Establishing economic management methods of our style that are in line with the requirements of reality’s development is the key point arising in the resolution of economic issues in a short period of time by implementing the party’s strategic line; it is also an urgent issue that can no longer be put off in a struggle to smash the US imperialists’ and their follower forcers’ anti-Republic isolation and crushing maneuvers and advance the final victory.
The work of establishing economic management methods of our style is, in essence, work of materializing, assimilating, and developing the principles and methods of economic management illuminated by the great leader [suryo’ngnim; 수령님] and general in line with today’s realities.
The respected and beloved Comrade Kim Jong Un said the following:
“Economic management methods of our style should be management systems and methods that materialize the seeds elucidated by the great general, in other words scientific and practical [sillijo’gin; 실리적인] economic management methods based on socialist principles.”
What is important for establishing economic management methods of our style is to thoroughly defend the requirements of the Taean work system, which was created by the great leader and deepened and advanced by the great general.
It is necessary to thoroughly defend the requirements of the Taean work system for establishing economic management methods of our style because it is the most superior economic management system enabling the materialization of socialist principles in economic management.
Socialist principles are the life of socialist economic management, and they are the criteria for determining whether economic management is socialist or not.
Socialist principles are, in essence, collectivist principles. Collectivist principles call for realizing the interests of both individual groups and individuals on the basis of guaranteeing the popular masses’ and national interests first. Collectivism through and through places all the people’s and national interests at the forefront.
The fundamental mission of socialist economic management is to realize the demands and interests of the popular masses, who are the masters of the economy. Socialist economic management does not target the interests of any individual unit or individual — its objective is to realize the common demands and interests of the popular masses.
The path to smoothly realizing such a fundamental mission of socialist economic management is the path of thoroughly materializing only socialist principles and collectivist principles in economic management. There is no other way. When socialist principles are preserved in economic management can the demands and interests of the popular masses, the masters of society, be realized the most thoroughly.
The Taean work system is the most superior economic management system that enables socialist principles to be materialized in economic management because, above all, it is an economic management system that wages business activities under the collective leadership of party committees.
Party leadership vis-a-vis economic work is a decisive guarantee for materializing socialist principles in economic management. A party of the working class is a leading political organization that realizes the leader’s [suryo’ngu’i; 수령의] leadership. One cannot realize economic management in line with the intentions and demands of the popular masses, nor can one realize the interests of the popular masses on a priority basis, apart from the political guidance of the working class’s party. Whether one adheres to and materializes socialist principles in economic management decisively hinges on whether one can or cannot guarantee the leadership of the party and leader.
The party and leader’s leadership vis-a-vis economic work is being realized the most excellently in our country today through party committees’ collective guidance. Party committees’ collective guidance is policy guidance for implementing party lines and policies and is political guidance arousing the masses to their performance. As such, it enables the party and leader’s leadership on economic work to be thoroughly guaranteed. Hence, the issue of strengthening party committees’ collective leadership in every way still arises as the most important principled issue in socialist economic management today and will do so tomorrow also, as it did in the past.
First, collective guidance of party committees enables one to thoroughly materialize socialist principles in economic management by firmly guaranteeing the party’s leadership.
Party leadership enables the economy to be advanced in line with the demands and interests of social groups, which are joined into single social and political organisms, and the masses of working people.
Party leadership in economic management is, in essence, political guidance and policy guidance.
The masses are organized and mobilized for the performance of economic tasks through the party’s political guidance; the implementation of the party’s economic policies is guaranteed in economic management through policy guidance.
Party leadership is realized in economic management by making party committees the supreme guidance organs of units concerned and through a system of managing and operating the economy under party committees’ unified guidance.
Under party committees’ collective guidance system, [party committees] collectively discuss and decide all issues for the implementation of party policies, and they command and guide so as to ensure that those decisions are accurately executed. Moreover, they firmly rally the working people around the party and the leader by waging among them [the working people] political work and work with people and actively mobilize them for a struggle to implement party policies. In doing so, they ensure that party leadership is thoroughly materialized across all sectors and units and the demands and aspirations of the popular masses are the most accurately realized in economic management.
Furthermore, by excellently guaranteeing collectivism in economic management, party committees’ collective guidance ensures that socialist principles are materialized better.
Guaranteeing collectivism in economic management means managing and operating the economy in line with the masses’ collective intentions and demands by having the producer masses widely participate in economic management and sufficiently bringing out democracy among them. This in essence means having the producer masses exercise the rights they have as masters of economic management, in other words, their economic management rights.
The Taean work system has the masses exercise economic management rights through party committees’ collective guidance.
Under the Taean work system, party committees are made up of concerned units’ core workers, technicians, and commanding members who work in various sectors, and they are deeply rooted in the producer masses. Party committees synthesize, analyze, and systemize creative opinions that are raised widely among the producers and decide correct courses, ways, and measures for resolving economic management issues. In doing so, they ensure that economic management is converted to the work of the producer masses and that the power of the masses operates as a powerful driving force for economic development.
The economic management rights exercised through party committees’ collective guidance are in all respects economic management rights exercised to thoroughly realize the party’s monolithic leadership, in short economic management rights exercised from the principle of thoroughly implementing party lines and policies. Inasmuch as party lines and policies fully embody the demands and interests of social groups, the economic management rights exercised for the implementation of party lines and policies contribute to realizing the interests of social groups first.
Next, the Taean work system is the most superior economic management system that enables socialist principles to be materialized in economic management because it is an economic management system where priority is given to political work and superiors help lower units.
First, the Taean work system enables socialist principles to be excellently materialized in economic management by giving priority to political work and mobilizing the producer masses for the performance of economic tasks.
Political work in economic management is the work of organizing and mobilizing the broad producer masses for the fulfillment of economic tasks by bringing out a high degree of revolutionary zeal and creative activity. The producer masses are armed with independent ideological consciousness through political work, and they fully display their revolutionary zeal and creative activity in the performance of economic tasks with the consciousness that they are the masters of production.
Established in the Taean work system is an institution and order where the ideological education work for systematically raising people’s ideological consciousness is seized as the first process of all work. This ensures that the ideological education work of raising people’s ideological consciousness is carried out before any other work in economic management, by having functionaries direct their primary attention to ideological education work at all times and concentrate all efforts there.
Established in the Taean work system is an institution of waging political work whenever new economic tasks are raised and economic organization work is carried out to perform them. This ensures that the working people clearly know the objectives and significance of the economic tasks that have come up as well as the methods of performing them, and that they are mobilized ideologically and consciously for the performance of economic tasks.
Giving priority to political work in the Taean work system does not in any way mean that economic organization work is carried out negligently. Economic organization work is important work that has the working people’s revolutionary zeal, heightened through political work, actually show up as production achievements by organizing their economic activities and guaranteeing the necessary economic and technical conditions. Hence, economic organization work should be closely combined with political work while firmly giving priority to it [political work].
In the Taean work system, an institution and order are established in a well-organized manner whereby economic organization work is assigned to administrative and economic functionaries and political work is assigned to party functionaries to execute the issues discussed and decided collectively by party committees, and the administrative and economic functionaries and party functionaries who have received assignments responsibly perform the projects they have each undertaken and always carry out concerted actions in lock step. This ensures that political work, which raises the working people’s ideological consciousness and arouses their ideas, and economic work, which nurtures, organizes, and mobilizes their creative abilities, are realized in a unified manner in an organic linkage. As a result, it enables the working people’s revolutionary zeal, which has been brought out to a high degree for the interests of social groups, to show up as actual production achievements, and social groups’ interests to be realized smoothly in a timely manner.
Moreover, the Taean work system ensures that socialist principles are excellently materialized in economic management by strengthening solidarity and cooperation between superiors and subordinates and among producers as they help and lead one another forward.
A system where superiors help lower units enables leading functionaries and producers to firmly unite and join forces in their joint activities for society and the collective, and advance cooperative production and bring about collective innovations by strengthening cooperation among producers.
The Taean work system is an economic management system where higher units help lower units. As such, an institution is strictly set up here where leading functionaries go down to lower units and production sites on a regular basis. Leading functionaries going deep into the producer masses, who are waging creative production activities, enables them to overcome subjectivism and bureaucratism, carry out original guidance work in line with the demands of producers and the actual conditions of production sites, and effectively solve knotty problems in a timely manner.
Through a work system where superiors help lower units, leading functionaries enable producers to concentrate all efforts on production by explaining well the party policies that are presented to producers each time, directly taking charge of carrying out production organization and technical guidance, and smoothly supplying necessary raw and other materials.
Next, the Taean work system is the most superior economic management system that enables socialist principles to be materialized in economic management because it is the most effective economic management system for managing the economy in a planned manner.
A planned and balanced economic development is a lawful requirement of the development of a socialist economy, which is founded on collective ownership of the means of production. Collective ownership of the means of production brings together all sectors and all units of a people’s economy into one undivided organism with the same objectives and interests.
A socialist economy, which makes up a productive organism, calls for unity as it progresses, and such a demand is realized only through a planned development of the people’s economy.
Planned management of the economy consists of accurately defining the course of development and goals for economic sectors and units by correctly combining the interests of social groups and individual producer groups; formulating the state’s unified plan that guarantees cooperative production across society by dovetailing the ties among sectors and units as if in a cogwheel; and organizing and guiding its [the plan’s] fulfillment. In that light, when an economy is managed in a planned manner can one successfully resolve the issue of advancing a socialist economy, which makes up one organism based on collective ownership, in a planned and balanced manner, in line with its intrinsic requirements.
The Taean work system is a superior work system for developing the economy in a planned and balanced manner by ensuring that all economic organization work, such as planning work, is carried on scientifically.
Established in the Taean work system is a system where the demands of the party and state and the demands of producers are correctly combined in accordance with the requirement for unified and detailed planning, and where all units’ economic activities dovetail in detail. This allows for the formulation of scientific plans that accurately reflect the demands of the party and state and the demands of producers and guarantee well the balance of economic development.
Established in the Taean work system is an institution for formulating plans after having discussions with the producer masses. Plans that are formulated after discussing with the producer masses, who know more than anyone the actual state of production in detail and know well the reserves and possibilities of production growth, are the most proactive and dynamic plans that have fully calculated reserves and possibilities.
The Taean work system consists of a unified and concentrated production guidance system and a production guarantee system where superiors take responsibility.
The Taean work system enables technical guidance vis-a-vis production to be decisively strengthened by filling up the general staff with departments that are directly associated with production, concentrating superior technical forces there, and [having] a chief engineer who knows technology well seize the general staff and organize and guide production.
We should fully bring out the superiority and potential of the collective ownership-based socialist economy by thoroughly materializing socialist principles in economic management in line with the demands of the Taean work system, which was created by the great leader and deepened and developed by the great general.

현실발전의 요구에 맞는 우리 식의 경제관리방법을 확립하는것은 당의 전략적로선을 관철하여 경제문제를 짧은 기간에 풀기 위하여 나서는 관건적고리이며 미제와 그 추종세력들의 반공화국고립압살책동을 짓부시고 최후승리를 앞당기기 위한 투쟁에서 더는 미룰수 없는 절박한 문제이다.
우리 식의 경제관리방법을 확립하는 사업은 본질에 있어서 위대한 수령님과 장군님께서 밝혀주신 경제관리의 원리와 방법을 오늘의 현실에 맞게 구현하고 계승발전시켜나가는 사업이다.
경애하는 김정은동지께서는 다음과 같이 말씀하시였다.
《우리 식 경제관리방법은 위대한 장군님께서 밝혀주신 종자를 구현한 관리체계와 방법, 다시말하여 사회주의원칙에 기초한 과학적이고 실리적인 경제관리방법으로 되여야 합니다.》
우리 식의 경제관리방법을 확립하는데서 중요한것은 위대한 수령님께서 창조하시고 위대한 장군님께서 심화발전시키신 대안의 사업체계의 요구를 철저히 지키는것이다.
우리 식의 경제관리방법을 확립하는데서 대안의 사업체계의 요구를 철저히 지켜야 하는것은 그것이 경제관리에서 사회주의원칙을 구현할수 있게 하는 가장 우월한 경제관리체계이기때문이다.
사회주의원칙은 사회주의경제관리의 생명이며 경제관리가 사회주의적인것인가 아닌가를 가르는 기준이다.
사회주의원칙은 본질에 있어서 집단주의원칙이다. 집단주의원칙은 인민대중의 리익, 국가적리익을 우선적으로 보장하는 기초우에서 개별적집단이나 개인의 리익도 다같이 실현할것을 요구한다. 집단주의는 철두철미 전체 인민의 리익, 국가적리익을 전면에 내세운다.
사회주의경제관리는 경제의 주인으로 된 인민대중의 요구와 리익을 실현하는것을 근본사명으로 한다. 사회주의경제관리는 그 어떤 개별적단위나 개인의 리익을 목적으로 하는것이 아니라 인민대중의 공동의 요구와 리익을 실현하는것을 목적으로 한다.
사회주의경제관리의 이러한 근본사명을 원만히 실현하는 길은 오직 경제관리에서 사회주의원칙, 집단주의원칙을 철저히 구현하는 길밖에 다른 길이란 없다. 경제관리에서 사회주의원칙을 지켜야 사회의 주인인 인민대중의 요구와 리익을 가장 철저히 실현할수 있다.
대안의 사업체계가 경제관리에서 사회주의원칙을 구현할수 있게 하는 가장 우월한 경제관리체계로 되는것은 무엇보다먼저 그것이 당위원회의 집체적지도밑에 경영활동을 벌려나가는 경제관리체계이기때문이다.
경제사업에 대한 당의 령도는 경제관리에서 사회주의원칙을 구현하기 위한 결정적담보이다. 로동계급의 당은 수령의 령도를 실현하는 령도적정치조직이다. 로동계급의 당의 정치적지도를 떠나서는 인민대중의 의사와 요구에 맞게 경제관리를 실현할수 없으며 인민대중의 리익을 우선적으로 실현할수 없다. 경제관리에서 사회주의원칙을 고수하고 구현하는가 하는것은 당과 수령의 령도를 보장하는가 못하는가에 결정적으로 달려있다.
오늘 우리 나라에서 경제사업에 대한 당과 수령의 령도는 당위원회의 집체적지도를 통하여 가장 훌륭히 실현되고있다. 당위원회의 집체적지도는 당의 로선과 정책을 관철하기 위한 정책적지도, 대중을 그 수행에로 불러일으키는 정치적지도로서 경제사업에 대한 당과 수령의 령도를 철저히 보장할수 있게 한다. 그러므로 당위원회의 집체적지도를 백방으로 강화하는 문제는 지난날도 그러했지만 오늘도 래일도 여전히 사회주의경제관리에서 가장 중요한 원칙적문제로 나서게 된다.
당위원회의 집체적지도는 우선 당의 령도를 확고히 보장함으로써 경제관리에서 사회주의원칙을 철저히 구현할수 있게 한다.
당의 령도는 하나의 사회정치적생명체로 결합된 사회적집단, 근로인민대중의 요구와 리익에 맞게 경제를 발전시킬수 있게 한다.
경제관리에서 당의 령도는 본질에 있어서 정치적지도이며 정책적지도이다.
당의 정치적지도를 통하여 경제과업수행에 군중을 조직동원하며 정책적지도를 통하여 경제관리에서 당의 경제정책관철을 담보한다.
경제관리에서 당의 령도는 당위원회를 해당 단위의 최고지도기관으로 하고 당위원회의 통일적지도밑에 경제를 관리운영하는 체계를 통하여 실현된다.
당위원회의 집체적지도체계에서는 당정책관철을 위한 모든 문제를 집체적으로 토의결정하고 그 결정이 정확히 집행되도록 장악지도하며 근로자들속에서 정치사업, 사람과의 사업을 벌려 그들을 당과 수령의 두리에 굳게 묶어세우고 당정책관철을 위한 투쟁에 적극 동원하게 한다. 그리하여 당의 령도가 모든 부문, 모든 단위에 철저히 구현되여 경제관리에서 인민대중의 요구와 지향이 가장 정확히 실현되게 한다.
당위원회의 집체적지도는 또한 경제관리에서 집체성을 훌륭히 보장함으로써 사회주의원칙이 더 잘 구현되게 한다.
경제관리에서 집체성을 보장한다는것은 생산자대중을 경제관리에 널리 참가시키고 그들속에서 민주주의를 충분히 발양시킴으로써 대중의 집체적의사와 요구에 따라 경제의 관리운영을 실현한다는것을 의미한다. 이것은 본질에 있어서 생산자대중으로 하여금 경제관리의 주인으로서 가지게 되는 권리 즉 경제관리권을 행사하게 한다는것을 의미한다.
대안의 사업체계에서는 당위원회의 집체적지도를 통하여 대중이 경제관리권을 행사하게 한다.
대안의 사업체계에서 당위원회는 해당 단위의 여러 부문들에서 일하는 핵심로동자, 기술자 및 지휘성원들을 망라하고있으며 생산자대중속에 깊이 뿌리박고있다. 당위원회에서는 생산자들속에서 광범히 제기되는 창발적의견들을 종합하고 분석하며 체계화하여 경제관리문제를 풀어나가기 위한 옳바른 방향과 방도, 대책을 결정한다. 그리하여 경제관리가 생산자대중의 사업으로 전환되여 군중의 힘이 경제발전의 힘있는 추동력으로 작용하게 한다.
당위원회의 집체적지도를 통하여 행사되는 경제관리권은 어디까지나 당의 유일적령도를 철저히 실현하기 위하여 행사되는 경제관리권 다시말하여 당의 로선과 정책을 철저히 관철하는 원칙에서 행사되는 경제관리권이다. 당의 로선과 정책에는 사회적집단의 요구와 리익이 전면적으로 구현되여있는것만큼 당의 로선과 정책을 관철하기 위하여 행사되는 경제관리권은 사회적집단의 리익을 실현하는데 선차적으로 이바지하게 된다.
대안의 사업체계가 경제관리에서 사회주의원칙을 구현할수 있게 하는 가장 우월한 경제관리체계로 되는것은 다음으로 그것이 정치사업을 앞세우며 우가 아래를 도와주는 경제관리체계이기때문이다.
대안의 사업체계에서는 우선 정치사업을 앞세워 생산자대중을 경제과업수행에로 동원함으로써 경제관리에서 사회주의원칙이 훌륭히 구현될수 있게 한다.
경제관리에서 정치사업은 광범한 생산자대중의 혁명적열의와 창조적적극성을 높이 발양시켜 그들을 경제과업수행에로 조직동원하는 사업이다. 정치사업을 통하여 생산자대중은 자주적인 사상의식으로 무장하게 되며 생산의 주인이라는 자각을 가지고 경제과업수행에서 혁명적열의와 창의창발성을 남김없이 발휘하게 된다.
대안의 사업체계에서는 사람들의 사상의식을 체계적으로 높이기 위한 사상교양사업을 모든 사업의 첫 공정으로 틀어쥐고나가는 제도와 질서가 확립되여있다. 이것은 일군들로 하여금 언제나 사상교양사업에 선차적인 관심을 돌리고 거기에 모든 힘을 집중하게 함으로써 경제관리에서 사람들의 사상의식을 높이는 사상교양사업이 그 어느 사업보다도 먼저 진행되게 한다.
대안의 사업체계에는 새로운 경제과업이 제기되여 그것을 수행하기 위한 경제조직사업을 할 때마다 정치사업을 벌리는 제도가 서있다. 이것은 근로자들이 제기된 경제과업의 목적과 의의, 그 수행방도를 똑똑히 알고 경제과업수행에 사상적으로, 자각적으로 동원되도록 한다.
대안의 사업체계에서 정치사업을 앞세운다는것은 결코 경제조직사업을 소홀히 한다는것을 의미하는것은 아니다. 경제조직사업은 근로자들의 경제활동을 조직하고 필요한 경제기술적조건을 보장함으로써 정치사업을 통하여 앙양된 그들의 혁명적열의를 실지 생산성과로 나타나게 하는 중요한 사업이다. 그러므로 정치사업을 확고히 앞세우면서 여기에 경제조직사업을 밀접히 결합시켜야 한다.
대안의 사업체계에서는 당위원회에서 집체적으로 토의결정된 문제를 집행하기 위하여 행정경제일군들에게는 경제조직사업을, 당일군들에게는 정치사업을 분공하며 분공을 받은 행정경제일군들과 당일군들은 각각 맡은 사업을 책임적으로 수행하면서 늘 통일적인 보조밑에 일치한 행동으로 활동하는 제도와 질서가 정연하게 세워져있다. 이것은 근로자들의 사상의식을 높이고 사상을 발동하는 정치사업과 그들의 창조적능력을 키우고 조직동원하는 경제조직사업을 유기적인 련관속에서 통일적으로 실현하게 한다. 그리하여 사회적집단의 리익을 위하여 높이 발양된 근로자들의 혁명적열의가 실질적인 생산성과로 나타나게 하고 사회적집단의 리익이 제때에 원만히 실현될수 있게 한다.
대안의 사업체계에서는 또한 웃사람과 아래사람사이 그리고 생산자들사이에 서로 돕고 이끌면서 단결과 협조를 강화함으로써 경제관리에서의 사회주의원칙이 훌륭히 구현되게 한다.
우가 아래를 도와주는 체계는 사회와 집단을 위한 공동활동에서 지도일군들과 생산자들이 굳게 단결하고 합심할수 있게 하며 생산자들사이의 협력을 강화하여 협동생산을 발전시키고 집단적혁신을 일으켜나갈수 있게 한다.
대안의 사업체계는 우가 아래를 도와주는 경제관리체계로서 여기에는 지도일군들이 아래에, 생산현장에 정상적으로 내려가는 제도가 엄격히 세워져있다. 지도일군들이 창조적인 생산활동을 벌리고있는 생산자대중속에 깊이 들어가는것은 그들이 주관주의, 관료주의를 극복하고 생산자들의 요구와 생산현장의 실정에 맞게 참신한 지도사업을 할수 있게 하며 걸린 문제들을 제때에 실속있게 풀어나갈수 있게 한다.
우가 아래를 도와주는 사업체계를 통하여 지도일군들은 생산자들에게 매 시기 제시되는 당정책을 잘 해설해주고 생산조직과 기술지도를 직접 맡아해주며 필요한 원료, 자재를 원만히 대줌으로써 생산자들이 생산에 모든 힘을 집중할수 있게 한다.
대안의 사업체계가 경제관리에서 사회주의원칙을 구현할수 있게 하는 가장 우월한 경제관리체계로 되는것은 다음으로 그것이 경제를 계획적으로 관리하는데 가장 효과적인 경제관리체계이기때문이다.
경제를 계획적으로, 균형적으로 발전시키는것은 생산수단에 대한 집단적소유에 기초하고있는 사회주의경제발전의 합법칙적요구이다. 생산수단에 대한 집단적소유는 인민경제 모든 부문, 모든 단위들을 같은 목적과 리해관계를 가지는 하나의 전일적인 유기체로 결합시킨다.
생산유기체를 이루고있는 사회주의경제는 그 발전에서 통일성을 요구하며 이러한 요구는 인민경제의 계획적발전에 의해서만 실현된다.
경제에 대한 계획적관리는 사회적집단의 리익과 개별적생산자집단의 리익을 옳게 결합시켜 경제부문, 단위들의 발전방향과 목표를 정확히 규정하고 부문, 단위들사이의 련계를 치차와 같이 맞물려 전사회적인 협동생산을 보장하는 국가의 통일적인 계획을 세우며 그 수행을 조직지도하는것을 내용으로 하고있다. 그러므로 경제를 계획적으로 관리하여야 집단적소유에 기초하여 하나의 유기체를 이루고있는 사회주의경제를 그 본성적요구에 맞게 계획적으로, 균형적으로 발전시키는 문제를 성과적으로 해결할수 있다.
대안의 사업체계는 계획화사업을 비롯한 모든 경제조직사업을 과학적으로 짜고들게 함으로써 경제를 계획적으로, 균형적으로 발전시키는데 우월한 사업체계이다.
