Principled Requirements Arising in Improving the Central Bank’s Work

[We] should thoroughly adhere to the principled demands arising in the improvement of the Central Bank work in order to successfully carry out financial accommodation activities in line with the intrinsic demands of a socialist society to ensure workers’ independent and creative economic activities with money.

Among the principled demands arising in the improvement of the Central Bank work is, first, to thoroughly materialize the party’s lines and policies in the Central Bank work.

Respected and beloved Supreme Leader Comrade Kim Jong Un said the following:

“We should carry out all work of the financial and banking sector in line with the plan and intention of the party.”

The party’s economic construction lines and policies are the sole guiding principles and the most important principles on which the Central Bank work should be firmly based.

This is because the party’s economic construction lines and policies, as the guiding principles on which the Central Bank work should always firmly be based, fully elucidate the principled issues in bank management and operation and the direction and way of improving the Central Bank work.

Thoroughly materializing the party’s economic construction lines and policies arises as a principled demand in improving the Central Bank work because, first, it is a fundamental condition enabling the Central Bank to truly serve the interests of the masses of the working people.

Only when the party’s economic construction lines and policies are thoroughly materialized in the Central Bank work can the masses of the working people actually exercise their rights as masters and fulfill their responsibilities and roles as masters in the financial accommodation work, and can the country’s monetary fund issues be resolved independently based on our own strength.

The economic construction lines and policies of our party, which carries out its activities while regarding the Juche idea as the sole guiding principle, sum up the popular masses’ will and demands.

Only under the party’s leadership can the popular masses fully display their revolutionary zeal and creativity and fulfill their roles as the principals of the revolution.

This shows that only when the party’s economic construction lines and policies are thoroughly materialized in the Central Bank work can the Central Bank fulfill its mission and duty of having to truly serve the interests of the masses of the working people.

Furthermore, thoroughly materializing the party’s economic construction lines and policies arises as a principled demand in improving the Central Bank work because it serves as a fundamental guarantee for enabling [us] to carry out the Central Bank work without even the slightest bias.

Our party lines and policies fully illuminate the direction of development for the country’s politics, economy, and culture; sector-by-sector tasks in the people’s economy and ways to implement them; and not only that, the principled issues, direction, and methods from which [we] must firmly take guidance in financial work.

Hence, only when the party’s economic construction lines and policies are thoroughly materialized in the Central Bank work can [we] guarantee the greatest actual profit while adhering to socialist principles in bank management and operation. [We] should firmly arm bank functionaries and workers with the party’s financial policies in order to thoroughly materialize the party’s economic construction lines and policies in the Central Bank work.

In order to proceed with bank management and operation strategically with a correct methodology, [we] must firmly arm functionaries with the great leaders’ [suryo’ngnimdu’l; 수령님들] instructions and the respected and beloved Comrade Supreme Leader’s sayings and ideas given to the financial sector.

Only when [we] firmly arm functionaries with the great leaders’ instructions and the respected and beloved Comrade Supreme Leader’s sayings and ideas given to the financial sector can [we] thoroughly implement the party’s financial policies and can they carry out better the work they are in charge of, by highly displaying political consciousness and creative activeness as masters in the Central Bank work.

Second, a principled demand arising in the improvement of the Central Bank work is to correctly marry the Central Bank’s unified guidance over the overall financial work with individual units’ creativity.

This is because only when the Central Bank’s unified guidance over the overall financial work is guaranteed can our party’s financial policies be accurately implemented.

The issue of correctly combining the Central Bank’s unified guidance and individual units’ creativity is an issue of firmly guaranteeing the Central Bank’s unified guidance and combining [it with] commercial banks’ creativity.

In its relationship with the state, the Central Bank is a state economic organ that has the tendency of being its own sector. In its relationships with all commercial banks, however, it is the higher organ that takes on a central nature. Hence, the Central Bank and commercial banks have certain differences in their structures and functions and are distinct from each other.

The Central Bank is the country’s only note-issuing bank and the center of currency control. As such, it commands and controls the overall money circulation from a national standpoint, and under the Central Bank’s guidance, all commercial banks organize a certain scope of money circulation fit for their given regions and sectors.

Money circulation can vary depending on the regional and sectoral characteristics and also on how the sense of responsibility and creativity of those functionaries who organize it [money circulation] are displayed. When the sense of responsibility and creativity of those bank functionaries who are in charge of money circulation are displayed to the maximum, banking services, such as deposits, loans, and payment, proceed properly. Accordingly, conditions are created where money can be circulated smoothly.

In that vein, the issue of having commercial banks, which directly organize money circulation by region and sector, enhance their sense of responsibility and creativity arises as a particularly important matter in the Central Bank work. This shows that the Central Bank work demands the materialization of the principle of firmly ensuring the Central Bank’s centralistic and planned guidance while correctly combining [it with] all commercial banks’ sense of responsibility and creativity.

Third, a principled demand arising in the improvement of the Central Bank work is to carry out the Central Bank work in a planned and scientific way.

First and foremost, the Central Bank work must be carried out in a planned manner. First, the reason the Central Bank work must be carried out in a planned manner has to do with the planned nature of a socialist economy. Only when the Central Bank work is carried out in a planned manner can a centralistic order and discipline be thoroughly established in the Central Bank work under the guidance of the party and state.

Only when the Central Bank work is carried out scientifically can [we] mobilize idle monetary funds to the maximum in line with the lawful demands of the socialist economic development and use them properly for economic construction and for the improvement of the people’s living standards, and can [we] guarantee the country’s monetary stability by improving the money circulation work.

In order to carry out the Central Bank work scientifically, currency issuance and currency control work should be carried out rationally in line with the demands of socialist economic laws, such as the principles of finance and money circulation laws.

The fourth among the principled demands arising in the improvement of the Central Bank work is the realization of the Central Bank work’s modernization and digitization. Modernizing and digitizing the Central Bank work is an urgent demand of the era of the information industry. The reality of today is that all sectors of economic life are becoming modernized and digitized, and the economy and science and technology are becoming intertwined. This calls for the modernization and digitization of the Central Bank work.

In order to modernize and digitize the Central Bank work, all the contents of the bank work must first be indexed in order to evaluate them quantitatively, and the correlations among them must be defined correctly.

Moreover, informational correlations based on financial index correlations must be drafted realistically. This serves as a premise for realizing the modernization and digitization of the Central Bank work.

Along with that, to modernize and digitize the Central Bank work, [we] should actively introduce modern technical means, such as computers.

In the banking business, scientific payment methods, such as electronic payment, are being introduced, and bank-to-bank and bank-to-enterprise payments occur [in the form of] electronic payments. Under these circumstances, actively introducing more modern technical means to the Central Bank’s money circulation management is an important precondition for the Central Bank to carry out the country’s money circulation management scientifically and rationally in line with the demands of the information industry era.

When [we] successfully materialize these principled demands arising in the Central Bank work can the Central Bank excellently perform its mission and duties in realizing as soon as possible the great leaders’ [suryo’ngnimdu’l] and the respected and beloved Comrade Supreme Leader’s plan to build an economically powerful state.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

《재정은행부문에서 모든 사업을 당의 구상과 의도에 맞게 해나가야 합니다.》

당의 경제건설로선과 정책은 중앙은행사업에서 튼튼히 의거하여야 할 유일한 지도적지침이며 가장 중요한 원칙이다.

중앙은행사업을 과학적으로 진행하기 위하여서는 금융의 원리와 화페류통법칙을 비롯한 사회주의경제법칙의 요구에 맞게 화페발행과 통화조절사업 등을 합리적으로 진행하여야 한다.

중앙은행사업을 개선하는데서 나서는 원칙적요구는 넷째로, 중앙은행사업의 현대화, 정보화를 실현하는것이다. 중앙은행사업을 현대화, 정보화하는것은 정보산업시대의 절박한 요구이다. 경제생활의 모든 분야가 현대화, 정보화되고 경제와 과학기술이 밀착되여가고있는 오늘의 현실은 중앙은행사업을 현대화, 정보화할것을 요구하고있다.

중앙은행사업을 현대화, 정보화하기 위하여서는 우선 은행사업의 모든 내용을 정량적으로 평가할수 있도록 지표화하며 그것들사이의 련관관계를 옳바로 규정하여야 한다.

은행의 업무에서 전자결제를 비롯한 과학적인 결제방법들이 도입되고 은행과 은행, 은행과 기업소사이의 결제가 전자결제로 진행되고있는 조건에서 중앙은행의 화페류통관리에 보다 현대적인 기술수단들을 적극 도입하는것은 정보산업시대의 요구에 맞게 중앙은행이 나라의 화페류통관리를 과학적으로, 합리적으로 진행하기 위한 중요한 전제로 된다.

중앙은행사업에서 나서는 이러한 원칙적요구들을 성과적으로 구현할 때 위대한 수령님들과 경애하는 최고령도자동지의 경제강국건설구상을 하루빨리 실현하는데서 중앙은행이 자기의 사명과 임무를 훌륭히 수행할수 있다.
