Improving and perfecting economic management methods of our style in line with the developing actual demands today, when the construction of an economically powerful state has come to the fore, are one of the important and priority tasks for raising our country to the status of an economically powerful state and improving the people’s living standards as soon as possible.
What is important for improving economic guidance and management in line with the demands of developing reality is to improve and perfect economic management methods on the basis of revolutionary principles.
The respected and beloved Comrade Kim Jong Un said the following:
“We should continuously improve and perfect economic management methods and widely popularize the good experiences created in various units from the principle of firmly adhering to the socialist economic system of our style and ensuring that the masses of working people fulfill their roles and responsibilities as masters of production activities.”
A principle that must be maintained for improving and perfecting economic management methods of our style is, first, firmly adhering to the socialist economic system.
First, the principle of firmly adhering to the socialist economic system is grounded in a scientific analysis of the objectives of socialist economic management.
Economic management is carried out in order to attain certain economic objectives. The foremost objective of economic management is to have the economy better serve the classes and groups that are the masters of management. The objective of people exercising the right of economic management is to have the economy serve them better.
The right of economic management is defined by ownership dynamics vis-a-vis the means of production, and it is a general economic principle that the economy serves those who seize and exercise the right of economic management.
The masters of socialist economic management are the popular masses. As the right of economic management is under the command of the masses of working people, the socialist economy takes on the character of a popular economy that serves the people.
The status and role of the popular masses as masters of the economy are guaranteed by the socialist economic system, which is based on the ownership system. Ownership of the means of production is the socioeconomic foundation that defines a person’s status and role in economic life. In a revolutionary struggle, the issue of ownership of production means is raised as an important issue alongside the issue of sovereignty. This is because it is a key factor that regulates a person’s status and role.
The socioeconomic condition of guaranteeing the popular masses’ status as masters of the economy and having the economy serve the popular masses is the socialist economic system. The status and role of the popular masses as masters of the society and economy are guaranteed by the socialist economic system, which is based on the socialist ownership system.
If [we] fail to adhere to the socialist economic system while talking about improving economic management methods, [we] cannot guarantee the status and role of the popular masses as masters of the society and economy, nor can [we] attain the objective of socialist economic management, which is to have the economy serve the popular masses.
In order to attain the objective of socialist economic management to have the economy better serve the popular masses, [we] must firmly guarantee the popular masses’ status as masters, and that can be resolved only by adhering to the socialist economic system.
The principle of firmly adhering to the socialist economic system is also based on a scientific analysis of the correlation between an economic system and an economic management method.
An economic management method is defined by the nature of an economic system. Marx emphasized that economic management in capitalist systems took on despotic and exploitative nature. This means the nature of economic management is regulated by socialist economic systems.
If [we] fail to adhere to the socialist economic system while talking about improving and perfecting socialist economic management methods, [we] cannot defend the socialist character of economic management methods. Under this condition, socialist economic management methods will not be improved and perfected — the socialist character of economic management methods will degenerate.
On the other hand, economic management methods impact socioeconomic systems.
Economic management greatly affects changes in and the development of ownership dynamics. If one establishes a socialist economic system but manages the economy to the contrary, the character of the socialist economic system will start to change.
If issues about economic systems and ownership systems are issues regulating a person’s status and role in economic life, the issue of how to guarantee a person’s status and role is an issue about economic management methods. If an economic management method fails to correctly guarantee people’s status and roles in line with the character of the established economic system, the economic system and the ownership system themselves will degenerate.
[We] know the impact of an economic management method on an economic system by the fact that, on the one hand, it affects the ideological consciousness of people and on the other hand, it affects the order of economic life.
A socialist economic system is established by materializing socialist ideas and collectivist ideas. As such, if an economic management method fosters collectivist ideas in people, a collectivism-based socialist economic system is solidified, but if it encourages individualism and selfishness, individualistic and selfish ideas will grow in people, bringing about the serious consequence of a collectivism-based socialist economic system’s degeneration.
An economic system regulates the order of people’s economic life. An economic system is established when an order of economic relations is socially cemented. Economic management is a function of commanding people’s economic activities. Accordingly, the order of economic life changes depending on how the economy is managed.
When the economy is managed through collectivist methods, an order of collectivist economic life is solidified in society, but when the economy is managed through individualistic methods, an order of individualistic economic life emerges. Because economic management affects the order of economic life, a socialist economic system may or may not be solidified, depending on how economic management is conducted.
A principle that must be maintained for improving and perfecting economic management methods of our style is, second, to have the popular masses fulfill their roles and responsibilities as masters of production activities.
The popular masses’ status as masters is guaranteed if a socialist economic system is established. However, just because the masses of working people occupy the position of being masters of the society and economy does not mean they fulfill their roles and responsibilities as masters.
In our country, the basic principles of socialist economic management were scientifically established and systemized by the great general. The basic principles of socialist economic management are to ensure that the popular masses become the actual masters of economic management.
Ensuring that the popular masses become the actual masters of economic management means having the popular masses actually exercise their rights as masters and fulfill their roles and responsibilities as masters.
The popular masses’ exercising of rights as actual masters of economic management is manifested in the form of managing and operating the economy in line with the demands and interests of the popular masses. The popular masses’ fulfillment of roles and responsibilities as masters is manifested in the form of demonstrating a high level of revolutionary enthusiasm and creativity with an attitude befitting masters in resolving all issues arising in economic management.
The theory of improving and perfecting economic management methods from the principle of having the popular masses fulfill their roles and responsibilities as masters of production activities is a theory that advanced economic management methods of our style so that they can better materialize the basic principles of socialist economic management.
The basic principles of socialist economic management are an economic management theory on having the masses of working people exercise their status and rights as masters through their roles and responsibilities as masters.
If independence is expressed primarily in the form of people’s status as masters of the world, creativity is expressed primarily in the form of people’s role as rebuilders of the world. Furthermore, people’s status as masters is manifested primarily in the form of exercising rights as masters, and their role as masters is manifested in the form of fulfilling their roles and responsibilities as masters.
If the popular masses have become the masters of the society and economy owing to the socialist economic system, they should actually exercise their rights as masters. Not only that, they should fulfill their roles and responsibilities as masters and realize independent demands that are suited to their status as masters. This in short means having to realize independent demands by displaying their creative abilities and realize their demands in life as masters through their own creative labor. If the exploiting classes realize their demands by exploiting the labor of others, the popular masses carve out their life through their own creative labor.
Socialist economic management methods as a matter of course must be established by materializing the basic principles of socialist economic management and must be improved and perfected in the direction of more thoroughly materializing them.
The respected and beloved Comrade Kim Jong Un presented the ideology and theory on improving and perfecting economic management methods from the principle of having the masses of working people fulfill their roles and responsibilities as masters of production activities. It is an ideology and theory on advancing economic management methods of our style into socialist economic management methods of Juche, both in name and reality, by thoroughly materializing the basic principles of socialist economic management.
That the respected and beloved Comrade Kim Jong Un clarified the principles to be maintained for improving and perfecting economic management methods holds great theoretical and practical significance.
It [The significance] is, above all, that they [the principles] clarified a true path toward further solidifying and developing the socialist economic system of our country while bringing out a high degree of its superiority.
Socialism collapsed in some countries dozens of years after the birth of socialism on this earth, but the socialism of our style has weathered all ordeals and is firmly advancing along the path it has chosen. This is because our socialist economic system is an economic system that our people themselves have chosen and established with their own strength, and because from the first, it was born as a solid social system on a broad social class foundation and has developed as such.
The principles to be maintained in improving and perfecting economic management methods, presented by the respected and beloved Comrade Kim Jong Un, firmly ensure that [we] more highly display the superiority of the socialist economic system by adhering to the socialist economic system of our style and further improving the economic management methods in line with the demands of reality’s development despite the enemies’ vicious isolation and crushing maneuvers.
If [we] better materialize, on the invariable basis of the socialist ownership system, the basic principles of socialist economic management on having the popular masses be the actual masters of economic management, the popular masses-centered economic system will be solidified and developed further, and its superiority will be displayed more highly.
The principal subjects of history are the popular masses, and having the popular masses fulfill their roles and responsibilities as masters is the way to raise the role of the principal subjects. The path toward the victory of the cause of socialism lies in strengthening the principal subjects of the revolution and raising their role.
If economic management methods are improved and perfected from the principle of raising the role of the principal subjects, the popular masses-centered socialist economic system will be solidified further, and its superiority will be displayed highly.
Next, it [the significance of Kim’s principles] is that they [the principles] lit up a brilliant path by which to smash the anti-revolutionary maneuvers by the US imperialists and all kinds of reactionary forces and accelerate the construction of an economically powerful socialist state.
Today, our people are actively rising up in the construction of an economically powerful socialist state by holding high the respected and beloved Comrade Kim Jong Un’s saying about how if [we] add the industrial revolution of the new era to single-hearted unity and invincible military power, that in short is a powerful socialist state [sahoejuu’i kangso’ngkukka; 사회주의강성국가]. The construction of an economically powerful state is an immediate task arising before our people in the construction of a powerful socialist state.
The history of socialist construction in our country is a history of self-reliance, and the economically powerful state that we are building is an economically powerful state of self-reliance. The historical experience of our country’s socialist construction showed that self-reliance alone smashes the enemies’ sanctions and isolation and crushing maneuvers and creates miracles.
Self-reliance is founded on the mental strength of the army and the people.
If the army and the people display infinite mental strength, wisdom will emerge and techniques will come. Improving and perfecting economic management methods so as to have the masses of working people fulfill their roles and responsibilities as masters hold important significance in arousing people’s mental strength. When the producer masses personally display their mental strength to the maximum with the consciousness befitting masters will innovation be brought about in production and construction.
Truly, the path to the revitalization of production and a firm guarantee for a victory in the construction of an economically powerful state in our country lies in continuously improving and perfecting economic management methods according to the principles illuminated by the respected and beloved Comrade Kim Jong Un.
경애하는 김정은동지께서 밝히신 우리 식의 경제관리방법을 개선완성하는데서 견지하여야 할 원칙

경제강국건설이 전면에 나서고있는 오늘 발전하는 현실적요구에 맞게 우리 식의 경제관리방법을 개선완성하는것은 하루빨리 우리 나라를 경제강국의 지위에 올려세우고 인민생활을 높이기 위한 중요하고도 선차적인 과업의 하나이다.
현실발전의 요구에 맞게 경제지도와 관리를 개선하는데서 중요한것은 혁명적인 원칙에 기초하여 경제관리방법을 개선완성하는것이다.
경애하는 김정은동지께서는 다음과 같이 말씀하시였다.
《우리는 우리 식 사회주의경제제도를 확고히 고수하고 근로인민대중이 생산활동에서 주인으로서의 책임과 역할을 다하도록 하는 원칙에서 경제관리방법을 끊임없이 개선하고 완성해나가며 여러 단위에서 창조된 좋은 경험들을 널리 일반화하도록 하여야 하겠습니다.》
우리 식의 경제관리방법을 개선완성하는데서 견지하여야 할 원칙은 첫째로, 사회주의경제제도를 확고히 고수하는것이다.
사회주의경제제도를 확고히 고수할데 대한 원칙은 우선 사회주의경제관리의 목적에 대한 과학적분석에 기초하고있다.
경제관리는 일정한 경제적목적을 달성하기 위하여 진행된다. 경제관리의 첫째가는 목적은 경제가 관리의 주인으로 되는 계급, 집단에게 더 잘 복무하도록 하는데 있다. 사람들이 경제관리권을 행사하는 목적은 경제가 자기자신을 위하여 더 잘 복무하도록 하는데 있다.
경제관리권은 생산수단에 대한 소유관계에 의하여 규정되며 경제관리권을 장악하고 행사하는 사람들에게 경제가 복무하는것은 경제의 일반원리이다.
사회주의경제관리의 주인은 인민대중이다. 근로인민대중에게 경제관리권이 장악되여 있는것으로 하여 사회주의경제는 인민을 위하여 복무하는 인민적인 경제로서의 성격을 띤다.
경제의 주인으로서의 인민대중의 지위와 역할은 소유제도를 기본으로 하는 사회주의경제제도에 의하여 담보된다. 생산수단에 대한 소유는 경제생활에서 사람의 지위와 역할을 규정하는 사회경제적기초이다. 혁명투쟁에서 주권문제와 함께 생산수단에 대한 소유문제가 중요한 문제로 제기되는것은 그것이 사람의 지위와 역할을 규제하는 요인으로 되기때문이다.
인민대중에게 경제의 주인의 지위를 담보하고 경제가 인민대중에게 복무하게 하는 사회경제적조건은 사회주의경제제도이다. 사회주의적소유제도에 기초한 사회주의경제제도에 의하여 사회와 경제의 주인으로서의 인민대중의 지위와 역할이 담보된다.
만일 경제관리방법을 개선한다고 하면서 사회주의경제제도를 고수하지 못하면 사회와 경제의 주인으로서의 인민대중의 지위와 역할이 담보되지 못하고 경제가 인민대중을 위하여 복무할데 대한 사회주의경제관리의 목적도 실현할수 없다.
경제가 인민대중을 위하여 더 잘 복무하게 할데 대한 사회주의경제관리의 목적을 달성하자면 인민대중의 주인으로서의 지위를 확고히 보장하여야 하며 이것은 사회주의경제제도를 고수함으로써만 해결된다.
사회주의경제제도를 확고히 고수할데 대한 원칙은 또한 경제제도와 경제관리방법사이의 호상관계에 대한 과학적분석에 기초하고있다.
경제관리방법은 경제제도의 성격에 의하여 규정된다. 맑스는 자본주의제도에서는 경제관리가 전제적이며 착취적인 성격을 띤다고 강조하였다. 이것은 경제관리의 성격이 사회경제제도에 의하여 규제된다는것이다.
사회주의경제관리방법을 개선완성한다고 하면서 사회주의경제제도를 고수하지 못하면 경제관리방법의 사회주의적성격을 지켜낼수 없으며 이러한 조건에서는 사회주의경제관리방법이 개선완성되는것이 아니라 경제관리방법의 사회주의적성격이 변질되게 된다.
다른 한편 경제관리방법은 사회경제제도에 영향을 미친다.
경제관리는 소유관계의 변화발전에 커다란 영향을 준다. 사회주의경제제도를 세워놓고도 그와 어긋나게 경제를 관리하면 사회주의경제제도의 성격에서 변화가 생기게 된다.
경제제도, 소유제도에 대한 문제가 경제생활에서 사람이 차지하는 지위와 역할을 규제하는 문제라면 사람의 지위와 역할을 어떻게 보장하는가 하는 문제는 경제관리방법에 관한 문제이다. 경제관리방법이 세워진 경제제도의 성격에 맞게 사람들의 지위와 역할을 옳게 보장하지 못하면 경제제도, 소유제도자체가 변질되게 된다.
경제관리 방법이 경제제도에 미치는 영향은 한편으로 사람들의 사상의식에 영향을 미치고 다른 편으로 경제생활질서에 영향을 미치는것을 통하여 알수 있다.
사회주의경제제도는 사회주의사상, 집단주의사상을 구현하여 세워진다. 그런것만큼 경제관리방법이 사람들에게 집단주의사상을 키워주면 집단주의에 기초한 사회주의경제제도가 공고화되지만 개인주의, 리기주의를 조장시키면 사람들속에서 개인주의, 리기주의사상이 자라나 집단주의에 기초한 사회주의경제제도를 변질시키는 엄중한 후과를 가져오게 된다.
경제제도는 사람들의 경제생활질서를 규제한다. 경제관계의 질서가 사회적으로 고착되여 경제제도가 세워진다. 경제관리는 사람들의 경제활동을 지휘하는 기능인것만큼 경제를 어떤 방법으로 관리하는가 하는데 따라 경제생활질서가 달라진다.
집단주의적방법으로 경제를 관리하면 사회에 집단주의적인 경제생활질서가 공고화되지만 개인주의적인 방법으로 경제를 관리하면 개인주의적인 경제생활질서가 생겨나게 된다. 경제관리가 경제생활질서에 영향을 주기때문에 경제관리를 어떤 방법으로 하는가 하는데 따라 사회주의경제제도가 공고화될수도 있고 그렇지 못할수도 있다.
우리 식의 경제관리방법을 개선완성하는데서 견지하여야 할 원칙은 둘째로, 인민대중이 생산활동에서 주인으로서의 책임과 역할을 다하도록 하는것이다.
사회주의경제제도가 확립되면 인민대중의 주인으로서의 지위가 보장된다. 그러나 근로인민대중이 사회와 경제의 주인으로서의 지위를 차지한다고 하여 주인으로서의 책임과 역할을 다하게 되는것은 아니다.
우리 나라에는 위대한 장군님에 의하여 사회주의경제관리의 기본원리가 과학적으로 정립되고 체계화되여있다. 사회주의경제관리의 기본원리는 인민대중이 경제관리의 실제적인 주인으로 되게 하는것이다.
경제관리에서 인민대중이 실제적인 주인으로 되게 한다는것은 인민대중이 주인으로서의 권리를 실제적으로 행사하고 주인으로서의 책임과 역할을 다하게 한다는것이다.
인민대중이 경제관리의 실제적인 주인으로서의 권리를 행사하는것은 인민대중의 요구와 리해관계에 맞게 경제를 관리운영하는데서 표현되며 인민대중이 주인으로서의 책임과 역할을 다하는것은 주인다운 태도를 가지고 경제관리에서 나서는 모든 문제를 높은 혁명적열의와 창발성을 발휘하여 풀어나가는데서 표현된다.
인민대중이 생산활동에서 주인으로서의 책임과 역할을 다하게 하는 원칙에서 경제관리방법을 개선완성할데 대한 리론은 우리 식의 경제관리방법을 사회주의경제관리의 기본원리를 더 잘 구현할수 있도록 발전시킨 리론이다.
사회주의경제관리의 기본원리는 근로인민대중이 주인으로서의 책임과 역할을 통하여 주인으로서의 지위와 권리를 행사할데 대한 경제관리리론이다.
자주성이 주로 세계의 주인으로서 사람의 지위로 표현된다면 창조성은 주로 세계의 개조자로서의 사람의 역할로 표현된다. 그리고 사람의 주인으로서의 지위는 주로 주인으로서의 권리를 행사하는것으로 나타나고 주인으로서의 역할은 주인으로서의 책임과 역할을 다하는것으로 나타난다.
인민대중이 사회주의경제제도에 의하여 사회와 경제의 주인이 되였으면 주인으로서의 권리를 실제적으로 행사할뿐아니라 주인으로서의 책임과 역할을 다하여 주인의 지위에 맞는 자주적요구를 실현하여야 한다. 이것은 곧 자기의 창조적능력을 발양하여 자주적요구를 실현하며 자기자신의 창조적로동으로 주인으로서의 생활적요구를 실현하여야 한다는것을 의미한다. 착취계급은 다른 사람의 로동을 착취하여 자기의 요구를 실현한다면 인민대중은 자신의 창조적로동으로 생활을 개척해나간다.
사회주의경제관리방법은 마땅히 사회주의경제관리의 기본원리를 구현하여 세워지고 그것을 더 철저히 구현하는 방향에서 개선완성되여야 한다.
경애하는 김정은동지께서 제시하신 근로인민대중이 생산활동에서 주인으로서의 책임과 역할을 다하게 하는 원칙에서 경제관리방법을 개선완성할데 대한 사상리론은 사회주의경제관리의 기본원리를 철저히 구현하여 우리 식 경제관리방법을 명실공히 주체의 사회주의경제관리방법으로 발전시킬데 대한 사상리론이다.
경애하는 김정은동지께서 경제관리방법을 개선완성하는데서 견지하여야 할 원칙을 밝혀주신것은 커다란 리론실천적의의를 가진다.
그것은 무엇보다먼저 우리 나라 사회주의경제제도를 더욱 공고발전시키면서 그 우월성을 높이 발양시키기 위한 참다운 길을 밝혀주었다는데 있다.
지구상에 사회주의가 태여난 후 수십년이 지나 일부 나라들에서 사회주의가 좌절되였지만 우리 식 사회주의는 그 어떤 시련도 다 이겨내고 자기가 선택한 길로 꿋꿋이 나아가고있다. 그것은 우리의 사회주의경제제도가 우리 인민자신이 선택하고 자신의 힘으로 세운 경제제도이며 폭넓은 사회계급적기초우에서 처음부터 공고한 사회제도로 태여나고 발전하여왔기때문이다.
경애하는 김정은동지께서 제시하신 경제관리방법개선완성에서 견지하여야 할 원칙은 적들의 악랄한 고립압살책동속에서도 우리 식 사회주의경제제도를 고수하고 경제관리방법을 현실발전의 요구에 맞게 더욱 개선함으로써 사회주의경제제도의 우월성을 더 높이 발양시키도록 확고히 담보해주고있다.
사회주의소유제도의 변함없는 기초우에서 인민대중이 경제관리의 실제적인 주인으로 되게 할데 대한 사회주의경제관리의 기본원리를 더 잘 구현하면 인민대중중심의 경제제도는 더욱 공고발전되고 그 우월성이 더 높이 발양되게 된다.
력사의 주체는 인민대중이며 인민대중이 주인으로서의 책임과 역할을 다하게 하는것은 주체의 역할을 높이는 길이다. 혁명의 주체를 강화하고 그 역할을 높이는데 사회주의위업승리의 길이 있다.
주체의 역할을 높이는 원칙에서 경제관리방법을 개선완성하면 인민대중중심의 사회주의경제제도는 더욱 공고화되고 그 우월성이 높이 발양되게 된다.
그것은 다음으로 미제와 온갖 반동세력들의 반혁명적책동을 짓부시고 사회주의경제강국건설을 다그칠수 있는 휘황한 진로를 밝혀주었다는데 있다.
오늘 우리 인민은 일심단결과 불패의 군력에 새 세기 산업혁명을 더하면 그것이 곧 사회주의강성국가라고 하신 경애하는 김정은동지의 말씀을 높이 받들고 사회주의경제강국건설에 적극 떨쳐나서고있다. 경제강국건설은 사회주의강성국가건설에서 우리 인민앞에 나서고있는 당면한 과업이다.
우리 나라에서 사회주의건설의 력사는 자력갱생의 력사이며 우리가 건설하는 경제강국은 자력갱생의 경제강국이다. 우리 나라 사회주의건설의 력사적경험은 자력갱생만이 적들의 제재와 고립압살책동도 짓부시고 기적을 창조한다는것을 보여주었다.
자력갱생은 군대와 인민의 정신력에 기초하고있다.
군대와 인민이 무궁무진한 정신력을 발양하면 지혜도 생기고 기술도 나온다. 사람들의 정신력을 발동시키는데서 근로인민대중이 주인으로서의 책임과 역할을 다하도록 경제관리방법을 개선완성하는것이 중요한 의의를 가진다. 직접적인 생산자대중이 주인다운 자각을 가지고 정신력을 최대로 발양할 때 생산과 건설에서 혁신이 일어나게 된다.
정녕 경애하는 김정은동지께서 밝혀주신 원칙에 따라 경제관리방법을 끊임없이 개선완성하는데 우리 나라에서 생산활성화의 길이 있고 경제강국건설에서의 승리의 확고한 담보가 있다.
