues Arising in Highly Displaying the Superiority of the Planned Economy at the Present Time

At the Fifth Plenary Meeting of the Seventh Party Central Committee, the respected and beloved supreme leader Comrade Kim Jong Un presented the revolutionary line of waging a head-on breakthrough battle in line with the demands of the current situation and the development of the revolution.

The economic front is the basic front in today’s head-on breakthrough battle, and in order to create a breakthrough on the economic front, [we] must revitalize all economic sectors by urgently restoring the source of power for national economic development.

Generally, the source of power for economic development refers to the power of giving impetus to economic development, and the power of giving impetus to economic development differs depending on the social system.

In capitalist societies, which are founded on private ownership of production means, capitalists’ endless greed for profit serves as the basic driving force for advancing the economy. In our socialist society, however, the superiority of the planned economy, rapid advances in science and technology, and a high degree of revolutionary enthusiasm of the masses of working people are the factors promoting the rapid development of the economy and the sources of power for economic development. What is decisive here is the high degree of revolutionary enthusiasm of the masses of working people.

One of the important issues for restoring the source of power for national economic development at the present time is to highly display the superiority of the planned economy. This is because our economy is a socialist planned economy.

Great leader Comrade Kim Jong Il instructed the following: [Text Wrapping Break]“We must struggle positively to adhere to the socialist planned economy and highly display its superiority.” (Complete Works of Kim Jong Il, Volume 3, p. 42)

The foundation of a socialist planned economy is socialist ownership of the means of production.

The monolithic sway of socialist ownership of production means converts the country’s economy into one undivided production organism, offers the possibility of the state commanding, distributing, and utilizing the country’s human and material resources in a unified manner, and guarantees consistency in the working people’s interests in terms of economic activity. By doing so, it gives [a socialist planned economy] superiority that is beyond comparison to capitalist market economies when it comes to economic development.

Furthermore, one can achieve rapid economic advances continuously in a planned economy by carrying out accumulation and consumption in a planned manner and guaranteeing a rational balance among people’s economic sectors in a planned manner.

Such superiority of a planned economy is not brought out automatically. The superiority of a planned economy may be displayed highly, or its superiority may be suppressed depending on how the working people, who are the masters of national sovereignty and the means of production, operate.

Highly displaying the superiority of the planned economy, which capitalism can neither have nor imitate, is one of the important ways to firmly place the entire economy on a track of rejuvenation by restoring the source of power for national economic development in a short period of time.

What is important above all in highly displaying the superiority of the planned economy at the present time is to identify a clear-cut way to improve the planning work in line with actual demands.

The planning work is a process that precedes all other work. As such, depending on it, the superiority of the planned economy may or may not be displayed. The superiority of the planned economy is guaranteed by scientific planning work that can correctly combine actual conditions and possibilities with tasks that come up.

Reality changes and develops ceaselessly; accordingly, the planning work, too, must be improved continuously. In particular, today’s reality, where [we] must perform difficult and enormous tasks under the condition where everything is lacking, urgently calls for improving the planning work accordingly.

The improvement of the planning work can be achieved only when clear-cut ways can be found for it. Improving the planning work without even a clear plan makes no sense.

Given today’s condition, we can create a guarantee for bringing out the superiority of the planned economy when we find a clear plan for performing the struggle tasks arising before us and carry out the planning work accordingly.

The work of planning the people’s economy is a socialist state’s important function and activity as an economic organizer for advancing the economy with a sense of purpose in line with party lines and policies, objective economic laws, and actual conditions.

Only when a people’s economic plan itself is a plan whose scientific numbers-based execution is a sure guarantee and is a thorough plan can it clearly sum up the plan execution and guarantee a normal development of the economy.

The main thing in improving and strengthening the planning work is to defend and adhere to the socialist economic planning ideas and policies clarified by the great leaders [suryo’ngnimdu’l; 수령님들] and materialize them correctly in line with the actual demands of building an economically powerful state.

From early on, the great leader [suryo’ngnim; 수령님] and the great general discerned at a high level the importance of the work of planning the people’s economy and illuminated on a full scale unique ideas and theories and practical methods pertaining to people’s economic planning, ranging from the issue of correlations between the speed and balance of economic development in socialist construction, to the issues of planning system and methods.

Defending and adhering to the Juche ideas and policies on socialist people’s economic planning, noble legacies of the great leaders, and materializing them in line with today’s actual demands—herein lies the important method of and shortcut to improving the planning work.

[We] must strengthen the state’s unified guidance on the people’s economic planning work, apply planning methodologies that are in line with the changed environment and conditions, and strictly establish discipline on people’s economic planning. Moreover, [we] must guarantee decisive improvements to the planning work by arousing the producer masses and raising the role of planning functionaries.

What is important in displaying the superiority of the planned economy at the present time is, next, to strike a balance between overall production and supply.

The main thing in the work of people’s economic planning is to strike a correct balance, and the important issue that has come up at the present time is to balance overall production and supply well.

For all the sectors and all the units of the people’s economy to carry out their production activities normally, there has to be a rational balance between demand for production and supply for consumption. Inasmuch as a socialist economy is a planned economy, all the sectors and all the units of the people’s economy make up one undivided production organism and move under the state’s centralistic unified guidance. As such, when the production-supply balance dovetails rationally can enterprises smoothly proceed with their business activities and also achieve rapid advances in the economy continuously.

In the planning work, one should draft and instruct credible plans thoroughly from the principle of striking a balance between overall production and supply. One should also scientifically calculate demand based on accurate knowledge of production performance, and supply [products] in a balanced manner, in line with the harmonious development of the economy.

What is important in displaying the superiority of the planned economy at the present time is, next, to decisively increase the credibility of people’s economic plans.

A plan is the direction and goal of a planned economy’s development. The process whereby such a plan is carried out is in short the process whereby the superiority of a planned economy is displayed. For this reason, when all the sectors and units perform without fail the plans assigned to them will the superiority of a planned economy actually be displayed.

For all the sectors and units to perform their plans without fail, they must belong to the producer masses themselves. As the producer masses become more confident about having to perform their plans at all costs and about their ability to perform them, only the reliably formulated plans will be executed. Plans that are not accepted by the masses and plans that do not receive their trust remain as only lines on paper: they have no meaning. A people’s economic plan can be executed and, furthermore, the superiority of the planned economy can be displayed when its [people’s economic plan’s] credibility is decisively increased.

To increase the credibility of a people’s economic plan, first, it is important to establish economic development goals realistically, so that they are not too high and not too low. It is also important to set an execution period so that it is neither too short nor too long.

[We] must completely break from formulating formalistic plans that absolutely cannot be executed and for which nobody is responsible, and return to writing scientific and dynamic plans. Moreover, instead of undertaking all the plans for all the indices without any possibility of assurances, the central authority should accurately distinguish between central indices, local indices, and plant and enterprise indices and clearly draw the boundaries of responsibility so that the central and local economies alike move smoothly.

Bearing in mind that highly displaying the superiority of the planned economy at the present time is one of the important ways to recover the source of power for national economic development and revitalize the overall economy, we must guarantee rapid economic development that is planned and balanced by improving and strengthening the planning work.

현시기 계획경제의 우월성을 높이 발양시키는데서 나서는 중요문제

경애하는 최고령도자 김정은동지께서는 당중앙위원회 제7기 제5차전원회의에서 현정세와 혁명발전의 요구에 맞게 정면돌파전을 벌릴데 대한 혁명적로선을 제시하시였다.

오늘의 정면돌파전에서 기본전선은 경제전선이며 경제전선에서 돌파구를 열자면 국가경제의 발전동력을 시급히 회복하여 모든 경제부문들을 활성화하여야 한다.

일반적으로 경제의 발전동력은 경제발전을 추동하는 힘을 의미하며 경제발전을 추동하는 힘은 사회제도에 따라 달라지게 된다.

생산수단에 대한 사적소유에 기초하고있는 자본주의사회에서는 리윤에 대한 자본가들의 무제한한 탐욕이 경제를 발전시키는 기본추동력으로 되지만 우리의 사회주의사회에서는 계획경제의 우월성과 과학기술의 빠른 발전, 근로인민대중의 높은 혁명적열의가 경제의 빠른 발전을 추동하는 요인으로, 경제발전의 동력으로 되며 여기서 결정적인것은 근로인민대중의 높은 혁명적열의이다.

현시기 국가경제의 발전동력을 회복하는데서 중요한 문제의 하나는 계획경제의 우월성을 높이 발양시키는것이다. 그것은 우리 경제가 사회주의계획경제이기때문이다.

위대한 령도자 김정일동지께서는 다음과 같이 교시하시였다.

《우리는 사회주의계획경제를 고수하고 그 우월성을 높이 발양시키기 위하여 적극 투쟁하여야 합니다.》(《김정일전집》 제3권 42페지)

사회주의계획경제의 기초는 생산수단에 대한 사회주의적소유이다.

생산수단에 대한 사회주의적소유의 유일적지배는 나라의 경제를 전일적인 하나의 생산유기체로 전환시키고 국가가 나라의 인적 및 물적자원을 통일적으로 장악하고 분배리용할수 있는 가능성을 지어주며 경제활동에서 근로자들사이의 리해관계의 통일을 보장해줌으로써 경제발전에서 자본주의시장경제에 비할바없는 우월성을 가지게 한다.

또한 계획경제하에서는 축적과 소비를 계획적으로 진행하여 인민경제 부문들사이의 합리적인 균형을 계획적으로 보장함으로써 경제의 지속적인 빠른 발전을 이룩할수 있다.

계획경제의 이러한 우월성은 저절로 발양되는것이 아니다. 국가주권과 생산수단의 주인으로 되여있는 근로자들이 어떻게 활동하는가에 따라 계획경제의 우월성이 높이 발양될수도 있고 그 우월성이 억제될수도 있다.

자본주의가 가질수도, 흉내낼수도 없는 계획경제의 우월성을 높이 발양시키는것은 빠른 기간안에 국가경제의 발전동력을 회복하여 경제전반을 활성화의 궤도우에 확고히 올려세우기 위한 중요한 방도의 하나로 된다.

현시기 계획경제의 우월성을 높이 발양시키는데서 무엇보다 중요한것은 현실적요구에 맞게 계획사업을 개선하기 위한 명확한 방안을 찾는것이다.

계획사업은 다른 모든 사업의 선행공정으로서 그에 의해 계획경제의 우월성이 발휘될수도 있고 그렇지 못할수도 있다. 계획경제의 우월성은 현실적조건과 가능성을 제기되는 과업과 옳게 결합시킬수 있는 과학적인 계획사업에 의해 담보되게 된다.

현실은 부단히 변화발전하며 따라서 계획사업도 끊임없이 개선되지 않으면 안된다. 특히 모든것이 부족한 조건에서 어렵고도 방대한 과업을 수행해야 하는 오늘의 현실은 그에 맞게 계획사업을 개선할것을 절박하게 요구하고있다.

계획사업의 개선은 그를 위한 명확한 방안을 찾을 때에만 이루어질수 있다. 똑똑한 방안도 없이 계획사업을 개선한다는것은 말도 되지 않는다.

오늘의 조건에서 우리앞에 나서고있는 투쟁과업을 수행할수 있는 명확한 방안을 찾고 그에 따라 계획사업을 진행하여야 계획경제의 우월성을 발양시킬수 있는 담보를 마련할수 있다.

인민경제계획화사업은 당의 로선과 정책, 객관적경제법칙과 현실적조건에 맞게 경제를 목적의식적으로 발전시켜나가기 위한 사회주의국가의 중요한 경제조직자적기능과 활동이다.

인민경제계획자체가 과학적인 수자에 기초한 집행담보가 확실하고 철저한 계획으로 될 때라야만 계획수행총화를 똑똑히 할수 있고 경제의 정상적발전을 담보할수 있다.

계획사업을 개선강화하는데서 기본은 위대한 수령님들께서 밝혀주신 사회주의경제계획화사상과 방침들을 옹호고수하고 경제강국건설의 현실적요구에 맞게 옳바로 구현해나가는것이다.

위대한 수령님과 위대한 장군님께서는 일찍부터 인민경제계획화사업의 중요성을 깊이 통찰하시고 사회주의건설에서 경제발전속도와 균형의 호상관계문제로부터 계획화의 체계와 방법문제에 이르기까지 인민경제계획화에 관한 독창적인 사상과 리론, 실천적방도들을 전면적으로 밝혀주시였다.

위대한 수령님들의 고귀한 유산인 주체의 사회주의인민경제계획화사상과 방침들을 옹호고수하고 오늘의 현실적요구에 맞게 구현해나가는 여기에 계획사업을 개선하기 위한 중요한 방도가 있고 지름길이 있다.

인민경제계획화사업에 대한 국가의 통일적지도를 강화하고 변화된 환경과 조건에 맞는 계획화방법론을 적용하며 인민경제계획규률을 엄격히 세워야 한다. 또한 생산자대중을 발동하고 계획일군들의 역할을 높여 계획사업에서의 결정적인 개선을 담보하여야 한다.

현시기 계획경제의 우월성을 발양시키는데서 다음으로 중요한것은 전반적인 생산과 공급의 균형을 맞추는것이다.

인민경제계획화사업에서 기본은 옳바른 균형을 맞추는것이며 현시기 중요하게 제기되는 문제는 전반적인 생산과 공급사이의 균형을 잘 맞추는것이다.

인민경제 모든 부문, 모든 단위들의 생산활동이 정상적으로 진행되자면 생산을 위한 수요와 소비를 위한 공급사이의 합리적인 균형이 맞아야 한다. 사회주의경제는 계획경제로서 인민경제 모든 부문, 모든 단위들은 하나의 전일적인 생산유기체를 이루고 국가의 중앙집권적인 통일적지도밑에 움직여나가는것만큼 생산과 공급사이의 균형이 합리적으로 맞물려야 기업체들에서 경영활동을 원만히 진행해나갈수 있으며 경제의 지속적인 빠른 발전도 이룩할수 있다.

계획사업에서는 철저히 전반적인 생산과 공급사이의 균형을 맞추는 원칙에서 신뢰성있는 계획을 작성시달하여야 하며 생산실적을 정확히 장악한데 기초하여 수요를 과학적으로 타산하고 경제의 조화로운 발전에 맞게 균형적으로 공급하여야 한다.

현시기 계획경제의 우월성을 발양시키는데서 다음으로 중요한것은 인민경제계획의 신뢰도를 결정적으로 높이는것이다.

계획은 계획경제발전의 방향이며 목표이다. 이러한 계획이 수행되는 과정이자 곧 계획경제의 우월성이 발휘되는 과정이다. 때문에 모든 부문과 단위들이 자기앞에 부과된 계획을 어김없이 수행하여야 계획경제의 우월성이 실질적으로 발휘되게 된다.

모든 부문과 단위들이 계획을 어김없이 수행하자면 그것이 생산자대중자신의것으로 되여야 한다. 생산자대중이 계획은 반드시 수행해야 하며 또 수행할수 있다는 신심을 가질수 있도록 작성된 믿음직한 계획만이 집행될수 있다. 대중에게 접수되지 않는 계획, 그들의 신뢰를 받지 못하는 계획은 종이장우의 글줄로만 남을뿐 아무런 의의도 없다. 인민경제계획은 결정적으로 그 신뢰도를 높여야 집행될수 있고 나아가서 계획경제의 우월성이 발휘될수 있다.

인민경제계획의 신뢰도를 높이기 위해서는 우선 경제발전목표를 현실성있게 너무 높지도 낮지도 않게 세우며 수행기간도 너무 짧지도 길지도 않게 정하는것이 중요하다.

도저히 집행할수 없고 누구도 책임지지 않는 형식주의적인 계획작성에서 완전히 탈피하여 과학적이고 동원적인 계획작성에로 복귀하여야 한다. 또한 보장가능성도 없이 중앙에서 모든 지표들에 대한 계획을 모두 걷어안을것이 아니라 중앙지표와 지방지표, 공장, 기업소지표를 정확히 구분하고 책임한계를 명백히 하여 중앙경제와 지방경제가 다같이 원활하게 움직이도록 하여야 한다.

우리는 현시기 계획경제의 우월성을 높이 발양시키는것이 국가경제의 발전동력을 회복하고 경제전반을 활성화하기 위한 중요한 방도의 하나라는것을 명심하고 계획사업을 개선강화하여 경제의 계획적이며 균형적인 빠른 발전을 보장하여야 한다.
