The Immortal Ideological and Theoretical Achievements Built up by Great Leader Comrade Kim Il Sung in the Resolution of the Ownership Issue in a Socialist Society

Great leader Comrade Kim Il Sung made immortal contributions to the development of mankind’s economic ideas by creating unique economic ideas and theories in the process of leading the revolution and the construction.

What takes up an important place in the economic ideas and theories that the great leader Comrade Kim Il Sung uniquely elucidated are his ideas and theories about resolving ownership issues in a socialist society.

Based on a scientific analysis of the essential and transitional characteristics of a socialist society, great leader Comrade Kim Il Sung uniquely illuminated the essence of ownership issues and ways to resolve them in a socialist society.

Ownership issues come up in different ways depending on the stage of a revolution’s development. Arising at an anti-imperialist, anti-feudal democratic revolution stage are the issue of liquidating the feudal land ownership system and establishing a working peasants’ land ownership system, as well as the issue of turning into state-owned [possessions] the means of production in the industrial sectors, which were owned by foreign imperialists and reactionaries. At a socialist revolution stage, the issue of removing all types of private ownership of production means and monolithically establishing socialist ownership comes up.

Great Leader Comrade Kim Il Sung instructed as follows:

“In a socialist society, there are two forms of socialist ownership: all-people ownership and cooperative ownership. In order to achieve complete victory of socialism, we must remove class differences; to do so, we must establish monolithic predominance over all-people ownership of production means by converting cooperative ownership into all-people ownership.” (Complete Works of Kim Il Sung, Volume 85, p. 290)

What is important among the immortal ideological and theoretical achievements attained by the great leader Comrade Kim Il Sung in the resolution of ownership issues in a socialist society is, first and foremost, that he scientifically elucidated the essence of resolving ownership issues in a socialist society.

Great leader Comrade Kim Il Sung clarified that there are two forms of ownership in a socialist society due to its transitional characteristics–in short all-people ownership and cooperative ownership–and uniquely clarified the essence of the work of completely resolving ownership issues by establishing an all-people ownership system.

The great leader clarified that the work of converting cooperative ownership into all-people ownership was not simply an issue of advancing productivity or reconstructing economic relations but that it was work to remold peasants’ ideological and moral qualities and socioeconomic lot after the pattern of the working class, in short that it was work to working-classize peasants.

Working-classizing peasants is to remold peasants’ ideological and moral qualities and socioeconomic lot after the pattern of the working class.

The work of establishing an all-people ownership system by converting cooperative ownership into all-people ownership can proceed successfully when the peasant masses, the masters of cooperative ownership, have a desperate interest in the work of converting ownership and buckle down to it.

Unless the peasant masses, the masters of farming villages and masters of cooperative ownership, were remolded after the pattern of the working class, the masters of all-people ownership, cooperative ownership cannot be converted to all-people ownership, and we cannot develop farming villages and remove the gap between cities and farming villages. Not only that, we cannot resolve farming village issues.

By uniquely elucidating the essence of the work of establishing an all-people ownership system by converting cooperative ownership into all-people ownership, the great leader clearly illuminated the basic direction of the work for ownership change. Accordingly, the socialist farming villages of our country were able to carry out the work of materializing the all-people ownership system centered on ideologically and morally remolding peasants, the main performers of resolving farming village issues, without being partial to either agricultural productivity development or economic relations reconstruction.

What is next important among the immortal ideological and theoretical accomplishments attained by great leader Comrade Kim Il Sung in the resolution of ownership issues in a socialist society is that he provided unique and full clarification of the principled issues for the resolution of ownership issues.

The great leader first scientifically analyzed the role of developing people’s ideological consciousness and productivity in ownership change. Based on that, he illuminated unique ideas and theories about creating an ideological and material premise for ownership change.

The great leader clarified that an ideological premise should be created in order to convert cooperative ownership into all-people ownership.

Converting cooperative ownership to all-people ownership means enabling the peasant masss to become the masters of all-people ownership. This work ultimately depends on the peasant masses’ aspirations and ardent desire for ownership change and the level of the peasant masses’ readiness to operate the economy of an all-people ownership system as befitting its masters. Therefore, starting by remolding the ideological consciousness of peasants, masters of cooperative ownership, is not only the premise but is a sure guarantee for converting cooperative ownership to all-people ownership.

The great leader clarified that a material premise should be created in order to convert cooperative ownership to all-people ownership.

Generally speaking, advances in productivity serve as the objective basis of the development of ownership relations. Hence, only when agricultural productivity advances quickly can the level of production socialization go up, and accordingly, can the socialization of ownership of production means expand beyond the narrow boundaries of a cooperative economy to nationwide and all-society levels.

The great leader also elucidated unique ideas and theories about conducting the work of converting cooperative ownership to all-people ownership in an incremental way, by going through certain experimental phases.

The work of converting cooperative ownership to all-people ownership is highly difficult and complex, just as much as agricultural cooperativization, and the preconditions for ownership change are met incrementally. Under these circumstances, the work of converting cooperative ownership to all-people ownership should be carried out in an incremental method: choose some target cooperative farms or areas, make them models of ownership change, build experience, and then generalize it and turn all cooperative farms into those owned by all the people on the basis of meeting enough preconditions for ownership change.

The great leader also provided scientific clarification of concrete methods on resolving incrementally the [issue of] change from cooperative ownership to all-people ownership.

This is organically combining the two ownerships while continuously enhancing the leading role of all-people ownership.

While cooperative ownership is a form of socialist ownership, it cannot advance into all-people ownership on its own due to its transitional characteristics–it can reform and develop only with the guidance and assistance of all-people ownership. As such, in order to correctly resolve the issue of converting cooperative ownership to all-people ownership, all-people ownership should correctly guide and assist cooperative ownership.

In addition, we should ensure the organic combination of the two ownerships.

Ensuring the organic combination of cooperative ownership and all-people ownership means the material and technical means under all-people ownership directly participating in cooperative economy-based agricultural production, thereby making the two ownerships one in the process of agricultural production.

To remold cooperative ownership after the pattern of all-people ownership, we should make agriculture like an industry by enhancing the level of peasants’ ideological consciousness, improving the quality of material and technical equipment in agriculture, and developing agricultural productivity.

Through direct productive connection between industry and agriculture, the organic combination of the two ownerships enables material and technical means under all-people ownership to be introduced into cooperatively owned farms and contribute to agricultural production. Accordingly, it [the organic combination] can contribute to expanding agricultural production, strengthening the material and technical foundations of the rural economy, pursuing technical revolutions in farming villages, and working-classizing peasants.

As can be seen, organically combining the two ownerships while continuously enhancing the leading role of all-people ownership is the most correct path toward the establishment of a single all-people ownership system.

Like this, the ideas and theories about resolving ownership issues in a socialist society elucidated by the great leader Comrade Kim Il Sung are powerful theoretical and practical weapons that enable the achievement of socialism’s complete victory, for they most scientifically resolve ownership issues in line with the will and demands of the popular masses.

위대한 수령 김일성동지께서는 혁명과 건설을 령도하시는 과정에 독창적인 경제사상리론들을 창시하시여 인류의 경제사상발전에 불멸의 공헌을 하시였다.

위대한 수령 김일성동지께서 독창적으로 밝혀주신 경제사상과 리론에서 중요한 자리를 차지하는것은 사회주의사회에서 소유문제해결에 관한 사상리론이다.

위대한 수령 김일성동지께서는 사회주의사회의 본질적특성과 과도적특성에 대한 과학적분석에 기초하여 사회주의사회에서 소유문제의 본질과 그 해결방도에 대하여 독창적으로 밝혀주시였다.

소유문제는 혁명발전의 단계에 따라 다르게 제기된다. 반제반봉건민주주의혁명단계에서는 봉건적토지소유제도를 청산하고 근로농민적토지소유제도를 확립하는 문제, 외래제국주의자들과 반동들이 가지고있던 산업부문의 생산수단을 국가소유로 만드는 문제로 제기된다. 사회주의혁명단계에서는 생산수단에 대한 온갖 사적소유를 철페하고 사회주의적소유를 유일적으로 확립하는 문제로 제기된다.

위대한 수령 김일성동지께서는 다음과 같이 교시하시였다.

《사회주의사회에는 사회주의적소유의 두 형태인 전인민적소유와 협동적소유가 있습니다. 사회주의완전승리를 이룩하려면 계급적차이를 없애야 하며 그러자면 협동적소유를 전인민적소유로 전환시켜 생산수단에 대한 전인민적소유의 유일적지배를 확립하여야 합니다.》(《김일성전집》 제85권 290페지)

위대한 수령 김일성동지께서 사회주의사회의 소유문제해결에서 이룩하신 불멸의 사상리론적업적에서 중요한것은 무엇보다먼저 사회주의사회에서 소유문제해결의 본질을 과학적으로 밝혀주신것이다.

위대한 수령 김일성동지께서는 사회주의사회에는 그 과도적특성으로부터 두가지 소유형태 즉 전인민적소유와 협동적소유가 존재하게 된다는데 대하여 밝혀주시고 전민소유제를 확립하여 소유문제를 완전히 해결하는 사업의 본질을 독창적으로 밝혀주시였다.

위대한 수령님께서는 협동적소유를 전인민적소유에로 전환시키는 사업이 단순히 생산력을 발전시키거나 경제관계를 개조하기 위한 문제가 아니라 농민들의 사상정신적풍모와 사회경제적처지를 로동계급의 모양대로 개조하기 위한 사업 다시말하여 농민을 로동계급화하기 위한 사업이라는데 대하여 밝혀주시였다.

농민을 로동계급화한다는것은 농민들의 사상정신적풍모와 사회경제적처지를 로동계급의 모양대로 개조하는것이다.

협동적소유를 전인민적소유로 전환시켜 전민소유제를 확립하는 사업은 협동적소유의 주인인 농민대중이 소유전환사업에 절실한 리해관계를 가지고 달라붙을 때 성과적으로 진행될수 있다.

농촌의 주인, 협동적소유의 주인인 농민대중을 전인민적소유의 주인인 로동계급의 모양대로 개조하지 않고서는 협동적소유를 전인민적소유로 전환시킬수 없고 농촌을 발전시켜 도시와 농촌의 차이를 없앨수 없으며 나아가서는 농촌문제를 해결할수 없다.

위대한 수령님께서 협동적소유를 전인민적소유에로 전환시켜 전민소유제를 확립하는 사업의 본질을 독창적으로 밝혀주심으로써 소유전환을 위한 사업의 기본방향이 명확히 밝혀지게 되였으며 우리 나라 사회주의농촌에서는 전민소유제실현을 위한 사업이 농업생산력발전이나 경제관계개조에 치우치지 않고 농촌문제해결의 기본담당자인 농민을 사상정신적으로 개조시키는데 중심을 두고 진행되게 되였다.

위대한 수령 김일성동지께서 사회주의사회의 소유문제해결에서 이룩하신 불멸의 사상리론적업적에서 중요한것은 다음으로 소유문제해결을 위한 원칙적문제들에 독창적이며 전면적인 해명을 주신것이다.

위대한 수령님께서는 우선 소유전환에서 사람들의 사상의식과 생산력의 발전이 노는 역할을 과학적으로 분석하신데 기초하여 소유전환을 위한 사상적 및 물질적전제를 마련할데 대한 독창적인 사상리론을 밝혀주시였다.

위대한 수령님께서는 협동적소유를 전인민적소유에로 전환시키려면 사상적전제가 마련되여야 한다고 밝혀주시였다.

협동적소유를 전인민적소유로 전환시키는것은 농민대중을 전인민적소유의 주인으로 되게 한다는것을 의미하며 결국 이 사업은 소유전환에 대한 농민대중의 지향과 념원, 전민소유제의 경리를 주인답게 운영할수 있는 농민대중의 준비정도에 의존하게 된다. 그러므로 협동적소유의 주인인 농민들의 사상의식부터 개조하는것은 협동적소유를 전인민적소유에로 전환시키기 위한 전제일뿐만아니라 그 확고한 담보로 된다.

위대한 수령님께서는 협동적소유를 전인민적소유에로 전환시키려면 물질적전제가 마련되여야 한다고 밝혀주시였다.

일반적으로 소유관계의 발전은 생산력의 발전을 객관적기초로 하기때문에 농업생산력이 빨리 발전하여야 생산의 사회화수준이 높아지고 이에 따라 생산수단에 대한 소유의 사회화수준도 협동경리의 좁은 울타리를 벗어나 전국가적, 전사회적범위에로 확대되여나갈수 있다.

위대한 수령님께서는 또한 협동적소유를 전인민적소유로 전환하는 사업을 일정한 시험적단계를 거쳐 점차적방법으로 진행할데 대한 독창적인 사상리론을 밝혀주시였다.

협동적소유를 전인민적소유에로 전환하는 사업은 농업협동화에 못지 않게 매우 어렵고 복잡한 사업이며 소유전환을 위한 전제조건들은 점차적으로 마련되게 된다. 이런 조건에서 협동적소유를 전인민적소유로 넘기는 사업은 몇개 대상의 협동농장 또는 일부 지역을 선택하여 소유전환의 본보기로 꾸리고 경험을 쌓은 다음 그것을 일반화하며 소유전환의 전제조건들을 충분히 갖춘 기초우에서 모든 협동농장들을 전민소유로 넘기는 점차적방법으로 진행하여야 한다.

위대한 수령님께서는 협동적소유의 전인민적소유에로의 전환을 점차적방법으로 해결하기 위한 구체적방도에 대하여서도 과학적인 해명을 주시였다.

그것은 전인민적소유의 지도적역할을 끊임없이 높이면서 두 소유를 유기적으로 결합시키는것이다.

협동적소유는 사회주의적소유형태이기는 하지만 그 과도적특성으로부터 그자체로서는 전인민적소유에로 발전해나갈수 없고 오직 전인민적소유의 지도와 방조속에서만 개조발전해나갈수 있으므로 협동적소유의 전인민적소유에로의 전환문제를 옳게 풀어나가자면 전인민적소유가 협동적소유를 옳게 지도방조하여야 한다.

이와 함께 두 소유의 유기적결합을 보장하여야 한다.

협동적소유와 전인민적소유의 유기적결합을 보장한다는것은 협동경리의 농업생산에 전인민적소유의 물질기술적수단들이 직접 참가함으로써 농업생산과정에서 두 소유가 하나로 되게 한다는것을 말한다.

협동적소유를 전인민적소유의 모양대로 개조하자면 농민들의 사상의식수준을 높이는것과 함께 농업의 물질기술적장비수준을 높이고 농업생산력도 발전시켜 농업도 공업처럼 만들어야 한다.

두 소유의 유기적결합은 공업과 농업간의 직접적인 생산적련계를 통하여 전인민적소유의 물질기술적수단들이 협동적소유의 농장들에 인입되여 농업생산에 이바지하도록 함으로써 농업생산의 증대와 농촌경리의 물질기술적토대의 강화, 농촌에서의 기술혁명추진, 농민의 로동계급화에 이바지할수 있게 된다.

이와 같이 전인민적소유의 지도적역할을 끊임없이 높이면서 두 소유를 유기적으로 결합시키는것은 단일한 전민소유제확립을 위한 가장 옳바른 길이다.

이처럼 위대한 수령 김일성동지께서 밝히신 사회주의사회에서 소유문제해결에 대한 사상리론은 소유문제를 인민대중의 의사와 요구에 맞게 가장 과학적으로 해결하여 사회주의의 완전승리를 이룩할수 있게 하는 위력한 리론실천적무기로 된다.
