Holding high the respected and beloved Marshal Kim Jong Un’s leadership, all the people are vigorously waging a magnificent grand march for building a powerful socialist state today, and they are achieving proud economic construction successes that surprise the world.

In holding high the great generalissimos’ behest and instructions and vigorously waging powerful socialist state construction, improving socialist economic management methods in our style, in line with the changing and developing reality, arises as a lawful requirement of socialist economic development.

The respected and beloved Comrade Kim Jong Un said the following:

“It is a lawful requirement of socialist economic development to improve economic management methods in line with the changes in and development of reality.”

The state’s economic management is a socialist state’s economic organizer function of seizing and commanding the country’s entire economy in a centralistic and unified manner. The party and state’s guidance and management of the economy is the lifeline of a socialist economy. When [we] improve guidance and management of the economy under the party’s leadership in line with the demands of reality’s development can [we] adhere to our self-supporting socialist economy and Juche socialism of our style to the end, and highly display their superiority and might on a full scale and successfully build a powerful socialist state.

Improving the state’s economic management methods is a lawful requirement of socialist economic development because, above all, it is a fundamental guarantee for successfully materializing the party’s monolithic leadership in economic construction.

The party’s leadership of the revolution and construction is political leadership. The essence of the party’s political leadership lies in providing guidance by means of moving people by giving policy guidance on the revolutionary struggle and construction projects and carrying out political work. The party arouses the masses to perform revolutionary tasks by presenting the goals and the direction of the revolutionary struggle and construction projects and by [conducting] political work and work with people. It also gains control of and guides [them] so that the party’s lines and policies are implemented correctly.

Socialist economic construction, too, can proceed successfully and advance continuously only through the party’s monolithic leadership.

Socialist economic construction is a process of implementing the party’s economic policies. The party’s economic policies embody the popular masses’ economic demands and interests and the requirements of the economic laws that operate in socialist societies. [We] can fulfill the party’s policy requirements in economic construction and thus build and advance the economy in line with the popular masses’ interests and the demands of socialist economic laws only through the party’s policy guidance. Without the party’s policy guidance, the economy will move without a correct direction or goal, like a ship without a helm, and the rapid development of economic construction cannot be guaranteed as [the economy] will undergo failures and vicissitudes.

This shows that the party’s economic policies can be thoroughly implemented when they gain control of and command in a unified manner all the economic activities of all economic sectors, economic units, and the working people. Only the state, as the representative of all the people, who are the masters of the socialist ownership of the means of production, can be in charge of taking control of the country’s entire economy and commanding it in a unified manner.

A socialist state is a powerful political weapon for materializing the party’s leadership. The state’s economic management is the basic mission of the state’s leading and managing economic organs to materialize the party’s monolithic leadership in the economic field. In a socialist society, the state’s economic management materializes the party’s monolithic leadership in the economic field with the state performing the function of setting the country’s economic development goals based on the economic policies presented by the party, gaining control of all of the country’s economic components for their [the goals’] attainment, and combining them in the most harmonious way and commanding them in a monolithic way.

Improving the state’s economic management methods in a socialist society in line with the demands of reality’s development, therefore, is an important requirement for firmly guaranteeing the party’s leadership in economic construction and a lawful requirement that promotes socialist economic development.

Next, improving the state’s economic management methods is a lawful requirement of socialist economic development because it is a firm guarantee for bringing out a high degree of the superiority and vitality of the socialist economic system.

The superiority of socialist economic systems lies in that the popular masses are the masters of the economy and the economy serves the popular masses and advances through the unified strength of the popular masses.

In a socialist society, the state further solidifies the socialist ownership system through its economic management function of taking control of the country’s economy in a unified manner and commanding it in a monolithic way; and through socialist political power, it provides a policy guarantee that enables the popular masses to actually exercise their rights as the masters.

The superiority of socialist economic systems, where the economy serves the popular masses, is shown by the fact that the state makes sure to guarantee the working people’s economic life.

In a socialist society, the state establishes popular labor systems, and through planned labor management work, it guarantees the working people’s jobs in a responsible manner. It implements all types of labor protection systems and takes social measures to liberate the working people from difficult labor. It makes sure to guarantee the people’s independent material life through a popular product distribution system.

The mightiest power for advancing the economy is the popular masses’ unified strength.

In a socialist society, the state – based on the economic management method of gaining control of the country’s economy in a unified manner and commanding it in a monolithic way — converts all the economic sectors and units and all the working people of the country into relations of comradely cooperation and solidarity based on their single objective and shared interests. In doing so, it enables the popular masses’ revolutionary solidarity to be firmly solidified through the practice of economic activities.

This shows that in a socialist society, the state’s unified and planned guidance and management of the economy serves as a fundamental guarantee for highly displaying the superiority of socialist economic systems.

Improving socialist economic management methods in line with the changing and developing reality, therefore, more highly displays the superiority of socialist economic systems and positively arouses the creative enthusiasm of all the masses of working people. As a result, it becomes one of the important factors promoting socialist economic development.

Next, improving the state’s economic management methods is a lawful requirement of socialist economic development because it is an important guarantee for vigorously accelerating economic construction by effectively mobilizing and utilizing all the economic potential of the country.

All the economic potential of a country refers to economic capabilities available at a certain point in time across every sector of the people’s economy, such as the industries, agriculture, basic construction, and transportation. They are represented by the totality of the material and technical means and the scientific and technological capacity available, as well as the natural resources that can be developed and utilized, in the country concerned.

Our self-supporting national economy’s economic potential is immense, and it firmly guarantees materially our people’s struggle today to build a powerful state.

How effectively a country’s economic potential is utilized is determined by the economic system as well as the economic management abilities of the society concerned.

Socialist planned economies are superior economies where the state can comprehensively gain control of all the economic potential of the country and mobilize and utilize it in a planned manner, based on the public ownership of the means of production.

A socialist state takes hold of and evaluates without omission various forms of the country’s economic potential, big and small, by establishing a system of apparatuses and a system of indices and rationally dividing up [the work] through centralistic guidance. Not only that, a socialist state mobilizes and utilizes the country’s economic potential in a planned manner so that it can guarantee maximum actual profits [silli; 실리].

Improving the state’s economic management methods in line with the changing and developing reality, therefore, is an important requirement for thoroughly surveying, gaining control of, and seizing all the economic potential of the country, expanding and strengthening it, and utilizing it as effectively as possible, thereby lending impetus to [the country’s economic potential] so that it can truly contribute to strengthening national power and improving the people’s living standards.

Socialist economic construction proceeds amid ceaselessly changing and developing conditions and environment. The methods of guiding and managing a socialist economy, therefore, cannot be set in stone, and they should be improved continuously in line with the changing conditions and environment. If [we] fail to improve economic management methods in line with the changing and developing reality and they are tied down to a fixed framework, [we] cannot promote economic development. Rather, this could obstruct economic and social progress.

All the functionaries and working people should deeply understand the significance and importance of improving economic management methods in line with the changing and developing reality and improve socialist economic management methods in our style in order to build a powerful socialist state as soon as possible under the party’s leadership.

현실이 변화발전하는데 맞게 경제관리방법을 개선해나가는것은 사회주의경제발전의 합법칙적요구

오늘 전체 인민들은 경애하는 김정은원수님의 령도를 높이 받들고 사회주의강성국가를 건설하기 위한 장엄한 대진군을 힘있게 벌리고있으며 세인을 놀래우는 자랑찬 경제건설성과들을 이룩해나가고있다.

위대한 대원수님들의 유훈교시를 높이 받들고 사회주의강성국가건설을 힘차게 벌려나가는데서 사회주의경제관리방법을 현실이 변화발전하는데 맞게 우리 식으로 개선해나가는것은 사회주의경제발전의 합법칙적요구로 나서고있다.

경애하는 김정은동지께서는 다음과 같이 말씀하시였다.

《현실이 변화발전하는데 맞게 경제관리방법을 개선해나가는것은 사회주의경제발전의 합법칙적요구입니다.》

국가의 경제관리는 나라의 경제전반을 중앙집권적으로, 통일적으로 틀어쥐고 지휘하는 사회주의국가의 경제조직자적기능이다. 경제에 대한 당과 국가의 지도관리는 사회주의경제의 생명선이다. 당의 령도밑에 경제에 대한 지도관리를 현실발전의 요구에 맞게 개선하여야 우리의 사회주의자립경제와 주체의 우리 식 사회주의를 끝까지 고수하고 그 우월성과 위력을 전면적으로 높이 발양시켜 사회주의강성국가를 성과적으로 건설할수 있다.

국가의 경제관리방법을 개선하는것이 사회주의경제발전의 합법칙적요구로 되는것은 무엇보다먼저 그것이 경제건설에서의 당의 유일적령도를 성과적으로 실현하는 근본담보로 되기때문이다.

혁명과 건설에 대한 당의 령도는 정치적령도이다. 당의 정치적령도의 본질은 혁명투쟁과 건설사업을 정책적으로 지도하며 정치사업을 하여 사람들을 움직이는 방법으로 지도하는데 있다. 당은 혁명투쟁과 건설사업의 목표와 방향을 제시하고 정치사업, 사람과의 사업을 통하여 대중을 혁명과업수행에로 불러일으키며 당의 로선과 정책이 옳게 관철되도록 장악지도한다.

사회주의경제건설도 당의 유일적령도에 의해서만 성과적으로 진행될수 있으며 끊임없이 발전할수 있다.

사회주의경제건설은 당의 경제정책을 관철하는 과정이다. 당의 경제정책은 인민대중의 경제적요구와 리익, 사회주의사회에서 작용하는 경제법칙의 요구를 구현하고있다. 당의 정책적지도에 의해서만 경제건설에서 당의 정책적요구를 실현하여 인민대중의 리익과 사회주의경제법칙의 요구에 맞게 경제를 건설하고 발전시켜나갈수 있다. 당의 정책적지도가 없으면 키없는 배와 같이 경제가 옳바른 방향과 목표없이 움직이게 되며 실패와 우여곡절을 겪게 되여 경제건설의 빠른 발전을 담보할수 없다.

이것은 당의 경제정책이 모든 경제부문, 경제단위들과 근로자들의 경제활동을 전반적으로 장악하고 통일적으로 지휘하여야 철저히 관철될수 있다는것을 말하여준다. 나라의 경제를 전반적으로 장악하고 통일적으로 지휘하는것은 생산수단에 대한 사회주의적소유의 주인인 전체 인민의 대표자로서의 국가만이 담당수행할수 있다.

사회주의국가는 당의 령도를 실현하기 위한 강력한 정치적무기이다. 국가의 경제관리는 경제분야에서 당의 유일적령도를 실현하기 위한 국가경제지도관리기관들의 기본사명이다. 사회주의사회에서 국가의 경제관리는 당이 제시한 경제정책에 기초하여 국가가 나라의 경제발전목표를 설정하며 그 실현을 위하여 나라의 경제구성요소들을 전반적으로 장악하고 그것들을 가장 조화롭게 결합시켜 유일적으로 지휘하는 기능을 수행함으로써 경제분야에서 당의 유일적령도를 실현한다.

그러므로 사회주의사회에서 국가의 경제관리방법을 현실발전의 요구에 맞게 개선해나가는것은 경제건설에서의 당의 령도를 확고히 보장하기 위한 중요한 요구이며 사회주의경제발전을 추동하는 합법칙적요구로 되게 된다.

국가의 경제관리방법을 개선하는것이 사회주의경제발전의 합법칙적요구로 되는것은 다음으로 그것이 사회주의경제제도의 우월성과 생활력을 높이 발양시키기 위한 근본담보로 되기때문이다.

사회주의경제제도의 우월성은 인민대중이 경제의 주인으로 되고있으며 경제가 인민대중을 위하여 복무하고 인민대중의 단결된 힘에 의하여 발전하는데 있다.

사회주의사회에서 국가는 나라의 경제를 통일적으로 장악하고 유일적으로 지휘하는 경제관리의 기능을 통하여 사회주의적소유제도를 더욱 공고히 하고 사회주의정권을 통하여 인민대중이 주인으로서의 권리를 실제적으로 행 사할수 있도록 정책적으로 담보한다.

경제가 인민대중을 위하여 복무하는 사회주의경제제도의 우월성은 국가가 근로자들의 경제생활을 책임지고 보장해주는데서 나타난다.

사회주의사회에서 국가는 인민적인 로동제도를 세우고 계획적인 로력관리사업을 통하여 근로자들의 일자리를 책임적으로 보장해주며 각종 로동보호제도를 실시하고 근로자들을 힘든 로동에서 해방하기 위한 사회적조치들을 취하며 인민적인 생산물분배제도를 통하여 인민들의 자주적인 물질생활을 책임지고 보장해준다.

경제를 발전시키는 가장 위력한 힘은 인민대중의 단결된 힘이다.

사회주의사회에서 국가는 나라의 경제를 통일적으로 장악하고 유일적으로 지휘하는 경제관리방법에 의거하여 나라의 모든 경제부문, 경제단위들과 모든 근로자들을 하나의 목적과 리해관계의 공통성에 기초한 동지적협조와 단결의 관계로 전환시킴으로써 인민대중의 혁명적단결을 경제활동실천에서 튼튼히 다질수 있게 한다.

이것은 사회주의사회에서 경제에 대한 국가의 통일적이며 계획적인 지도관리가 사회주의경제제도의 우월성을 높이 발양시키기 위한 근본담보로 된다는것을 보여준다.

따라서 현실이 변화발전하는데 맞게 사회주의경제관리방법을 개선하는것은 사회주의경제제도의 우월성을 더욱 높이 발양시켜 전체 근로인민대중의 창발적열의를 적극 불러일으킴으로써 사회주의경제발전을 추동하는 중요한 요인의 하나로 되게 된다.

국가의 경제관리방법을 개선하는것이 사회주의경제발전의 합법칙적요구로 되는것은 다음으로 그것이 나라의 모든 경제적잠재력을 효과적으로 동원리용하여 경제건설을 힘있게 다그치는 중요한 담보로 되기때문이다.

나라의 모든 경제적잠재력은 일정한 시점에서 공업, 농업, 기본건설, 운수 등 인민경제 모든 부문에 마련되여있는 경제적인 능력이다. 이것은 해당 나라에 마련된 물질기술적수단들과 과학기술력량, 개발리용할수 있는 자연부원 등의 총체로 나타난다.

우리의 자립적민족경제가 가지고있는 경제적잠재력은 대단하며 그것은 오늘 강성국가건설을 위한 우리 인민의 투쟁을 물질적으로 확고히 담보한다.

나라의 경제적잠재력을 어느 정도 효과적으로 리용하는가 하는것은 해당 사회의 경제제도와 함께 경제관리능력에 의하여 규정되게 된다.

사회주의계획경제는 생산수단에 대한 사회적소유에 기초하여 나라의 모든 경제적잠재력을 국가가 포괄적으로 장악하고 계획적으로 동원리용할수 있는 우월한 경제이다.

사회주의국가는 중앙집권적지도를 통하여 기구체계와 지표체계를 세우고 합리적으로 분담하여 나라의 크고작은 여러가지 형태의 경제적잠재력을 빠짐없이 틀어쥐고 평가한다. 뿐만아니라 사회주의국가는 나라의 경제적잠재력을 최대한의 실리를 보장할수 있도록 계획적으로 동원리용한다.

그러므로 국가의 경제관리방법을 현실이 변화발전하는데 맞게 개선하는것은 나라의 모든 경제적잠재력을 철저히 조사장악하여 틀어쥐고 확대강화하며 최대한 효과적으로 리용하여 그것이 국력을 강화하고 인민생활을 높이는데 참답게 이바지할수 있도록 추동하는데서 나서는 중요한 요구로 된다.

사회주의경제건설은 끊임없이 변화발전하는 조건과 환경속에서 진행되게 된다. 따라서 사회주의경제를 지도관리하는 방법은 고정불변할수 없으며 조건과 환경이 달라지는데 맞게 끊임없이 개선되여나가야 한다. 경제관리방법이 현실이 변화발전하는데 맞게 개선되지 못하고 고정된 틀에 얽매여있으면 경제발전을 추동할수 없으며 도리여 경제와 사회의 발전을 저애하는것으로 될수 있다.
