Important Issues Arising in Improving the Guidance and Management of Economic Work at the Present Time

This year — a year of a majestic struggle and a year of great change where [we] shall powerfully raise fiery winds of a new leap forward and open up a period of prosperity of military-first Korea across all fronts of building a powerful socialist state [kangso’ng kukka; 강성국가] — there arises before us a momentous and honorable task of opening up a great period of prosperity in the revolution and construction by expediting the heroic onward march, overflowing with conviction in and passion about victory.

One of the important issues that comes up in holding high this year’s militant slogan presented by the respected and beloved Marshal Kim Jong Un — “Let Us Powerfully Raise Fiery Winds of a Leap Forward Across All Fronts of Building a Powerful State [kangso’ng kukka; 강성국가] With Firm Confidence in Victory!” — and successfully carrying out the tasks entrusted to us is to decisively improve the guidance and management of economic work.

Respected and beloved Comrade Kim Jong Un said the following:

“[We] must decisively improve the guidance and management of economic work.”

Improving the guidance and management of economic work is an important guarantee for ensuring the greatest actual profits while steadfastly observing the socialist principles in economic work in line with the demands of developing reality.

When [we] improve the guidance and management of economic work can we manage and operate the economy in line with the collectivist nature of a socialist society by firmly guaranteeing the party’s leadership in economic work and further strengthening the state’s unified guidance. Not only that, plants and enterprises can smoothly fulfill the economic activity missions they have before the party and state, and the producer masses can highly display their roles and responsibilities as masters of the construction of an economically powerful state.

An important issue arising in improving the guidance and management of economic work is, first and foremost, to strengthen the state’s unified guidance over economic work under the party’s leadership.

The party’s leadership is the lifeline of guidance and management of economic work. The success of economic work hinges on how the party’s leadership is materialized.

When the party’s leadership over economic work is firmly guaranteed can the country’s economy be advanced with a sense of purpose, in line with a clear direction of, as well as goals and methods of economic development. Moreover, it can materialize the producer masses’ will and demands better in economic work; bring out their creative wisdom and capabilities to the full; and further solidify and advance the socialist economic system and highly display its superiority.

The party’s leadership over economic work is firmly guaranteed by the state’s unified guidance.

Party lines and policies, which reflect the popular masses’ will and demands, can be implemented better, the country’s resources can be distributed in a planned fashion and be utilized rationally, and the economy can be developed in a balanced manner through the state’s unified guidance over economic work.

In order to strengthen the state’s unified guidance over economic work under the party’s leadership, state economic organs such as the cabinet should establish economic development strategies and sector-by-sector and phase-by-phase goals in a realistic manner and thoroughly execute them.

The cabinet should command the country’s economy in a unified manner and guide it responsibly under the party’s leadership; properly carry out economic operations based on the party’s economic policies; scrupulously carry on national economic organizational work; and powerfully direct economic work.

The leading economic organs of the state should establish phase-by-phase goals in a realistic manner and thoroughly execute them, in line with the country’s overall economic development strategy and their sector’s characteristics. Instead of clinging to only those issues that constantly come up and putting in stopgap measures, leading state economic organs should design economic work far-sightedly and carry it out vigorously with firm confidence in and aspirations for economic prospects, with innovative discernment, and based on a detailed calculation.

An important issue arising in improving the guidance and management of economic work is, next, increasing the sense of responsibility and creativity of enterprises in economic work.

Today, raising the sense of responsibility and creativity of enterprises in improving the guidance and management of economic work arises as a highly important issue.

Enterprises occupy the position and play the role of basic units in production and business activities. It is enterprises that directly produce products; it is also enterprises that create and effectively utilize national income.

In order to bring a decisive turnabout in economic work, [we] should make sure that enterprises fulfill the missions and roles they have before the party and state by displaying a high degree of responsibility and creativity.

Today, the party and state have created sufficient conditions for enterprises to smoothly fulfill their missions and roles.

The problem is how the environment and conditions created for the enterprises are used effectively. The important issue here is the qualifications and competence of enterprise management functionaries.

No matter what excellent conditions have been created for enterprises, they cannot achieve due success if the competence and practical qualifications of those functionaries who use them are inadequate.

Enterprise management functionaries, therefore, should raise their technical competence and qualifications more than at any other time, correctly use the conditions that have been created, and make sure that all enterprises display their sense of responsibility and self-consciousness to the utmost.

An important issue arising in improving the guidance and management of economic work is, next, to have all the working people fulfill their roles and responsibilities as masters of production and management.

In a socialist society, the producer masses are the masters of national sovereignty and the means of production; thus there are sufficient social and economic conditions for them to be the masters of production and management. The problem is how [we] ensure that the producer masses, who become the masters of production and management, exercise the rights granted to them in economic management and fulfill the roles and responsibilities that have been entrusted to them in the economic management process.

First, production and management must be carried out in line with the interests and demands of the working people.

The interests and demands set forth by the producer masses in production and management are materialized when they are guaranteed an independent and creative material life and working life, and when they are rationally and fairly allotted the generated national income.

Such economic interests and demands of the producer masses are fulfilled in the production, working life, and distribution fields.

By developing social production harmoniously and rapidly, [we] should make sure socialist economic management firmly guarantees planning and balance and the effectiveness of production in the production field. [We] should also make sure that it rationally and fairly distributes the generated national income according to how much one has worked and earned for society and the collective, and according to the quantity and quality of one’s labor.

In addition, [we] should resolve issues arising in production and business activities by raising the popular masses’ political consciousness and mobilizing their creative power and wisdom.

Production and business activities are for the popular masses themselves, and they are the work of the popular masses themselves.

The responsibility of resolving all issues arising in production and business activities resides with the popular masses themselves, and the creative power with which to do so also resides with the popular masses themselves.

[We] should, therefore, firmly arm the working people with Kim Jong Il’s patriotism and raise the masses’ political consciousness. In doing so, [we] should make sure they actively take part in the work of improving production development and business activities with a high degree of responsibility and display their revolutionary ardor and creative initiative to the maximum.

Furthermore, [we] should make sure all the working people’s high degree of revolutionary enthusiasm shows up in the form of actual economic success.

[We] should ensure that in plants, workers regard production facilities as their own machine tools and treasure them and love them as if they were the apples of their eye, and in farms, farmers think of farm plots as their own plots and work like masters.

[We] should continuously raise the popular masses’ political consciousness in production and management, bring their wisdom together and formulate a correct plan for resolving issues arising in production and business activities, and arouse and materialize the popular masses’ creative power. Only when [we] do this can [we] enable the popular masses to fulfill their roles and responsibilities as masters.

By decisively improving the guidance and management of economic work to thoroughly implement the militant tasks our respected and beloved Marshal presented in his New Year’s speech this year, we must try to have our-style economic management, which materializes the Juche idea, have a great effect in the construction of an economically powerful socialist state.

현시기 경제사업에 대한 지도와 관리를 개선하는데서 나서는 중요한 문제

사회주의강성국가건설의 모든 전선에서 새로운 비약의 불바람을 세차게 일으켜 선군조선의 번영기를 열어나갈 장엄한 투쟁의 해, 위대한 변혁의 해인 올해 우리앞에는 승리에 대한 확신과 열정에 넘쳐 영웅적진군을 다그침으로써 혁명과 건설에서 일대 번영기를 열어놓아야 할 무겁고도 영예로운 과업이 나서고있다.

경애하는 김정은원수님께서 제시해주신 올해 전투적구호 《승리의 신심드높이 강성국가건설의 모든 전선에서 비약의 불바람을 세차게 일으켜나가자!》를 높이 들고 우리앞에 맡겨진 과업을 성과적으로 수행해나가는데서 나서는 중요한 문제의 하나는 경제사업에 대한 지도와 관리를 결정적으로 개선해나가는것이다.

경애하는 김정은동지께서는 다음과 같이 말씀하시였다.

《경제사업에 대한 지도와 관리를 결정적으로 개선하여야 합니다.》

경제사업에 대한 지도와 관리를 개선해나가는것은 발전하는 현실의 요구에 맞게 경제사업에서 사회주의원칙을 확고히 지키면서 가장 큰 실리를 보장하기 위한 중요한 담보이다.

경제사업에 대한 지도와 관리를 개선하여야 경제사업에서 당의 령도를 확고히 보장하고 국가의 통일적지도를 더욱 강화함으로써 사회주의사회의 집단주의적본성에 맞게 경제를 관리운영해나갈수 있다. 뿐만아니라 공장, 기업소들이 경제활동에서 당과 국가앞에 지닌 자기의 사명을 원만히 수행해나갈수 있으며 생산자대중으로 하여금 경제강국건설에서 주인으로서의 자기의 책임과 역할을 높이 발휘해나갈수 있다.

경제사업에 대한 지도와 관리를 개선하는데서 나서는 중요한 문제는 무엇보다먼저 당의 령도밑에 경제사업에 대한 국가의 통일적지도를 강화하는것이다.

당의 령도는 경제사업에 대한 지도와 관리에서 생명선이다. 경제사업에서의 성과는 당의 령도를 어떻게 실현하는가 하는데 따라 좌우된다.

경제사업에 대한 당의 령도가 확고히 보장되여야 뚜렷한 경제발전방향과 목표, 방도에 따라 나라의 경제를 목적지향성있게 발전시켜나갈수 있다. 이와 함께 경제사업에서 생산자대중의 의사와 요구를 더 잘 구현하고 그들의 창조적지혜와 능력을 남김없이 발양시키며 사회주의경제제도를 더욱 공고발전시키고 그 우월성을 높이 발양시킬수 있다.

경제사업에 대한 당의 령도는 국가의 통일적지도에 의하여 확고히 담보된다.

경제사업에 대한 국가의 통일적지도를 통하여 인민대중의 의사와 요구가 반영된 당의 로선과 정책이 더 잘 관철되고 나라의 자원을 계획적으로 분배하고 합리적으로 리용할수 있으며 경제를 균형적으로 발전시켜나갈수 있다.

당의 령도밑에 경제사업에 대한 국가의 통일적지도를 강화하기 위하여서는 내각을 비롯한 국가경제기관들에서 경제발전전략과 부문별, 단계별목표를 현실성있게 세우고 철저히 집행해나가야 한다.

내각은 당의 령도밑에 나라의 경제를 통일적으로 장악하고 책임적으로 지도하여야 하며 당의 경제정책에 기초하여 경제작전을 바로하고 국가적인 경제조직사업을 면밀하게 짜고들며 경제사업에 대한 지휘를 박력있게 하여야 한다.

국가경제지도기관들은 나라의 전반적경제발전전략과 자기 부문의 특성에 맞는 단계별목표를 현실성있게 세우고 철저히 집행해나가야 한다. 국가경제지도기관들은 수시로 제기되는 문제들에만 매달려 땜때기식으로 일할것이 아니라 경제전망에 대한 확고한 신심과 포부, 혁신적안목을 가지고 경제사업을 구체적인 타산밑에 전망성있게 설계하고 힘있게 전개하여야 한다.

경제사업에 대한 지도와 관리를 개선하는데서 나서는 중요한 문제는 다음으로 경제사업에서 기업체들의 책임성과 창발성을 높이는것이다.

오늘 경제사업에 대한 지도와 관리를 개선하는데서 기업체들의 책임성과 창발성을 높이는것은 매우 중요한 문제로 제기되고있다.

기업체들은 생산과 경영활동의 기본단위로서의 위치를 차지하고 역할을 수행한다. 생산물을 직접 생산하는것도 기업체들이고 국민소득을 창조하고 효과적으로 리용하는것도 기업체들이다.

경제사업에서 결정적전환을 가져오기 위하여서는 기업체들이 당과 국가앞에 지닌 자기의 사명과 역할을 높은 책임성과 창발성을 발휘하여 수행하도록 하여야 한다.

오늘 당과 국가는 기업체들이 자기의 사명과 역할을 원만히 수행해나갈수 있는 충분한 조건들을 마련해주고있다.

문제는 기업체들앞에 마련된 환경과 조건들을 어떻게 효과있게 리용하는가 하는것이다. 여기에서 중요한 문제는 기업관리일군들의 자질과 능력이다.

아무리 훌륭한 조건들이 기업체들에 조성되였다하더라도 그것을 리용하는 일군들의 능력과 실무적자질이 부족하면 그것은 응당한 성과를 달성할수 없다.

그러므로 기업관리일군들은 그 어느때보다도 자신들의 실무적능력과 자질을 높여 마련된 조건들을 옳게 리용하여 모든 기업체들이 책임성과 자각성을 최대로 발휘하도록 하여야 한다.

경제사업에 대한 지도와 관리를 개선하는데서 나서는 중요한 문제는 다음으로 모든 근로자들이 생산과 관리에서 주인으로서의 책임과 역할을 다해나가도록 하는것이다.

사회주의사회에서는 생산자대중이 국가주권과 생산수단의 주인으로 되여있기때문에 생산과 관리의 주인으로 될수 있는 사회적 및 경제적조건들이 충분히 마련되여있다. 문제는 생산과 관리의 주인으로 된 생산자대중으로 하여금 경제관리에서 자기에게 부여된 권리를 어떻게 행사하며 경제관리과정에 자기앞에 맡겨진 책임과 역할을 다해나가도록 하겠는가 하는것이다.

우선 생산과 관리를 근로자들의 리해관계와 요구에 맞게 진행하여야 한다.

생산자대중이 생산과 관리에서 내세우는 리해관계와 요구는 자주적이며 창조적인 물질생활과 로동생활을 보장받고 창조된 국민소득을 합리적으로 공정하게 분배받는것을 통하여 실현된다.

생산자대중의 이러한 경제적리해관계와 요구는 생산분야와 로동생활분야, 분배분야에서 실현되게 된다.

사회적생산을 조화롭게 빨리 발전시켜 사회주의경제관리가 생산분야에서 계획성과 균형성, 생산의 효과성을 확고히 보장하도록 하며 사회와 집단을 위하여 일한것만큼, 번것만큼 로동의 량과 질에 따라 창조된 국민소득을 합리적으로 공정하게 분배하여야 한다.

또한 인민대중의 정치적자각을 높이고 그들의 창조적힘과 지혜를 동원하여 생산과 경영활동에서 나서는 문제를 풀어나가야 한다.

생산과 경영활동은 인민대중자신을 위한것이며 인민대중자신의 사업이다.

생산과 경영활동에서 나서는 모든 문제를 풀어나갈 책임은 인민대중자신에게 있으며 그렇게 할수 있는 창조적힘도 인민대중자신에게 있다.

그러므로 근로자들을 김정일애국주의로 튼튼히 무장시키고 대중의 정치적자각을 높여 그들이 높은 책임성을 가지고 생산발전과 경영활동을 개선하기 위한 사업에 적극 참가하여 혁명적열의와 창의창발성을 최대한으로 발양하도록 하여야 한다.

또한 모든 근로자들의 높은 혁명적열의가 실질적인 경제적성과로 나타나게 하여야 한다.

공장에서는 로동자들이 생산설비를 자기 기대로 여기고 눈동자와 같이 아끼고 사랑하며 농장에서는 농장원들이 농장포전을 자기 포전처럼 생각하면서 주인답게 일해나가도록 하여야 한다.

생산과 관리에서 인민대중의 정치적자각을 끊임없이 높이면서 그들의 지혜를 합쳐 생산과 경영활동에서 제기된 문제해결의 옳바른 방도를 세우며 인민대중의 창조적힘을 발동하여 그것을 실현해나가야 인민대중으로 하여금 주인으로서의 책임과 역할을 다하게 할수 있다.

우리는 경애하는 원수님께서 올해 신년사에서 제시하신 전투적과업을 철저히 관철하기 위하여 경제사업에 대한 지도와 관리를 결정적으로 개선함으로써 사회주의경제강국건설에서 주체사상을 구현한 우리 식의 경제관리가 커다란 은을 내도록 하여야 한다.
