The respected and beloved supreme leader Comrade Kim Jong Un said the following:
“Plants, enterprises, and cooperative organizations should establish business strategies well in line with the demands of the socialist enterprise responsibility management system [SERMS] and normalize, expand, and develop production by conducting enterprise activities on their own initiative and with creativity.” (Report on the Central Committee’s Work Review at the Seventh Workers Party of Korea Congress, book, p. 57)
Enterprise management methods are one of the key issues arising in improving and perfecting the country’s economic development and socialist economic management.
An enterprise is the basic unit of production and is the basic unit that creates and utilizes the country’s financial resources. The continuous development of a socialist economy and a nation’s overall economy are greatly swayed by how socialist enterprises are managed and operated.
The forms and methods of enterprise management are regulated by a given society’s economic system and change and develop in line with that.
When socialist construction advances, the economy develops, and the environment and conditions change, one needs to improve, develop, and further perfect economic management accordingly.
The SERMS is a unique enterprise management method that reflects the actual demands for economic development on establishing economic management methods of our style that materialize the Juche idea.
The basic issue arising in establishing economic management methods in our style is to smoothly realize the state’s unified guidance and strategic management of the country’s overall economic development and to improve and perfect enterprises’ management and operation methods in line with the intrinsic demands of the socialist economic system and the changing actual conditions. Socialist enterprises are the basic unit of socialist production and management and the basic unit of the nation’s economy. Therefore, establishing and applying enterprise management methods so as to increase the roles and responsibilities of the producer masses, the direct persons in charge of production and the actual masters of management, and enable them to display their mental strength and creativity to the maximum is a key issue that necessarily comes up in state economic management.
The SERMS is an enterprise management method that makes sure plants, enterprises, and cooperative organizations perform the tasks they have before the party and state by conducting enterprise activities creatively based on the socialist ownership of production means and with the actual right of management. It also is an enterprise management method that makes sure the working people fulfill their roles and responsibilities as masters of production and management.
Under the SERMS, enterprises must balance revenues and expenditures, benefit the state, and take responsibility for improving employees’ material and cultural life by conducting enterprise activities on their own initiative and with creativity, with the actual right of management granted by the state.
The SERMS newly clarified by the respected and beloved supreme leader Comrade Kim Jong Un is a unique enterprise management method of our style that materializes the Juche idea.
That the SERMS is a unique enterprise management method of our style that materializes the Juche idea has to do with the fact that, above all else, it is a revolutionary enterprise management method enabling [us] to defend and adhere to socialist ownership and thoroughly materialize collectivist principles.
Defending and adhering to the socialist ownership of production means and materializing collectivist principles is a basic requirement and one of the most important principles of establishing economic management methods of our style.
Socialism is founded on collectivism and it is the most superior society where the socialist ownership of production means dominates undividedly. Therefore, defending and adhering to the socialist ownership of production means in establishing economic management methods in our style and thoroughly materializing collectivist principles in economic management and operation is a fundamental principle that cannot be violated even by an inch.
First, the SERMS is a revolutionary enterprise management method that defends and adheres to, and solidifies and advances the socialist ownership of production means.
An enterprise management method is regulated by the nature and substance of an economic system, and an economic system reflects ownership dynamics vis-a-vis the means of production.
The essential characteristics and superiority of a socialist economic system, which fundamentally confronts capitalism, lie in the socialist ownership of production means. The socialist ownership of the means of production makes up the economic foundation of socialist enterprises. The basic issue arising in the establishment of new enterprise management methods, therefore, is to absolutize the socialist ownership of production means.
The SERMS is an enterprise management method that defends and adheres to socialist ownership because it is a firm guarantee for materializing socialist principles in enterprise management.
The materialization of socialist principles is a basic requirement of economic management of our style and a fundamental condition for guaranteeing class character in enterprise management.
Economic management methods of our style are Juche-oriented methods that ensure the working people fulfill their roles and responsibilities as masters of production and management, and the economic management methods of our style that materialize the Juche idea call for guaranteeing the maximum actual profits [silli; 실리] while firmly preserving socialist principles. That is because socialist principles reflect collectivism in ownership dynamics vis-a-vis production means and in economic management.
By realizing the producer masses’ roles and responsibilities at the level of enterprise groups, the SERMS materializes the masses line in enterprise management and boasts of the essential superiority of the socialist economic system.
The SERMS also is a revolutionary enterprise management method that ensures the thorough materialization of collectivist principles.
The materialization of collectivist principles is the essential characteristic and superiority of the SERMS, which reflects the demand of the Juche idea.
The demand of the Juche idea in enterprise management is to have the producer masses fulfill their roles and responsibilities as masters of production activities, and this should be materialized not only at the individual working people’s level but also at the enterprise level.
The SERMS is a rational enterprise management method that materializes collectivism because it effectively realizes at the enterprise level the producer masses’ roles and responsibilities befitting masters, and also because the entire process of production and management fosters the collectivist spirit in producers and brings out their mental strength and creative powers at a high level.
In enterprise management, collectivism is expressed by way of smoothly performing the production and management tasks that enterprises have before the state, and this is materialized in practice when producers’ individual activities are thoroughly subordinated to and directed toward the performance of the responsibilities and tasks at the enterprise level.
The SERMS enables collectivist principles to be thoroughly materialized and their spirit to be highly displayed in all aspects and processes of enterprise management. It does so by ensuring producers’ interests to the maximum while putting forth the interests of the state and the entire society first, by enabling various types of economic levers to be used scientifically and rationally in line with the demands of objective economic laws, and by standardizing and institutionalizing their [economic levers’] methods and order.
Next, that the SERMS is a unique enterprise management method of our style that materializes the Juche idea has to do with the fact that it is a rational enterprise management method enabling [enterprises] to conduct enterprises activities on their own initiative and with creativity, with actual right of management.
Socialist enterprises, which have independence in management, have the important tasks of making ends meet on their own, benefiting the state, and taking responsibility for improving employees’ material and cultural life. Smooth performance of these [tasks] hinges on how they wage their enterprise activities.
Having [enterprises] conduct enterprise activities on their own initiative and with creativity is an essential requirement of the economic management methods of our style.

In practice, enterprises’ responsibilities and roles befitting masters greatly rely on the method of their business activities.
It may be said that enterprises are fulfilling their roles and responsibilities as masters when they attain greater successes by waging all enterprise activities on their own initiative and with creativity, shifting away from a rigid formulaic framework with a high level of consciousness of being masters. However, one cannot say they are fulfilling their responsibilities as socialist enterprises if they conduct enterprise activities passively without creativity, bound by the prevailing environment and conditions, and fail to make progress and remain at a standstill. Enterprises must mobilize to the maximum all the potential and scientific and technological reserves, including the existing productive and technological resources, labor and talent resources, and material and financial resources, utilize them effectively, and smoothly perform the planned assignments and the financial obligations they have before the state from the Juche-oriented position that they themselves are the masters, irrespective of what the objective conditions are like. When they do this can one say they are fulfilling their roles and responsibilities as masters. This shows that enterprise activities that have initiative and creativity serve as the practical guarantee for materializing the requirements of the Juche idea.
Moreover, having [enterprises] conduct enterprise activities on their own initiative and with creativity is an essential requirement of the economic management methods of our style because it is connected to the issue of smoothly realizing enterprises’ independence in management.
Socialist enterprises’ activities are greatly swayed by the level at which independence in management, granted by the state, is guaranteed; and enterprises’ independence in management depends on the economic management methods of a given period. In state economic management and operation, enterprises’ independence in management is a general necessity that comes up from the transitional characteristics of a socialist society, but the level of its realization is related to the economic development and the actual demands of enterprise activities at a given time. That is because management methods are continuously improved and perfected according to the lawfulness and the actual conditions of economic development.
Enterprise activities with initiative and creativity arise as an important issue for realizing independence in management because enterprises’ activities greatly depend on the level of independence in management.
Independence in management by nature reflects enterprise creativity, which is realized under the state’s centralistic unified guidance.
In socialist economic management and operation, centralism is premised on democracy, and democracy is highly displayed only under the state’s unified guidance. This is because the fundamental requirements of the working people’s interests cannot be realized correctly unless the state’s centralistic unified guidance is guaranteed, nor can the demands of the state and the entire society be materialized smoothly without relying on the working people’s creative activity.
In state economic guidance and management, democratic centralism is realized through the organic combination of the state’s unified guidance over socialist enterprises and enterprises’ creativity. The creativity of enterprises is expressed in practice as [enterprises] conduct enterprise activities on their own initiative and with creativity.
Enterprise activities with initiative and creativity comprehensively reflect enterprises’ independence in management because independence in management is swayed by the management authority exercised through various aspects and processes of production and management, such as planning work, production organization, management of production resources, and so forth, and enterprise activities are regulated accordingly.
Hence, to enable economic organs and enterprises to conduct enterprise activities on their own initiative and with creativity according to their own strategies, [we] must uniquely establish, in our style, economic management methods regulating the right of management in line with actual demands.
The SERMS smoothly guarantees the socioeconomic environment and conditions through which enterprises can conduct enterprise activities on their own initiative and with creativity in line with their own scientific enterprise strategies and business strategies. It does so through legal institutionalization to enable enterprises to exercise the right to decide, the right to execute, and the right to control vis-a-vis overall production and enterprise management.
Next, that the SERMS is a unique enterprise management method of our style that materializes the Juche idea has to do with the fact that it is an enterprise management method that has all the working people of enterprises fulfill their roles and responsibilities as masters of production and management.
Having the working people fulfill their roles and responsibilities as masters of production and management makes up the essential substance of the SERMS, which materializes the demands of the Juche idea.
Not only are the socialist working people the masters of national sovereignty and production means, they are the direct persons in charge of production and management. [We] need to raise the working people’s roles and responsibilities befitting masters if socialist enterprises are to smoothly perform their mission and tasks.
High production growth and profitable [sillijo’gin; 실리적인] management in enterprises depend on the labor enthusiasm of the working people, the direct persons in charge of production and the actual masters of management, and the means of arousing the working people’s labor enthusiasm are political and moral incentives and material incentives.
Political and moral incentives are related to the true nature of a socialist system, and material incentives reflect its transitional characteristics. Therefore, to what degree and how these two incentives are combined directly accords with enterprise management methods.
The SERMS is an enterprise management method that has the working people fulfill their roles and responsibilities as masters because, first, it is an enterprise management method that lends impetus to their consciousness of being masters and their creative activity.
In enterprise management, the working people’s roles and responsibilities as masters are manifested through a high degree of political consciousness and creative activity, and political consciousness and creative activity are positively promoted by political and moral incentives.
The SERMS has all the working people of enterprises smoothly perform their roles and responsibilities by deepening political and moral incentives in line with actual conditions and bringing out to a high level their consciousness and creative activity as masters.
Also, the SERMS is an enterprise management method that has the working people fulfill their roles and responsibilities as masters because it is an enterprise management method that guarantees producers’ interests to the maximum.
Guaranteeing producers’ interests to the maximum while putting forward the interests of the state and society first is the basic requirement for materializing socialist principles in economic guidance and management and forms an important part of the SERMS.
In economic guidance and management, socialist principles are expressed intensively in ownership dynamics vis-a-vis production means and distribution dynamics concerning social products.
Ownership dynamics vis-a-vis production means are one of the basic conditions regulating the status of masters in a given society, and distribution dynamics concerning products are prescribed by the status of masters. Therefore, distribution dynamics concerning products, along with ownership dynamics vis-a-vis production means form the basic tokens and elements characterizing the class characteristics of a socioeconomic system.
Above all, the SERMS is an enterprise management method that guarantees producers’ interests to the maximum because it accurately realizes the allocation of products in line with the socialist principle of distribution.
The distribution of products in enterprises, which reflects the relationships between the state and enterprises, between enterprise groups and employees, and among individual employees, in essence reflects the social and national distribution of gross national product and national income. In a socialist society, the basic requirement of national income distribution is to rationally combine the interests of enterprises and the interests of individuals while giving priority to national interests.
The SERMS has enterprises’ interests and individual employees’ interests depend on enterprise management results and thoroughly realizes distribution according to labor, thereby guaranteeing the predominance of accumulation in the allocation of social products. From this principle, the SERMS guarantees a balance between [accumulation] and consumption and enables the party’s policy demands to rapidly improve the people’s living standards to be smoothly materialized.
By thoroughly materializing the respected and beloved supreme leader Comrade Kim Jong Un’s unique idea on the SERMS, we should brilliantly inherit and develop the economic management ideas and theories of the great leader [suryo’ngnim; 수령님] and the great general and advance the final victory of powerful socialist state construction.

기업관리방법은 나라의 경제발전과 사회주의경제관리의 개선완성에서 나서는 관건적문제의 하나이다.
기업체는 생산의 기층단위이며 나라의 재정자원이 조성되고 리용되는 기본단위이다. 사회주의기업체들을 어떻게 관리운영하는가에 따라 사회주의경제의 끊임없는 발전과 나라의 전반적살림살이가 크게 좌우된다.
기업관리형태와 방법은 해당 사회의 경제제도에 의하여 규제되며 그에 맞게 변화발전된다.
사회주의건설이 전진하고 경제가 발전하며 환경과 조건이 달라지면 그에 따라 경제관리를 개선하고 발전시키며 더욱더 완성해나가야 한다.

주동적이며 창발적인 기업활동이 경영상독자성을 실현하는 중요한 문제로 되는것은 기업체들의 활동이 경영상독자성정도에 크게 의존되기때문이다.
경영상독자성은 본질에 있어서 국가의 중앙집권적인 통일적지도밑에 실현되는 기업체의 창발성을 반영한다.
사회주의경제관리운영에서 중앙집권제는 민주주의를 전제로 하며 민주주의는 국가의 통일적지도밑에서만 높이 발양된다. 그것은 국가의 중앙집권적인 통일적지도가 보장되지 않고서는 근로자들의 리해관계상근본요구가 옳게 실현될수 없고 근로자들의 창조적적극성에 의거하지 않고서는 국가적, 전사회적요구를 원만히 구현할수 없기때문이다.
국가경제지도관리에서 민주주의중앙집권제는 사회주의기업체들에 대한 국가의 통일적지도와 기업체들의 창발성과의 유기적결합으로 실현되며 기업체의 창발성은 기업활동을 주동적으로, 창발적으로 해나가는데서 실천적으로 표현된다.
주동적이며 창발적인 기업활동이 기업체의 경영상독자성을 종합적으로 반영하게 되는것은 계획화사업이나 생산조직, 생산자원의 관리 등 생산과 경영의 여러 측면과 과정들에서 행사되는 경영권능에 의하여 경영상독자성이 좌우되고 그에 따라 기업활동이 규제되기때문이다.
