Arising before us today is the heavy yet honorable task of building an economically powerful socialist state as soon as possible by strengthening the national defense industry’s leading role in every way, with the military-first banner held up high.

Our country grandly occupies the position of a politically and ideologically powerful state and a militarily powerful state, thanks to the wise leadership of the great leader [suryo’ngnim; 수령님] and the respected and beloved general; and when our country becomes an economically powerful state can it become the most highly dignified, mighty powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국] in the world and a country where national power is strong, everything thrives, and the people live well, with nothing to envy in the world.

Great Leader Comrade Kim Jong Il pointed out as follows:

Military affairs are the number one national affair of all national affairs, and the national defense industry is the lifeline of constructing a wealthy and powerful fatherland. We cannot build an economically powerful state apart from military affairs and the national defense industry, nor can we think about the well-being of the country and the people. The respected and beloved general’s idea and theory on building an economically powerful socialist state by advancing the national defense industry first and increasing its leading role serves as a programmatic principle for strengthening the country’s national power and realizing the popular masses’ independence.

The economic construction line of the military-first era newly established by the respected and beloved general, reflecting the demands of the military-first era, is the most scientific economic construction line. It enables [the DPRK] to firmly consolidate the material and technical foundations for building a wealthy and powerful fatherland and improving the people’s living standards by vigorously accelerating the overall economic development based on the leading role of the national defense industry, in line with the demands of the times and the revolution’s development.

The line of building an economically powerful socialist state by strengthening the national defense industry’s leading role is indeed a unique economic construction line of our style that enables our party’s military-first politics, politics of independence, and politics of benevolence to be realized most brilliantly. It is also a socialist economic construction line of Juche enabling [the DPRK] to defend and ensure the country’s dignity and rights under the military-first banner and highly display the superiority and might of socialism on a full scale.

Strengthening the leading role of the national defense industry is a lawful demand of building an economically powerful socialist state.

The leading role of the national defense industry alone can smoothly create the socioeconomic conditions for building an economically powerful state and vigorously lend impetus to the development of the overall people’s economy.

The leading role of the national defense industry is a lawful demand of building an economically powerful state because, first, it serves as a firm guarantee for creating the socioeconomic conditions for building an economically powerful state.

First, the leading role of the national defense industry strengthens the country’s overall national power and creates a favorable environment for economic development.

The national defense industry is an economic field that produces the weapons and material and technical means necessary for realizing the country’s self-defense.

Unlike civilian industry, the national defense industry is an industrial sector that produces goods which are used for military purposes only. What is important here is that it produces all types of weapons, ammunition, and military equipment.

In socialism, the national defense industry’s mission is to realize self-defense. If capitalist countries’ munitions industries pursue the objective of aggression against other countries, our national defense industry is built with the objective of defending the country against the imperialists’ maneuvers of aggression. Hence, the development of the national defense industry in our country and its leading role in short are guarantees for creating a favorable environment for building an economically powerful state with the fatherland’s security.

We are building an economically powerful state amid the US imperialists’ incessant political and military threats and economic blockade.

We cannot achieve smooth development of the economy without thoroughly smashing the imperialists’ maneuvers toward aggression under the condition where great obstacles prevail due to the US imperialists’ military pressure and vicious and dogged economic blockade maneuvers recently. The only way to check and frustrate the enemies’ military and economic supremacy maneuvers and build a favorable environment for the construction of an economically powerful state is to strengthen the gun barrel and more robustly solidify our revolutionary armed forces into invincible ones. This is firmly guaranteed only through the national defense industry’s development and its leading role.

Developing the national defense industry first by directing priority efforts toward it, and increasing its leading role, are firm guarantees for not only the victory of the war of the revolution but also for the safe and smooth development of the overall economy and social production.

Next, the leading role of the national defense industry firmly lays the overall economic foundation of the country.

The socialist economy of the military-first era should be one for guaranteeing the party’s military-first politics materially and economically and for providing the people with an abundant and civilized life. For that reason, the issue of building the country’s economic foundation in the military-first era comes up differently compared to the past.

Preceding theories viewed the country’s economic foundation as representing heavy industry, but in today’s military-first era, it is scientific to place the national defense industry in a leading and core position and view heavy industry with it. This is because the national defense industry is the foremost sector of economic construction and the core of the overall people’s economy which strengthens the material and technical foundations for strengthening military capabilities for realizing the country’s self-defense.

The most important lawful demand for the construction of an economically powerful state is to advance the economy in the direction of laying an economic foundation centered on the national defense industry.

The leading role of the national defense industry further strengthens the country’s overall economic foundations by affecting the development of various sectors of the people’s economy, including heavy industry.

The national defense industry positively impacts equipping various sectors of the people’s economy with modern technologies and enhancing the quality of products.

The national defense industry sector is equipped with the most superior scientific and technological forces, and up-to-date scientific and technological successes are introduced there first, and in a concentrated manner.

The might of an economically powerful state is in short might displayed by science and technology.

Economic development cannot be thought of independently of scientific and technological advances in the modern age, an era of science and technology. Moreover, advances in science and technology per se can be achieved successfully only through economic development.

Our national defense industry today is an aggregation and matrix of up-to-date science and technology. For that reason, in many cases, advances in modern-day productive forces may be said to be achieved with advances in up-to-date science and technology and munitions production, which is founded on them, serving as the pillars.

In terms of the speed of development of cutting-edge technology, including information technology, and the speed of technical equipment’s renovation, the munitions industry field does not even compare to other fields of social production.

It is that the national defense industry introduces modern electronic and machine equipment and advanced production processes to various sectors of the people’s economy based on up-to-date scientific and technological accomplishments attained in national defense science and munitions production. By doing so, it accelerates the modernization and informatization of the overall economy and builds a powerful national economic foundation.

As has been examined, the line of building an economically powerful state, which strengthens the leading role of the national defense industry, is an economic construction line that further strengthens the country’s economic foundation by making a great impact on the overall economic development, including that of heavy industry.

Resolutely smashing the imperialists’ political and military aggression maneuvers and economic blockade maneuvers, creating a favorable environment for economic construction, and building the country’s economic foundation, a basic guarantee for strengthening national economic capabilities by increasing the leading role of the national defense industry — herein lies one of the grounds for why the national defense industry’s leading role is a lawful demand of building an economically powerful state.

The national defense industry’s leading role is a lawful demand of building an economically powerful state because, second, it is a firm guarantee for sturdily consolidating the material and economic foundation for the construction of a powerful socialist state [sahoejuu’i kangso’ngdaeguk; 사회주의강성대국].

The leading role of the national defense industry, first, positively impacts equipping the heavy industry sectors with up-to-date science and technology and improving product quality.

The leading role of the national defense industry also lends impetus to the development of the heavy industry field by giving rise to high demand for heavy industry goods, such as general facilities and raw materials, materials, and electricity.

Owing to the leading role of the national defense industry, great efforts are channeled toward the electric power, coal, and metal industries and they make rapid advancements in line with the demands of building an economically powerful state, and the sectoral structure of heavy industry is improved continuously in close connection with the national defense industry.

The economic construction line of the military-first era calls for decisively improving the people’s living standards by actively developing light industry and agriculture.

Systematically increasing the standards of the people’s material and cultural life is an intrinsic demand and fundamental objective of building a socialist economy.

The basic way to resolve the issue of the people’s livelihood is to extensively produce high-quality people’s consumer goods by modernizing light industry and, along with that, to solve the eating problem by decisively increasing agricultural production.

Modernizing light industry and increasing agricultural production can be resolved smoothly only with the leading role of the national defense industry.

Light industry and agriculture form a close connection with the national defense industry.

Light industry and agriculture contribute positively to the development of the national defense industry by guaranteeing the raw materials and materials necessary for the national defense industry. With contingencies in mind, they also contribute positively to the country’s national defense industry by producing reserve materials, such as sufficient clothing, food, and basic foodstuffs.

The leading role of the national defense industry lends impetus to the modernization of the light industry sectors and the development of agricultural production by disseminating up-to-date science and technology and introducing modern electronic and machine equipment and advanced management methods.

As examined above, the leading role of the national defense industry arises as a lawful demand of the construction of an economically powerful socialist state by sufficiently creating the socioeconomic conditions for building an economically powerful state, and by powerfully lending impetus to overall economic development, including that of heavy industry.

The struggle to implement the military-first era’s economic construction line presented by our party is an honorable and sacred task for defending the fate of the country and the nation, adhering to socialism of Juche, and building a powerful state [kangso’ngdaeguk; 강성대국] in this land.

Our task is massive and our struggle is very difficult, but as long as we have the great party’s correct leadership and as long as we have the revolutionary army and people who are boundlessly loyal to the party, we will win at all cost.

By advancing while holding high the military-first era’s economic c0nstruction line on the leading role of the national defense industry, we must build powerful economic capabilities in line with the demands of the military-first era based on the enormous potential of the socialist economic structure of our style, where the national defense industry occupies a leading position. We must also achieve great victory in the anti-imperialist, anti-US showdown of the new century and in the construction of an economically powerful state.

국방공업의 선도적역할은 사회주의경제강국건설의 합법칙적요구

오늘 우리 앞에는 선군의 기치높이 국방공업의 선도적역할을 백방으로 강화하여 사회주의경제강국을 하루빨리 건설하여야 할 무겁고도 영예로운 과업이 나서고있다.

위대한 수령님과 경애하는 장군님의 현명한 령도에 의하여 정치사상의 강국, 군사강국의 지위를 당당히 차지하고있는 우리 나라가 경제강국으로 될 때 세계에서 가장 존엄높은 위력한 사회주의강성대국으로, 국력이 강하고 모든것이 흥하며 인민들이 세상에 부럼없이 잘 사는 나라로 될수 있다.

위대한 령도자 김정일동지께서는 다음과 같이 지적하시였다.

《군사는 국사중의 제일국사이며 국방공업은 부강조국건설의 생명선입니다. 군사와 국방공업을 떠나서는 경제강국도 건설할수 없으며 나라와 인민의 안녕도 생각할수 없습니다.》(《김정일선집》 14권, 457페지)

국방공업을 우선적으로 발전시키며 그 선도적역할을 높여 사회주의경제강국을 건설할데 대한 경애하는 장군님의 사상리론은 나라의 국력을 강화하고 인민대중의 자주성을 실현하기 위한 강령적지침으로 된다.

우리는 미제국주의자들의 끊임없는 정치군사적위협과 경제봉쇄속에서 경제강국을 건설하고있다.

최근 미제국주의자들의 군사적압력과 악랄하고 끈질긴 경제봉쇄책동으로 하여 나라의 경제발전에 커다란 장애가 조성되고있는 속에서 제국주의자들의 침략책동을 철저히 짓부시지 않고서는 경제의 순조로운 발전을 이룩할수 없다. 우리가 적들의 군사경제적제압책동을 저지파탄시키고 경제강국건설에 유리한 환경을 마련하는 길은 오직 총대를 강화하여 우리 혁명무력을 필승불패의것으로 더욱 튼튼히 다지는것이며 이는 국방공업의 발전과 그 선도적역할에 의해서만 확고히 담보된다.

선행리론에서는 나라의 경제토대라고 하면 곧 중공업을 대표하는것으로 보았지만 오늘의 선군시대에는 국방공업을 주도적, 핵심적지위에 놓고 중공업을 함께 보는것이 과학적이다. 그것은 국방공업이 나라의 자위를 실현하기 위한 군사력강화의 물질기술적기초를 강화하는 경제건설의 첫째가는 부문으로, 전반적인민경제의 핵심으로 되기때문이다.

오늘 우리의 국방공업은 최신과학기술의 집합체로, 모체로 되고있다. 때문에 현대 생산력의 발전은 많은 경우 최신과학기술의 발전과 그에 기초하는 군수생산을 축으로 하여 이루어진다고 볼수 있다.

정보기술을 비롯하여 첨단기술의 발전속도와 기술장비의 갱신속도에서 군수산업분야는 사회적생산의 다른 분야들과는 대비도 되지 않는다.

바로 국방공업은 국방과학과 군수생산에서 이룩된 최신과학기술성과에 토대하여 인민경제 여러 부문들에 현대적인 전자 및 기계설비들과 선진적인 생산공정들을 도입함으로써 전반적경제의 현대화, 정보화를 다그치고 강력한 국가경제토대를 축성한다.

국방공업의 선도적역할은 최신과학기술의 보급, 현대적전자 및 기계설비들과 선진적인 경영방법의 도입 등으로 경공업부문의 현대화와 농업생산의 발전을 추동한다.

이상에서 본바와 같이 국방공업의 선도적역할은 경제강국건설의 사회경제적조건을 충분히 마련하여 중공업을 비롯한 전반적경제발전을 힘있게 추동하는것으로 하여 사회주의경제강국건설의 합법칙적요구로 나서는것이다.

우리 당이 제시한 선군시대의 경제건설로선을 관철하기 위한 투쟁은 나라와 민족의 운명을 지키고 주체의 사회주의를 고수하며 이 땅우에 강성대국을 일떠세우기 위한 영예롭고도 성스러운 과업이다.

우리의 과업은 방대하고 우리의 투쟁은 매우 어렵지만 위대한 당의 옳바른 령도가 있고 당에 무한히 충직한 혁명적인 군대와 인민이 있는 이상 우리는 반드시 승리할것이다.
