In order to make a leap forward in the construction of a powerful socialist state in line with the demands of the times to make a leap more highly, overflowing with far-reaching aspirations and confidence, [we] must raise the people’s living standards to a high level as soon as possible.

In order to raise the people’s living standards to a high level as soon as possible, it is important above all else to normalize production by reconstructing and modernizing light industry plants so that various types of people’s consumer goods come pouring out.

Great Leader Comrade Kim Jong Il pointed out as follows: “[We] need to repair and renovate equipment in a timely manner if we are to normalize and continuously increase production.” (Selected Works of Kim Jong Il, Volume 14, 168.)

An unprecedented upsurge is being brought about in the construction of a powerful socialist state due to the great general’s military-first revolutionary leadership.

It is our party’s steadfast determination and will to have various types of people’s consumer goods pour out by reconstructing and modernizing light industry plants, based on a high [level] of science and technology in line with the trends of the development of the times.

The objective of having various types of people’s consumer goods come pouring out does not simply lie in improving the people’s living standards. It plays an important role in enabling [the people] to feel in their hearts the great general’s ardent love of the people and positively rise up in a struggle to adhere to socialism of our style to the end.

Owing to the great general’s military-first revolutionary leadership, the reconstruction and modernization of the country’s light industry plants has taken place at a high level at the most difficult time, contributing positively to the improvement of the people’s living standards.

However, due to the anti-socialist and anti-Republic maneuvers by reactionaries and the imperialists, including the US imperialists, natural disasters, and so forth, light industry plants’ generation of consumer goods production capacities has declined, and they have not been able to proceed with the work of technical modernization vis-a-vis production equipment properly.

This made it impossible to normalize people’s consumer goods production and posed no small obstruction to the people’s life. Actively promoting the reconstruction and modernization of light industry plants and having various types of people’s consumer goods come pouring out comes up as an important demand of the times for making a new leap in powerful state [kangso’ngdaeguk; 강성대국] construction with the might of Songun [military-first] today.

The reconstruction and modernization of light industry plants is a fundamental requirement for the improvement of the people’s living standards because, above all, the reconstruction and modernization of light industry plants is one of the fundamental issues for raising the people’s living standards to a high level.

Owing to the country’s economic situation, it is difficult to build modern light industry plants equipped with state-of-the-art technology all together at once. Hence, the basis of reconstruction and modernization should head in the direction of mobilizing to the maximum and effectively utilizing the production foundations and potential of light industry plants that are already available, renovating antiquated equipment into modern equipment, and technically rebuilding production processes based on state-of-the-art science and technology.

Light industry plants directly are in charge of people’s consumer goods production. Light industry plants directly contribute to the improvement of the people’s living standards by producing a variety of people’s consumer goods required for the people’s life, ranging from clothing, shoes, and household goods to primary consumer goods.

This shows what important significance the reconstruction and modernization of light industry plants holds for the improvement of the people’s living standards under actual conditions.

Light industry plants should make sure that our people actually benefit by holding high the great general’s noble will to improve the people’s living standards, realize modern technology-based reconstruction and modernization as soon as possible, and have high-quality people’s consumer goods come pouring out. To do so, they need to increase the production of consumer goods that are the most important and urgently needed in the people’s everyday life.

By directing primary efforts toward modernizing production processes, light industry plants should normalize production so that the people’s demand for consumer goods can be met, and should raise their quantitative and qualitative standards.

The changed environment and advances in society have raised the satisfaction of consumer goods’ quantitative and qualitative standards as a mandatory requirement.

Rapidly improving the people’s living standards hinges on how much light industry plants meet the people’s growing quantitative and qualitative demand and demand for diverse varieties with respect to consumer goods. Hence, light industry plants, which are in charge of producing people’s consumer goods, should decisively resolve the issue of the people’s living standards by actively pushing ahead with the technical modernization work based on state-of-the-art science and technology and by increasing production.

Through real-life experience, our people have felt in their lungs gratitude for the might of the firm single-hearted unity around the great general and for the socialist system of our style and have realized in their hearts that they cannot live even for a single second away from this system.

Hence, light industry plants should ensure that the superiority of socialism of our style is fully displayed by deeply realizing that the reconstruction and modernization work is directly connected to the improvement of the people’s living standards and carrying out this work responsibly.

The reconstruction and modernization of light industry plants is a key question of whether [we] can or cannot raise the people’s living standards to a high level, and this work greatly hinges on the high role and sense of responsibility of functionaries in this field.

Functionaries of the light industry sector should display a high sense of responsibility and ability to organize and command with a high [level] of political discernment.

Today’s reality calls on our functionaries and working people to leave clear traces along the road of the happiness of the people and the wealth, power, and prosperity of the fatherland.

Functionaries of the light industry sector should be dogged doers who sensitively accept party policies and implement them to the end with the flavor of the army, enthusiasts who think progressively from a new perspective and on a new level and create audaciously, and well-rounded men of ability who smoothly finish up [tasks] no matter what tasks arise.

The issue of whether the reconstruction and modernization work can or cannot be promoted positively, and whether a remarkable turnabout can or cannot be brought in the improvement of the people’s living standards is decided by the light industry field functionaries’ high role and sense of responsibility.

Functionaries of the light industry sector, therefore, should buckle down to the reconstruction and modernization work in a big way and forge ahead with it doggedly, in line with the demands of the times today, fulfilling their roles and responsibilities as functionaries in raising the people’s living standards to an advanced high level as soon as possible.

경공업공장들의 개건, 현대화는 인민생활향상의 근본요구

원대한 포부와 신심에 넘쳐 더 높이 비약해야 할 시대적요구에 맞게 사회주의강성대국건설에서 비약을 일으키자면 인민생활을 하루빨리 높은 수준에 올려세워야 한다.

인민생활을 하루빨리 높은 수준에 올려세우자면 경공업공장들을 개건, 현대화하여 갖가지 인민소비품이 쏟아져나오도록 생산을 정상화하는것이 무엇보다 중요하다.

위대한 령도자 김정일동지께서는 다음과 같이 지적하시였다.

《생산을 정상화하고 끊임없이 늘이자면 설비를 제때에 보수하고 갱신하여야 합니다.》(《김정일선집》 14권, 168페지)

위대한 장군님의 선군혁명령도로 하여 사회주의강성대국건설에서는 전례없는 앙양이 일어나고있다.

시대의 발전추세에 맞게 높은 과학기술에 의거하여 경공업공장들을 개건, 현대화함으로써 갖가지 인민소비품이 쏟아져나오게 하려는것은 우리 당의 확고한 결심이며 의지이다.

위대한 장군님의 선군혁명령도로 가장 어려운 시기에 나라의 경공업공장들의 개건, 현대화는 높은 수준에서 이루어져 인민생활향상에 적극 이바지하고있다.

그러나 미제를 비롯한 제국주의자들과 반동들의 반사회주의, 반공화국책동과 자연재해 등으로 경공업공장들의 소비품생산능력조성이 약화되고 생산설비들의 기술개건사업이 제대로 진행되지 못하였다.

이것은 인민소비품생산을 정상화할수 없게 하였으며 인민생활에 적지 않는 지장을 주었다. 오늘 선군의 위력으로 강성대국건설에서 새로운 비약을 일으키는데서 경공업공장들의 개건, 현대화를 적극 추진하여 갖가지 인민소비품이 쏟아져나오게 하는것은 중요한 시대적요구로 제기된다.

경공업공장들의 개건, 현대화가 인민생활향상의 근본요구로 되는것은 무엇보다먼저 경공업공장들의 개건, 현대화가 인민생활을 높은 수준에 끌어올리는데서 근본문제의 하나로 제기되기때문이다.

변화된 환경과 조건에 맞게 경공업공장들을 개건, 현대화하려면 개건, 현대화할 대상들에 대한 전망계획과 단계별계획을 똑바로 세우고 진행하여야 한다.

나라의 경제사정으로 하여 최신기술로 장비된 현대적인 경공업공장들을 일시에 일떠세우기는 힘든 일이므로 개건, 현대화에서 기본은 이미 마련된 경공업공장들의 생산토대와 잠재력을 최대한 동원하여 효과적으로 리용하면서 낡은 설비들을 현대적설비로 갱신하고 생산공정들을 최신과학기술에 의거하여 기술적으로 개건하는 방향으로 나가야 한다.

경공업공장들은 인민소비품생산을 직접 담당하고있다. 경공업공장들은 인민들의 생활에 필요한 옷류, 신발류, 가정용품으로부터 1차소비품에 이르기까지의 다양한 인민소비품들을 생산하며 인민들의 생활향상에 직접 이바지한다.

이것은 현실적조건에서 경공업공장들의 개건, 현대화가 인민생활향상에서 얼마나 중요한 의의를 가지는가를 알수 있다.

위대한 장군님께서는 나라가 어려움을 겪는 속에서도 인민생활향상에 이바지할 수많은 경공업공장들을 일떠세워주시고 우리 인민들의 생활을 하루빨리 발전된 높은 수준에 올려세우기 위하여 불면불휴의 심혈을 다 바치고 계신다.

경공업공장들에서는 위대한 장군님의 인민생활향상에 대한 높은 뜻을 받들고 현대적기술에 의거한 개건, 현대화를 하루빨리 실현하여 질좋은 인민소비품이 쏟아져나오게 함으로써 우리 인민들이 실지 덕을 보게 하여야 한다. 그러자면 인민들의 일상생활에서 가장 긴요하고 절실히 필요한 소비품생산을 늘여야 한다.

경공업공장들에서는 생산공정을 현대화하는데 선차적힘을 넣어 소비품에 대한 인민들의 수요를 충족시킬수 있게 생산을 정상화하며 그 질량적수준을 높여야 한다.

변화된 환경과 사회의 발전은 소비품의 질량적수준을 충족시킬것을 필수적요구로 제기하고있다.

인민생활을 빨리 향상시키는것은 경공업공장들에서 소비품에 대한 인민들의 늘어나는 질량적수요와 여러가지 품종수요를 얼마나 충족시키는가에 달려있으므로 인민소비품생산을 담당한 경공업공장들에서는 최신과학기술에 기초한 기술개건사업을 적극 추진하여 생산을 늘여나감으로써 인민생활문제를 결정적으로 풀어야 한다.

경공업공장들을 최신과학기술에 기초하여 현대화하여야 인민생활보장에서 국영기업소의 역할을 높이고 사회주의계획경제의 우월성을 더 높이 발휘하여 사회주의강성대국건설을 다그쳐나갈수 있다.

인민생활을 끊임없이 높이는것은 우리 당 활동의 최고원칙이며 우리 나라 사회주의경제건설의 근본목적일뿐아니라 나라의 정치사상적위력을 더욱 강화해나갈수 있게 하는 중요조건으로 된다.

우리 인민은 실지 생활과정을 통하여 위대한 장군님의 두리에 굳게 뭉친 일심단결의 위력과 우리 식 사회주의제도의 고마움을 페부로 느끼고 이 제도를 떠나서는 한순간도 살수 없다는것을 심장으로 체득하였다.

그러므로 경공업공장들에서는 개건, 현대화사업이 인민생활향상과 직접 관련되여있다는것을 깊이 자각하고 이 사업을 책임적으로 함으로써 우리 식 사회주의의 우월성이 전면적으로 발양되도록 하여야 한다.
