Several Issues Arising in Properly Carrying out the Sub-Workteam Management System in Line with the Demands of Reality’s Development

Today, a struggle is being waged vigorously to thoroughly implement the programmatic tasks the respected and beloved Comrade Kim Jong Un presented in his letter to the participants of the national conference of sub-workteam heads in the agricultural sector, “Let Us Bring About Innovation in Agricultural Production by Holding High the Banner of Socialist Rural Theses.” One of the important tasks arising before the agricultural sector, the outpost line of the battle to safeguard socialism and the direction of the main attack for building an economically powerful state and improving the people’s living standards, is to properly carry out the sub-workteam management system in line with the demands of reality’s development so as to ensure that farmers’ sense of responsibility and creative zeal are displayed highly.

The respected and beloved Comrade Kim Jong Un said the following:

“The agricultural sector should make sure to highly display farmers’ sense of responsibility and creative zeal by properly carrying out the sub-workteam management system in line with the demands of reality’s development.”

Properly carrying out the sub-workteam management system in line with the demands of reality’s development refers to clearly giving tasks to farmers on the management of land, implementation of the farming process, and the fulfillment of production plans in line with the requirements of the sub-workteam management system and effectively summing them up in a timely manner so as to ensure that all the farmers work responsibly with the consciousness befitting masters and with a high degree of enthusiasm.

The sub-workteam management system, which the great leader [suryo’ngnim; 수령님] created and the great general developed and enriched, is an excellent form of production organization and a superior management method that enables farmers to take part in production and management with affection for the collective economy, befitting masters.

The superiority and vitality of the sub-workteam management system have already been corroborated clearly through practice.

The sub-workteam management system’s superiority and vitality have already been corroborated through practice in the agricultural sector, and further strengthening it in line with today’s actual conditions is an important guarantee for enabling farmers, who are directly in charge of farming, to decisively increase grain output while holding high the slogan, “Farm Plots Are My Plots!” and assiduously taking care of and managing farm plots like their own kitchen gardens.

There are units that are making achievements in agricultural production by highly displaying the superiority of the sub-workteam management system. Their experiences show that, if the sub-workteam management system is strengthened in line with the specific actual circumstances of each cooperative farm, [farms] can further raise farmers’ zeal for production, resolve shortages of farming materials on their own, and decisively increase grain output despite the difficult conditions of supplying farming materials, and thus solve the country’s food problem and eating problem as soon as possible.

An important issue for properly implementing the sub-workteam management system in cooperative farms in line with the demands of reality’s development is, first, to clearly assign tasks to farmers on the management of land, implementation of the farming process, and the fulfillment of production plans according to the requirements of the sub-workteam management system.

Accurately giving planned tasks to sub-workteams, such as grain production plans, mandatory procurement plans, and tasks related to the management of land and the implementation of the farming process, is an important condition for raising sub-workteam members’ zeal for production.

The plans entrusted to farmers, such as production and procurement plans and farming process plans, are sub-workteam members’ combat goals for the year’s farming. The main thing here is to accurately formulate production plans and mandatory grain procurement plans and give directions on them. The state gives directions on the grains necessary for [the nation’s] economy in the form of production plans, and it concentrates them into the hands of the state in the form of mandatory procurement. For that reason, accurately formulating grain production plans and mandatory procurement plans and handing them down to sub-workteams is one of the important conditions for smoothly supplying the grains necessary for the nation’s economy and boosting the motivation to produce on the part of farmers, who are in charge of the country’s rice granaries.

When grain production plans and mandatory procurement assignments are rationally decided for sub-workteams can [farms] ensure that the agricultural working people redouble their efforts and struggle with self-confidence.

In particular, mandatory grain procurement plans should be set rationally. In order to set mandatory grain procurement plans rationally for sub-workteams, it is necessary to accurately prescribe land use fees by the category and class of the farming land that sub-workteams are in charge of managing, convert them to grain procurement prices on the principle of equivalence and calculate the share of land use, and decide on the portion of farming material investment by accurately calculating in terms of prices the amount [of farming materials] that a sub-workteam will actually use.

If the farming materials that are dovetailed with the plans cannot be supplied on time as planned, it causes great difficulties for the crop yield, and in connection with that, the share of mandatory grain procurement should be recalculated. Moreover, once plans have been accurately given to sub-workteams, [the state] should make sure that it does not change them under any circumstances during the year.

If the plan that was handed down early in the year to a sub-workteam as per the sub-workteam management system plan is changed during the year, farmers will not have desperate interests in fulfilling that plan, and in the end, they will not exert themselves to increase agricultural output, including grains. Hence, [the state] should rationally set production plans and mandatory grain procurement assignments based on a correct calculation of the national demand for grain, farmers’ interests, and daily life needs so as to ensure that sub-workteam members increase their sense of responsibility and creativity in farming work with self-confidence. What merits attention here is to thoroughly materialize collectivist principles and raise sub-workteam members’ sense of responsibility and roles as much as possible.

Another important issue for properly implementing the sub-workteam management system in cooperative farms in line with the demands of reality’s development is to carry out distribution thoroughly according to the requirements of the socialist principle of distribution.

In implementing the sub-workteam management system, it is highly important to carry out distribution thoroughly according to the socialist principle of distribution. When distributions are made accurately to sub-workteam members, according to what they have earned and worked, in line with the requirements of the socialist principle of distribution, can those sub-workteam members who did good work carry out farming work with a higher degree of zeal for production, and can those sub-workteam members who did not do good work be made to feel stimulated and participate in farming work enthusiastically.

If [we] apply equalitarianism in distribution, it will have an equally negative impact on those sub-workteam members who did good work and those sub-workteam members who did not do good work. In distribution, equalitarianism has nothing to do with the socialist principle of distribution, and it has the harmful effect of bringing down farmers’ production will. Hence, sub-workeams should accurately assess farmers’ work-points in a timely manner, according to the quantity and quality of their labor. Moreover, what remains of the grains produced by a sub-workteam after putting aside a certain share set by the state should be allotted to farmers according to the work-points they have earned, with products as the basic [form of allotment], in line with the demands of the socialist principle of distribution.

Next, an important issue for properly implementing the sub-workteam management system in cooperative farms in line with the demands of reality’s development is to properly conduct political and material evaluations of those sub-workteams that exceed their national grain production plans every year, as well as those sub-workteams and farmers who contribute to fulfilling the plans of sub-workteams, work-teams, and farms and sell more grains to the country by assiduously managing the plots they are in charge of as if they were their own kitchen gardens and exceeding the production tasks assigned to them.

Next, an important issue for properly implementing the sub-workteam management system in cooperative farms in line with the demands of reality’s development is to ensure that rural villages set up model units and all units vigorously wage socialist competition to overtake and outstrip the model units. It is our party’s traditional method of work to create model units and, using them as the seed, popularize [best practices] in other units.

Cooperative farms, too, should set up model sub-workteams and ensure that sub-workteams fiercely stir up a socialist competition fever to overtake those units.

If cooperative farms set forth as models those sub-workteams that exceed their national grain production plans every year and farmers who set examples in carrying out production assignments, and if all the sub-workteams and farmers fiercely stir up a competition fever to overtake them, they can increase grain output despite their actual circumstances. To do that, they need to assiduously manage the model sub-workteams and plots which exceed national grain production plans every year, and do a good job of evaluating the model farmers who set examples in carrying out their production plans, thereby further increasing farmers’ zeal for production and making them fulfill their responsibilities and roles.

Next, an important issue for properly implementing the sub-workteam management system in cooperative farms in line with the demands of reality’s development is to raise sub-workteam heads’ sense of responsibility and roles. Sub-workteam heads are the core on whom our party relies for strengthening the socialist rural camp; they are also the primary commanding members of rural villages who organize and execute sub-workteam farming and management. Whether the party’s agricultural policies are implemented or not, and whether the vitality and superiority of the sub-workteam management system are displayed or not hinge on how sub-workteam heads conduct their duties. Sub-workteam heads, therefore, should be the pioneers and standard-bearers of rural villages who fiercely stir up fiery winds of innovation, bearing in mind the party’s intention of holding the conference of sub-workteam heads in the agricultural sector, knowing well the duties of sub-workteam heads that have newly been clarified, and carrying them out as they are.

All the sub-workteams and farmers of the agricultural sector should bring a decisive turnabout in agricultural production by thoroughly implementing the tasks presented in the respected and beloved marshal’s New Year’s address this year and the letter he sent to the participants of the national conference of sub-workteam heads in the agricultural sector, inscribing in their hearts the party’s intention of setting forth the agricultural front as the outpost line of the battle to safeguard socialism and the direction of the main attack for building an economically powerful state and improving the people’s living standards and ensuring that it advances at the forefront of the construction of a powerful socialist state [sahoejuu’i kangso’ng kukka; 사회주의강성국가] with the beacon of innovation held up high.

현실발전의 요구에 맞게 분조관리제를 바로 실시하는데서 나서는 몇가지 문제

경애하는 김정은동지께서 전국농업부문분조장대회 참가자들에게 보낸 서한 《사회주의농촌테제의 기치를 높이 들고 농업생산에서 혁신을 일으키자》에서 제시하신 강령적과업을 철저히 관철하기 위한 투쟁이 힘있게 벌어지고있는 오늘 사회주의수호전의 전초선이며 경제강국건설과 인민생활향상의 주타격방향인 농업부문앞에 나서는 중요한 과업의 하나는 현실발전의 요구에 맞게 분조관리제를 바로 실시하여 농장원들의 책임성과 창조적열의를 높이 발양시키도록 하는것이다.

경애하는 김정은동지께서는 다음과 같이 말씀하시였다.

《농업부문에서 현실발전의 요구에 맞게 분조관리제를 바로 실시하여 농장원들의 책임성과 창조적열의를 높이 발양시키도록 하여야 합니다.》

현실발전의 요구에 맞게 분조관리제를 바로 실시한다는것은 분조관리제의 요구대로 농장원들에게 토지관리와 영농공정수행, 생산계획수행에 대한 과업을 명백히 주고 그에 대한 총화를 제때에 실속있게 하여 농장원들모두가 주인다운 자각과 높은 열의를 가지고 책임적으로 일해나가도록 한다는것을 말한다.

위대한 수령님께서 창조하시고 위대한 장군님께서 발전풍부화시켜오신 분조관리제는 농장원들이 공동경리에 대한 애착을 가지고 생산과 관리에 주인답게 참가하게 하는 훌륭한 생산조직형태, 우월한 관리방법이다.

분조관리제의 우월성과 생활력은 이미 실천을 통하여 뚜렷이 확증되였다.

농업부문에서 이미 실천을 통하여 그 우월성과 생활력이 확증된 분조관리제를 오늘의 현실적조건에 맞게 더욱 강화하는것은 농사의 직접적담당자인 농장원들이 《농장포전은 나의 포전이다!》라는 구호를 높이 들고 농장포전을 자기 터밭처럼 알뜰히 다루고 관리하면서 알곡생산을 결정적으로 늘일수 있게 하는 중요한 담보로 된다.

분조관리제의 우월성을 높이 발양시켜 농업생산에서 성과를 이룩하고있는 단위들의 경험은 영농물자보장조건이 어려운 조건에서도 협동농장들에서 자체의 구체적실정에 맞게 분조관리제를 강화한다면 농장원들의 생산적열의를 더욱 높이고 부족되는 영농물자를 자체로 해결하면서 알곡생산을 결정적으로 늘여 나라의 식량문제, 먹는 문제를 하루빨리 해결할수 있다는것을 보여주고있다.

현실발전의 요구에 맞게 협동농장들에서 분조관리제를 바로 실시하는데서 중요한 문제는 우선 분조관리제의 요구대로 농장원들에게 토지관리와 영농공정수행, 생산계획수행에 대한 과제를 명백히 주도록 하는것이다.

분조들에 알곡생산계획과 의무수매계획, 토지관리와 영농공정수행에 대한 과제를 비롯한 계획과제를 정확히 주는것은 분조원들의 생산열의를 높이기 위한 중요한 조건으로 된다.

농장원들에게 맡겨진 생산 및 수매계획, 영농공정계획을 비롯한 계획은 분조원들의 한해농사의 전투목표로 된다. 여기에서 기본은 생산계획과 알곡의무수매계획을 정확히 세워 시달하는것이다. 국가는 살림살이에 필요한 알곡을 생산계획으로 시달하며 의무수매의 형태로 국가수중에 집중시킨다. 때문에 알곡생산계획과 의무수매계획을 정확히 세워 분조들에 시달하는것은 나라살림살이에 필요한 알곡을 원만히 보장하는것과 함께 나라의 쌀독을 책임진 농장원들의 생산의욕을 높이기 위한 중요한 조건의 하나로 된다.

분조들에 알곡생산계획과 의무수매과제를 합리적으로 정해주어야 농업근로자들이 자신심을 가지고 분발하여 투쟁하도록 할수 있다.

특히 알곡의무수매계획을 합리적으로 정해주도록 하여야 한다. 분조들에 알곡의무수매계획을 합리적으로 정해주도록 하자면 분조가 맡아 관리하는 농업토지의 지목별, 등급별 토지사용료를 정확히 규정하고 등가성의 원칙에서 그것을 알곡수매가격으로 환산하여 토지리용몫을 계산하며 영농물자투자분은 실지 분조가 받아쓸 량을 정확히 가격으로 타산하여 정하도록 하는것이 필요하다.

만일 계획에 맞물려진 영농물자를 계획된대로 제때에 보장하지 못하였을 경우 농작물수확고에 커다란 지장을 주는것과 관련하여 알곡의무수매몫을 재계산하도록 하여야 한다. 그리고 계획을 분조들에 정확히 준 다음에는 그것을 어떤 조건에서도 년도중에 변경시키는 일이 없도록 하여야 한다.

만일 년초에 분조관리제계획으로 분조에 시달된 계획이 년도중 에 변경되면 농장원들은 그 계획수행에 대한 절실한 리해관계를 가지지 않게 되며 결국은 알곡을 비롯한 농업생산을 늘이기 위하여 아글타글 노력하지 않게 된다. 그러므로 국가적인 알곡수요와 농장원들의 리해관계, 생활상요구를 옳게 타산한데 기초하여 생산계획과 알곡의무수매과제를 합리적으로 정해주어 분조원들이 자신심을 가지고 농사일에서 책임성과 창발성을 높여나가도록 하여야 한다. 여기서 주의를 돌려야 할것은 집단주의원칙을 철저히 구현하면서 분조원들의 책임성과 역할을 최대로 높이도록 하는것이다.

현실발전의 요구에 맞게 협동농장들에서 분조관리제를 바로 실시하는데서 중요한 문제는 또한 분배를 철저히 사회주의분배원칙의 요구대로 하도록 하는것이다.

분조관리제를 실시하는데서 분배를 철저히 사회주의분배원칙대로 하는것이 매우 중요하다. 사회주의분배원칙의 요구에 맞게 분조원들에게 그들이 번것만큼, 일한것만큼 분배를 정확히 주어야 일을 잘한 분조원은 더 높은 생산열의를 가지고 농사일을 해나갈수 있게 되며 일을 잘하지 못한 분조원은 자극을 받고 농사일에 열성적으로 참가하도록 만들수 있다.

만일 분배에서 평균주의를 하게 되면 일을 잘한 분조원이나 일을 잘하지 못한 분조원에게나 다같이 좋지 못한 영향을 주게 된다. 분배에서 평균주의는 사회주의분배원칙과 인연이 없으며 농장원들의 생산의욕을 떨어뜨리는 해로운 작용을 한다. 그러므로 분조들에서 농장원들의 로력일평가를 로동의 량과 질에 따라 제때에 정확히 하도록 하여야 한다. 그리고 사회주의분배원칙의 요구에 맞게 분조에서 생산한 알곡가운데서 국가가 정한 일정한 몫을 제외한 나머지는 농장원들에게 그들이 번 로력일에 따라 현물을 기본으로 하여 분배하도록 하여야 한다.

현실발전의 요구에 맞게 협동농장들에서 분조관리제를 바로 실시하는데서 중요한 문제는 다음으로 해마다 국가알곡생산계획을 넘쳐수행하고있는 분조와 담당한 포전을 자기터밭처럼 알뜰히 관리하면서 맡은 생산과제를 넘쳐수행하여 분조와 작업반, 농장적인 계획수행에 이바지하고 나라에 더 많은 알곡을 수매하고있는 분조와 농장원들에 대한 정치적 및 물질적평가를 바로하는것이다.

현실발전의 요구에 맞게 협동농장들에서 분조관리제를 바로 실시하는데서 중요한 문제는 다음으로 농촌에서 전형단위를 창조하고 모든 단위들이 전형단위를 따라앞서기 위한 사회주의경쟁을 힘있게 벌리도록 하여야 한다. 전형단위를 창조하고 그것을 불씨로 하여 다른 단위들에 일반화해나가는것은 우리 당의 전통적인 사업방법이다.

협동농장안에서도 전형분조를 창조하고 분조들이 그 단위를 따라잡기 위한 사회주의경쟁열풍을 세차게 일으켜나가도록 하여야 한다.

협동농장들에서 해마다 국가알곡생산계획을 넘쳐수행하고있는 분조와 생산과제수행에서 모범적인 농장원들을 전형으로 내세우고 모든 분조들과 농장원들이 그들을 따라잡기 위한 경쟁열풍을 세차게 불러일으키면 현실적조건에서도 알곡생산량을 늘일수 있다. 이를 위하여서는 해마다 국가알곡생산계획을 넘쳐수행하고있는 전형분조와 포전을 알뜰히 관리하면서 맡은 생산계획수행에서 모범적인 전형농장원들에 대한 평가를 잘하여 농장원들의 생산적열의를 더욱 높여줌으로써 알곡생산량을 늘이는데서 자기의 책임과 역할을 다하도록 만들어야 한다.

현실발전의 요구에 맞게 협동농장들에서 분조관리제를 바로 실시하는데서 중요한 문제는 다음으로 분조장들의 책임성과 역할을 높이도록 하여야 한다. 분조장들은 사회주의농촌진지를 강화하는데서 우리 당이 의거하고있는 핵심이며 분조농사와 관리를 조직하고 집행하는 농촌의 초급지휘성원이다. 분조장들이 자기의 임무를 어떻게 수행하는가에 따라 당의 농업정책이 관철되는가 못되는가, 분조관리제의 생활력과 우월성이 발휘되는가 못되는가 하는것이 좌우되게 된다. 그러므로 분조장들은 농업부문 분조장대회를 마련한 당의 의도를 명심하고 새롭게 밝혀준 분조장의 임무를 잘 알고 그대로 실현하여 혁신의 불바람을 세차게 일으켜나가는 농촌의 선구자, 기수가 되여야 한다.

농업부문의 모든 분조들과 농장원들은 농업전선을 사회주의수호전의 전초선으로, 경제강국건설과 인민생활향상의 주타격방향으로 내세우고 사회주의강성국가건설의 앞장에서 혁신의 봉화를 높이 추켜들고나가도록 한 당의 의도를 심장에 새기고 경애하는 원수님의 올해 신년사와 전국농업부문분조장대회 참가자들에게 보낸 서한에서 제시된 과업을 철저히 관철하여 농업생산에서 결정적인 전환을 이룩하여야 한다.
