Important Issues Arising in Making Innovations in Economic Management Methods for Rejuvenating the People’s Economy at the Present Time

In his New Year’s address this year, respected and beloved supreme leader Comrade Kim Jong Un sagaciously elucidated all the issues arising in successfully attaining the strategic goals of national economic development by readjusting and reinforcing the entire people’s economy and rejuvenating the economy.

The respected and beloved supreme leader Comrade Kim Jong Un said the following:

“[We] must make innovations in management methods to smoothly realize the state’s unified guidance over the whole economy and enable the working people to arouse their conscious ardor and creative power to the maximum.”

What is important in bringing out the might of the socialist self-supporting economy to the maximum and rejuvenating the entire people’s economy today is to make innovations in economic management methods in the direction of smoothly realizing the state’s unified guidance over the economy and enabling the working people to arouse their conscious ardor and creative power to the maximum.

First and foremost, [we] must make innovations in economic management methods to ensure that the state’s unified guidance over the whole economy is smoothly realized.

Unified guidance over the whole economy is the work of harmoniously advancing the entire people’s economy in an organic linkage where leading state economic organs such as the cabinet formulate scientific economic development strategies and plans based on party lines and policies, and where economic organs and enterprises at each level are made to organize and proceed with all the economic work in accordance with them [the strategies and plans], command all the resources and potential of the country in full, and guarantee the overall balance of the economy.

Unified guidance over the economy is a demand inherent in a socialist economy. A socialist economy, which makes up one organic body for production that is based on public ownership over the means of production, can successfully advance only under the state’s scientific and unified guidance. Not only can a socialist economy’s essential characteristics and superiority not be displayed independent of a state’s unified guidance, its very raison d’etre cannot be maintained.

Under the scientific and unified guidance over the economy, the party’s policy requirements can be accurately materialized in the economic work, the potential and possibilities of economic development can be fully mobilized and used on a social scale, and rapid advances of the whole economy are achieved as the economic work of all the sectors and all the units proceed in one unified process where it all organically dovetails.

The reality of today — where a general onward march is vigorously being carried out to attain the strategic goals of national economic development and shift the country’s economy to a new phase of growth by concentrating all efforts on economic construction — demands more urgently than ever that the unified guidance over the economy be smoothly realized.

Under the wise leadership of the respected and beloved Comrade Supreme Leader, our country is waging a struggle on a large scale, in unprecedented breadth and depth, to make a great leap forward and a great innovation in economic construction. As per the new strategic line of concentrating all efforts on economic construction, all the human and material resources of the country are being mobilized for economic construction, and everywhere, miracles and innovations are being created that are surprising the world’s people.

In order to rejuvenate the overall people’s economy in line with the demands of the party and shift it to a new phase of growth by broadening out to the whole economic construction the victories and successes being achieved in various fields of economic construction today, [we] must by all means smoothly realize unified guidance over the whole economy.

Next, [we] must make innovations in economic management methods to enable the working people to arouse their conscious ardor and creative power to the utmost.

A socialist economy is an economy where the masses of working people are the masters. The method of managing and operating a socialist economy should by all means be a method that enables the masses of working people to fulfill their responsibilities and roles as the masters of production and management.

Just because the masses of working people have become the masters of the economy due to the establishment of a socialist economic system does not mean they automatically perform their responsibilities and roles as the masters. Only when an economic management system and method are applied in line with the nature of a socialist economic system can the working masses smoothly perform their responsibilities and roles by arousing their conscious ardor and creative power to the utmost.

When an economic management method cannot bring out the working masses’ conscious ardor and creative power, it loses the impetus for socialist economic development and cannot sufficiently bring out its superiority.

The basic methods of managing and operating a socialist economy based on a socialist economy’s essential characteristics are divided into political methods, economic and technical methods, and administrative and organizational methods. Such methods of economic management are methods for guiding and managing the whole economy, moving businesses, and arousing the working people’s labor enthusiasm through various types of means and techniques suited to the characteristics of a socialist economy. As such, economic construction is intensified and the working people’s consciousness and ardor increase as befitting masters, and accordingly, they [the methods] are continuously improved.

The reality of socialist economic construction today urgently calls for making innovations in economic management methods so as to enable the working people’s conscious ardor and creative power to be enlisted to the maximum for economic management. As the environment and conditions for economic construction change, the goals and tasks of economic construction go up, and the ties between economic sectors and their units expand, and so too, must economic management methods be developed accordingly, based on socialist principles.

Our struggle at the present time to construct a socialist economy is a struggle for attaining the high goals of economic development based on our own technical capabilities and resources and a high degree of creative spirit and revolutionary zeal of all the people, seizing self-reliance as the treasured sword of prosperity. The struggle to carry out economic development tasks at a higher stage proceeds amid the hostile forces’ persistent blockade and obstruction maneuvers, and the only thing we have to trust here is our own strength and self-reliance. We must open up definite prospects for advancing the socialist economic construction to a higher stage only by expanding and strengthening the self-supporting development capabilities of the people’s economy.

For all sectors and all units to attain their highly set economic development goals, they should thoroughly rely on their own scientific and technological capacities and fully mobilize and utilize the reserves and possibilities of production growth, rather than pinning hopes on support from the outside. To do this, it is important for the working people to arouse their conscious ardor and creative power to the utmost.

In particular, under the condition where organs and enterprises carry out economic management with broadened management rights at the present time owing to the execution of the socialist enterprise responsibility management system [SERMS], a high degree of conscious ardor and creative power of the working people, the direct performers of production and construction, should be aroused to the maximum in order to implement the tasks assigned to one’s unit.

What is important in making innovations in economic management methods so as to enable the state’s unified guidance to be smoothly realized and the working people’s conscious ardor and creative power to be aroused to the utmost is, first, that the cabinet and leading state economic organs improve the planning and pricing work and fiscal matters and finance management in line with the demands of socialist economic laws.

In a socialist society, various types of economic laws operate, such as basic socialist economic laws, planned and balanced development laws, the law of balance between accumulation and consumption, and the law of value. These laws reflect the nature and transitional characteristics of socialist societies and thus they are objective laws that must be considered without fail in economic construction and management.

In formulating a plan for carrying out the state’s economic development strategy, [one] must steadfastly guarantee scientific accuracy, viability, and enlisting and establish a strong planning discipline that unconditionally and thoroughly implements it.

All economic work, such as price assessment and fixing, fiscal revenue and expenditure, the issuance and control of currency, and the provision of credit, must be carried out with initiative and flexibility, thoroughly in line with the demands of objective economic laws that operate on socialist societies.

Furthermore, what is important in making innovations in economic management methods so as to enable the state’s unified guidance to be smoothly realized and the working people’s conscious ardor and creative power to be aroused to the utmost is to ensure that all economic levers positively act on businesses’ rejuvenated production and extended reproduction.

Various types of economic levers are used in socialist economic construction and management. There are key economic levers such as plans, prices, prime costs, profits, and credit, and countless concrete levers that are offshoots of these. Depending on how they are used and for what purpose, they can have a positive impact on the reproduction and business activities of businesses or, to the contrary, they can restrain them.

Economic management is an important state function in a socialist society. As such, it may be said that how economic levers act on economic management and enterprise business hinges on how the state’s unified guidance on the economy is proceeding. Should [we] give priority to national interests and use economic levers only as means of domination and control vis-a-vis businesses, saying [we] are removing the egoism of businesses, [we] could bring about the result of binding up the hands and feet of organs and enterprises, preventing them from normalizing production, and making it impossible for them to even properly carry out simple reproduction.

State economic organs such as the cabinet should define and utilize all economic levers in the direction of rejuvenating production and realizing extended reproduction at a high level by smoothly guaranteeing businesses’ reproduction conditions in a thorough manner and sufficiently bringing out their sense of responsibility and creativity.

Moreover, what is important in making innovations in economic management methods so as to enable the state’s unified guidance to be smoothly realized and the working people’s conscious ardor and creative power to be aroused to the utmost is to enhance the efficiency of economic work and streamline organization and work systems so that businesses can smoothly carry out business activities.

The state’s unified guidance over a socialist economy materializes through economic management organization and work systems, and this directly acts on economic management methods. Should organization and work systems fail to stand properly, bureaucratic and arbitrary methods may crop up in the guidance and management of the economy, or egocentric and anarchic methods may be tolerated in individual sectors or businesses. This is the wrong way, contradicting the nature and superiority of a socialist planned economy.

Organization and work systems in a socialist society should be readjusted to enable leading state economic organs to actively enhance the efficiency of economic work and smoothly ensure the smooth business activities [as received] of socialist businesses.

Unnecessary management apparatuses and work systems should all be eliminated. Intermediary links and processes should be simplified down to the minimum so as to ensure that the state’s unified guidance is realized without a hitch. [We] should ensure that each leadership and management apparatus and department regards as its basic function expediently ensuring and supervising the conditions and environment such as businesses’ production and technologies, fiscal matters, labor administration, sales, supply of materials, and cooperative production. Only then can economic management methods contribute to rejuvenating the whole economy and shifting our economy to a new phase of growth by arousing businesses’ and the working people’s creativity and conscious ardor to the maximum, while smoothly realizing the state’s unified guidance.

The respected and beloved supreme leader Comrade Kim Jong Un has scientifically elucidated important issues arising in making innovations in economic management methods suited to the demands of the new stage of economic development. As such, bright prospects have opened by which [we] can further strengthen the might of our socialist self-supporting economy and rejuvenate the entire people’s economy.

현시기 인민경제를 활성화하기 위한 경제관리방법을 혁신하는데서 나서는 중요한 문제

경애하는 최고령도자 김정은동지께서는 올해 신년사에서 인민경제전반을 정비보강하고 경제를 활성화하여 국가경제발전의 전략적목표를 성과적으로 달성하는데서 나서는 모든 문제들에 대하여 명철하게 밝혀주시였다.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

《경제전반에 대한 국가의 통일적지도를 원만히 실현하고 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 관리방법을 혁신하여야 합니다.》

오늘 사회주의자립경제의 위력을 최대로 발양시키고 인민경제전반을 활성화해나가는데서 중요한것은 경제에 대한 국가의 통일적지도를 원만히 실현하고 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 하는 방향에서 경제관리방법을 혁신하는것이다.

무엇보다도 경제전반에 대한 국가의 통일적지도를 원만히 실현하도록 경제관리방법을 혁신하여야 한다.

경제전반에 대한 통일적지도는 내각을 비롯한 국가경제지도기관들이 당의 로선과 정책에 기초하여 과학적인 경제발전전략과 계획을 세우고 각급 경제기관, 기업소들이 그에 맞게 모든 경제사업을 조직진행하도록 하며 나라의 모든 자원과 잠재력을 빠짐없이 장악하고 경제의 전반적균형을 보장하여 인민경제전반을 유기적련관속에서 조화롭게 발전시키는 사업이다.

경제에 대한 통일적지도는 사회주의경제의 본성적요구이다. 생산수단에 대한 사회적소유에 기초하여 하나의 생산유기체를 이루고있는 사회주의경제는 국가의 과학적이며 통일적인 지도에 의해서만 성과적으로 발전해나갈수 있다. 국가의 통일적지도를 떠나서 사회주의경제의 본질적특성과 우월성을 발양할수 없는것은 물론 그 존재자체도 유지할수 없다.

경제에 대한 과학적이며 통일적인 지도에 의하여 당의 정책적요구가 경제사업에 정확히 구현되고 사회적범위에서 경제발전의 잠재력과 가능성을 남김없이 동원리용할수 있으며 모든 부문, 모든 단위의 경제사업이 서로 유기적으로 맞물린 하나의 통일적과정으로 진행되면서 경제전반의 빠른 발전이 이루어지게 된다.

경제건설에 총력을 집중하여 국가경제발전의 전략적목표를 달성하고 나라의 경제를 새로운 장성단계에로 이행시키기 위한 총진군이 힘있게 벌어지고있는 오늘의 현실은 경제에 대한 통일적지도를 원만히 실현할것을 그 어느때보다 절박하게 요구하고있다.

경애하는 최고령도자동지의 현명한 령도밑에 우리 나라에서는 경제건설에서 대비약, 대혁신을 일으키기 위한 투쟁이 전례없는 폭과 높이에서 거창하게 벌어지고있다. 경제건설에 총력을 집중할데 대한 새로운 전략적로선에 따라 나라의 모든 인적 및 물적자원이 경제건설에 총동원되고 이르는 곳마다에서 세상사람들을 놀래우는 기적과 혁신이 창조되고있다.

오늘 경제건설의 여러 분야들에서 이룩되고있는 승리와 성과들을 경제건설전반에 확대하여 당의 요구에 맞게 전반적인민경제를 활성화하고 새로운 장성단계에로 이행시키자면 반드시 경제전반에 대한 통일적지도를 원만히 실현하여야 한다.

다음으로 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 경제관리방법을 혁신하여야 한다.

사회주의경제는 근로인민대중이 주인으로 되고있는 경제이다. 사회주의경제를 관리운영하는 방법은 어디까지나 근로인민대중이 생산과 관리에서 주인으로서의 책임과 역할을 다할수 있게 하는 방법으로 되여야 한다.

사회주의경제제도의 수립으로 근로인민대중이 경제의 주인으로 되였다고 하여 그들이 주인으로서의 책임과 역할을 저절로 수행하는것은 아니다. 사회주의경제제도의 본성에 맞게 경제관리체계와 방법이 적용되여야 근로대중이 자각적열의와 창조력을 최대한 발동하여 자기의 책임과 역할을 원만히 수행할수 있다.

경제관리방법이 근로대중의 자각적열의와 창조력을 발양시키는것으로 되지 못하면 사회주의경제발전의 추동력을 잃고 그 우월성 을 충분히 발양시킬수 없게 된다.

사회주의경제의 본질적특성으로부터 사회주의경제를 관리운영하는 기본방법은 정치적방법과 경제기술적방법, 행정조직적방법으로 규정된다. 경제관리의 이러한 방법들은 사회주의경제의 특성에 맞게 여러가지 수단과 수법들로 경제전반을 지도관리하고 기업체들을 움직이며 근로자들의 로력적열성을 불러일으키기 위한 방법들로서 경제건설이 심화되고 근로자들의 주인다운 자각과 열의가 높아짐에 따라 끊임없이 개선되여나가게 된다.

오늘 사회주의경제건설의 현실은 경제관리에서 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 경제관리방법을 혁신할것을 절박하게 요구하고있다. 경제건설의 환경과 조건이 달라지고 경제건설목표와 과업이 높아지며 경제부문과 단위들사이의 련계가 확대됨에 따라 경제관리방법도 그에 맞게 사회주의적원칙에서 발전시켜야 한다.

현시기 사회주의경제건설을 위한 우리의 투쟁은 자력갱생을 번영의 보검으로 틀어쥐고 자체의 기술력과 자원, 전체 인민의 높은 창조정신과 혁명적열의에 의거하여 경제발전의 높은 목표를 달성하기 위한 투쟁이다.

경제발전의 보다 높은 단계의 과업을 수행하기 위한 투쟁은 적대세력들의 끈질긴 봉쇄와 방해책동이 계속되는 속에서 진행되며 여기서 믿을것은 자체의 힘, 자강력밖에 없다. 오직 인민경제의 자립적발전능력을 확대강화하여 사회주의경제건설을 더 높은 단계에로 전진시키기 위한 확고한 전망을 열어나가야 한다.

모든 부문, 모든 단위에서 높이 세운 경제발전목표를 달성하자면 외부의 지원에 기대를 걸것이 아니라 자체의 과학기술력량에 철저히 의거하고 생산장성의 예비와 가능성을 남김없이 동원리용하여야 하며 그러자면 근로자들의 자각적열의와 창조력을 최대한 발동하는것이 중요하다.

특히 현시기 사회주의기업책임관리제의 실시로 기관, 기업소들이 확대된 경영권을 가지고 경제관리를 진행하는 조건에서 자기 단위에 부과된 과업을 수행하기 위하여서는 생산과 건설의 직접적담당자인 근로자들의 높은 자각적열의와 창조력을 최대한 발동하여야 한다.

국가의 통일적지도를 원만히 실현하고 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 경제관리방법을 혁신하는데서 중요한것은 우선 내각과 국가경제지도기관들이 사회주의경제법칙의 요구에 맞게 계획화와 가격사업, 재정 및 금융관리를 개선하는것이다.

사회주의사회에는 사회주의기본경제법칙과 계획적, 균형적발전법칙, 축적과 소비의 균형의 법칙, 가치법칙 등 여러가지 경제법칙들이 작용한다. 이 법칙들은 사회주의사회의 본성과 과도적특성을 반영한 법칙들로서 경제건설과 관리에서 반드시 고려하여야 할 객관적법칙들이다.

국가의 경제발전전략을 수행하기 위한 계획작성에서 과학성과 현실성, 동원성을 확고히 보장하고 그것을 무조건 철저히 수행하는 강한 계획규률을 확립하여야 한다.

가격의 제정과 조종, 재정수입과 지출, 화페의 발행과 조절, 신용의 제공 등 모든 경제사업들을 철저히 사회주의사회에서 작용하는 객관적경제법칙의 요구에 맞게 주동적으로, 신축성있게 진행해나가야 한다.

국가의 통일적지도를 원만히 실현하고 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 경제관리방법을 혁신하는데서 중요한것은 또한 모든 경제적공간들이 기업체들의 생산활성화와 확대재생산에 적극적으로 작용하도록 하는것이다.

사회주의경제건설과 관리에서는 여러가지 경제적공간들이 리용된다. 계획, 가격, 원가, 리윤, 신용 등 주요경제적공간들과 여기서 파생된 수많은 구체적인 공간들은 어떤 목적에서 어떻게 리용되는가에 따라 기업체들의 재생산과 경영활동에 긍정적작용을 할수도 있고 반대로 그것을 억제할수도 있다.

사회주의사회에서 경제관리는 국가의 중요한 기능인것으로 하여 경제적공간들이 경제관리, 기업경영에 어떤 방향에서 작용하는가 하는것은 경제에 대한 국가의 통일적지도가 어떻게 진행되는가 하는데 달려있다고 말할수 있다.

국가적리익을 우선시하고 기업체의 본위주의를 없앤다고 하면서 경제적공간들을 기업체에 대한 장악과 통제의 수단으로만 리용한다면 기관, 기업소들의 손발을 얽어매고 생산을 정상화할수 없게 하며 단순재생산도 제대로 못하게 하는 결과를 초래할수 있다.

내각을 비롯한 국가경제기관들은 모든 경제적공간들을 철저히 기업체들의 재생산조건을 원만히 보장하고 책임성과 창발성을 충분히 발양하여 생산을 활성화하고 확대재생산을 높은 수준에서 실현할수 있도록 하는 방향에서 규정하고 리용하여야 한다.

국가의 통일적지도를 원만히 실현하고 근로자들의 자각적열의와 창조력을 최대한 발동할수 있도록 경제관리방법을 혁신하는데서 중요한것은 또한 경제사업의 효률을 높이고 기업체들이 경영활동을 원활하게 해나갈수 있게 기구체계와 사업체계를 정비하는것이다.

사회주의경제에 대한 국가의 통일적지도는 경제관리기구체계와 사업체계를 통하여 실현되며 이것은 경제관리방법에 직접적작용을 한다. 기구체계와 사업체계가 옳바로 서있지 않으면 경제에 대한 지도관리에서 관료주의적이고 독단적인 방법이 자라나거나 개별적부문, 기업체들에서 본위주의적이고 무정부적인 방법이 허용될수 있다. 이것은 사회주의계획경제의 본성과 우월성에 모순되는 그릇된 방법이다.

사회주의사회에서 기구체계와 사업체계는 국가경제지도기관들에서 경제사업의 효률을 적극 높이고 사회주의기업체들의 원활한 경영활동을 원만히 보장할수 있게 정비되여야 한다.

불필요한 관리기구와 사업질서를 모두 없애고 국가의 통일적지도가 거침없이 실현되도록 중간고리와 공정을 최소한으로 간소화하며 매개 지도관리기구들과 부서들이 기업체들의 생산과 기술, 재정, 로동행정, 판매, 자재보장, 협동생산 등의 조건과 환경을 편리하게 보장하고 감독하는것을 기본직능으로 삼도록 하여야 한다.

그래야 경제관리방법이 국가의 통일적지도를 원만히 실현하면서도 기업체들과 근로자들의 창발성과 자각적열의를 최대로 발동시켜 경제전반을 활성화하고 우리의 경제를 새로운 장성단계에로 이행시키는데 이바지할수 있다.

경애하는 최고령도자 김정은동지께서 경제발전의 새로운 단계의 요구에 맞게 경제관리방법을 혁신하는데서 나서는 중요문제들을 과학적으로 밝혀주심으로써 우리의 사회주의자립경제의 위력을 더욱 강화하고 인민경제전반을 활성화할수 있는 밝은 전망이 열리게 되였다.
