The New Strategic Line Presented by the Party Is a Realistic Line Whose Feasibility Is Firmly Guaranteed

While presenting the new strategic line of concentrating all efforts on economic construction at the Third Plenary Meeting of the Seventh Workers Party of Korea [WPK] Central Committee [CC], the respected and beloved supreme leader Comrade Kim Jong Un elucidated that this line was a realistic line whose feasibility was firmly guaranteed.

Respected and beloved Supreme Leader Comrade Kim Jong Un said the following: “The new strategic line of concentrating all efforts on economic construction is a realistic line whose feasibility is firmly guaranteed.”

The new strategic line of our party is the most legitimate line presented after its feasibility has been scientifically calculated. The scientific accuracy and legitimacy of lines and policies are defined as important depending on how accurately the demands and aspirations of the era, revolution, and the popular masses, as well as the realistic conditions, are assessed, before they [lines and policies] are formulated.

As is the case with all lines of our party, the new strategic line, too, not only correctly reflects the aspirations and demands of the era, revolution, and the popular masses, it is the most legitimate line to have been established by accurately assessing the realistic conditions as well.

The reason the new strategic line presented by the party is a realistic line whose feasibility is firmly guaranteed is, first and foremost, that it is founded on the strength of the popular masses, who have inexhaustible creative power.

Economic construction is work for the masses of working people, and the popular masses are the direct performers of that. Economic construction is vigorously carried out when the popular masses demonstrate their creative power to the maximum in production and construction.

The creative abilities the popular masses demonstrate in economic construction are not satisfactorily demonstrated in every society.

In capitalist societies, where a tiny handful of the exploiting classes monopolize the means of production and oppress and exploit the masses of working people, the working masses cannot sufficiently display their creative power.

In capitalist societies, products are created through the labor of the working people, but the fruit of those is exclusively possessed by capitalists. No matter how strenuously [the working people] work, only the capitalists become wealthier, and the working masses become gradually more impoverished. In such exploitative societies, it is clear that the masses of working people can neither have a high degree of productive enthusiasm nor can they satisfactorily display their creative power.

Socialist societies are fundamentally different from those. In socialist societies, where the masses of working people are the masters of the state, society, and the economy and where everything serves the masses of working people, the labor of the working people is voluntary and collective labor, and the working people display a high degree of creative power to the maximum as masters of production and construction.

The high degree of revolutionary enthusiasm and creative power that the masses of working people demonstrate in socialist societies cannot be thought of independently of the correct leadership of the party and the leader [suryo’ng; 수령] vis-a-vis the working class.

Our people were able to become the people with independent ideological consciousness and infinite creative power that they are today precisely as a result of our party’s wise leadership.

Because our party has aroused the power of the popular masses and led the revolution and construction, our people were able to become independent, creative, and powerful social beings who carve out their destiny with their own strength.

Our country was able to carry out two social revolutions after liberation in a short amount of time; finish postwar rehabilitation and construction in a short period of time, though [others] said we would never rise up even in 100 years; and carry out industrialization, which took others a century or several centuries, in a short time of 14 years. This was thanks to the popular masses, who were endlessly faithful to our party’s wise leadership and the party’s ideas and causes and who had inexhaustible creative power.

The history of the struggle of our people, who have scored a series of wins and built-up miracle after miracle, proves the invincibility of the sacred cause of the people, who are armed with the party’s revolutionary ideas and are single-heartedly united around the party, and are the mightiest principal subjects of the revolution.

As long as there exist the popular masses who have independent ideological consciousness and inexhaustible creative power, victory in today’s struggle for building a powerful socialist economy and knowledge economy by concentrating all efforts on economic construction remains firmly assured.

The reason the new strategic line presented by the party is a realistic line whose feasibility is firmly guaranteed is, next, that it is based on a camp of scientists and technicians with a high level of patriotism and creative talent who were raised by the party.

The economically powerful state that we are constructing today is a self-supporting economically powerful state and a knowledge-based economic power. It produces and provides on its own the material means necessary for national defense construction, economic construction, and the people’s livelihood and integrates science and technology with production. It is also where cutting-edge technology industries play a leading role in economic growth.

In order to build an economically powerful state that is strong with self-support and grows on the foundation of the power of knowledge today, where science and technology are advancing rapidly, and it has a great impact on socioeconomic development, [we] should firmly give priority to the development of science and technology. To do so, talent forces must be ready.

In our country, there is a strong camp of scientists and technicians who grew up receiving the benefits of the most superior educational system in the bosom of the party.

In the immediate wake of liberation, our party placed importance on the role of talents in the construction of a new fatherland and has since directed great efforts toward education work for fostering talents. Countless talents have been fostered through a professional education system and an on-the-job-training education system. Today, due to the party’s policy of turning all the people into science and technology personnel, long-distance education systems have been set up so that anyone can study anywhere in plants, enterprises, and cooperative farms, and countless working people are growing into knowledge-based working people with knowledge commensurate with that of university graduates. As a result, large contingents of scientists and technicians have been created in our country today.

The scientists and technicians raised by our party have invariably upheld our party with science and technology from the time of building a new fatherland, through the period of the fatherland’s liberation war and postwar rehabilitation and construction, and even during the period when the country was carrying on the arduous march and forced march, cherishing a high level of loyalty and burning patriotism to the party and the leader [suryo’ng; 수령].

Despite the enemies’ vicious sanctions, our scientists and technicians created miracles that surprised the world with cutting-edge science and technology, such as core basic technology and space technology with a fever for the breaking-through-the-cutting-edge battle. By resolving everything we need, including Juche iron, Juche fertilizer, and Juche fiber, with our resources and technologies, they have vigorously lent impetus to the construction of a powerful socialist state.

As long as we have large contingents of scientists and technicians who possess a high level of loyalty and patriotism to the party as well as creative talent, we can build a self-supporting and modern socialist economy and knowledge-based economic power as much as we want with our own strength by concentrating all our efforts on economic construction.

The reason the new strategic line presented by the party is a realistic line whose feasibility is firmly guaranteed is, next, that it is rooted in a foundation of a self-supporting economy that is impervious to all hardships.

Under the wise leadership of the great leaders [suryo’ngnimdu’l; 수령님들] and the respected and beloved Comrade Supreme Leader, a solid foundation for a self-supporting economy has been built in our country with which we can advance the economy, secure against any influence from the outside.

Since the immediate wake of liberation to this day, our party has consistently set forth the construction of a self-supporting national economy as the strategic line of economic construction. To that end, it has equipped [itself] with a well-rounded and comprehensive economic structure and has built a self-supporting economy that advances with our technologies and resources and our talents as the basis.

Consequently, today, our country is equipped with basically all the sectors necessary for socialist construction and people’s livelihood, such as heavy industry, light industry, agriculture, and so forth. Moreover, [we] are further improving the economic structure in line with the demands of the era of the knowledge economy by vigorously waging a struggle to develop cutting-edge technology industries under the wise leadership of the party.

The foundation and potential of the self-supporting economy that our people have built for dozens of years with their sweat and blood are great. If we just effectively used this mighty self-supporting economic foundation under the banner of self-reliance, we could render the enemies’ vicious sanctions maneuvers futile and vigorously accelerate economic construction on a higher level as much as we want.

The robust self-supporting economic foundation, which is developing based on our strength, technologies, and resources, serves as the material basis guaranteeing victory in a struggle to build a powerful socialist economy by concentrating all effort on economic construction.

As can be seen, the party’s new strategic line of concentrating all efforts on economic construction not only accurately reflects the development of our revolution and the demands and aspirations of the people, it is a realistic line whose feasibility is firmly guaranteed. As such, it serves as a guiding principle and a weapon of the struggle that we must firmly seize as we vigorously accelerate socialist construction in line with the demands of the new, higher stage of the development of the revolution.

All the functionaries and working people should actively contribute to speeding up the rate of our revolution’s progress and advancing the construction of a powerful socialist state by deeply understanding, fundamentally, the legitimacy of the party’s new strategic line of concentrating all efforts on economic construction and by rising up as one in a struggle to implement it.

경애하는 최고령도자 김정은동지께서는 조선로동당 중앙위원회 제7기 제3차전원회의에서 경제건설에 총력을 집중할데 대한 새로운 전략적로선을 제시하시면서 이 로선이 그 실현가능성이 확고히 담보된 현실적인 로선이라는데 대하여 밝히시였다.

경애하는 최고령도자 김정은동지께서는 다음과 같이 말씀하시였다.

우리 당의 새로운 전략적로선은 그 실현가능성을 과학적으로 타산하여 제시된 가장 정당한 로선이다. 로선과 정책의 과학성, 정당성은 그것이 시대와 혁명, 인민대중의 요구와 지향, 현실적조건을 얼마나 정확히 타산하여 세워지는가에 의하여 중요하게 규정된다.

우리 당의 모든 로선이 다 그러한것처럼 새로운 전략적로선도 시대와 혁명, 인민대중의 지향과 요구를 옳게 반영하고있을뿐아니라 현실적조건도 정확히 타산하여 세워진 가장 정당한 로선이다.

당이 제시한 새로운 전략적로선이 그 실현가능성이 확고히 담보된 현실적인 로선으로 되는것은 무엇보다먼저 그것이 무궁무진한 창조력을 지닌 인민대중의 힘에 의거하고있기때문이다.

경제건설은 근로인민대중을 위한 사업이고 인민대중이 그 직접적담당자이다. 인민대중이 생산과 건설에서 자기의 창조적힘을 최대로 발휘할 때 경제건설이 힘있게 추진되게 된다.

경제건설에서 인민대중이 발휘하는 창조적능력은 아무 사회에서나 다 원만히 발휘되는것은 아니다.

극소수 착취계급이 생산수단을 독차지하고 근로인민대중을 억압하고 착취하는 자본주의사회에서 근로대중은 자기의 창조적힘을 충분히 발휘할수 없다.

자본주의사회에서 생산물은 근로자들의 로동에 의하여 창조되지만 그 열매는 자본가에 의하여 독점적으로 점유된다. 아무리 피타게 일해도 자본가만 더 부유해지고 근로대중은 점점 더 빈궁해지는 이러한 착취사회에서 근로대중이 높은 생산적열의를 가질수 없고 창조적힘을 원만히 발휘할수 없다는것은 명백하다.

사회주의사회에서는 이와는 근본적으로 다르다. 근로인민대중이 국가와 사회, 경제의 주인으로 되고있고 모든것이 근로인민대중을 위하여 복무하는 사회주의사회에서 근로자들의 로동은 자각적이며 집단적인 로동으로 되게 되며 근로자들은 생산과 건설에서 주인으로서 높은 창조적힘을 최대로 발휘해나가게 된다.

사회주의사회에서 근로인민대중이 발휘하게 되는 높은 혁명적열의, 창조적힘은 로동계급의 당과 수령의 옳바른 령도를 떠나 생각할수 없다.

우리 인민이 오늘과 같이 자주적인 사상의식과 무궁무진한 창조력을 지닌 인민으로 될수 있은것은 바로 우리 당의 현명한 령도의 결과이다.

우리 당이 인민대중의 힘을 발동하여 혁명과 건설을 령도해옴으로써 우리 인민은 자기의 운명을 자기의 힘으로 개척해나가는 자주적이며 창조적인 힘있는 사회적존재로 되게 되였다.

우리 나라에서 해방후 짧은 기간에 두차례의 사회혁명을 수행하고 백년이 걸려도 일떠서지 못할것이라고 하던 전후복구건설을 짧은 기간에 끝내였으며 남들이 한세기 또는 수세기를 걸쳐 수행한 공업화도 14년이라는 짧은 기간에 수행할수 있은것은 우리 당의 현명한 령도와 당의 사상과 위업에 끝없이 충직한 무궁무진한 창조력을 지닌 인민대중이 있었기때문이다.

련전련승, 기적우에 기적을 쌓아온 우리 인민의 투쟁력사는 당의 혁명사상으로 무장하고 당의 두리에 일심단결된 인민, 가장 위력한 혁명의 주체로 된 인민의 성스러운 위업은 필승불패이라는것을 증명해주고있다.

자주적인 사상의식과 무궁무진한 창조력을 지닌 인민대중이 있는 한 경제건설에 총력을 집중하여 강력한 사회주의경제, 지식경제를 일떠세우기 위한 오늘의 투쟁에서의 승리는 확고히 담보되여있다.

당이 제시한 새로운 전략적로선 이 그 실현가능성이 확고히 담보된 현실적인 로선으로 되는것은 다음으로 그것이 우리 당이 키워낸 높은 애국심과 창조적재능을 지닌 과학자, 기술자진영에 의거하고있기때문이다.

오늘 우리가 건설하는 경제강국은 국방건설과 경제건설, 인민생활에 필요한 물질적수단들을 자체로 생산보장하며 과학기술과 생산이 일체화되고 첨단기술산업이 경제장성에서 주도적역할을 하는 자립경제강국, 지식경제강국이다.

과학기술이 급속히 발전하고 그것이 사회경제발전에 커다란 영향을 미치고있는 오늘 자립으로 굳건하며 지식의 힘에 토대하여 장성하는 경제강국을 건설하자면 과학기술의 발전을 확고히 앞세워야 하며 그러자면 인재력량이 준비되여야 한다.

우리 나라에는 당의 품속에서 가장 우월한 교육제도의 혜택을 받으며 자라난 과학자, 기술자들의 진영이 튼튼히 마련되여있다.

우리 당은 해방직후부터 새 조국건설에서 인재들의 역할을 중시하고 인재양성을 위한 교육사업에 큰 힘을 넣어왔다. 전문적인 교육체계를 통한 인재양성과 함께 일하면서 배우는 교육체계를 통하여 수많은 인재들이 양성되였으며 오늘은 당의 전민과학기술인재화방침에 따라 공장, 기업소, 협동농장 그 어디에서나 누구나 공부할수 있는 원격교육체계가 세워지고 수많은 근로자들이 대학졸업정도의 지식을 소유한 지식형근로자로 자라나고있다. 그리하여 오늘 우리 나라에는 과학자, 기술자들의 대부대가 마련되게 되였다.

우리 당이 키워낸 과학자, 기술자들은 당과 수령에 대한 높은 충정심과 불타는 애국심을 간직하고 새 조국건설시기로부터 조국해방전쟁과 전후복구건설시기를 거쳐 나라가 고난의 행군, 강행군을 하던 시기에도 변함없이 과학기술로 우리 당을 받들어왔다.

우리의 과학자, 기술자들은 적들의 악랄한 제재속에서도 첨단돌파전의 열풍으로 핵심기초기술과 우주기술을 비롯한 첨단과학기술에서 세계를 놀래우는 기적을 창조하였고 주체철, 주체비료, 주체섬유를 비롯하여 우리에게 필요한 모든것을 우리의 자원과 기술로 해결하여 사회주의강국건설을 힘있게 추동하여왔다.

당에 대한 높은 충정심과 애국심, 창조적재능을 지닌 과학자, 기술자의 대부대를 가지고있는 한 경제건설에 총력을 집중하여 자립적이며 현대적인 사회주의경제, 지식경제강국을 얼마든지 우리의 힘으로 일떠세울수 있다.

당이 제시한 새로운 전략적로선이 그 실현가능성이 확고히 담보된 현실적인 로선으로 되는것은 다음으로 그것이 그 어떤 풍파에도 끄떡없는 자립경제의 토대에 의거하고있기때문이다.

위대한 수령님들과 경애하는 최고령도자동지의 현명한 령도밑에 우리 나라에는 외부의 그 어떤 영향에도 끄떡없이 경제를 발전시켜나갈수 있는 튼튼한 자립경제의 토대가 마련되여있다.

우리 당은 해방직후부터 오늘에 이르기까지 시종일관 자립적민족경제건설을 경제건설의 전략적로선으로 내세우고 다방면적이고 종합적인 경제구조를 갖추고 우리의 기술과 자원, 우리의 인재들에 의거하여 발전하는 자립경제를 건설해왔다.

그리하여 오늘 우리 나라에는 중공업과 경공업, 농업 등 사회주의건설과 인민생활에 필요한 부문들이 기본적으로 다 갖추어져있으며 당의 현명한 령도밑에 첨단기술산업을 발전시키기 위한 투쟁이 힘있게 벌어져 지식경제시대의 요구에 맞게 경제구조가 보다 개선되여나가고있다.

우리 인민이 수십년동안 피땀바쳐 마련해놓은 자립경제의 토대와 잠재력은 대단하며 자력갱생의 기치밑에 이 위력한 자립경제의 토대를 효과적으로 리용하기만 하면 적들의 악랄한 제재책동을 물거품으로 만들고 경제건설을 얼마든지 보다 높은 단계에서 힘있게 다그칠수 있다.

우리의 힘과 기술, 자원에 의거하여 발전하는 자립경제의 튼튼한 토대는 경제건설에 총력을 집중하여 강력한 사회주의경제를 일떠세우기 위한 투쟁에서의 승리를 담보하는 물질적기초로 된다.

이처럼 경제건설에 총력을 집중할데 대한 당의 새로운 전략적로선은 우리 혁명발전과 인민의 요구와 지향을 정확히 반영하고있을뿐아니라 그 실현가능성을 확고히 담보하는 현실적인 로선으로서 혁명발전의 새로운 높은 단계의 요구에 맞게 사회주의건설을 힘있게 다그치는데서 튼튼히 틀어쥐고나가야 할 지도적지침, 투쟁의 무기로 된다.

모든 일군들과 근로자들은 경제건설에 총력을 집중할데 대한 당의 새로운 전략적로선의 정당성을 원리적으로 깊이 인식하고 그 관철을 위한 투쟁에 한사람같이 떨쳐나섬으로써 우리 혁명의 전진속도를 가속화하고 사회주의강국건설을 앞당기는데 적극 이바지하여야 한다.
