During the entire period leading the revolution and construction, our party presented the improvement of the people’s living standards as the intrinsic requirement and fundamental objective of socialist economic construction and did everything to materialize it.

Where among the fields of national defense construction, economic construction, and the improvement of the people’s living standards, one directs greater efforts toward may change, depending on the changes in the situation and actual conditions of socialist economic construction, but the intrinsic requirement and fundamental objective of socialist economic construction on continuously improving the people’s living standards cannot change. From this firm position, our party has defined the improvement of the people’s living standards as the topmost principle of its activities and implemented it consistently.

The intrinsic requirement and fundamental objective of socialist economic construction on continuously improving the people’s living standards in the past has been thoroughly adhered to and brilliantly realized due to the implementation of socialist economic construction’s basic line presented by the great leader [suryo’ngnim; 수령님] of developing heavy industry first while advancing light industry and agriculture simultaneously.

By presenting the economic construction line of the military-first era today, reflecting the demands of the current era, our party is struggling to invariably adhere to and realize at a high level the intrinsic requirement of socialist economic construction by defending the dignity of the country and nation, adhering to socialism, and further improving the people’s living standards.

Great leader Comrade Kim Jong Il pointed out as follows: “Our party’s economic construction line of the military-first era enables the intrinsic requirement and fundamental objective of socialist economic construction to be invariably adhered to and realized at a high level.”

The economic construction line of the military-first era, first and foremost, is a line that invariably adheres to the intrinsic requirement of socialist economic construction.

The popular masses’ happy material and cultural life can materialize only under a socialist system. Socialism is a society where the masses of working people are the masters of everything, and everything serves the popular masses. The masses of working people can become true masters of society and enjoy a happy material and cultural life only under a socialist system.

Today, defending the safety of the socialist fatherland and the people arises as a priority demand for invariably adhering to the intrinsic requirement of socialist economic construction.

The issue of firmly ensuring the safety of the socialist fatherland and the people is, in essence, an issue of providing and defending the foundations of life for the masses of working people where they can enjoy independent and creative material and cultural lives to their hearts’ content. If one cannot defend the people’s foundations of life, one cannot guarantee a stable and abundant material and cultural life to the popular masses, no matter how much productivity grows and how much material wealth is produced.

Moreover, today, when the imperialists’ anti-socialist maneuvers are becoming severer, whether one can or cannot defend the safety of the socialist fatherland and the people is an acute issue of whether one enables the people to enjoy stable and abundant material and cultural lives as dignified masters of society, or whether they have them become slaves to the imperialists and have miserable lives forced upon them.

The economic construction line of the military-first era firmly guarantees, institutionally, rewarding and happy material and cultural lives of the masses of working people by having [us] develop the national defense industry first and remarkably strengthen the gun barrel of the revolution and reliably defend the safety of the socialist system and people against military aggression of imperialism.

Furthermore, the economic construction line of the military-first era is a line that invariably adheres to the intrinsic requirement of socialist economic construction because it is a line that firmly guarantees the people’s happy material and cultural lives materially and economically.

In order to invariably adhere to the intrinsic requirement of socialist economic construction, [we] should firmly build a material and technical foundation that can smoothly produce and supply the material wealth necessary for the people’s lives.

The material and technical foundation for ensuring the people’s material and cultural life in a socialist society is none other than a self-supporting national economy.

A self-supporting national economy is an economy that serves its people; it is an economy that advances based on its country’s resources and the strength of its people. A self-supporting national economy is, in name and reality, a material and technical foundation that firmly guarantees a happy material and cultural life of the masses of working people due to its popular characteristics.

When a self-supporting national economy is built, can the people be supplied with diverse consumer goods needed for their material and cultural lives and enjoy to their hearts’ content a happy life as masters of society.

At the present time, by thoroughly implementing the economic construction line of the military-first era, [we] can smoothly build a self-supporting national economy that firmly guarantees, materially, a happy life for the masses of working people as masters of society.

Owing to the economic construction line of the military-first era, the foremost development of the national defense industry and along with it, the simultaneous development of light industry and agriculture, have been raised as important requirements. Accordingly, the issues of further solidifying the self-supporting nature and Juche character, and raising the level of the modernization and informatization, of our economy have been resolved brilliantly. Simultaneously advancing light industry and agriculture on top of a national defense industry that is developed first serves as a solid material and technical foundation that smoothly produces and supplies various types of consumer goods necessary for the people’s material and cultural lives.

Like this, the economic construction line of the military-first era presented by our party is a line that has [us] invariably adhere to the intrinsic requirement of socialist economic construction by firmly guaranteeing, institutionally, materially, and technically, our people’s happy material and cultural lives.

Next, the economic construction line of the military-first era is a line that enables the intrinsic requirement of socialist economic construction to be realized at a high level.

It is our party’s consistent policy to ceaselessly improve the people’s living standards in line with the nature of a socialist society.

Continuously improving the people’s living standards is not simply an economic and technical matter. Today, the issue of continuously improving the people’s living standards is an important political issue that has [us] thoroughly materialize our party’s politics of benevolence, bring out the superiority of socialism of our style at a high level, more firmly solidify our single-hearted unity, and bring out to the maximum the revolutionary enthusiasm and creative activity of the masses of working people.

The great general regards it his noble obligation to have our people—who have constantly trusted the party and upheld the party’s leadership even though they have thus far not been able to live comfortable lives to their hearts’ content as they have been through a war and carried out the revolution and construction despite difficult conditions—be well-to-do, and he is doing everything for its materialization.

The military-first era’s economic construction line presented by the great general is a line that enables the intrinsic requirement of socialist economic construction to be materialized at a high level by remarkably improving the people’s living standards. This is because, first, it is a line that enables [us] to draw up by a notch the popular masses’ material and cultural life by channeling efforts into economic construction despite difficult conditions like now.

The conditions of and environment for socialist construction in our country today have changed greatly.

Socialism collapsed in the Soviet Union and Eastern European countries, socialist markets have vanished, and anti-socialist and anti-Republic maneuvers by the imperialist reactionaries headed by the US imperialists have become vicious to an extreme. Our Republic’s dignity, therefore, has been gravely threatened, and great obstacles have been created in socialist economic construction.

This has raised as important requirements for our party and the Republic government to direct efforts by hundreds and thousands of times toward defending the fatherland, the nation, and socialism against imperialist aggression and, at the same time, highly display the superiority of socialism and provide a more stable and happier life to the people.

In the past, however, multiple socialist countries failed to resolve this issue correctly in line with the changing situation and actual conditions, resulting in difficulties being created in the people’s lives and those having a negative impact on overall socialist construction.

Systematically improving the people’s material and cultural life is the fundamental objective of socialist economic construction, and this fundamental objective of socialist economic construction can never change, no matter how complicated the situation or how the conditions and environment change. For the working class’s party and state to attain this objective by materializing the intrinsic requirement of socialist economic construction at a high level while at the same time defending socialism against imperialist aggression in a difficult and complicated [situation] like today, [we] must as a matter of course channel great efforts toward the development of the national defense industry first, strengthening the country’s military capabilities in every way while advancing light industry and agriculture simultaneously.

By having [us] advance the national defense industry first while developing light industry and agriculture simultaneously, our party’s economic construction line of the military-first era has provided principles for correctly combining the issues of national defense industry and economic construction and the people’s living standards and resolving them at the highest level.

Also, the economic construction line of the military-first era presented by the great general is a line that enables the intrinsic requirement of socialist economic construction to be materialized at a high level by remarkably improving the people’s living standards because it is a line that has [us] firmly realize socialist expanded reproduction.

In a socialist society, continuous improvement of the people’s living standards cannot be thought of independently of the smooth realization of expanded reproduction.

Guaranteeing socialist expanded reproduction at a rapid pace holds important significance in bringing out the superiority of socialism at a high level by achieving victory in an economic confrontation with capitalism and continuously improving the people’s material and cultural life.

What is important in realizing socialist expanded reproduction at a rapid pace is to thoroughly ensure a reproductive balance among the important material production sectors by firmly guaranteeing the foremost development of the national defense industry and rapid development of heavy industry and at the same time bringing the development of light industry and agriculture in line with this.

When a reproductive balance is thoroughly guaranteed among the national defense, heavy, and light industries and agriculture can [we] further strengthen the material and technical foundations of light industry and agriculture, raise people’s consumer goods production to a high level, and excellently solve the people’s eating problem.

The economic construction line of the military-first era provides a scientific solution to the issue of correlations among the national defense industry, heavy industry, light industry, and agriculture in line with the acute situation and our country’s actual conditions.

In addition to the foremost development of the national defense industry and the simultaneous development of light industry and agriculture, the economic construction line of the military-first era has newly presented the idea that heavy industry must serve the development of the national defense industry, light industry, and agriculture alike.

The issue of correlations among the national defense industry, light industry, agriculture, and heavy industry in the military-first era has been elucidated scientifically owing to the economic construction line of the military-first era. This has opened an avenue for realizing the rapid and smooth development of socialist economic construction and continuously improving the people’s living standards.

We must build a powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] as soon as possible and bring out the superiority of socialism at a higher level by thoroughly implementing our party’s economic construction line of the military-first era, which has elucidated a scientific path to invariably adhering to the intrinsic requirement of socialist economic construction and materializing it at a higher level.

선군시대 경제건설로선은 사회주의경제건설의 본성적요구를 변함없이 견지하고 높은수준에서 실현할수 있게 하는 로선

우리 당은 혁명과 건설을 령도하는 전기간 인민생활을 높이는것을 사회주의경제건설의 본성적요구로, 근본목적으로 제기하고 그 실현을 위하여 모든것을 다하였다.

우리 당은 정세의 변화와 사회주의경제건설의 현실적조건에 따라 국방건설과 경제건설, 인민생활향상의 어느 분야에 더 큰 힘을 넣는가 하는것은 달라질수 있어도 인민생활을 끊임없이 높일데 대한 사회주의경제건설의 본성적요구, 근본목적은 달라질수 없다는 확고한 립장으로부터 인민생활을 높이는것을 자기 활동의 최고원칙으로 규정하고 그것을 일관성있게 관철하여왔다.

지난 시기 인민생활을 끊임없이 높일데 대한 사회주의경제건설의 본성적요구, 근본목적은 위대한 수령님께서 제시하신 중공업을 우선적으로 발전시키면서 경공업과 농업을 동시에 발전시킬데 대한 사회주의경제건설의 기본로선이 관철됨으로써 철저히 고수되고 빛나게 실현되여왔다.

오늘 우리 당은 현시대의 요구를 반영하여 선군시대 경제건설로선을 제시함으로써 나라와 민족의 존엄을 지키고 사회주의를 고수하며 인민생활을 더욱 높여 사회주의경제건설의 본성적요구를 변함없이 견지하고 높은 수준에서 실현하기 위하여 투쟁하고있다.

위대한 령도자 김정일동지께서는 다음과 같이 지적하시였다.

《선군시대의 우리 당 경제건설로선은 사회주의경제건설의 본성적요구, 근본목적을 변함없이 견지하고 높은 수준에서 실현할수 있게 합니다.》

선군시대 경제건설로선은 무엇보다먼저 사회주의경제건설의 본성적요구를 변함없이 견지하고있는 로선이다.

선군시대 경제건설로선이 사회주의경제건설의 본성적요구를 변함없이 견지하고있는 로선으로 되는것은 우선 그것이 인민들의 행복한 물질문화생활을 제도적으로 확고히 담보하기때문이다.

인민대중의 행복한 물질문화생활은 사회주의제도하에서만 실현될수 있다. 사회주의는 근로인민대중이 모든것의 주인으로 되고 모든것이 인민대중을 위하여 복무하는 사회이다. 사회주의제도하에서만 근로인민대중은 사회의 참다운 주인으로 되여 행복한 물질문화생활을 누릴수 있다.

오늘 사회주의조국과 인민의 안전을 지키는것은 사회주의경제건설의 본성적요구를 변함없이 견지할수 있게 하는데서 선차적인 요구로 제기된다.

사회주의조국과 인민의 안전을 확고히 담보하는 문제는 본질에 있어서 근로인민대중에게 자주적이며 창조적인 물질문화생활을 마음껏 누릴수 있는 삶의 터전을 마련하여주고 지켜주는 문제이다. 아무리 생산력이 발전하고 물질적부를 많이 생산한다 하더라도 인민들의 삶의 터전을 지켜내지 못하면 인민대중에게 안정되고 유족한 물질문화생활을 보장해줄수 없다.

더우기 제국주의자들의 반사회주의책동이 더욱 우심해지고있는 오늘 사회주의조국과 인민의 안전을 지키는가, 못지키는가 하는것은 인민들에게 사회의 당당한 주인으로서 안정되고 유족한 물질문화생활을 누릴수 있게 하는가 아니면 제국주의자들의 노예로 되여 비참한 생활을 강요당하게 하는가 하는 첨예한 문제이다.

선군시대 경제건설로선은 국방공업을 우선적으로 발전시켜 혁명의 총대를 비상히 강화하게 하여 제국주의의 군사적침략으로부터 사회주의제도와 인민의 안전을 믿음직하게 지켜내게 함으로써 근로인민대중의 보람차고 행복한 물질문화생활을 제도적으로 확고히 담보한다.

선군시대 경제건설로선이 사회주의경제건설의 본성적요구를 변함없이 견지하고있는 로선으로 되는것은 또한 그것이 인민들의 행복한 물질문화생활을 물질경제적으로 확고히 담보하는 로선으로 되기때문이다.

사회주의경제건설의 본성적요구를 변함없이 견지하자면 인민들의 생활에 필요한 물질적부를 원만히 생산보장할수 있는 물질기술적토대가 튼튼히 마련되여있어야 한다.

사회주의사회에서 인민들의 물질문화생활을 보장하기 위한 물질기술적토대는 다름아닌 자립적민족경제이다.

자립적민족경제는 자기 인민을 위하여 복무하는 경제이며 자기 나라의 자원과 자기 인민의 힘에 의거하여 발전하는 경제이다. 자립적민족경제는 그 인민적성격으로 하여 명실공히 근로인민대중의 행복한 물질문화생활을 확고히 담보하는 물질기술적토대로 된다.

자립적민족경제가 건설되여야 인민들이 물질문화생활에 필요한 다양한 소비품을 보장받으면서 사회의 주인으로서 행복한 삶을 마음껏 누려나갈수 있다.

현시기 근로인민대중에게 사회의 주인으로서 행복한 생활을 물질적으로 확고히 담보하는 자립적민족경제는 선군시대 경제건설로선을 철저히 관철함으로써 원만히 건설될수 있다.

선군시대 경제건설로선에 의하여 국방공업의 우선적발전과 함께 경공업과 농업의 동시적발전이 중요한 요구로 제기됨으로써 우리 경제의 자립성과 주체성을 더 한층 공고히 하고 현대화, 정보화수준을 높이는 문제가 빛나게 해결되게 되였다. 우선적으로 발전하는 국방공업에 동시적으로 발전하는 경공업과 농업은 인민들의 물질문화생활에 필요한 여러가지 소비품을 원만히 생산보장하는 확고한 물질기술적토대로 된다.

이처럼 우리 당이 제시한 선군시대 경제건설로선은 우리 인민들의 행복한 물질문화생활을 제도적으로, 물질기술적으로 확고히 담보함으로써 사회주의경제건설의 본성적요구를 변함없이 견지하게 하는 로선이다.

선군시대 경제건설로선은 다음으로 사회주의경제건설의 본성적요구를 높은 수준에서 실현할수 있게 하는 로선이다.

사회주의사회의 본성에 맞게 인민들의 생활을 끊임없이 높이는것은 우리 당의 일관한 정책이다.

인민생활을 끊임없이 높이는것은 단순한 경제실무적문제가 아니다. 오늘 인민생활을 끊임없이 높이는 문제는 우리 당의 인덕정치를 철저히 구현하고 우리 식 사회주의의 우월성을 높이 발양하며 우리의 일심단결을 더욱 굳건히 다지고 근로대중의 혁명적열의와 창조적적극성을 최대한으로 발양시키게 하는 중요한 정치적문제이다.

위대한 장군님께서는 지금까지 전쟁도 겪고 어려운 조건에서도 혁명과 건설을 하느라고 마음놓고 넉넉한 생활을 해보지 못하였지만 변함없이 당을 믿고 당의 령도를 받들어온 우리 인민들을 남부럽지 않게 잘살게 하는것을 자신의 숭고한 의무로 여기시고 그 실현을 위하여 모든것을 다하고계신다.

위대한 장군님께서 제시하신 선군시대 경제건설로선이 인민생활을 획기적으로 높여 사회주의경제건설의 본성적요구를 높은 수준에서 실현할수 있게 하는 로선으로 되게 하는것은 우선 그것이 오늘과 같이 어려운 조건에서도 경제건설에 힘을 넣어 인민대중의 물질문화생활수준을 한계단 높은 수준으로 끌어올릴수 있게 하는 로선으로 되게 되기때문이다.

오늘 우리 나라에서 사회주의건설의 조건과 환경은 크게 변화되였다.

쏘련과 동유럽나라들에서 사회주의가 무너지고 사회주의시장이 없어졌으며 미제를 우두머리로 하는 제국주의반동들의 반사회주의, 반공화국책동은 극도로 악랄해졌다. 그리하여 우리 공화국의 존엄이 엄중히 위협당하고 사회주의경제건설에서는 커다란 난관이 조성되였다.

이것은 우리 당과 공화국정부로 하여금 조국과 민족, 사회주의를 제국주의침략으로부터 지켜내는데 천백배의 힘을 기울이면서도 사회주의우월성을 높이 발양시켜 인민들에게 보다 안정되고 행복한 생활을 마련해주는것을 중요한 요구로 제기하게 하였다.

그러나 지난 시기 여러 사회주의나라들에서는 변화되는 정세와 현실적조건에 맞게 이 문제를 옳게 해결하지 못하여 인민생활에서 애로가 조성되고 그것이 전반적사회주의건설에 부정적영향을 미치는 결과를 초래하였다.

인민들의 물질문화생활을 체계적으로 높이는것은 사회주의경제건설의 근본목적이며 아무리 정세가 복잡하고 조건과 환경이 변화되여도 사회주의경제건설의 이 근본목적은 절대로 달라질수 없다. 오늘과 같이 어렵고 복잡한속에서 로동계급의 당과 국가가 사회주의를 제국주의침략으로부터 지켜내면서도 사회주의경제건설의 본성적요구를 높은 수준에서 실현하여 이 목적을 달성하자면 마땅히 국방공업발전에 선차적으로 큰힘을 넣어 나라의 군사력을 백방으로 강화하면서도 경공업과 농업을 동시에 발전시켜야 한다.

우리 당의 선군시대 경제건설로선은 국방공업을 우선적으로 발전시키면서 경공업과 농업을 동시에 발전시켜나가도록 함으로써 국방공업과 경제건설, 인민생활문제를 옳게 결합시켜 최상의 수준에서 풀어나갈수 있는 지침을 마련하였다.

위대한 장군님께서 제시하신 선군시대 경제건설로선이 인민생활을 획기적으로 높여 사회주의경제건설의 본성적요구를 높은 수준에서 실현할수 있게 하는 로선으로 되는것은 또한 그것이 사회주의확대재생산을 확고히 실현하게 하는 로선으로 되기때문이다.

사회주의사회에서 인민생활의 끊임없는 향상은 확대재생산의 순조로운 실현을 떠나서 생각할수 없다.

사회주의확대재생산을 빠른 속도로 보장하는것은 자본주의와의 경제적대결에서 승리를 이룩하며 인민들의 물질문화생활을 끊임없이 향상시켜 자본주의에 비한 사회주의의 우월성을 높이 발양시키는데서 중요한 의의를 가진다.

사회주의확대재생산을 빠른 속도로 실현하는데서 중요한것은 국방공업의 우선적발전과 중공업의 빠른 발전을 확고히 보장하면서도 경공업과 농업의 발전을 여기에 따라세워 중요물질생산부문들사이의 재생산적균형을 철저히 보장하는것이다.

국방공업과 중공업, 경공업과 농업사이의 재생산적균형이 철저히 보장되여야 경공업과 농업의 물질기술적토대가 더 한층 강화되여 인민소비품생산을 높은 수준에 올려세울수 있으며 인민들의 먹는 문제를 훌륭히 해결할수 있다.

선군시대 경제건설로선은 첨예한 정세와 우리 나라의 현실적조건에 맞게 국방공업과 중공업, 경공업과 농업사이의 호상관계문제에 과학적해답을 주고있다.

선군시대 경제건설로선은 국방공업의 우선적발전과 경공업과 농업의 동시적발전과 함께 중공업이 국방공업, 경공업, 농업발전에 다같이 복무하여야 한다는 사상을 새롭게 제시하였다.

선군시대 경제건설로선에 의하여 선군시대의 국방공업, 경공업, 농업, 중공업의 호상관계문제가 과학적으로 해명됨으로써 사회주의경제건설의 빠르고도 순조로운 발전을 실현하고 인민들의 생활을 끊임없이 향상시킬수 있는 길이 열려지게 되였다.

우리는 사회주의경제건설의 본성적요구를 변함없이 고수하고 더 높은 수준에서 실현하는 과학적인 길을 밝힌 우리 당의 선군시대 경제건설로선을 철저히 관철하여 사회주의강성대국을 하루빨리 일떠세우고 사회주의의 우월성을 더욱 높이 발양시켜야 한다.
