How to guide and manage the overall economy of a country holds particularly important significance in a socialist society, where the economy constitutes one living organism owing to the socialist ownership of the means of production.

The respected and beloved supreme leader Comrade Kim Jong Un said the following:

“[We] must responsibly carry out the state’s unified guidance and strategic management of economic work.”

Socialist economic construction proceeds amid changing and developing conditions and environment, and this urgently calls for continuously improving the guidance and management of economic work in line with the changing conditions and environment.

What is important at the present time in establishing economic management methods of our style that are conducive to the realities of our country and right for the interests of our people is to properly realize the state’s unified guidance and strategic management of the entire economy.

Properly realizing the state’s unified guidance and strategic management of the country’s entire economy is critical work for vigorously accelerating socialist economic construction by thoroughly implementing the basic requirements of the economic management methods of our style.

The importance of properly realizing the state’s unified guidance and strategic management of the country’s entire economy is, first, that it enables [us] to firmly maintain socialist principles in economic work.

A socialist economy is rooted in the socialist ownership of production means and in collectivism. Accordingly, guidance and management of it should be aimed at defending and adhering to socialist ownership and realizing collectivist principles. Only then can [we] firmly maintain socialist principles.

Defending and adhering to socialist ownership and realizing collectivist principles in the guidance and management of economic work means thoroughly guarding against and rejecting private ownership based on individualism so that it cannot invade or grow in our inside. It also means guiding and managing the economy so that the interests of the collective and the interests of individuals coincide, by making sure that the interests of individuals are subordinated to the interests of the collective and individuals’ interests are found among the interests of the collective.

Properly realizing the state’s unified guidance and strategic management of the entire economy is a matter of life or death for defending and adhering to socialist ownership and materializing collectivist principles. The state’s unified guidance and strategic management of the entire economy is the commanding function of the state seizing the overall economic work in a unified manner and steering it strategically so that all the economic sectors and units realize the party’s economic construction line and policy.

If the state fails to seize the overall economic work in a unified manner and guide and manage it under the condition where certain regions or enterprises are economic units in a socialist society, small groups that put forward to the forefront the demands and interests of individual regions or enterprises will be formed by all means. This could engender capitalist economic management methods like decentralization and enterprise self-governing bodies. When the state’s unified guidance of the entire economy is thoroughly guaranteed can [we] formulate people’s economic development plans that are in line with the popular masses’ will and demands, based on collectivist principles; correctly organize and command the execution of those plans; and rapidly advance the people’s economy in a planned and balanced manner by establishing state planning discipline.

A planned and balanced development of the people’s economy enables [us] to continuously solidify and advance the socialist economic system and ownership system by accelerating the development of production capacities and smoothly guaranteeing, materially, the popular masses’ independent and creative livelihood, and by bringing out a high degree of superiority of the socialist economy as opposed to capitalism.

The state’s unified guidance is essential work for guiding, managing, and operating the economy so as to defend and adhere to socialist ownership and materialize collectivist principles.

The state’s unified guidance of the overall economy can proceed successfully only through correct strategic management.

When the state’s unified guidance of the entire economy is carried out with a scientific and realistic strategy, with a sense of purpose, can the country’s overall economy move and advance with vigor, like one living organism, and can the state’s unified guidance be successfully guaranteed.

Moreover, the importance of properly realizing the state’s unified guidance and strategic management of the country’s entire economy is that it enables maximum actual profits [silli; 실리] to be gained by carrying out production and management in line with objective economic laws and the demands of modern science and technology.

Gaining maximum actual profits in economic work, in short, means attaining the greatest economic successes through minimum expenditure. The work of attaining maximum actual profits in economic work can be successfully guaranteed when all the economic work is organized and carried out in line with objective economic laws and the demands of modern science and technology.

In a socialist society, economic laws operate with the nation-state as the unit, and their demands are smoothly materialized when all members of society carry out their economic activities in the direction of thoroughly realizing the interests of the entire society.

When [we] properly realize the state’s unified guidance and strategic management of the entire economy can the state accurately reflect the demands of economic laws across the entire society and guide and manage all the economic units and working people’s economic activities so that they proceed in line with the demands of economic laws, thereby subordinating their economic interests to guaranteeing the interests of the entire society over the long term. Moreover, [we] can prevent in advance economic losses from the destruction of balance between sectors, regions, and reproduction links or from product surpluses and shortages.

Today, the era of the knowledge economy, modern science and technology are rapidly penetrating into and expanding throughout economic life, remarkably strengthening the organic ties between economy and science and technology.

Right now, [we] cannot even think about actual profits in economic work independently of modern science and technology.

When [we] rapidly advance science and technology in line with the demands of reality’s development and positively introduce them to production and management can [we] attain maximum actual profits in economic work.

The state’s unified guidance and strategic management of the entire economy offers the possibility of seizing the country’s overall science and technology work in a unified manner, rapidly advancing it over the long term and in a planned manner, and positively introducing researched and perfected scientific and technological successes to production and management across the entire society. Properly realizing the state’s unified guidance and strategic management of the entire economy is a mandatory requirement for attaining maximum profits by carrying out production and management in line with modern scientific and technological demands.

[We] should bring out to the maximum the superiority of the economic management methods of our style by knowing well the importance of the state’s unified guidance and strategic management of the country’s entire economy and rising up as one in the work of realizing it properly.

나라의 경제전반을 어떻게 지도하고 관리하는가 하는것은 생산수단에 대한 사회주의적소유로 하여 경제가 하나의 생명유기체를 이루고있는 사회주의사회에서 특별히 중요한 의의를 가진다.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

《경제사업에 대한 국가의 통일적지도와 전략적관리를 책임적으로 하여야 합니다.》

사회주의경제건설은 변화발전하는 조건과 환경속에서 진행되게 되며 이것은 경제사업에 대한 지도와 관리를 달라지는 조건과 환경에 맞게 끊임없이 개선해나갈것을 절실히 요구하고있다.

현시기 우리 나라의 현실에 부합되고 우리 인민의 리익에 맞는 우리 식 경제관리방법을 확립하는데서 중요한 내용을 이루는것은 경제전반에 대한 국가의 통일적지도와 전략적관리를 바로 실현하는것이다.

경제전반에 대한 국가의 통일적지도와 전략적관리를 바로 실현하는것은 사회주의적소유를 옹호고수하고 집단주의원칙을 구현하기 위한 사활적인 문제이다. 경제전반에 대한 국가의 통일적지도와 전략적관리는 모든 경제부문들과 단위들이 당의 경제건설로선과 정책을 실현하도록 국가가 경제전반사업을 통일적으로 장악하고 전략적으로 조종해나가는 지휘기능이다.

경제전반에 대한 국가의 통일적지도를 철저히 보장하여야 집단주의원칙에서 인민대중의 의사와 요구에 맞는 인민경제발전계획을 세울수 있고 그 계획집행을 옳게 조직지휘할수 있으며 국가계획규률을 세워 인민경제를 계획적으로, 균형적으로 빨리 발전시킬수 있다.

인민경제의 계획적균형적발전은 생산력발전을 다그쳐 인민대중의 자주적이며 창조적인 생활을 물질적으로 원만히 보장하며 자본주의에 비한 사회주의경제의 우월성을 높이 발양시켜 사회주의경제제도, 소유제도를 끊임없이 공고발전시켜나갈수 있게 한다.

국가의 통일적지도는 사회주의적소유를 옹호고수하고 집단주의적원칙을 구현하도록 경제를 지도하고 관리운영하기 위한 필수적인 사업이다.

경제전반에 대한 국가의 통일적지도는 옳은 전략적관리를 통하여서만 성과적으로 진행될수 있다.

사회주의사회에서 경제법칙은 민족국가를 단위로 하여 작용하며 그 요구는 모든 사회성원들의 경제활동이 전사회적리익을 철저히 실현하는 방향에서 진행될 때 원만히 구현된다.

경제전반에 대한 국가의 통일적지도와 전략적관리를 바로 실현하여야 국가가 경제법칙의 요구를 전사회적범위에서 정확히 반영하여 모든 경제단위들과 근로자들의 경제활동을 경제법칙의 요구대로 진행되도록 지도관리함으로써 그들의 경제적리익을 전사회적리익이 장기적으로 보장되도록 하는데 복종시킬수 있고 부문사이, 지역사이, 재생산고리들사이의 균형을 파괴하거나 생산물의 과잉과 부족 등으로 입게 되는 경제적손실을 미리 막을수 있다.

지식경제시대인 오늘 현대과학기술은 경제생활에 급속히 침투확대되면서 경제와 과학기술의 유기적련계를 비상히 강화하고있다.

지금 현대과학기술을 떠나 경제사업에서의 실리란 생각조차 할수 없다.

과학기술을 현실발전의 요구에 맞게 빨리 발전시키고 그것을 생산과 관리에 적극 도입할 때 경제사업에서 최대한의 실리를 얻을수 있다.

경제전반에 대한 국가의 통일적지도와 전략적관리는 나라의 과학기술사업전반을 통일적으로 장악하고 전망적으로, 계획적으로 빨리 발전시켜나가며 연구완성된 과학기술성과들을 전사회적범위에서 생산과 관리에 적극 도입할수 있게 하는 가능성을 지어준다. 경제전반에 대한 국가의 통일적지도와 전략적관리를 바로 실현하는것은 생산과 관리를 현대과학기술적요구에 맞게 하여 최대한의 실리를 얻기 위한 필수적요구이다.
