Several Important Issues Arising in Ensuring Producer Masses Fulfill Their Responsibilities and Roles as Masters

Today’s reality is that a struggle is being waged vigorously to further accelerate the advance of our revolution by concentrating all efforts on socialist economic construction, and it calls on enterprises to conduct enterprise activities creatively with actual management rights to the means of production so that the working people fulfill their responsibilities and roles as masters of production and management.

The great leader Comrade Kim Jong Il instructed as follows:

“A socialist economy develops through the popular masses’ creative labor struggle. Hence, [we] should actively arouse the masses’ conscious enthusiasm and creativity in order to carry out socialist economic management well.” (Complete Works of Kim Jong Il, Volume 6, pp. 40-41)

Materializing, assimilating, and developing the fundamentals of socialist economic management and economic management methods in line with today’s actual demands arises as an important issue for ensuring the working people fulfill their responsibilities and roles as the masters of production and management.

Above all, [an important issue] is to have the producer masses be the actual masters of economic management in line with the basic principles of socialist economic management.

The basic principle of socialist economic management is to ensure the popular masses exercise their rights and fulfill their responsibilities and roles as the actual masters of economic management, in other words as masters of economic management.

Whether [we] can have the popular masses be the actual masters of economic management or not is a fundamental issue arising in socialist economic management, and the success of socialist economic construction and the fate of the socialist system hinge on how this issue is resolved. Hence, establishing economic management methods of our style to ensure that the popular masses fulfill their responsibilities and roles as masters of production and management by becoming the actual masters of the economy, in line with the basic principles of socialist economic management, arises as a highly important issue for opening a turnabout phase in the construction of an economically power state.

To have the popular masses take the position of masters and fulfill their roles as masters in economic management, socialist economic management should be materialized in line with the interests and demands of the popular masses.

This is because only when economic management is something that is in line with the will and demands of the popular masses and something that is the popular masses’ own can all the working people take part in economic management befitting masters and fully display their creative wisdom and passion in production and construction.

One of the basic issues arising in having the popular masses be the actual masters of economic management is to defend and adhere to the socialist ownership of the means of production and thoroughly materialize collectivist principles in socialist economic management.

When the economic activities of groups and individual working people are organized in a unified manner and their comradely unity and cooperative relations are forged correctly in socialist economic management according to a collectivism-based economic management order can [we] have the popular masses be the actual masters of economic management.

If [we] violate socialist ownership or deviate from collectivist principles in the course of guiding and managing the economy, [we] end up undermining the characteristics, superiority, and vitality of the socialist economic system, and huge evil consequences will fall on the entire society. In economic guidance and management, therefore, [we] should guarantee producers’ interests to the maximum while defending and adhering to socialist ownership and setting forth national and all-society interests first.

Along with that, the entire process of production and management should be one that ensures all the masses fulfill their responsibilities and roles as masters by fostering the collectivist spirit in the masses and bringing out a high degree of their mental strength and creative power.

To have the producer masses be the actual masters of economic management in line with the basic principle of socialist economic management, [we] should respect the producer masses’ will and protect their interests by thoroughly materializing the revolutionary mass line in economic management, and resolve all the issues arising in economic management based on the producer masses’ revolutionary enthusiasm and creative activity.

In socialist economic management, the mass line is thoroughly implemented when it is combined with the state’s centralistic and unified guidance and all the enterprises carry out the socialist enterprise responsibility management system [SERMS] properly.

Socialist economic management calls for seizing political guidance as the main content and managing and operating the economy in a planned manner under the state’s centralistic and unified guidance.

When [we] firmly guarantee the state’s unified guidance over the whole economy can [we] continuously solidify and develop the socialist economic system by advancing the people’s economy in a planned manner, and can [we] smoothly guarantee the popular masses’ independent and creative life materially by accelerating the development of production capacity.

Under the SERMS, enterprises carry out enterprise activities on their own initiative and with creativity with responsibilities and powers that are greater beyond comparison to the past. In so doing, they balance income and spending, give profits [riik; 리익] to the state, and take responsibility for improving employees’ material and cultural life.

In socialist economic management, therefore, [we] should rationally utilize various levers that come up in highly displaying the producer masses’ mental strength and creative power and thus ensure that they all fulfill their responsibilities and roles as masters.

Next, [an important issue] is to materialize socialist economic management methods in line with today’s actual demands so as to ensure that the producer masses fulfill their responsibilities and roles as masters.

Socialist economic management methods are, in essence, economic management methods that are based on collectivism and are geared toward materializing it. Inasmuch as the popular masses are the masters of the socialist economy, socialist ownership is solidified and it can be excellently geared toward promoting the popular masses’ well-being when the economy is managed and operated in a way that raises the position and role of the popular masses as the masters.

The political method, economic and technical method, and administrative and organizational method are the main content of the basic methods of socialist economic management. Here, the political method is a method that ensures people move consciously toward performing economic tasks by arousing their mental strength. The economic and technical method is a method that ensures the working people move in line with objective economic laws and scientific and technological requirements by carrying out economic and technical work scientifically and rationally.

The administrative and organizational method is a method of moving people according to administrative means and order like legal provisions, regulations, administrative decisions and instructions, work directives, and internal regulations and bylaws. Such basic methods of socialist economic management are materialized through concrete methodologies of waging work, which is carried out in line with the characteristics, environment, and conditions of the work targets and process such as work methodologies per aspect, like general management methodologies of waging work, production organization, technical management, supply of materials, labor administration, and financial management.

Socialist economic management methods are work that should consistently and thoroughly be materialized throughout the entire course of socialist economic management. They reflect the basic requirement of the SERMS to materialize, assimilate, and develop them in line with today’s actual demands so as to ensure the working masses become the actual masters of the economy and fulfill their responsibilities and roles as masters of production and management.

The SERMS calls on enterprises to carry out responsibility systems in line with their actual state so as to ensure that the producer masses fulfill their responsibilities and roles as masters.

Responsibility systems enable the superiority of the SERMS to be displayed more highly by ensuring that all the functionaries and working people clearly know the responsibilities and duties they have undertaken in performing the revolutionary tasks entrusted to them and that they take responsibility for the results. Enterprises, therefore, should rationally utilize the machinery (equipment) responsibility system, plot responsibility system, and so forth so as to ensure that the working people highly display creativity and zeal for production with a high sense of responsibility for enterprise management.

All the sectors and units of the people’s economy should achieve a new victory in today’s general onward march for the implementation of the decisions from the party Central Committee’s April plenary meeting by ensuring that the producer masses fulfill their responsibilities and roles as masters in line with the demands of the SERMS.

위대한 령도자 김정일동지께서는 다음과 같이 교시하시였다.

《사회주의경제는 인민대중의 창조적인 로력투쟁에 의하여 발전하기때문에 사회주의경제관리를 잘해나가자면 대중의 자각적열성과 창발성을 적극 불러일으켜야 합니다.》(《김정일전집》 제6권 40~41페지)

근로자들이 생산과 관리에서 주인으로서의 책임과 역할을 다해나가도록 하는데서는 사회주의경제관리의 원리와 경제관리방법을 오늘의 현실적요구에 맞게 구현하고 계승발전시켜나가는것이 중요한 문제로 나서고있다.

무엇보다먼저 사회주의경제관리의 기본원리에 맞게 생산자대중이 경제관리의 실제적인 주인으로 되게 하는것이다.

사회주의경제관리의 기본원리는 인민대중을 경제관리의 실제적인 주인 다시말하여 경제관리에서 주인으로서의 권리를 행사하고 주인으로서의 책임과 역할을 다하도록 하는것이다.

인민대중을 경제관리의 실제적인 주인으로 되게 하는가 못하는가 하는것은 사회주의경제관리에서 나서는 근본문제이며 이 문제를 어떻게 해결하는가 하는데 따라 사회주의경제건설의 성과와 사회주의제도의 운명이 좌우된다. 따라서 사회주의경제관리의 기본원리에 맞게 인민대중이 경제의 실제적인 주인이 되여 생산과 관리에서 주인으로서의 책임과 역할을 다하도록 우리 식 경제관리방법을 확립하는것은 경제강국건설에서 전환적국면을 열어나가기 위한 매우 중요한 문제로 나서고있다.

인민대중이 경제관리에서 주인의 지위를 차지하고 주인으로서의 역할을 다하게 하자면 사회주의경제관리가 인민대중의 리해관계와 요구에 맞게 실현되여야 한다.

그것은 경제관리가 인민대중의 의사와 요구에 맞는것으로, 인민대중자신의것으로 되여야 모든 근로자들이 경제관리에 주인답게 참가할수 있으며 생산과 건설에서 자기의 창조적지혜와 열정을 남김없이 발휘할수 있기때문이다.

인민대중을 경제관리의 실제적인 주인으로 되게 하는데서 나서는 기본문제의 하나는 사회주의경제관리에서 생산수단에 대한 사회주의적소유를 옹호고수하고 집단주의원칙을 철저히 구현해나가는것이다.

사회주의경제관리에서 집단주의에 기초한 경제관리질서에 따라 집단과 개별적근로자들의 경제활동을 통일적으로 조직하고 동지적단결과 협조의 관계를 옳게 실현해나가야 인민대중이 경제관리의 실제적인 주인으로 되게 할수 있다.

경제를 지도관리해나가는 과정에 사회주의적소유를 침해하거나 집단주의원칙에서 탈선하면 사회주의경제제도의 성격과 우월성, 그 생활력을 약화시키게 되며 사회전반에 커다란 후과가 미치게 된다. 그러므로 경제지도와 관리에서는 사회주의적소유를 옹호고수하고 국가적, 전사회적리익을 선차적으로 내세우면서 생산자들의 리익을 최대로 보장하여야 한다.

이와 함께 생산과 관리의 전 과정이 대중에게 집단주의정신을 키워주고 대중의 정신력과 창조력을 높이 발양시켜 그들모두가 주인으로서의 책임과 역할을 다해나가도록 하는것으로 되여야 한다.

사회주의경제관리의 기본원리에 맞게 생산자대중이 경제관리의 실제적인 주인으로 되게 하자면 경제관리에서 혁명적군중로선을 철저히 구현하여 생산자대중의 의사를 존중하고 그들의 리익을 옹호하며 경제관리에서 나서는 모든 문제를 생산자대중의 혁명적열의와 창조적적극성에 의거하여 풀어나가야 한다.

사회주의경제관리에서 군중로선은 국가의 중앙집권적, 통일적지도와 결합되고 모든 기업체들이 사회주의기업책임관리제를 바로 실시할 때 철저히 관철되게 된다.

사회주의경제관리에서는 정치적지도를 기본으로 틀어쥐고 경제를 국가의 중앙집권적, 통일적지도밑에 계획적으로 관리운영할것을 요구한다.

경제전반에 대한 국가의 통일적지도를 확고히 보장하여야 인민경제를 계획적으로 발전시켜 사회주의경제제도를 끊임없이 공고발전시킬수 있으며 생산력발전을 다그쳐 인민대중의 자주적이며 창조적인 생활을 물질적으로 원만히 보장 할수 있다.

사회주의기업책임관리제에서는 기업체들이 이전보다 비할바없이 큰 책임과 권한을 가지고 기업활동을 주동적으로, 창발적으로 하여 수입과 지출을 맞추고 국가에 리익을 주며 종업원들의 물질문화생활을 책임지고 향상시켜나가게 된다.

그러므로 사회주의경제관리에서는 생산자대중의 정신력과 창조력을 높이 발양시켜나가는데서 나서는 여러가지 공간들을 합리적으로 리용하여 그들모두가 주인으로서의 책임과 역할을 다해나가도록 하여야 한다.

다음으로 사회주의경제관리방법을 오늘의 현실적요구에 맞게 구현하여 생산자대중이 주인으로서의 책임과 역할을 다해나가도록 하는것이다.

사회주의경제관리방법은 본질상 집단주의에 기초하고 그것을 실현하는데 복무하는 경제관리방법이다. 사회주의경제의 주인은 인민대중인것만큼 주인으로서의 인민대중의 지위와 역할을 높이는 방법으로 경제를 관리운영하여야 사회주의적소유가 굳건해지고 그것이 인민대중의 복리증진을 위하여 훌륭히 복무할수 있다.

사회주의경제관리의 기본방법은 정치적방법, 경제기술적방법, 행정조직적방법을 기본내용으로 하고있다. 여기서 정치적방법은 사람들의 정신력을 발동하여 그들을 경제과업수행에로 자각적으로 움직이도록 하는 방법이며 경제기술적방법은 경제기술사업을 과학적으로, 합리적으로 하여 근로자들을 객관적경제법칙과 과학기술적요구에 맞게 움직이도록 하는 방법이다.

그리고 행정조직적방법은 법규범과 규정, 행정적인 결정과 지시, 사업지도서, 내부규정세칙과 같은 행정적인 수단과 질서에 따라 사람들을 움직이는 방법이다. 이와 같은 사회주의경제관리의 기본방법은 사업전개의 종합적관리방법론, 생산조직, 기술관리, 자재보장, 로동행정, 재정관리와 같은 측면별 사업방법론과 같이 사업대상과 과정의 특성, 환경과 조건에 맞게 진행되는 사업전개의 구체적방법론에 의하여 실현된다.

사회주의경제관리방법은 사회주의경제관리의 전행정에서 일관하게 철저히 구현해야 하는 사업이며 그것을 오늘의 현실적요구에 맞게 구현하고 계승발전시켜 근로대중이 경제의 실제적인 주인이 되여 생산과 관리에서 주인으로서의 책임과 역할을 다하도록 할데 대한 사회주의기업책임관리제의 기본요구를 담고있다.

사회주의기업책임관리제에서는 기업체들로 하여금 담당책임제를 실정에 맞게 실시하여 생산자대중이 주인으로서의 책임과 역할을 다해나가도록 할것을 요구하고있다.

담당책임제는 모든 일군들과 근로자들이 맡겨진 혁명과업수행에서 자기들이 맡고있는 책임과 임무를 똑똑히 알고 그 결과에 대하여 책임지도록 함으로써 사회주의기업책임관리제의 우월성을 더욱 높이 발양시켜나갈수 있게 한다. 그러므로 기업체들에서는 기대(설비)담당책임제, 포전담당책임제 등을 합리적으로 활용하여 근로자들로 하여금 기업관리에 대한 높은 책임감을 가지고 생산적열의와 창발성을 높이 발양시켜나가도록 하여야 한다.

인민경제 모든 부문, 모든 단위들에서는 사회주의기업책임관리제의 요구에 맞게 생산자대중이 주인으로서의 책임과 역할을 다해나가도록 함으로써 당중앙위원회 4월전원회의 결정관철을 위한 오늘의 총진군에서 새로운 승리를 이룩해나가야 할것이다.
