Our people are vigorously waging a grand march to advance the final victory of the construction of an economically powerful state under the respected and beloved Comrade Kim Jong Un’s wise leadership. Our people’s struggle to build an economically powerful state is proceeding in a continuously changing and evolving environment for economic construction and under unprecedentedly complex conditions. In order to successfully build an economically powerful state, [we] should further improve and strengthen economic management work in line with the demands of developing reality. In order to do so, [we] should thoroughly defend and adhere to and thoroughly materialize the great Generalissimo Kim Jong Il’s socialist economic management theories and achievements.

What takes up an important place in the ideological and theoretical achievements the great leader Comrade Kim Jong Il accumulated in the field of socialist economic management theories is that he newly illuminated the seed for improving and perfecting economic management in line with the essential characteristics of the socialist economic system.

Firmly taking hold of the seed for improving and perfecting socialist economic management is a fundamental issue guaranteeing the success of economic construction. When the seed for improving economic management is accurately illuminated, can [we] correctly manage and advance the economy even amid any conditions and environment, in line with the essential characteristics of a socialist society.

The great leader Comrade Kim Jong Il in his multiple works scientifically expounded on the seed that [we] should take hold of for improving and perfecting socialist economic management.

The great leader Comrade Kim Jong Il pointed out the following:

“[We should] settle the management method through which [we] can gain the greatest actual profits [silli; 실리] while firmly defending socialist principles. [We] should choose this as the seed in economic management and positively find a solution.” (Selected Works of Kim Jong Il, Enlarged Edition, Volume 20, p. 381)

The seed [we] must take hold of for improving and perfecting the socialist economic management illuminated by the great general is to settle the economic management method through which [we] can gain the greatest actual profits while firmly defending socialist principles. In other words, the seed that [we] must seize for improving economic management is to manage and operate the economy so that greater actual benefits [silchejo’gin ridu’k; 실제적인 리득] are allotted to the people by raising the effectiveness of economic activities while adhering to the demands of the popular masses, the masters of the socialist economy, and collectivist principles.

[We] should not ignore actual profits in the name of defending socialist principles, or neglect socialist principles in the name of guaranteeing actual profits. In a socialist society, one should seize gaining the greatest actual profits while defending socialist principles as the main [point] and ceaselessly improve and perfect economic management methods in line with developing reality.

Gaining the greatest actual profits while defending socialist principles is the seed because it is the basic requirement for successfully attaining the objective of socialist economic management.

In any society, economic management is subordinated to the interests of the classes that are the masters of that society. In capitalist societies, economic management proceeds with the purpose of squeezing out greater profits [riyun; 리윤] by meeting capitalists’ individualistic demands and exploiting the masses of working people. However, in socialist societies, where the popular masses are the masters, economic management proceeds with the objective of meeting the popular masses’ collectivist demands and allotting greater profits [riik; 리익] to the popular masses.

Gaining the greatest actual profits while defending socialist principles is a fundamental guarantee that enables the objective of socialist economic management to be excellently attained. In economic management, when socialist principles are preserved can [we] fulfill the mission of the socialist economy, which protects and guarantees the interests of the popular masses; and when [we] guarantee the greatest actual profits can [we] make the country wealthy and powerful and enable greater actual benefits to be allotted to the people. Adhering to socialist principles firmly guarantees the position and role of the masses of working people as the masters of society and the economy; and guaranteeing the greatest actual profits enables the benefits of economic development to be fully allotted to the masses of working people and the enhancement of the people’s well-being to be smoothly guaranteed. This shows that gaining the greatest actual profits while defending socialist principles is the seed that [we] should take hold of in order to attain the objective of socialist economic management.

The great general emphasized that, in order to improve and perfect economic management on socialist principles, functionaries, with firm faith in the superiority of socialist economies, should manage and operate the socialist economy on the basis of collectivist principles, in line with the true nature of socialist economies.

Owing to their institutional characteristics, socialist economies are superior beyond comparison to capitalist economies. The superiority of socialist economies compared to capitalist economies is the superiority of collectivism compared to individualism in the economic field. Collectivism is an idea whereby placing the interests of society and the collective above those of individuals, and members of society sacrificing their everything for society and the collective are considered the noblest obligation and honor. [We] can solidify the position and role of the popular masses as the masters of society and adhere to and continuously expand and strengthen socialist ownership when [we] firmly maintain collectivist principles in socialist economic management.

The great general said [we] may be shaken before temporary economic difficulties and, having illusions about capitalism, diverge from socialist principles if [we] do not have firm faith in the superiority of the socialist economy.

Drawing in capitalist economic management methods in a socialist society can never be tolerated. If capitalist economic management methods are drawn into a socialist economy, the socialist economy will degenerate, the economic foundations of socialism will collapse, and in the end it will bring about a result of capitalism’s return.

A socialist economy’s own essential superiority can be positively brought out when one in all respects manages and operates it on the basis of collectivist principles in line with its true nature, thoroughly opposes and rejects capitalist management methods, and resolves economic management issues through socialist methods.

The great general noted that all issues arising in socialist economic management should be viewed and treated with an innovative eye and from a development-oriented vantage point. Saying so, he taught [us] to bring out the socialist economy’s superiority to a high degree and gain the greatest actual profits in economic construction by boldly fixing what needs to be fixed and actively creating what needs to be newly created in economic management, in line with the demands of changing and developing reality, and uniquely carving out socialist economic management methods in our style.

Utilitarianism [sillijuu’i; 실리주의] is the basic principle of socialist economic management.

The great general said multiple times that we should head toward utilitarianism in economic work and that, while actual profits are important in politics and diplomacy, too, actual profits are more important in economic work.

Guaranteeing actual profits in socialist economic construction means making sure to give actual benefits [silchejo’gin ridu’k; 실제적인 리득] to the country’s wealth, power, and development and the improvement of the people’s well-being by effectively utilizing the human and material resources of society.

In capitalist economies, as long as capitalists gain profits by stepping up exploitation and plunder, no matter what happens to the interests of society and the people, that in short is recognized as actual profits. However, in socialist economies, where the popular masses are the masters of the state and society, economic work guarantees actual profits only when it contributes to improving the people’s well-being and [promoting] the entire society’s interests.

The great general clarified that the basic principle of socialist economic management is for the state and individual sectors and units to carry out production, construction, and enterprise management and operation in the most rational and economic ways and bring actual profits to the country and the people.

Utilitarianism in socialist economic management calls on all production units to smoothly produce and supply the means of production and consumer goods both quantitatively and qualitatively, in line with the state and society’s increasing material needs. Moreover, it calls for increasing enterprises’ sense of responsibility and creativity, raising the effectiveness of production and construction by scientizing and rationalizing enterprise management, and more rapidly increasing the net output value and social net income. In addition, it thoroughly rejects a phenomenon in the overall economic work where one works in a slipshod, rule-of-thumb manner without thinking about actual profits and bluffs and engages in useless ostentation.

All the sectors and units of the people’s economy should manage and operate the economy on the principle of thoroughly guaranteeing actual profits.

Guaranteeing the greatest actual profits in economic management while firmly preserving socialist principles in line with the true nature of the socialist economy — seizing this as the main [point] is an important guarantee for successfully performing the historic cause of building an economically powerful socialist state with our strength, technology, and resources.

As the great leader Comrade Kim Jong Il presented the seed that [we] must take hold of for improving and perfecting socialist economic management, a fundamental principle has been laid down for further enhancing the functions and role of economic management amid any conditions and environment in line with the demands of building an economically powerful socialist state.

We should firmly take hold of the seed for improving and perfecting socialist economic management illuminated by the great general and fulfill ahead of schedule, as soon as possible, the respected and beloved Comrade Kim Jong Un’s grand plan on building an economically powerful state.

사회주의경제관리개선완성의 종자를 새롭게 밝혀주신 위대한 령도자 김정일동지의 사상리론적업적

경애하는 김정은동지의 현명한 령도밑에 우리 인민은 경제강국건설의 최후승리를 앞당기기 위한 대진군을 힘차게 벌리고있다. 경제강국건설을 위한 우리 인민의 투쟁은 끊임없이 변화발전하는 경제건설환경과 류례없이 복잡하고 어려운 조건에서 진행되고있다. 경제강국을 성과적으로 건설하자면 발전하는 현실의 요구에 맞게 경제관리사업을 더욱 개선강화하여야 하며 그러자면 위대한 김정일대원수님의 사회주의경제관리리론과 업적을 철저히 옹호고수하고 철저히 구현해나가야 한다.

사회주의경제관리리론분야에 쌓아올리신 위대한 령도자 김정일동지의 사상리론적업적에서 중요한 자리를 차지하는것은 사회주의경제제도의 본질적특성에 맞게 경제관리개선완성의 종자를 새롭게 밝혀주신것이다.

사회주의경제관리를 개선완성하는데서 종자를 튼튼히 틀어쥐고나가는것은 경제건설의 성과를 담보하는 근본문제이다. 경제관리개선의 종자를 정확히 해명하여야 그 어떤 조건과 환경속에서도 사회주의사회의 본질적특성에 맞게 경제를 옳바로 관리하고 발전시켜나갈수 있다.

위대한 장군님께서 밝혀주신 사회주의경제관리를 개선완성하는데서 틀어쥐고나가야 할 종자는 사회주의원칙을 확고히 지키면서 가장 큰 실리를 얻을수 있는 경제관리방법을 해결하는것이다. 다시말하여 사회주의경제의 주인인 인민대중의 요구, 집단주의적원칙을 고수하면서 경제활동의 효과성을 높여 인민들에게 더많은 실제적인 리득이 차례지도록 경제를 관리운영하는것이 경제관리를 개선하는데서 틀어쥐고나가야 할 종자이다.

사회주의원칙을 지킨다고 하여 실리를 무시하거나 실리를 보장한다고 하면서 사회주의원칙을 홀시하여서는 안된다. 사회주의사회에서는 사회주의원칙을 지키면서 가장 큰 실리를 얻는것을 기본으로 틀어쥐고 발전하는 현실에 맞게 경제관리방법을 끊임없이 개선완성해나가야 한다.

사회주의원칙을 지키면서 가장 큰 실리를 얻게 하는것이 종자로 되는것은 그것이 사회주의경제관리의 목적을 성과적으로 달성하기 위한 기본요구로 되기때문이다.

어느 사회에서나 경제관리는 그 사회의 주인으로 되는 계급의 리익에 복종된다. 자본주의사회에서 경제관리는 자본가들의 개인주의적요구를 실현하고 근로인민대중을 착취하여 더 많은 리윤을 짜내는것을 목적으로 하여 진행된다. 그러나 인민대중이 주인으로 되여있는 사회주의사회에서 경제관리는 인민대중의 집단주의적요구를 실현하고 인민대중에게 더 많은 리익이 차례지도록 하는것을 목적으로 하여 진행된다.

사회주의원칙을 지키면서 가장 큰 실리를 얻게 하는것은 사회주의경제관리의 목적을 훌륭히 실현할수 있게 하는 근본담보로 된다. 경제관리에서 사회주의원칙을 지켜야 인민대중의 리익을 옹호보장하는 사회주의경제의 사명을 실현할수 있고 가장 큰 실리를 보장하여야 나라를 부강하게 하고 인민들에게 더 많은 실제적리득이 차례지게 할수 있다. 사회주의원칙의 고수는 사회와 경제의 주인으로서의 근로인민대중의 지위와 역할을 확고히 보장하며 가장 큰 실리를 보장하는것은 경제발전의 혜택이 전적으로 근로대중에게 차례지게 하고 인민들의 복리증진을 원만히 담보할수 있게 한다. 이것은 사회주의원칙을 지키면서 가장 큰 실리를 얻게 하는것이 사회주의경제관리의 목적을 실현하기 위하여 틀어쥐고나가야 할 종자로 된다는것을 말해주고있다.

위대한 장군님께서는 사회주의원칙에서 경제관리를 개선완성하기 위하여서는 일군들이 사회주의경제의 우월성에 대한 확고한 신념을 가지고 사회주의경제의 본성에 맞게 집단주의원칙에 기초하여 사회주의경제를 관리운영하여야 한다고 강조하시였다.

사회주의경제는 그 제도적특성으로 하여 자본주의경제에 비할바없는 우월성을 가지고있다. 자본주의경제에 비한 사회주의 경제의 우월성은 경제분야에서의 개인주의에 비한 집단주의의 우월성이다. 집단주의는 사회와 집단의 리익을 개인의 리익우에 놓으며 사회성원들이 사회와 집단을 위하여 자신의 모든것을 다 바치는것을 가장 숭고한 의무로, 영예로 여기는 리념이다. 사회주의경제관리에서 집단주의원칙을 확고히 견지하여야 사회의 주인으로서의 인민대중의 지위와 역할을 공고히 하고 사회주의적소유를 고수하며 끊임없이 확대강화해나갈수 있다.

위대한 장군님께서는 사회주의경제의 우월성에 대한 확고한 신념을 가지지 못하면 일시적인 경제적난관앞에서 동요하면서 자본주의에 대한 환상을 가지고 사회주의원칙에서 리탈할수 있다고 하시였다.

사회주의사회에서 자본주의적경제관리방법을 끌어들이는것은 절대로 허용할수 없다. 만일 사회주의경제에 자본주의적경제관리방법을 끌어들이면 사회주의경제가 변질되고 사회주의의 경제적기초가 무너지게 되며 결국 자본주의가 복귀되는 결과를 초래하게 된다.

사회주의경제는 어디까지나 그 본성에 맞게 집단주의적원칙에 기초하여 관리운영하며 자본주의적관리방법을 철저히 반대배격하고 사회주의적방법으로 경제관리문제를 풀어나가야 자기의 본질적우월성을 적극 발양시킬수 있다.

위대한 장군님께서는 사회주의경제관리에서 나서는 모든 문제를 혁신적안목에서, 발전적견지에서 보고 대하여야 한다고 하시면서 변화발전하는 현실의 요구에 맞게 경제관리에서 고칠것은 대담하게 고치고 새롭게 창조할것은 적극적으로 창조하여 사회주의경제관리방법을 우리 식으로 독특하게 개척하여나감으로써 사회주의경제의 우월성을 높이 발양시켜 경제건설에서 가장 큰 실리를 얻도록 하여야 한다고 가르쳐주시였다.

실리주의는 사회주의경제관리의 기본원칙이다.

위대한 장군님께서는 여러 차례에 걸쳐 우리는 경제사업에서 실리주의로 나가야 한다고 하시면서 정치와 외교에서도 실리가 중요하지만 경제사업에서는 실제적인 리익이 더 중요하다고 하시였다.

사회주의경제건설에서 실리를 보장한다는것은 사회의 인적, 물적자원을 효과적으로 리용하여 나라의 부강발전과 인민들의 복리증진에 실제적인 리득을 주도록 한다는것을 말한다.

자본주의경제에서는 사회와 인민의 리익이야 어떻게 되든 자본가들이 착취와 략탈을 강화하여 리윤만 얻게 되면 그것이 곧 실리로 인정된다. 그러나 인민대중이 국가와 사회의 주인으로 되여있는 사회주의경제에서는 경제사업이 인민들의 복리증진, 전사회적리익에 이바지하는것으로 되여야 실리를 보장하는것으로 된다.

위대한 장군님께서는 국가적으나 개별적부문, 단위들에서 생산과 건설, 기업관리운영을 가장 합리적으로, 경제적으로 하여 나라와 인민에게 실제적인 리익을 주는것을 사회주의경제관리의 기본원칙이라고 밝혀주시였다.

사회주의경제관리에서 실리주의는 모든 생산단위들에서 국가와 사회의 늘어나는 물질적수요에 맞게 생산수단과 소비재를 량적으로나 질적으로 원만히 생산보장할것을 요구한다. 또한 기업소의 책임성과 창발성을 높이고 기업관리를 과학화, 합리화하여 생산과 건설의 효과성을 높이고 순생산액 및 사회순소득을 더 빨리 늘일것을 요구한다. 이와 함께 경제사업전반에서 실리를 따지지 않고 주먹구구식으로 되는대로 일하며 허세를 부리고 쓸데없는 멋따기를 하는 현상을 철저히 배격한다.

인민경제의 모든 부문, 모든 단위에서는 철두철미 실리를 보장하는 원칙에서 경제를 관리운영해나가야 한다.

경제관리에서 사회주의경제의 본성에 맞게 사회주의원칙을 확고히 지키면서 가장 큰 실리를 보장하는것을 기본으로 틀어쥐고나가는 여기에 우리의 힘, 우리의 기술, 우리의 자원으로 사회주의경제강국건설의 력사적위업을 성과적으로 수행할수 있는 중요한 담보가 있다.

위대한 령도자 김정일동지께서 사회주의경제관리를 개선완성하는데서 틀어쥐고나가야 할 종자를 제시하심으로써 그 어떤 조건과 환경속에서도 사회주의경제강국건설의 요구에 맞게 경제관리의 기능과 역할을 더욱 높여나갈수 있는 근본지침이 마련되게 되였다.
