The respected and beloved Comrade Kim Jong Un said the following:

“Enterprises’ financial management work should be improved in line with the requirements of the socialist enterprise responsibility management system [SERMS].”

At the present time, improving the commercial enterprise financial management work is one of the urgent issues for improving the people’s living standards by further raising the role of enterprises that are in charge of supplying commodities to the people.

Commercial enterprises are geared toward smoothly guaranteeing the working people’s consumer life. As such, their financial management, too, is required to be carried out accordingly.

Commercial enterprises, like production enterprises, are accompanied by movements of monetary funds in the course of their activities. Improving commercial enterprises’ financial management, therefore, arises as an important issue for improving commercial enterprises’ business activities and guaranteeing actual profits [silli; 실리] while smoothly satisfying the working people’s growing demand for commodities.

A requirement arising in improving commercial enterprises’ financial management at the present time is, first, to consider the party’s commercial policy as the guide and manage finances so that it can be thoroughly implemented.

Socialist finance is using the money earned by the people for the people. Financial management should materialize the intrinsic demands of socialist finance as they are.

It is an intrinsic demand of socialist financial management to manage finances to enable the party’s commercial policy to be regarded as the guide and thoroughly implemented, and the people’s consumption needs to be met.

Hence, carrying out financial management work so that the party’s commercial policy is considered the guide and is thoroughly implemented arises as a primary requirement for improving commercial enterprises’ financial management.

In order to improve commercial enterprises’ financial management to enable the party’s commercial policy to be considered the guide and thoroughly implemented, financial plans should be formulated and executed scientifically.

What is important for scientifically formulating and executing commercial enterprises’ financial plans so that the party’s commercial policy can be regarded as the guide and thoroughly implemented is, first, for all commercial functionaries to assume the correct attitude and position of unconditionally accepting and executing the great leaders’ [suryo’ngnimdu’l; 수령님들] behests, the respected and beloved Comrade Kim Jong Un’s words, and party policies, which are their embodiment.

All commercial functionaries should deeply research the great leaders’ behests, the respected and beloved Comrade Kim Jong Un’s words, and party lines and policies, which are their embodiment, and grasp their essence. In addition, once they receive the respected and beloved Comrade Kim Jong Un’s words and party policies, they should at once discuss them collectively, formulate correct measures for execution, and incorporate them into financial plans in detail.

Furthermore, when setting financial plan indices or prescribing specific planning numbers for all indices, units formulating financial plans should pay deep attention to whether the party’s commercial policy has been correctly embodied. They should review, on a regular basis, the status of executing the great leaders’ behests and the respected and beloved Comrade Kim Jong Un’s words, accurately distinguish between what was executed and what was not, analyze the causes in terms of the issues that they were unable to execute, and set up measures to execute them to the end.

Party guidance on financial planning work is an important guarantee for ensuring well the party’s leadership in financial planning work.

Commercial enterprises should strengthen organizational and political work aimed at intensifying the work of informing commercial functionaries, in a timely manner, of the great leaders’ behests, the respected and beloved Comrade Kim Jong Un’s words, and party policies, which are their embodiment; reviewing the status of their execution on a regular basis; and reassigning so that they are implemented to the end without being given up halfway.

A requirement arising in improving commercial enterprises’ financial management at the present time is, second, to ensure that enterprise management is continuously improved by positively taking advantage of financial management rights in line with the requirements of the SERMS.

In a socialist society, the organs and enterprises of the commercial sector are the basic units of commercial activity. Commercial enterprises make up the key component of socialist enterprises and conduct business activities independently.

Commercial enterprises balance income and spending on their own and perform the state’s planned assignments with broadened management rights, under the state’s unified guidance. Inasmuch as commercial enterprises are bound to conduct enterprise management on their own initiative and with creativity at the present time by carrying out the SERMS, they should be responsible for supplying and utilizing the funds necessary for it [enterprise management].

There are movements of material assets in the course of commercial activities, and movements of material assets accompany movements of monetary funds.

In other words, for commercial enterprises to conduct commercial activities, they need to supply on their own the equipment, commodities, and business funds necessary for them. In this process, different economic transactions occur between commercial enterprises and organs, between enterprises, between the state and commercial enterprises, and between commercial enterprises and their consumers.

Economic transactions in short accompany movements of monetary funds.

Furthermore, commercial enterprises utilize economic levers like prime costs, profits [riyun; 리윤], profitability, and commercial surcharge revenues in order to carry out enterprise management rationally. All economic activities carried out by commercial enterprises and all commercial activity-related social labor they expend are calculated, measured, and evaluated in monetary terms, and this is all reflected in enterprise financial management. Hence, commercial enterprises should smoothly satisfy the people’s growing needs for commodities by raising on their own initiative and effectively utilizing the monetary funds necessary for enterprise management and operation, and by rationally utilizing income distribution and economic levers and continuously improving enterprise management.

A requirement arising in improving commercial enterprises’ financial management at the present time is, third, to manage finances efficiently in line with the requirements for guaranteeing actual profits.

Efficient management of finances is a principled requirement for guaranteeing actual profits in economic management.

Commercial enterprise’ efficient management of finances in line with the requirements of guaranteeing actual profits means managing finances so that they can conduct more commercial activities with little funds and gain greater actual profits.

In commercial enterprises’ financial management, guaranteeing actual profits brings actual benefits to the state and the people.

That is expressed in the form of commercial enterprises increasing the financial profits [riik; 리익] to the state all the while raising the level and increasing the volume of services and thus smoothly guaranteeing the convenience of the people’s daily life.

For commercial enterprises to manage their finances efficiently, it is important to make sure to maximize the capital turnover rates, reduce spending, and generate more net revenues in the course of commercial activities.

To do so, commercial enterprises should continuously lower prime costs and guarantee greater profitability by improving labor efficiency and minimizing the funds tied down in the course of commercial activities, and raise the speed of capital turnover by continuously shortening the service cycle.

현시기 상업기업소재정관리개선에서 나서는 요구

경애하는 김정은동지께서는 다음과 같이 말씀하시였다.

《사회주의기업책임관리제의 요구에 맞게 기업체들의 재정관리사업을 개선하여야 합니다.》

현시기 상업기업소재정관리사업을 개선하는것은 인민들에 대한 상품공급을 담당한 기업소로서의 역할을 더욱 높여 인민생활을 향상시키기 위한 절박한 문제의 하나이다.

상업기업소는 근로자들의 소비생활을 원만히 보장하는데 복무하는것으로 하여 재정관리도 그에 맞게 진행할것을 요구한다.

상업기업소는 생산기업소와 마찬가지로 자기의 활동과정에 화페자금의 운동을 동반하게 된다. 따라서 상업기업소들의 재정관리를 개선해나가는것은 근로자들의 늘어나는 상품수요를 원만히 충족시키면서 상업기업소경영활동을 개선하고 실리를 보장하는데서 중요한 문제로 나선다.

현시기 상업기업소재정관리를 개선하는데서 나서는 요구는 첫째로, 당의 상업정책을 지침으로 삼고 그것을 철저히 관철할수 있도록 재정을 관리하는것이다.

상업기업소들은 국가의 통일적지도밑에 확대된 경영권을 가지고 수입과 지출을 자체로 맞추면서 국가의 계획과제를 수행하고있다. 현시기 상업기업소들이 사회주의기업책임관리제를 실시하여 기업관리를 주동적으로, 창발적으로 하게 되여있는것만큼 그에 필요한 자금보장과 리용을 자기가 책임지고 진행하여야 한다.

다시말하여 상업기업소들이 상업활동을 진행하자면 그에 필요한 설비와 상품을 비롯한 경영자금을 자체로 보장하여야 하며 이 과정에는 상업기업소와 기관, 기업소들사이, 국가와 상업기업소사이, 상업기업소와 그 수요자사이에 각이한 경제거래를 진행하게 된다.

경제거래는 곧 화페자금의 운동을 동반하게 된다.

이와 함께 상업기업소들에서는 기업관리를 합리적으로 진행하기 위하여 원가와 리윤, 수익성, 상업부가금수입과 같은 경제공간을 리용하게 된다. 상업기업소들이 진행하는 모든 경제활동, 상업활동과 관련하여 지출되는 모든 사회적로동은 화페적으로 계산, 측정, 평가하게 되며 이것은 다 기업소재정관리를 통하여 반영된다. 그러므로 상업기업소들에서 기업관리운영에 필요한 화페자금을 주동적으로 조성하고 효과적으로 리용하며 소득분배와 경제적공간들을 합리적으로 리용하여 기업관리를 끊임없이 개선해나감으로써 늘어나는 인민들의 상품적수요를 원만히 충족시켜야 한다.

현시기 상업기업소재정관리를 개선하는데서 나서는 요구는 셋째로, 실리보장의 요구에 맞게 재정을 효률적으로 관리하는것이다.

재정을 효률적으로 관리하는것은 경제관리에서 실리를 보장하기 위한 원칙적요구이다.

상업기업소들에서 실리보장의 요구에 맞게 재정을 효률적으로 관리한다는것은 적은 자금으로 보다 많은 상업활동을 진행하여 더 큰 실리를 얻을수 있게 재정을 관리한다는것을 의미한다.

상업기업소재정관리에서 실리보장은 국가와 인민들에게 실제적인 리득을 가져다준다.

그것은 상업기업소들이 봉사수준을 높이고 봉사량을 늘여 인민들의 생활상편의를 원만히 보장하면서도 국가에 주는 재정적리익을 증대시키는데서 표현된다.

상업기업소들에서 재정을 효률적으로 관리하자면 상업활동과정에 자금회전률을 최대한 높이며 지출을 줄이고 더 많은 순수입을 조성하도록 하는것이 중요하다.

그러자면 상업기업소들에서 로동생산능률을 개선하고 상업활동과정에 잠겨있는 자금을 최대로 줄여 원가를 끊임없이 낮추며 더 많은 수익성을 보장하고 봉사주기를 끊임없이 단축하여 자금회전속도를 높여야 한다.
