The Essence of the New Strategic Line Presented by the Party

Reflecting the demands of new revolutionary development, our party presented a new strategic line at the historic Third Plenary Meeting of the Seventh Workers’ Party of Korea [WPK] Central Committee [CC].

The respected and beloved supreme leader Comrade Kim Jong Un said the following: “Concentrating all our efforts on socialist economic construction—this is our party’s strategic line at the present stage.”

The essence of our party’s new strategic line is for the entire party and country to build a powerful socialist economy by concentrating all their efforts on socialist economic construction. Concentrating all one’s efforts on socialist economic construction means vigorously giving impetus to economic growth by giving priority to investing all production resources, such as manpower, machinery and equipment, raw materials, materials, and funding, in economic construction and introducing up-to-date science and technology successes.

Our party’s new strategic line is a revolutionary line for advancing the construction of an economically powerful state as soon as possible at the current stage, where our Republic has firmly stepped up to a strategic position of being a world-class politically and ideologically powerful state and militarily powerful state.

The party’s intention of presenting the new strategic line of concentrating all our efforts on socialist economic construction lies in giving priority to the economic work in the overall work of the party and state, and to build a powerful socialist economy and rapidly improve the people’s living standards by mobilizing all human, material, and technical potential of the country for economic development.

Economic construction is work to firmly lay the material and technical foundations to advance the economy and improve the people’s living standards. This is the main point of socialist construction. Only when we conquer the high goal of [becoming] an economically powerful state by accelerating the construction of an economically powerful state can we fully possess the features of a powerful socialist state, raise the country’s overall national power to the highest stage, and guarantee for our people as bountiful and happy a life as that of others.

Our party has hitherto directed primary efforts toward strengthening political and ideological power and military capabilities to firmly provide a political and ideological and military guarantee with which to concentrate all our efforts on economic construction, and to offer a happier life to our people. If we were to achieve rapid advances in economic development and the people’s living standards now by directing great efforts toward economic construction, the people’s ardent wish would be realized in the near future, and the final objective of the cause of building a powerful socialist state would be brilliantly attained.

In order to make decisive progress in economic development and the people’s living standards by accelerating economic construction, the entire party and country must concentrate all their efforts on socialist economic construction. That is because the success of economic construction hinges on the scale of the human and material resources that are mobilized and utilized. Production is a process of labor, machine and equipment, raw material, and material consumption; and economic construction requires immense human and material resources and funding.

The quantity and quality of products demand the level of manpower and the means and objects of labor required for them, and production consists of the organic combination of these three elements. One can have as much labor and machinery and equipment—production cannot proceed without raw materials and materials. Conversely, one can pile up as much labor, raw material, and material—if electricity cannot be supplied and machines and equipment cannot be operated, production cannot occur. Economic development is achieved in accordance with the balance between, the quality and quantity of, and the scale of human and material resources invested in production.

Today’s era is an era of science and technology and an era of the knowledge economy, and science and technology has become the most important strategic resource and production resource of the state. Achieving economic development through the power of science and technology is the economic development method of the era of the knowledge economy. Human and material resources, too, may be mobilized and used to the maximum only through science and technology.

The level of science and technology development is the level of economic development, and the speed of science and technology development is the speed of economic development. The economy’s potential and level of development are contingent upon the level of science and technology.

The decisive role of science and technology in economic development demands as necessary resources not only the country’s human and material resources but also science and technology in economic construction. Under the condition where the construction of an economically powerful state has become the goal of the struggle in the construction of a powerful socialist state at the present time, all human, material, and technical potential of the state naturally should be concentrated in economic construction.

Rejuvenating the people’s economy by concentrating all efforts on economic construction is not simply economic and technical work. The work of establishing a powerful socialist economy by concentrating all one’s efforts on socialist economic construction is important work for further accelerating the speed of our revolution’s progress. When we concentrate all our efforts on economic construction, the speed of our revolution’s progress for the construction of a powerful socialist state becomes accelerated even more.

In the face of our party’s new strategic line of concentrating all our efforts on economic construction, the hostile forces’ anti-Republic crushing maneuvers have ended in a failure, and harsh trials and challenges have instead become a turning point for increasing our state’s self-development. The new strategic line of concentrating all our efforts on economic construction is a revolutionary line filled with the brilliant wisdom and strategic decision of our party, which is wisely leading the revolution and construction while looking out to the victory of the socialist cause with conviction.

It is our party’s steadfast resolve to bring an actual turnabout in economic development and the people’s living standards by concentrating all our efforts on economic construction based on our sound political and military might, which we have solidified century after century.

Like this, our party’s new strategic line is a revolutionary line that enables [us] to advance the victorious progress of powerful socialist state construction by concentrating all our efforts on socialist economic construction and building a powerful socialist economy.

당이 제시한 새로운 전략적로선의 본질

우리 당은 새로운 혁명발전의 요구를 반영하여 력사적인 조선로동당 중앙위원회 제7기 제3차전원회의에서 새로운 전략적로선을 제시하였다.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

《사회주의경제건설에 총력을 집중하는것, 이것이 현 단계에 있어서 우리 당의 전략적로선입니다.》

우리 당의 새로운 전략적로선의 본질은 전당, 전국이 사회주의경제건설에 총력을 집중하여 강력한 사회주의경제를 건설하는것이다. 사회주의경제건설에 총력을 집중한다는것은 경제건설에 로력, 기계설비, 원료, 자재, 자금을 비롯한 모든 생산자원들을 우선적으로 투하하며 최신과학기술성과들을 도입하여 경제장성을 힘있게 추동한다는것이다.

우리 당의 새로운 전략적로선은 우리 공화국이 세계적인 정치사상강국, 군사강국의 전략적지위에 확고히 올라선 현 단계에서 경제강국건설을 하루빨리 앞당겨나가기 위한 혁명적인 로선이다.

사회주의경제건설에 총력을 집중할데 대한 새로운 전략적로선을 제시한 당의 의도는 당과 국가의 전반사업에서 경제사업을 우선시하고 경제발전에 나라의 인적, 물적, 기술적잠재력을 총동원하여 강력한 사회주의경제를 일떠세우고 인민생활을 비약적으로 높이자는데 있다.

경제건설은 경제를 발전시키고 인민생활을 높이기 위한 물질기술적토대를 튼튼히 마련해나가는 사업으로서 사회주의건설의 중요한 내용을 이룬다. 경제강국건설을 다그쳐 경제강국의 높은 목표를 점령하여야 사회주의강국의 면모를 전면적으로 갖추고 나라의 종합적국력을 최상의 경지에 올려세울수 있으며 우리 인민들에게 남부럽지 않은 유족하고 행복한 생활을 보장해줄수 있다.

우리 당이 지금까지 정치사상적위력과 군사력강화에 선차적힘을 넣은것은 경제건설에 총력을 집중할수 있는 정치사상적, 군사적담보를 확고히 마련하고 우리 인민들에게 보다 행복한 생활을 마련해주기 위해서였다. 이제 우리가 경제건설에 큰 힘을 넣어 경제발전과 인민생활에서 비약적발전을 이룩한다면 인민들의 간절한 소망은 가까운 앞날에 실현되고 사회주의강국건설위업의 최종목적은 빛나게 실현되게 될것이다.

경제건설을 다그쳐 경제발전과 인민생활에서 결정적전진을 이룩하자면 전당, 전국이 사회주의경제건설에 총력을 집중하여야 한다. 그것은 경제건설의 성과여부가 동원리용되는 인적, 물적자원의 크기에 달려있기때문이다.

생산은 로력, 기계설비, 원료, 자재의 소비과정이며 경제건설은 방대한 인적, 물적자원과 자금을 요구한다.

생산물의 량과 질은 그에 필요한 수준의 로동력과 로동수단, 로동대상을 요구하며 생산은 세 요소의 유기적결합으로 이루어진다. 로력과 기계설비가 아무리 많다고 해도 원료, 자재가 없이는 생산이 진행될수 없으며 반대로 로력과 함께 원료, 자재를 아무리 많이 쌓아놓아도 전기가 보장되지 못하고 기계설비가 가동하지 못하면 생산이 이루어질수 없다.

생산에 투입되는 인적, 물적자원의 균형, 량과 질, 투자규모에 따라 경제발전이 이루어진다.

오늘의 시대는 과학기술의 시대, 지식경제시대이며 과학기술은 국가의 가장 중요한 전략적자원으로, 생산자원으로 되고있다. 과학기술의 힘으로 경제발전을 이룩해나가는것이 지식경제시대의 경제발전방식이다. 인적자원과 물적자원도 과학기술에 의해서만 최대한으로 동원리용될수 있다.

과학기술의 발전수준이자 경제발전수준이고 과학기술의 발전속도이자 경제발전속도이다. 과학기술수준에 의해 경제의 잠재력과 발전수준이 좌우되고있다.

경제발전에서 노는 과학기술의 결정적역할은 경제건설에 나라의 인적, 물적자원뿐아니라 과학기술을 필수적자원으로 요구하고있다.

현시기 경제강국건설이 사회주의강국건설의 투쟁목표로 된 조건에서 국가의 모든 인적, 물적, 기술적잠재력은 마땅히 경제건설에 총집중되여야 한다.

경제건설에 총력을 집중하여 인민경제를 활성화하는것은 단순히 경제실무적인 사업이 아니다. 사회주의경제건설에 총력을 집중하여 강력한 사회주의경제를 일떠세우는 사업은 우리 혁명의 전진속도를 보다 가속화하기 위한 중요한 사업이다. 경제건설에 총력을 집중하면 사회주의강국건설을 위한 우리 혁명의 전진속도는 더욱더 가속화되게 된다.

경제건설에 총력을 집중할데 대한 우리 당의 새로운 전략적로선앞에 적대세력들의 반공화국압살책동은 물거품이 되고 준엄한 시련과 도전은 오히려 우리 국가의 자강력을 증대시키는 전환적계기로 되였다. 경제건설에 총력을 집중할데 대한 새로운 전략적로선은 사회주의위업의 승리를 확신성있게 내다보며 혁명과 건설을 현명하게 이끌어나가는 우리 당의 빛나는 예지와 전략적결단이 어려있는 혁명적인 로선이다.

세기를 이어 다져온 우리의 굳건한 정치군사적위력에 토대하여 경제건설에 총력을 집중함으로써 경제발전과 인민생활에서 실질적인 전환을 가져오려는것은 우리 당의 확고한 결심이다.

이와 같이 우리 당의 새로운 전략적로선은 사회주의경제건설에 총력을 집중하여 강력한 사회주의경제를 건설함으로써 사회주의강국건설의 승리적전진을 앞당길수 있게 하는 혁명적인 로선이다.
